DOE Announces $87 Million in Funding to
Support Solar Energy Technologies
Projects Aim to Accelerate Adoption of Solar Energy and Develop
Solar Workforce
WASHINGTON, DC At the opening of the U.S. Department of
Energys Solar Decathlon on the National Mall, Energy Secretary
Steven Chu announced up to $87 million will be made available
to support the development of new solar energy technologies and
the rapid deployment of available carbon-free solar energy systems.
Of this funding, $50 million comes from the American Recovery
and Reinvestment Act. The 47 projects with universities, electric
power utilities, DOEs National Laboratories, and local
governments have been selected to support use of solar technologies
in U.S. cities, help address technical challenges, ensure reliable
connectivity with the electrical grid, and train a new generation
of solar workers to install and maintain solar energy systems.
These projects will help speed adoption of solar energy nationwide,
while supporting development of a skilled workforce, and continuing
to pursue new scientific breakthroughs to increase the efficiency
and lower the cost of solar technologies.
Todays awards are among the many investments made
to create new jobs and a clean energy future with solar power.
The projects will help accelerate the use of solar energy by
residents, businesses and communities, and promote the long-term
viability of solar energy by investing in the technologies of
the future said Secretary Chu. I applaud each of
these award winners who are vital to moving our country towards
a sustainable solar infrastructure.
The selected projects will help accelerate the commercialization
of solar technologies in an effort to achieve cost-competitive
solar electricity by 2015, in addition to developing advanced
solar technologies for the future. Projects focus on both technology
improvements and the elimination of market barriers to help make
solar electricity accessible to a wide variety of consumers.
The projects selected for negotiation of awards are in four categories:
High Penetration Solar Deployment. Seven projects will model,
test, and evaluate the impact of large amounts of photovoltaic
(PV) electricity on the reliability and stability of the electric
power system. These projects will help pave the way for broader
adoption and growth of grid-tied solar energy systems by improving
understanding of the impact of PV electricity on the grid.
Solar America Cities Special Projects. As the load centers of
energy use across the nation, cities play a strategic role in
accelerating solar technology adoption at the local level. Sixteen
cities have been selected for projects that will address specific
barriers to solar adoption in urban settings and support innovative
approaches that can be widely replicated. Many cities will use
this funding for multiple efforts.
Solar Installer Training. Nine colleges, universities, and local
organizations have been selected to lead regional solar installation
train-the-trainer programs. The projects will support
a national ramp-up and coordinated network of training programs.
This funding will help address the critical needs for qualified
solar energy system installers.
Research projects at DOE National Laboratories. Fifteen projects
at DOE National Laboratories will seek to improve technologies,
devices and processes for both the PV and Concentrating Solar
Power (CSP) industry. PV projects focus on development of next
generation devices and processes, as well as supply chain technologies
for the entire PV system. CSP projects focus on improved energy
storage technologies to enable consistent and reliable energy
generation.

Your Privacy
Before submitting your email address or
other personal information online,
you need to be sure that the privacy of that information will
be protected.
To protect your identity and prevent an attacker from easily
accessing
additional information about you, avoid providing certain personal
information such as your birth date and social security number
online.
How do you know if your privacy is being
protected?
* Privacy policy - Before submitting your
name, email address, or other
personal information on a website, look for the site's privacy
policy.
This policy should state how the information will be used and
whether or
not the information will be distributed to other organizations.
Companies sometimes share information with partner vendors who
offer
related products or may offer options to subscribe to particular
mailing
lists. Look for indications that you are being added to mailing
lists by
defaultfailing to deselect those options may lead to unwanted
spam. If
you cannot find a privacy policy on a website, consider contacting
the
company to inquire about the policy before you submit personal
information, or find an alternate site. Privacy policies sometimes
change, so you may want to review them periodically.
* Evidence that your information is being encrypted - To protect
attackers
from hijacking your information, any personal information submitted
online should be encrypted so that it can only be read by the
appropriate recipient. Many sites use SSL, or secure sockets
layer, to
encrypt information. Indications that your information will be
encrypted
include a URL that begins with "https:" instead of
"http:" and a lock
icon in the bottom right corner of the window (see Understanding
Web
Site Certificates for more information). Some sites also indicate
whether the data is encrypted when it is stored. If data is encrypted
in
transit but stored insecurely, an attacker who is able to break
into the
vendor's system could access your personal information.
What additional steps can you take to protect
your privacy?
* Do business with credible companies -
Before supplying any information
online, consider the answers to the following questions: do you
trust
the business? is it an established organization with a credible
reputation? does the information on the site suggest that there
is a
concern for the privacy of user information? is there legitimate
contact
information provided?
* Do not use your primary email address in online submissions
- Submitting
your email address could result in spam. If you do not want your
primary
email account flooded with unwanted messages, consider opening
an
additional email account for use online (see Reducing Spam for
more
information). Make sure to log in to the account on a regular
basis in
case the vendor sends information about changes to policies.
* Avoid submitting credit card information online - Some companies
offer a
phone number you can use to provide your credit card information.
Although this does not guarantee that the information will not
be
compromised, it eliminates the possibility that attackers will
be able
to hijack it during the submission process.
* Devote one credit card to online purchases - To minimize the
potential
damage of an attacker gaining access to your credit card information,
consider opening a credit card account for use only online. Keep
a
minimum credit line on the account to limit the amount of charges
an
attacker can accumulate.
* Avoid using debit cards for online purchases - Credit cards
usually
offer some protection against identity theft and may limit the
monetary
amount you will be responsible for paying. Debit cards, however,
do not
offer that protection. Because the charges are immediately deducted
from
your account, an attacker who obtains your account information
may empty
your bank account before you even realize it.
* Take advantage of options to limit exposure of private information
-
Default options on certain websites may be chosen for convenience,
not
for security. For example, avoid allowing a website to remember
your
password. If your password is stored, your profile and any account
information you have provided on that site is readily available
if an
attacker gains access to your computer. Also, evaluate your settings
on
websites used for social networking. The nature of those sites
is to
share information, but you can restrict access to certain information
so
that you limit who can see what (see Staying Safe on Social Network
Sites for more information).

Hoyer Statement on Defense Authorization
Act
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) released the following statement in support
of the National Defense Authorization Act for Fiscal Year 2010,
which will be voted on in the House this afternoon:
The conference report to this vital Defense Authorization
bill for Fiscal Year 2010 takes important steps to enhance our
military readiness, our national security, and the well-being
of our military families and federal employees.
This conference report authorizes $550.2 billion in budget
authority for the Department of Defense and national security
programs at the Department of Energy, as well as $130 billion
for overseas contingency operations. It is a serious response
to the real, immediate, and rapidly changing threats our nation
and our troops face.
Among its most important provisions
are those that help to rebuild our Armed Forces, which are worn
down after years of war. It provides $11 billion and $2 billion
to re-equip the Army and Marine Corps, respectively, as well
as $6.9 billion to meet equipment shortfalls in the National
Guard and Reserve. In line with President Obamas request,
it also adds an additional 30,000 troops to the Army, 14,650
to the Air Force, 8,100 to the Marines, and 2,477 to the Navy.
And it authorizes 30,000 more Army troops in Fiscal Years 2011
and 2012. To ensure safety and dignified living standards for
those troops, it commits $350 million to construct new Army training
barracks and $200 million for facilities in the National Guard
and Reserve.
This conference report also orients
our country in the direction of the new national security strategy
put forward by the Obama Administration, which includes redeployment
from Iraq and a commitment to the stability of Afghanistan and
Pakistan. The conference report reflects those priorities: it
requires the Secretary of Defense to report on the progress of
redeployment from Iraq; it sets clear goals and timelines for
progress in Afghanistan; it funds and trains the Afghan and Pakistani
security forces for counterinsurgency; and it enhances accountability
by requiring the Administration to closely track all defense
articles provided to Afghanistan and Pakistan.
One of the gravest threats to our
national security is nuclear proliferation. That is why this
bill expands counter-proliferation programs within the Departments
of Defense and Energy, including the Cooperative Threat Reduction
Program.
I am also pleased that this conference
report protects public money by reforming defense acquisition.
It builds on the important reform bill President Obama signed
in May by strengthening oversight of the acquisition process
and expanding the civilian acquisition workforce at the Department
of Defense, relieving some of its reliance on private-sector
contractors. The result will be net savings for taxpayers.
The conference report also sees to the needs of our troops
and our families. It serves reservists and their families with
expanded defense health coverage, improves active-duty housing,
helps friends and family visit wounded troops during their recoveries,
and more.
When it comes to fair treatment for
our federal employees, the conference report includes two important
provisions; I worked hard to see that they were included. First,
on the issue of pay, it brings an end to the National Security
Personnel System and returns all employees of the Defense Department
to the more fair General Schedule pay scale. Second, it allows
retiring federal employees to credit their unused sick days toward
their pensions, instead of taking months of sick leave at the
end of their careers, which is a waste for them and for taxpayers.
Finally, this conference report includes
landmark provisions to strengthen enforcement of hate crimes
laws: laws that punish crimes motivated by a victims race,
color, religion, national origin, gender, sexual orientation,
gender identity, disability, or status as a member of our Armed
Forces. Such crimes sow fear and division in communities, but
all too often are not investigated or prosecuted with the vigor
they demand. This legislation is a powerful message that they
will not be tolerated.
I want to thank Chairman Skelton,
the Armed Services Committee, and their staff for their months
of hard work to bring this legislation close to enactment.

USDA ASSISTS AMERICAN SAMOANS FOLLOWING
THE TSUNAMI
WASHINGTON, Oct. 8, 2009 - Agriculture
Secretary Tom Vilsack today highlighted USDA's continuing efforts
to provide resources and assistance to the recovery operations
on American Samoa after the recent tsunami.
"Our thoughts and prayers go out to
all who have been impacted by this tsunami," said Vilsack.
"We will continue to work with our partners at the Federal,
State and local level to identify and expedite delivery of all
resources we can offer to those who are in need."
USDA Forest Service personnel have completed
surveys of fire stations for structural integrity and repair
needs. Also, the USDA Service Center, which houses USDA's Rural
Development, Farm Service Agency and Natural Resources Conservation
Service offices, is not open due to severe damage. Personnel
from these agencies have notified citizens of American Samoa
through radio, newspapers and other means about how to reach
these USDA offices. USDA personnel also are assisting the Federal
Emergency Management Agency with developing a demobilization
plan.
To date, USDA has mobilized the following
resources for those affected by the disaster:
Food Assistance: USDA'S Food and Nutrition
Service approved reimbursements so the American Samoan Department
of Education could provide 9,000 meals per day at emergency feeding
locations. Emergency meals potentially could continue for the
next two months in the hardest hit villages and outlying areas.
Additionally, USDA provided inventories of available USDA commodities
located in Hawaii, California and the multi-food warehouses in
case the food is needed. USDA also continues providing technical
assistance to American Samoa as it assesses its disaster food
assistance needs.
Housing Assistance: In order to support
those affected by the tsunami, USDA Rural Development has placed
a moratorium of six months for about 500 unsecured loans made
though the Housing Repair and Rehabilitation Loan Program (Section
504). The total value of the home repair and home ownership loans
in American Samoa is about $1.25 million. For more information
contact the Centralized Servicing Center at (800) 414-1226.
Community Assistance: USDA's Natural Resources
Conservation Service made available $500,000 through the Emergency
Watershed Protection (EWP) Program. These funds will provide
emergency assistance to protect life and property through recovery
measures such as debris removal from streams and stabilizing
stream banks.
Farmer and Rancher Assistance: USDA's Farm
Service Agency continues to gather limited information on crops.
USDA has several disaster programs for qualified farm operators,
including low-interest emergency loans, the Emergency Conservation
Program and the Noninsured Crop Disaster Assistance Program.
Food Safety: USDA's Food Safety and Inspection
Service advises consumers in the affected area to call the toll-free
USDA Meat and Poultry Hotline 24 hours a day at 1-888-MPHotline
(1-888-674-6854); for the hearing-impaired (TTY) 1-800-256-7072
for information about keeping food safe during floods and power
outages.

College Republicans today and we were talking about maybe putting
together a debate between us and them. I will bring this up again
in the meeting but I just wanted to let you all know the idea
was on the table and I want you to maybe start thinking about
it.

College Democrats of Connecticut Update
Hello College Democrats of Connecticut!
I hope this semester is treating all of
you well. Below are a number of updates regarding the CDCT and
other exciting CT political news.
A. Relationship with the State Party: Over
the next month, the CDCT will be taking major steps toward building
our relationship with the state party. We will be meeting with
Chairwoman Nancy DiNardo to discuss funding, infrastructure building,
election plans, and long term strategies. In addition, our website
was just added as a link on the Connecticut Democratic Party
website, check it out on the right hand side here: http://www.dems.info/
B. Fund Raising: We are currently implementing
a large-scale letter writing campaign to raise funds for the
CDCT. As we hear back from donors, we will be sure to keep you
in the loop regarding our finances.
C. Funding: Once our war chest increases
a bit, we will put into place a system by which chapters may
apply for funding from the CDCT. We hope to have this up and
running by January of 2010 if not earlier.
D. Senator Dodd: Students for Dodd groups
are building forces across the state to help re-elect Senator
Dodd in 2010. To start your own chapter, please shoot me an email.
E. Gerry Garcia: Gerry Garcia is a Connecticut
businessman planning to run for Secretary of State here in Connecticut.
Anyone interested in becoming involved in his campaign should
get in touch with me.
F. Connecticut Common Cause: With a recent
court ruling, Connecticuts popular Citizens Election
Program program for public financing of elections - is
in jeopardy. We believe that the law is constitutional. The challenge
is that we are only at the beginning of the appeals process and
this case is likely to go all the way the US Supreme Court before
key issues are resolved. In order to ensure that the program
is available to candidates who are already exploring forming
candidate committees for a 2010 run, we need to convene a special
session to amend the law so that the system remains intact pending
the court fights. Waiting until the February 2010 regular session
to enact a fix to the CEP will make it impossible for statewide
candidates committed to participating in a clean election.
Call Governor Rell at 800-406-1527 and
ask her to call for a special session of the legislature to fix
the Citizens Elections Program.
G. Open Position on the CDCT Board: The
position of Communications Director on the CDCT Board is still
open. If you or any of your members are interested in filling
the position, please contact me immediately.
H. Organizing for America Student Health
Care Push: On October 20th, OFA is leading a massive day of action
to promote health insurance reform. Please contact Jen Just (jramsayjust@gmail.com)
for help with setting up events on your own campus.
I know that was a lot of information, but
it is a sign of some fantastic progress made by the CDCT. Please
