The U.S. Census Bureau and the U.S. Bureau
of Economic Analysis, through the Department of Commerce, announced
today that total August exports of $128.2 billion and imports
of $158.9 billion resulted in a goods and services deficit of
$30.7 billion, down from $31.9 billion in July, revised.

urge anyone affected by the Aug. 8 - 10 storms and flooding in
Cattaraugus, Chautauqua or Erie counties to register with the
Federal Emergency Management Agency (FEMA) -- even those who
are receiving insurance settlements.

AGRICULTURE SECRETARY VILSACK ANNOUNCES
$17.4 MILLION LOAN TO EXPAND WIND ENERGY GENERATION, CREATE GREEN
JOBS
WASHINGTON, Oct. 9, 2009 - Agriculture
Secretary Tom Vilsack today announced the approval of a $17.4
million loan to Greensburg Wind Farm, LLC, to provide financing
for the 10 wind turbine project that will supply power to the
community of Greensburg, Kan. This investment is consistent with
the Obama administration's efforts to create new, green jobs
in rural America and generate clean, renewable energy.
"This project will not only enhance
our country's long-term energy security by producing clean, renewable
energy, but also create green jobs and generate income in the
local community," said Vilsack. "As the Obama Administration
continues working to rebuild and revitalize rural America, Greensburg
stands out as an example of the promise and potential in communities
throughout the country."
The total project cost is estimated at
$23.3 million. Approximately, $17.4 million will come in the
form of a loan to Greensburg Wind Farm, LLC, a subsidiary of
John Deere Renewables, with the remaining $5.8 million, or 25
percent of the total project cost, being provided through an
equity investment by Deere & Company. The loan will support
the 10 wind turbine project that will generate 12.5 MWs of electricity
that will serve the electric needs of the City of Greensburg
and other rural communities through the Kansas Power Pool.
"I am proud of the long standing commitment
by USDA Rural Development's Rural Utilities Service toward working
with community-based electric cooperatives to find new and more
energy independent ways to power rural America," said Rural
Development Under Secretary Dallas Tonsager.
Funding of the loan is contingent upon
the recipient meeting the conditions of the loan agreement.
Since a tornado devastated Greensburg in
2007, USDA Rural Development has provided an estimated $20 million
in financing to help with the community rebuilding efforts. Funding
includes nearly $5.9 million to support local housing, $10 million
in community facility funding to support local hospital efforts,
and $3.6 million in economic development assistance.
USDA Rural Development's mission is to
increase economic opportunity and improve the quality of life
for rural residents. Rural Development fosters growth in homeownership,
finances business development, and supports the creation of critical
community and technology infrastructure. Further information

AGRICULTURE SECRETARY VILSACK MEETS
JAPANESE AGRICULTURE MINISTER HIROTAKA AKAMATSU
WASHINGTON, Oct. 9, 2009-Today Secretary
Vilsack met with Hirotaka Akamatsu, the newly appointed Minister
of Agriculture, Forestry and Fisheries for Japan. This was their
first meeting since the election of the new Japanese government
and both Minister Akamatsu and Secretary Vilsack expressed a
deep commitment to developing a strong and trusting relationship,
both as individuals and as countries.
The two leaders discussed necessary steps
toward a successful conclusion of the Doha Development Agenda
and issues affecting our bilateral trade in agricultural products.
On the issue of beef, Secretary Vilsack emphasized the importance
of basing policy on OIE (World Organization for Animal Health)
standards, and Minister Akamatsu expressed his commitment to
have food safety regulations based on scientific knowledge. The
two countries both agreed to a continuing dialogue on this important
issue. The Japanese market is an extremely important market for
America's farmers, ranchers and exporters and today's meeting
marked an important step in the Obama Administration's effort
to continue and expand this fruitful relationship.

Economy Highlights:
An AP poll released this week says that the economy is
the number one concern among Americans: The economy was
the biggest concern, with 88 percent saying they consider it
extremely or very important, followed by unemployment, health
care, terrorism, the budget deficit, taxes and the war in Afghanistan.

The Labor Department announced Thursday that new claims
for unemployment insurance dropped last week to a seasonally
adjusted 521,000, the lowest level since early January. [Associated
Press, 10/8/09]
The Obama administration announced
that it reached its goal of signing up 500,000 borrowers
for its foreclosure prevention program three weeks early.
The program, launched in March, aimed to help 500,000 borrowers
by Nov. 1, with an ultimate goal of helping 4 million borrowers
before it is set to expire in 2012. The government program
has likely depressed the number of foreclosures this year by
about 7 percent to 8 percent during the last six months, said
Paul Dales, U.S. economist for New York-based Capital Economics.

Obama on the status of the recovery act, indicating that 50
percent of spending is now obligated and that the rate of outlays
plus tax relief has now exceeded CBOs initial projections
for the program, which means the Administration is on-track

WASHINGTON - At its open meeting Thursday, the Federal Election
Commission (FEC) approved two Notices of Proposed Rulemaking
(NPRMs) implementing the D.C. Circuit Court of Appeals Opinion
in Shays v. FEC (Shays III) that found invalid aspects of some
of the rules the Commission promulgated to implement the Bipartisan
Campaign Reform Act of 2002 (BCRA). The Commission seeks comment
on proposed changes to the rules to implement the Shays III decision.
The Commission also approved three Advisory Opinions.

Department of Energy Issues Request for
Pre-Applications to U.S. Universities for Nuclear Energy Research
and Development Proposals
WASHINGTON, DC The U.S. Department of Energy (DOE) today
announced a new Request for Pre-Applications for universities
interested in conducting cutting-edge nuclear energy research
and development (R&D).
"Nuclear energy is our largest source of carbon free energy
and must play a major role as we face the threat of climate change
and transition to a thriving clean energy economy," said
Secretary Chu. "This announcement reflects a strong partnership
with our great research institutions to ensure that America remains
on the cutting edge of nuclear energy research and development.
It will help us to create the jobs of the future that will power
America's economy."
DOE expects to fund up to $49.7 million in research through its
Nuclear Energy University Programs in fiscal year 2010 pending
final appropriation. The maximum total amount awarded per project
will be $1.5 million for three to four years.
The request for research and development pre-applications is
available at the University Programs link at the NE website,
http://nuclear.energy.gov.
Proposals are due November 10, 2009, and must be submitted through
www.ne-up.org to be considered. In early November, DOE anticipates
inviting principal investigators of selected proposals to submit
full proposals by mid-December 2009.

WASHINGTON, D.C. Next week Energy Secretary Steven Chu
will travel to London and Paris to take part in two major international
energy conferences. Secretary Chu will highlight the Obama Administration's
efforts to pursue a clean energy economy, advance carbon sequestration
technologies and address the threat of climate change.
On Monday, October 12 in London, Secretary Chu will address the
Carbon Sequestration Leadership Stakeholder Forum.

This morning, Michelle and I awoke to some
surprising and humbling news. At 6 a.m., we received word that
I'd been awarded the Nobel Peace Prize for 2009.
To be honest, I do not feel that I deserve
to be in the company of so many of the transformative figures
who've been honored by this prize -- men and women who've inspired
me and inspired the entire world through their courageous pursuit
of peace.
But I also know that throughout history
the Nobel Peace Prize has not just been used to honor specific
achievement; it's also been used as a means to give momentum
to a set of causes.
That is why I've said that I will accept
this award as a call to action, a call for all nations and all
peoples to confront the common challenges of the 21st century.
These challenges won't all be met during my presidency, or even
my lifetime. But I know these challenges can be met so long as
it's recognized that they will not be met by one person or one
nation alone.
This award -- and the call to action that
comes with it -- does not belong simply to me or my administration;
it belongs to all people around the world who have fought for
justice and for peace. And most of all, it belongs to you, the
men and women of America, who have dared to hope and have worked
so hard to make our world a little better.
So today we humbly recommit to the important
work that we've begun together. I'm grateful that you've stood
with me thus far, and I'm honored to continue our vital work
in the years to come.

Peter DeFazio will keynote the organizations JFK Banquet
on Saturday, November 7th, 2009.
DeFazio serves Oregons 4th District
and has earned a reputation as an independent, passionate and
effective lawmaker. Committees on which he serves include the
House Committee on Homeland Security and the House Natural Resource
Committee. DeFazio is also Chairman of the Highways and Transit
Subcommittee, where his current focus lies on a bill that will
ultimately create jobs and improve the states long-term
economic viability.
DeFazio has refused to accept congressional
salary hikes while the federal government is deficit spending,
and has instead turned his pay raises into scholarships at Oregon's
five southwestern community colleges. By the end of 2009, he
will have contributed over $300,000 in after-tax salary to fund
187 scholarships.
The JFK Banquet is a semi-formal, biannual
event held at the Stueckle Sky Center at Boise State University.
The evening will feature red-carpet treatment and welcome photography
by Fame Fifteen, a silent auction and cocktail hour with live

MESSAGE FROM THE MAJORITY LEADER
This past week, Congress made historic
and steady progress in our efforts to enact health insurance
reform legislation that provides access to quality, affordable
health care to all Americans. While the House continued our work
to merge the bills that have passed out of our committees, the
Senate Finance Committee is readying for a vote on its bill next
week to be the fifth and final Congressional committee to pass
a reform bill. With both the House and Senate making good progress,
it is my hope that it won't be long before we can bring bills
to the Floor of each chamber for a vote.
This week, the House also passed the National Defense Authorization
Act, which authorizes investments in resources that keep Americans
safe, support our service members, protect our national interests,
and eliminate waste, fraud, and abuse in the contracting process.
This legislation is a serious effort to reprioritize our defense
spending to focus on the immediate threats our nation and our
troops face.
Next week, in addition to our work on health insurance reform,
the House Financial Services Committee will begin marking up
financial regulatory reform legislation. This legislation begins
the process of modernizing our financial system so that we restore
responsibility and accountability to the system to protect American
consumers and prevent the irresponsible behaviors and practices
that contributed to the financial crisis last Fall.

WASHINGTON, D.C. - The United States Agency for International
Development (USAID) has awarded a five-year grant, Strengthening
Health Outcomes through the Private Sector, to Abt Associates
Inc. Sub-recipients under the grant are Banyan Global, Jhpiego,
Marie Stopes International, the Monitor Group, and O'Hanlon Health
Consulting, LLC. The $95 million grant will build upon USAID's
decades of support for and leadership in private health sector
programming, and on the work of its predecessor projects, Private
Sector Partnerships-One (PSP-One) and Banking on Health.
The grant will increase the role of the private sector in programs
that address family planning (FP)/reproductive health (RH), HIV/AIDS,
and other health information, products, and services.
"Many developing countries are plagued by inadequate financial
resources, poor infrastructure and facilities, and severe shortages
of trained medical personnel which don't allow countries to provide
the most basic healthcare services required for their populations,"
said Dr. Scott Radloff, USAID's director of Population and Reproductive
Health. "Engaging and supporting the private health sector
in developing countries complements, and will allow for, the
expansion of public sector health services to address those with
the greatest need."
Increasing private sector involvement to serve those who can
pay for private health services, drugs and health products will
free up public sector resources to better serve low-income populations.
To achieve this goal, the project will strengthen global support
for private sector involvement in family planning and reproductive
health products and services through advancing knowledge and
understanding of the benefits the private sector brings.
Grantees will work to improve access to contraceptives by engaging
generic contraceptive manufacturers, increase private sector
provision of long-acting and permanent methods of contraception,
test new models for social marketing, and work with financial
institutions to expand lending to health providers.
In addition to family planning and reproductive health activities,
the grant will respond to other USAID needs, including HIV/AIDS,
child survival, maternal health, infectious diseases, nutrition,
and environmental health, and may receive funding from all accounts.
