Dear Florida Young Democrats
The campaign in Virginia is in its final
two weeks and YDA is working hard to turn out volunteers between
now and Election Day. We are organizing a special campaign invasion
on the weekend of October 24 - 25 in Loudon and Prince William
Counties.
Our efforts will not only benefit Creigh
Deeds gubernatorial bid but also John Bell for House of Delegates,
a key legislative race that could help tip the balance of power
in Richmond.
What's different about this YDA campaign
invasion is that we've scheduled some "fall fun" activities
for Saturday night in Virginia and neighboring West Virginia.
After canvassing and phone banking throughout the day, we will
head over to a corn maze, ghost tour and bonfire to round out
the night. Overnight accommodations for volunteers are available.
We will resume canvassing in Virginia on Sunday.

Hoyer Statement on Comprehensive Sudan
Strategy
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the Obama Administration announced a comprehensive strategy for
Sudan:
I am pleased that the Obama Administration released their
long-awaited strategy for dealing with the serious situation
we face in Sudan. I look forward to talking with the Administration
in the days ahead to better understand their plans to end the
genocide in Darfur, enforce continued implementation of the 2005
Comprehensive Peace Agreement between the North and South, and
ensure that Sudan does not become a safe haven for terrorists.
My House colleagues and I pledge to continue our focus
on this important issue, and on the people of Sudan -- who have
suffered tremendously, and, as the strategy says, continue
to live in unacceptable insecurity. We will keep working
with the Administration to put an end to the violence and the
suffering, and to advance a more secure and stable Sudan.

The Internal Revenue Service has created

Inflation
Having Little Effect on Tax Rates and Benefits in 2010
Tax rate brackets and various tax benefits
will remain unchanged or change only slightly in 2010 due to
inflation, the Internal Revenue Service announced today. By law,
the dollar amounts for a variety of tax provisions must be revised
each year to keep pace with inflation. As a result, more than
three dozen tax benefits are subject to inflation adjustments
each year, but because recent inflation factors have been minimal,
many of these benefits will remain unchanged or change only slightly
for 2010.

Announces Pension Plan Limitations for 2010
The Internal Revenue Service today announced
cost of living adjustments applicable to dollar limitations for
pension plans and other items for Tax Year 2010. The limitation
under Section 402(g)(1) on the exclusion for elective deferrals
described in Section 402(g)(3) will be $16,500 for 2010, which
is the same amount as for 2009. This limitation affects elective
deferrals to Section 401(k) plans and to the Federal Governments
Thrift Savings Plan, among others.

WASHINGTON, Oct. 16, 2009 - Agriculture Secretary Tom Vilsack
today announced that the U.S. Department of Agriculture (USDA)
National Veterinary Services Laboratories will be conducting
confirmatory testing on swine samples collected at the 2009 Minnesota
State Fair between August 26 and September 1. The pigs sampled
at the time showed no signs of illness and were apparently healthy.
The samples collected were part of a University of Iowa and University
of Minnesota cooperative agreement research project funded by
the U.S. Centers for Disease Control and Prevention (CDC) which
documents influenza viruses where humans and pigs interact at
such as fairs.

In an interview that aired Sunday, Sen. Kerry said 'the basic
assumptions in Afghanistan are very different from those during
the Vietnam War.
WASHINGTON (CNN) Massachusetts Democrat Sen. John Kerry,
the chair of the Senate Foreign Relations Committee and a Vietnam
War veteran, said he does not see parallels between the war in
Vietnam and the U.S. engagement in Afghanistan.
This is not Vietnam, in many respects,
Kerry said in an interview that aired Sunday on CNNs State
of the Union.
Unlike the top commander in Vietnam decades
ago, Kerry said he thought Gen. Stanley McChrystal, the top U.S.
commander in Afghanistan, is asking the questions about
the underlying assumptions of the U.S. mission in the war-torn
country.
We are here in Afghanistan because
people attacked us here in the most significant attack against
the United States since Pearl Harbor, Kerry told King while
on a trip to Afghanistan, We are here because there are
still people at large who are plotting against the United States
of America. And we are here because the stability of this region
is a critical strategic interest to the United States.
So the basic assumptions here are
very, very different from what we experienced years ago in Vietnam,
Kerry also said.

EPA Proposes to Extend the Stormwater Construction
General Permit by One Year
WASHINGTON - The U.S. Environmental Protection Agency is seeking
public comment on extending the 2008 stormwater construction
general permit by one year to June 30, 2011. The permit applies
only where EPA is the permitting authority, which is in five
states (Massachusetts, New Hampshire, New Mexico, Idaho and Alaska);
Washington, D.C.; most territories; and most Indian country lands.
The permit regulates the discharge of stormwater from construction
sites that disturb one acre or more of land, and from smaller
sites that are part of a larger, common plan of development.
The permit requires construction site operators to comply with
stormwater discharge requirements that are intended to prevent
sediment loss, soil erosion and other pollution issues at active
construction sites.
The extension of the 2008 permit is needed to allow the agency
sufficient time to coordinate a revised permit with a second
effort that is underway to establish national clean water standards,
known as an effluent limitation guideline, for the construction
and development industry by December 1, 2009. The public will
have 30 days to comment on the proposed extension to the permit
after publication in the Federal Register.

VILSACK ANNOUNCES TRAVEL TO PHILIPPINES
AND CHINA
Will Lead Discussions on Expanding Agricultural
Trade and Development with Senior Officials
WASHINGTON, Oct. 19, 2009 - Agriculture
Secretary Tom Vilsack announced today that he will travel to
Asia October 23-30 to participate in bilateral meetings on agricultural
trade and development in China and support a U.S. Trade Mission
to the Philippines.
In China, Vilsack will participate in the
October 28-29 meeting of the U.S.-China Joint Commission on Commerce
and Trade (JCCT) in Hangzhou, along with U.S. Trade Representative
Ron Kirk and Commerce Secretary Gary Locke. The JCCT serves as
an important forum for Cabinet-level officials from both countries
to resolve trade concerns and enhance economic opportunities
and cooperation.
"The United States and China are two
of the largest agricultural exporters and the world looks to
our two countries for leadership in the trade arena," said
Vilsack. "The United States looks forward to our continued
friendship and cooperation in our efforts to facilitate trade,
which will bring tremendous rewards for both of our nations."
In addition to attending the JCCT, Vilsack
will hold private meetings with Chinese government officials
in Beijing and visit with U.S. agricultural businesses in Shanghai.
Since accession to the WTO in December
2001, China has become one of the fastest growing markets for
U.S. agricultural, fish and forest exports. Exports to China
grew from $2.2 billion in 2001 to $13.2 billion in 2008. Today,
China is the fourth largest market for U.S. agriculture exports,
and the largest for soybeans, cotton, hides and skins. China's
continued economic growth has the potential to expand demand
for U.S. agricultural products.
In the Philippines, Secretary Vilsack will
meet with Philippine President Gloria Arroyo, Secretary of Agriculture
Arthur C. Yap and other government officials, officially open
the Trade Mission, and visit agricultural production and research
facilities.
"The Philippines is an important growth
market for U.S. exports and investments and the bilateral relationship
between the United States and the Philippines is characterized
by strong economic and cultural ties," said Vilsack. "This
mission will further solidify direct commercial relations between
U.S. and Philippine producers, processors, traders, and investors
by providing a forum in which companies can meet to identify
business opportunities."
The trade mission to the Philippines is
the first for USDA in Southeast Asia. The Philippines is a key
market in the region for U.S. agricultural exports, with sales
of over $1.77 billion in 2008, a record high, while U.S. agricultural
imports from the Philippines reached $ 1.24 billion during the
same period.

Pork Is Safe to Eat"
WASHINGTON, Oct. 19, 2009 - Agriculture
Secretary Tom Vilsack today announced that USDA's National Veterinary
Services Laboratories (NVSL) has confirmed the presence of 2009
pandemic H1N1 influenza virus in a pig sample collected at the
Minnesota State Fair submitted by the University of Minnesota.
Additional samples are being tested.
"We have fully engaged our trading
partners to remind them that several international organizations,
including the World Organization for Animal Health, have advised
that there is no scientific basis to restrict trade in pork and
pork products," said Vilsack. "People cannot get this
flu from eating pork or pork products. Pork is safe to eat."
Sequence results on the hemagglutinin,
neuraminidase and matrix genes from the virus isolate are compatible
with reported 2009 pandemic H1N1 sequences. The samples collected
at the 2009 Minnesota State Fair were part of a University of
Iowa and University of Minnesota cooperative agreement research
project funded by the U.S. Centers for Disease Control and Prevention
which documents influenza viruses where humans and pigs interact
at such as fairs.
The infection of the fair pig does not
suggest infection of commercial herds because show pigs and commercially
raised pigs are in separate segments of the swine industry that
do not typically interchange personnel or animal stock. USDA
continues to remind U.S. swine producers about the need for good
hygiene, biosecurity and other practices that will prevent the
introduction and spread of influenza viruses in their herd and
encourage them to participate in USDA's swine influenza virus
surveillance program.

BASF Corporation Agrees to Clean Air Act
Upgrades to Protect Stratospheric Ozone
(WASHINGTON October 19, 2009) BASF Corporation has agreed,
under a Clean Air Act settlement filed today in federal court
in Beaumont, Texas, to reduce the use of refrigerant chemicals
that destroy the earths stratospheric ozone layer, the
Justice Department and the U.S. Environmental Protection Agency
(EPA) announced.
The company will spend more than an estimated $250,000 to retrofit
one refrigeration unit that currently uses such chemicals, replacing
them with environmentally-friendly alternatives, and will either
retrofit or retire two other units. BASF will also pay a civil
penalty of $384,200 to resolve alleged Clean Air Act violations.
Under the settlement, BASF will replace one industrial refrigeration
unit at its facility in Beaumont, and will either retrofit or
retire two others at that facility. All of those units currently
use hydro-chlorofluorocarbons, known as HCFCs, which
destroy stratospheric, or good ozone. All replacement
units will be able to use only non ozone-depleting refrigerants.
BASF has already replaced or retired four other refrigeration
units at BASFs facilities in Livonia, Mich.; Greenville,
Ohio; and South Brunswick, N.J., at a cost of over $200,000.
Combined, the measures that the company is performing will remove
approximately 4,760 pounds of harmful HCFCs from their operations.
Todays settlement demonstrates this administrations
commitment to achieve the benefits envisioned by the Clean Air
Act, said John C. Cruden, Acting Assistant Attorney General
for the Justice Departments Environment and Natural Resources
Division. We are pleased that after violating important
ozone protection requirements, BASF is now committed to a settlement
that will bring the company into compliance with the Acts
requirements.
Todays settlement marks an important step in protecting
the earths stratospheric ozone layer from the harmful effects
on HCFCs, said EPA Acting Regional Administrator Lawrence
E. Starfield. EPA will continue to enforce against companies
that violate the rules.
The settlement is the result of a complaint filed earlier today
against BASF alleging that the company violated Clean Air Act
regulations designed to protect ozone in the stratosphere by
preventing excessive leaks of ozone-depleting refrigerants from
industrial coolers at BASFs plants located in Beaumont,
Livonia, Mich., Greenville, Ohio, and South Brunswick and Washington,
N.J.
BASF Corporation, headquartered in Florham, N.J., is the U.S.
affiliate of BASF SE, Ludwigshafen, Germany. The company makes
a wide variety of products, including chemicals, plastics, and
agricultural products at the five plants included in the agreement.
The consent decree, lodged in the U.S. District Court for the
Eastern District of Texas, is subject to a 30-day public comment
period and approval by the federal court. A copy of the consent
