WASHINGTON - Denouncing a "squandering of the people's money," lawmakers voted decisively Thursday to impose a 90 percent tax on millions of dollars in employee bonuses paid by troubled insurance giant AIG and other bailed-out companies. The House vote was 328-93. Similar legislation has been introduced in the Senate and President Barack Obama quickly signaled general support for the concept.

Hoyer Statement on CBO Analysis of the President's Budget

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement after the Congressional Budget Office issued their analysis of the President’s budget outline:

“The Congressional Budget Office’s analysis of the President’s budget blueprint shows larger deficits than those upon which the President’s budget was based. This new forecast was expected as a result of how quickly the economy has weakened. President Obama’s budget blueprint remains a remarkably honest one, which accurately accounts for the cost indexing the alternative minimum tax, Medicare doctor payments, and two wars. While the economy is likely to continue to deteriorate for some time, the CBO projects that the recession is likely to end later this year, thanks to the enactment of the American Recovery and Reinvestment Act and very aggressive actions by the Federal Reserve and the Treasury.

“Nevertheless, our nation faces a high deficit, the legacy of eight years of President Bush’s fiscal recklessness, economic decline, and recovery efforts. It is essential that we cut that deficit—and by passing the Obama budget, we can cut it in half by 2013. The budget will help us lower the cost of healthcare, which is one of our greatest fiscal burdens. It will also make the investments in healthcare, energy, and education that are necessary for future prosperity, while spelling out how those investments will be paid for. The Democratic Congress will continue to work with President Obama to craft a budget resolution that responds to the deficit challenge, while following through on the priorities that Americans have expressed so often and so clearly.”

ISTANBUL, TURKEY - The U.S. Agency for International Development (USAID) and the International Water Association (IWA) signed an agreement today at the Fifth World Water Forum to work together to increase access to clean drinking water and sanitation throughout the Middle East and Africa by strengthening water utilities and their regional associations. This partnership focuses specifically on access to clean drinking water and sanitation for the urban poor, water safety and quality management, leadership gaps and climate change.
Countries in the Middle East and North Africa are facing a water crisis. In this arid region, supplies of renewable water are limited while demand is rapidly rising due to population growth, agricultural use, and increasing industrialization and urbanization. Daily per capita water consumption is low throughout the region, and the cost of supplying water continues to increase. In response, pressures on water operators to improve their efficiencies and capacities are growing.
By synchronizing program planning and leveraging financial and non-financial resources, USAID and IWA will work to strengthen water utilities and their regional associations, such as the Arab Countries Water Utility Association (ACWUA) and African Water Association (AfWA).
USAID and IWA will address this common objective by:
Supporting and strengthening regional water utility associations by providing information and expertise on business planning and programs and services;
Brokering and facilitating global or regional Water Operator Partnerships, e.g. partnerships between mentor and recipient water operators;
Working together to create a regional Future Water Leaders program; and
Collaborating on and disseminating pertinent information such as reports, analyses, and resources.
To launch this strategic partnership, IWA and USAID are working closely with ACWUA to build and strengthen ACWUA's role and impact for its utility members. IWA can provide resources and experts to build knowledge and capacity where needed within the association and individual utilities. USAID is providing strategic and expert resources to assist ACWUA in expanding its business plan for sustainability, supporting its knowledge management and communications strategy as well as facilitating the technical working groups on poverty orientation and utility management.
USAID and IWA will promote leadership strengthening for mid-level water and wastewater management professionals to build up the water and sanitation sector. USAID is promoting Middle East leadership in the sector by bringing twenty-five future leaders from nine Middle Eastern countries together to discuss issues that they will face as leaders in ten years time. IWA has a Young Professionals group and mentorship program that offers support and guidance. Both parties will collaborate on curriculum design and creating linkages among young professionals across countries and regions, as well as connections to senior mentors in order to build leadership capacity and networks in support of Future Water Leader career development.
The U.S. Agency for International Development has provided economic and humanitarian assistance worldwide for nearly 50 years.

OCC Appoints FDIC Receiver for TeamBank, National Association
WASHINGTON — The Office of the Comptroller of the Currency (OCC) today appointed the Federal Deposit Insurance Corporation (FDIC) as receiver for TeamBank, National Association, Paola, Kansas. TeamBank’s primary market extended throughout Kansas and locations in Missouri and Nebraska. The bank, with approximately $668 million in assets, was chartered as a national bank in 1885. The bank is a wholly owned subsidiary of Team Financial, Inc., Paola, Kansas.
The OCC acted after finding that the bank was undercapitalized and had experienced substantial dissipation of assets and earnings due to unsafe and unsound practices. The OCC also found that the bank had incurred and is likely to incur losses that will deplete all or substantially all of its capital, and there is no reasonable prospect that the bank will become adequately capitalized. The bank’s unsafe and unsound practices also weakened the bank’s condition and seriously prejudiced the interests of the bank’s depositors and the deposit insurance fund.
The FDIC will release information about the resolution of the bank.

MESSAGE FROM THE MAJORITY LEADER

This week, the House passed legislation to recoup taxpayer dollars after AIG used financial stabilization funds for bonuses. We are all outraged that AIG could act so irresponsibly. The House took quick action to get taxpayer money back and ensure that funds are not being wasted for the sole benefit of the very people who played a key role in creating this economic crisis. I hope the Senate will take action soon, and Congress will continue to look at ways to ensure companies receiving taxpayer assistance will not use that money for bonuses.

At the same time that we’re making sure our large businesses are acting responsibly, we’re also guaranteeing that our small businesses are getting the help they need. On Monday, the Obama Administration took a positive step to free up credit for small businesses. In order to meet today’s challenges, small business owners need access to loans to ensure that they can grow, be successful, and play a key part in restoring the strength of our nation's economy. I applaud the Administration for its continued efforts to help provide relief to small businesses, which builds on significant steps already taken by the Congress in the Recovery and Reinvestment Act.

During this time of crisis, more Americans are looking for ways to help their country. This week, the House passed the Generations Invigorating Volunteerism and Education Act, which will create outlets for service so people of all ages can contribute to our nation’s recovery. A top priority of President Obama, this legislation will increase the size of the AmeriCorps program and create new service opportunities to volunteer in fields such as clean energy and education. I hope we can quickly send this bill to the President for his signature.

Next week, the House will consider the Omnibus Public Land Management Act, which will designate more than 2 million acres across the country as wilderness and expand protections for existing national parks, rivers and water resources. We will also consider the Federal Land Assistance, Management and Enhancement Act, which will establish a permanent fund for fighting wildfires.
