designated October as National Cybersecurity Awareness Month.
Last week, I wrote about some of the specific threats we face
every time we use a computer. However, we are not helpless against
these threats. In a video released last week, President Obama
identified some basic things that all computer users can do to
improve their cybersecurity and better protect themselves online.

"So are the polls right?" Clinton
said during a rally in northern Virginia. "The answer is
yes, no and maybe. Yes, the polls are an accurate measurement
of the voter groups that they talk to in proportion to each other.
So if on election day that profile shows up, you have to change
minds."
"The 'no' answer is, that's not close
to a profile of the people either who voted in the primary, which
was an open primary, or in the general election of 2008."

seasonal influenza vaccine Fluarix for children ages 3 years
to 17 years. Previously, this vaccine, which contains inactivated

U.S. Navy Capt. Bill Finn, commanding officer of Camp Lemonnier,
Djibouti, will discuss Camp Lemonnier, which is now a Navy base,
falling under the administrative chain of Commander, Navy Region
Europe, Africa, Southwest Asia and Commander, Navy Installations
Command. Camp Lemonnier currently provides base operations and
facilities services to support over 20 tenant commands, including
Combined Joint Task Force - Horn of Africa and the Japan Maritime
Self Defense Force. There are a number of projects underway today
or being planned to continue improving the level of support for
those who use Camp Lemonnier, including taxiway, apron and hangar
upgrades. In addition, there are many quality of life improvement
projects, such as a new galley and chapel, which are designed
to improve the living conditions for service members deployed
to the camp.

site with updated Simulator Quality Management System (SQMS)

The SQMS files affected are Tables E.2, E.4, E.7A, and E.7B.
Also modified were the assessment tools (Tables D.8 and D.9)
for an NSP authorized discrepancy prioritization system (DPS)

These modifications (highlighted in green within the documents)

SPEAKERS FOR 2010 AGRICULTURAL OUTLOOK FORUM
WASHINGTON, Oct. 20, 2009 - Agriculture
Secretary Tom Vilsack today announced the speakers at the 2010
Agricultural Outlook Forum will include the Co-President of Whole
Foods, the recently retired CEO of Sysco Corporation and the
CEO of Bon Appétit Management Company. Vilsack will keynote
the forum titled "Sustainable Agriculture: The Key to Health
& Prosperity." Deputy Secretary Kathleen Merrigan will
open the annual forum on Feb. 18, 2010, at 8 a.m.
A panel, which features Whole Foods Market
Co-President Walter Robb, recently retired Sysco Corporation
CEO Richard Schnieders, Bon Appétit Management Company
CEO Fedele Bauccio, and Science & Technology Advisor to the
U.S. Secretary of State Nina Fedoroff, is titled "Sustainability,
Stakeholders & Customers: Achieving a Healthier 21st Century."
USDA's Under Secretary Jim Miller will
present the foreign trade outlook and Chief Economist Joseph
Glauber will deliver the domestic agricultural economic outlook.
The 2010 Outlook Forum will be held Feb.
18-19, at the Crystal Gateway Marriott Hotel in Arlington, Va.
It will focus on a broad range of topical issues related to rural
communities, nutrition, sustainable agriculture, conservation,
and food safety and security. The forum also will feature traditional
USDA commodity supply and demand and food price outlooks. USDA

Free inspector and compliance workshops
for hazardous chemical spill prevention
Workshops to be held Nov. 4, 2009 in Guam, Nov. 9 in CNMI
HONOLULU - The EPA and the U.S. Coast Guard Sector Guam will
hold workshops in Guam and CNMI covering Spill Prevention and
Countermeasures requirements, response planning, and other topics
relating to facility inspections for hazardous chemical spill
prevention, Nov. 4, 2009 in Guam at the Hilton Guam Resort and
Nov. 9 in CNMI at the Hyatt Regency Saipan. The workshops will
be presented from 8:30 a.m. to 4 p.m.
The free workshops will contain information on the following
topics:
* Spill Prevention, Control and Countermeasure Plans (SPCC) Requirements
* Response Planning (FRP)
* Emergency Planning, Emergency Release Notifications, and Hazardous
Chemical Reporting Regulations
* Risk Management Program: Required Components & How to Submit
Them
* Facility Inspections: Understanding New USCG Facility Regulations
* Inspection Criteria: The Good, the Bad, and the Non-Compliant
The workshops would be of interest to all business owners who
handle chemicals, local and state agency personnel, and community
members. Pre-registration is required due to limited space. This
workshop is essential for all facilities that use or store hazardous
substances in quantities subject to federal regulations.
The EPAs Emergency Prevention and Preparedness Program
will provide information on the requirements for reporting chemical
inventories and accidental release prevention, as well as requirements
for managing risk posed by chemicals used or stored at facilities.
EPA guidance documents and information will be provided to workshop
attendees.

New Consumer Protection Rules for Credit
Cards
Financial educators may be interested in new consumer protections
for credit cards, some of which have already been implemented
under rules from the Federal Reserve Board. For example, as of
August 20, 2009, creditors must give customers 45 days notice
before increasing the Annual Percentage Rate (APR) on a credit
card account (up from 15 days) and they must mail or deliver
periodic statements at least 21 days before the payment is due
(an increase from 14 days). For details about the provisions

Financial Institution Letter to banks. For more information
about the new credit card rules in general, including future
requirements, read the Summer 2009 edition of FDIC Consumer News
(see the next item). These rule changes also will be reflected
in the next edition of the FDIC's Money Smart curriculum, scheduled
to be available to the public in January.

Launches Foreclosure Prevention Initiative
The FDIC has produced a free tool kit of information that will
help homeowners and the banking industry avoid unnecessary foreclosures
and stop scams that promise false hope to consumers at risk of
losing their homes. The tool kit includes a new FDIC brochure
entitled "Is Foreclosure Knocking at Your Door?" that
encourages consumers facing difficulties to contact their mortgage
servicer and apply for a loan modification. Find the tool kit

CLEAN ENERGY CONFERENCE ATTENDEES
Washington, DC On Wednesday, Secretary of Energy Steven
Chu will give the keynote address at Clean Energy Now, the fifth
annual New Jersey Clean Energy Conference and Leadership Awards.
Governor Jon Corzine will give the opening remarks for the conference.
The event is hosted by the New Jersey Board of Public Utilities
(BPU).
Secretary Chu will discuss the administrations focus on
green job growth and clean energy innovations.

S. Michael Palermo, of Philadelphia, pled guilty to conspiring
with former State Senator Vincent Fumo to receive a contract
from the Pennsylvania Senate Democratic Appropriations Committee
(SDAC), under which Palermo received $287,000 in state funds
between 1999 and 2004 for providing little or no actual work
to the SDAC.

Why We Desperately Need Health Care
for All - Now
Dear Friends,
More about why we desperately need health
care for all:
This past weekend, I visited a festival
at a church in a working class area of my district. These events
are opportunities for people from the community to gather, to
eat ethnic foods, listen to music and enjoy each other's company;
before the brisk, brooding Cleveland winter begins to set in.
When I walked through the doors, I felt as though I had stepped
back in time, to when I was a child growing up in the inner city
of Cleveland where I witnessed people struggling every day to
make ends meet. From this early experience I have learned to
recognize poverty, the clothes it wears and the physical appearance
it presents.
What I saw in the church were humble people
whose shoes were well worn and whose clothes were in need of
repair. I also saw people struggling with various stages of ill
health, with obvious physical difficulties. I know what poverty
feels like and I felt it here and I was surprised. What made
this visit memorable was that it occurred in a suburban community
which had formerly been known for its solid middle class housing.
Meanwhile about 400 miles away, in Washington,
DC, the insurance companies have wielded enormous influence to
knock a public option out of the Senate Finance Committee health
care bill and we still struggle to keep the public option alive
in the House. A decision is due soon from the full Senate. Will
they actually pass a bill which requires that Americans buy private
insurance? The House continues to try to determine the shape
and content of our legislation.
The political system is failing the American
people. Money for Wall Street, not for Main Street. Money for
War, not for Peace. Money to move jobs out of America, not to
create new jobs here. Money for insurance companies, but what
about the people?
While 47 million uninsured wait for an
answer, and another 50 million underinsured stand by, Americans
are losing their jobs, their homes, their health care and their
retirement security. How long can people wait for help?
I am asking you to continue to join me
in the push to have a state single payer amendment in the health
care bill. Whatever passes the Congress will be insufficient
to meet the broad based health care needs of the American people,
which is why it is important to give the states the option to
move toward single payer. Call your representative now and demand
that the Kucinich state single payer amendment remain in the
bill.
In my community, and many others across
our nation, the level of human suffering from an economy "gone
bad" is rising to shocking levels. A recent US Census report
states that in this decade the number of northeastern Ohioans
who live fractionally above the poverty line has risen 10% -
to a quarter of a million people.
But I do not see cold statistics. I see
real people. I see the poverty lining their faces. I see their
eyes asking: Why?

won the money war in September.
The Democratic Congressional Campaign Committee
announced Monday that it doubled its Republican counterpart in
fundraising last month, bringing in $7.05 million to bring its
total to $14.7 million in the bank.
