Dear America,

I need your immediate help. You've probably heard about the extremely close race for governor here in Washington. Only 42 votes separate my opponent and me, and thousands of ballots across the state haven't been counted.

This is by far the closest race in the history of our state, and one of the closest the nation has ever seen. That means we must make sure that every single legitimate ballot has been counted -- and that means a statewide manual recount of every vote.

Washington state law requires the party requesting the recount to pay for it, and it will cost at least $750,000. The Democratic Party is committed to this recount, but they need your immediate donation today to make it happen. Please give today.

Let me put this race in a little more perspective. Out of nearly 3 million votes cast, only 42 votes separate my Republican opponent and me. That's a difference of 0.0014 percent. The error for voting machines is somewhere between 1 and 2 percent, or 1,000 times as great as the vote difference.

That means that this race is tied, and anything is possible with a manual recount. We must count every vote individually, and we can't do it without you.

As we head into the holiday season and look back on this year, we wanted to take a moment to thank you for what you did for the campaign this year and more important, what you did to protect the most basic right of our country and of the Democratic Party, our right to vote and have that vote counted. As a Democratic Voting Rights Volunteer, you should feel confident that your efforts this Fall, whether on the phone, at the polls, or in the courthouses, helped thousands of American voters gain access to the polls and enabled them to practice their fundamental right to vote. You helped voters understand that voting is both easy and important. In many cases, you convinced people that it was a right worth waiting for and worth fighting for. And once those votes were cast, you gave of your time and your expertise to ensure they were counted. In fact, right now, your colleagues in Ohio and in Washington State are working hard on recounts to protect these rights.

As we watch the powerful demonstrations on behalf of voting rights across the world, in the Ukraine, in Afghanistan, and soon in Iraq, we understand the power of democracy and freedom. We must do more to ensure that American freedom and democracy are the model for the world. We can begin by reforming our electoral system and keeping each of you involved in the future in our fight to promote voting and protect our right to vote.

On the national level, we have not stopped fighting for your voting rights, nor will we ever rest until Americans feel confident in our system of elections. Both the Kerry-Edwards campaign and the Democratic National Committee are supporting the recount in Ohio and the gubernatorial recount in Washington State with funds, volunteers, and legal expertise.

Together we have the ability to make America and American democracy stronger. We must hold the President and the Republican Party accountable for weakening our electoral system by their constant efforts to talk up fraud and talk down voting during the campaign. We must hold them accountable for arguing in court that voting should be made harder, not easier, in the provisional ballot cases. We need to hold them accountable for their efforts to knock registered voters off the voting roles; and, most important, we need to hold them accountable for refusing to help states and local municipalities across the country with funding to improve and update voting machines and voting programs.

Thank you again for what you did and what you will do in the future. Here's wishing you and your family a happy holiday and a New Year full of peace and prosperity.

Ohio Update

Ohio Update
In addition to our support of the Ohio recount efforts, Chairman McAuliffe has announced the Democratic National Committee and the DNC Voting Rights Institute will be conducting a major investigative study into what happened in Ohio. The purpose of this investigation is not to contest the results of the election in any way. Rather, the purpose of this effort is to fulfill our Party's commitment to ensuring that every eligible voter can vote and that every vote is counted. This investigation will address the legitimate questions and concerns that have been raised in Ohio and will develop factual information that will be critically important in crafting further necessary election reforms.

In addition to crafting our own set of suggested reforms, the DNC will share the data collected and our recommended reforms with third party Election Reform groups and members of Congress, state legislatures and Governors so we can reform the system from the bottom up.

Election Reform: Donna Brazile
On November 2, millions of Americans turned out to make their voices heard. Voters throughout America should be applauded for braving long lines and confusion at the polls in order to exercise their most precious freedom.

Despite the enactment of the Help America Vote Act (HAVA), little has changed since the disputed 2000 general election in Florida. Only a handful of states have replaced their old voting systems. Few states have improved the training of poll workers and updating registered voter lists. Election officials were woefully unprepared for record numbers of voters. Student voters experienced roadblocks and intimidation tactics when registering to vote in their campus communities. Members of minority groups and new citizens encountered intimidation at the polls, with demands for identification that exceeded legal requirements. Much confusion remains over regulations for counting provisional ballots cast by voters who, for one reason or another, were not on the active voter list at the precinct where they voted.

Americans must renew the call for dramatic reformation of our electoral system. The following changes should be mandatory priorities:

Ease the rules on voter registration.
Provide quality training to poll workers.
Provide voter education as to how to cast one's ballot and where to vote.
Adoption of "no excuse required" legislation for absentee voting.
Require a verifiable paper audit for all electronic voting machines.
Develop standardized procedures for counting provisional ballots.
Allow college students greater access to the polls.
Develop procedures to ensure that all eligible voters living overseas can have their votes counted.
Make voter suppression a legal offense.
Ease the process for ex-offenders to be reinstated on voter registration lists.
President Lyndon B. Johnson, who signed the historic Voting Rights Act, said "Voting is the first duty of a democracy." It's not only our duty; it is a responsibility we all share.

Stay involved because you have the power to make a significant difference for your party, and more importantly, for your country.

We hope that you stay involved with efforts on the local, state, and national front to strengthen our electoral system and protect our voting rights. Our Voting Rights Institute here at the DNC can help you get plugged into efforts happening in your state and on the national level. Some of your colleagues have already begun email list serves and have held meetings to start lobbying for much needed changes at the state and local level.
