The Nuclear Regulatory Commission staff
will meet Tuesday, March 17, in Lisle, Ill. with officials of
Xcel Energy, to discuss an apparent violation involving the packaging
and transportation of radioactive materials last October. Xcel
Energy operates the Prairie Island nuclear power plant located
in Welch, Minn.
The meeting will be held at 1 p.m. (CDT)
in the Second Floor Conference Room of the NRCs Region
III Office, 2443 Warrenville Road, in Lisle. The public is invited
to observe the meeting and may also listen to the discussion
on a telephone conference line. The public will have an opportunity
to ask questions of the NRC staff before the meeting is adjourned.

In 2008, Prairie Island staff apparently
failed to adequately package and transport a shipment that contained
radioactive material from the power plant to Waltz Mill, Pa.,
in accordance with NRC and Department of Transportation regulations.
When the shipment arrived, radiological surveys showed that the
external surface of the package was greater than the allowable
radiation dose limits.
After reviewing the situation, the NRC
staff made a preliminary determination that the issue had a medium
to high or yellow safety significance. The agency
uses a four-color scale to evaluate inspection findings: green,
white, yellow and red in order of increasing safety significance.
The purpose of a regulatory conference
is to permit Xcel Energy to provide its perspective on the facts
and assumptions the NRC used to arrive at the finding and its
preliminary safety significance. The NRC staff will later use
the information to make a final determination of the safety significance.
A yellow finding can lead to additional NRC inspections
and public meetings with company management.

Responding to last years massive coal ash spill at a Tennessee
Valley Authority facility in Kingston, Tennessee, the U.S. Environmental
Protection Agency today laid out new efforts to prevent future
threats to human health and the environment.
The agencys plan includes measures
to gather critical coal ash impoundment information from electrical
utilities nationwide, conduct on-site assessments to determine
structural integrity and vulnerabilities, order cleanup and repairs
where needed, and develop new regulations for future safety.
Environmental disasters like the
one last December in Kingston should never happen anywhere in
this country, said EPA Administrator Lisa P. Jackson. That
is why we are announcing several actions to help us properly
protect the families who live near these facilities and the places
where they live, work, play and learn.
The December 2008 release of coal ash from
TVAs Kingston, Tennessee facility flooded more than 300
acres of land, damaging homes and property. Coal ash from the
release flowed into the Emory and Clinch rivers, filling large
areas of the rivers and killing fish. TVA cost estimates for
the clean-up range between $525 million and $825 million, which
does not include long-term cleanup costs.
In letters today, EPA requested that electric
utilities that have surface impoundments or similar units provide
information about the structural integrity of their units. EPA
estimates there may be as many as 300 such units. These information
requests are legally enforceable and must be responded to fully.
Working closely with other federal agencies
and the states, EPA will review the information provided by the
facilities to identify impoundments or similar units that need
priority attention. EPA also will visit many of these facilities
to see first hand if the management units are structurally sound.
The agency will require appropriate remedial
action at any facility that is found to pose a risk for potential
failure.
The assessment and analysis of all such
units located at electric utilities in the U.S. will be compiled
in a report and made available to the public.
EPA is also moving forward quickly to develop
regulations to address the management of coal combustion residuals.
EPA anticipates having a proposed rule ready for public comment
by the end of the year.

Hoyer Statement on the President's Executive
Order Lifting Restrictions on Stem Cell Research
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (Md.) released the following statement after President
Obama signed an Executive Order today lifting the eight-year
ban on embryonic stem cell research put in place by the Bush
Administration:
Today is truly a day of renewed hope for millions of Americans
afflicted with diseases for which embryonic stem cell research
could hold the cure. In issuing this order, President Obama has
ended the ban on this critical research, unleashing the promise
of life-saving discoveries and removing the barriers that impeded
our scientific leadership on this ground-breaking research for
nearly a decade.
This action is very welcome news after eight years during
which the role of science was severely diminished - to the detriment
of our nation and its future. During that time, President Bush
repeatedly rejected the promise of this research, twice vetoing
legislation backed by a majority in Congress and 70 percent of
the American people.
In lifting this ban, President Obama has provided hope
for millions of Americans and restored the rightful role of science
in informing policy that improves the lives of Americans.

Hoyer Statement at Press Conference
on the Wounded Warrior Fellowship Program
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) joined Speaker Pelosi and Members of Congress
for a press conference today on the Wounded Warrior Fellowship
Program. Below are his remarks as prepared for delivery:
I am pleased to be here with the Speaker, Members of Congress
and veterans participating in Wounded Warrior Fellowship Program.
Nearly a year ago, I joined with the Speaker to announce the
creation of this program as a means of opening up the doors of
Congress to our veterans when they return home.
Our soldiers are willing to give the ultimate measure of
sacrifice in order to keep us safe. Our debt to them is immeasurable,
and we honor their sacrifices as best we can. But for a veteran
returning from the battlefield, the transition can be tough,
particularly in this current economic environment.
This program provides a unique opportunity for veterans
to pursue an interest in public service and gain valuable experience
working on Capitol Hill that will open doors for employment and
future opportunities. Having veterans as members of Congressional
staffs will also enhance our perspective in Congress on how to
improve veterans care and keep our promises to honor their
service.
It goes without saying that the veterans of this country
- to whom we owe so much - have fulfilled their duties bravely
and honorably. There are many ways we can show them our support.
This program is just one of them.

China's Ministry of Finance (MOF) supplied 1 billion yuan (about
146.3 million U.S. dollars) to 330 qualified credit guarantee
institutions nationwide in the second half of February, the MOF
said in an online statement Monday. The funds would help small
and medium-sized enterprises (SMEs) get bank loans, it said.

on the Alaskan North Slope. This is the first-ever resource estimate
of technically recoverable natural gas hydrates in the world.
This assessment shows that gas hydrates
could add significantly to the U.S. energy mix. The Alaskan North
Slope holds one of the nations largest deposits of technically
recoverable natural gas.

Senior Supervisors Group Issues Report
on Management of Recent Credit Default Swap Credit Events

WASHINGTON Senior financial supervisors
from seven countries (collectively, the "Senior Supervisors
Group") today issued a report that assesses how firms manage
their credit default swap activities related to the settlement
of credit derivatives transactions terminated by the occurrence
of a credit event.
This report Observations
on Management of Recent Credit Default Swap Credit Events
summarizes a review that the Senior Supervisors Group
initiated in December 2008. The observations in the report are
based on discussions with senior members of selected institutions,
comprising major dealers, buy-side firms, service providers,
and an industry association.
Surveyed participants reported that recent credit events were
managed in an orderly manner, with high participation rates and
no major operational disruptions or liquidity problems.
This review was conducted to support the priorities established
by the Financial
Stability Forum, including enhancing the infrastructure for
over-the-counter derivatives markets and encouraging market participants
to act promptly to ensure that the settlement, legal, and operational
infrastructure underlying these markets is sound.
The key observations are summarized in the report that is attached
below.

Executive Order on Stem Cell Research
On March 9, 2009 President Obama signed
an Executive Order removing
barriers to responsible scientific research involving human stem
cells and a Presidential memo on scientific integrity. Research
involving human embryonic stem cells and human non-embryonic

Top Ten Facts About the Child and Dependent
Care Credit
If you paid someone to care for a child,
spouse, or dependent, you may be able to reduce your tax by claiming
the Child and Dependent Care Credit on your federal income tax
return. Below are the top ten things you need to know about claiming
a credit for child and dependent care expenses.
The care must have been provided for one or more qualifying persons.
A qualifying person is your dependent child under age 13. Additionally,
your spouse and certain other individuals who are physically
or mentally incapable of self-care may also be qualifying persons.
You must identify each qualifying person on your tax return.
The care must have been provided so you and your spouse
if you are married could work or look for work.
You and your spouse if you are married must have
earned income from wages, salaries, tips, other taxable employee
compensation or net earnings from self-employment. One spouse
may be considered as having earned income if they were a full-time
student or they were physically or mentally unable to care for
themselves.
The payments for care cannot be paid to your spouse, to someone
you can claim as your dependent on your return, or to your child
who is under age 19, even if he or she is not your dependent.
You must identify the care provider on your tax return.
Your filing status must be single, married filing jointly, head
of household or qualifying widow(er) with a dependent child.
The qualifying person must have lived with you for more than
half of 2008.
The credit can be up to 35 percent of your qualifying expenses,
depending upon your income.
For 2008, you may use up to $3,000 of the expenses paid in a
year for one qualifying individual or $6,000 for two or more
qualifying individuals.
The qualifying expenses must be reduced by the amount of any
dependent care benefits provided by your employer that you exclude
from your income.
If you pay someone to come to your home and care for your dependent
or spouse, you may be a household employer. If you are a household
employer, you may have to withhold and pay social security and
Medicare tax and pay federal unemployment tax. For information,
see Publication 926, Household Employer's Tax Guide.

Washington, DC Energy Secretary Steven Chu made the following
statement regarding President Obamas decision to allow
promising stem cell research to go forward under strict ethical
guidelines:
One of the reasons I joined President Obamas cabinet
was his commitment to making decisions on the basis of sound
science rather than ideology a commitment he demonstrated
again today with his thoughtful, compassionate decision to allow
ethical stem cell research to go forward. This research may hold
the potential to restore a failing heart, calm the tremors of
Parkinsons, free a child from juvenile diabetes or offer
treatments to those with spinal cord injuries. We dont
yet know for certain if these breakthroughs are possible, but
millions of families touched by these diseases or accidents deserve
to know that politics will no longer stand in the way of a cure
for their loved one. I applaud the Presidents decision
to move forward with this research under rigorous ethical safeguards
that respect the strongly held beliefs people on both sides can
have over this issue.
"President Obama also made clear today that his commitment
to decisions based on science instead of ideology extends beyond
stem cell research -- tasking every agency to ensure that sound
science is at the heart of decisions we make. From energy to
environmental protection to health care reform, Americans will
be well served by this approach.
