Dear Mr. President:
The United States Commission on International
Religious Freedom (USCIRF) respectfully urges you to raise concerns
about freedom of religion or belief in your upcoming meeting
with Prime Minister Manmohan Singh of India. India is the worlds
largest democracy and home to a multitude of religious communities
that have historically coexisted peacefully; however, the Indian
government has failed to bring the perpetrators and instigators
of sectarian violence to justice. For this reason, USCIRF named
India to its Watch List in August, 2009; a copy of our report
with Commissioner comments is attached.
In Indias 2004 elections, the Congress
Party of which Prime Minister Singh is a member
espoused an inclusive platform and repeatedly pledged its commitment
to religious tolerance. The Congress Party reiterated this pledge
in the 2009 elections for the lower house of Parliament, in which
the Congress Party emerged victorious. The Congress Party thus
has a solid record for vocalizing its support for a peaceful
religious pluralism in India. However, its words have not translated
into actions to protect religious freedom throughout the country.
This is most evident in the Indian governments
inadequate responses to sectarian violence, and this discrepancy
has produced a culture of impunity, where those who commit crimes
against religious minority groups do not expect punishment by
law. A year ago, a prolonged and destructive campaign targeting
Christians in the province of Orissa led to the displacement
of approximately 40,000 people and at least 40 deaths. There
were also accounts of forced re-conversions to Hinduism of Christians
returning to their villages following the violence. Reportedly,
although many thousands of accusations against alleged perpetrators
were made in the aftermath of this violence, to date there have
been few convictions. Many displaced residents are still living
in camps.
Indias failure to provide justice
to religious minorities targeted in violent riots is not a new
development. In February 2002, Hindu mobs angered by
a train fire that resulted in the death of 58 Hindus returning
from Ayodhya killed 2,000 Muslims in the Gujarat province
and displaced over 100,000 people. Evidence of state government
and police complicity in the attacks emerged in 2007. Court
convictions, however, remain minimal, and Muslims living in the
Gujarat province remain in a state of fear and insecurity. Similarly,
the architects and perpetrators of massive, country-wide attacks
on Sikhs in 1984 that resulted in the deaths of over 3,000 Sikhs
remain largely unprosecuted.
As you noted in your remarks last January
on the fifty-eighth anniversary of Indian democracy, the United
States and India have a shared belief in democracy, liberty,
pluralism and religious tolerance. Therefore, in the spirit
of partnership, we encourage you to raise these issues with Prime
Minister Singh to address the culture of impunity for perpetrators
of violence against religious groups in India, and to prevent
future incidents of sectarian violence against religious minorities.

USDA NATIONAL SCHOLARS PROGRAM APPLICATIONS
OPEN FOR 2010 ACADEMIC SCHOOL YEAR
WASHINGTON, Nov. 23, 2009 - Agriculture
Secretary Tom Vilsack today announced that USDA/1890 National
Scholars Program applications for the 2010 academic school year
now are being accepted. Aspiring high school seniors and rising
college sophomores and juniors are encouraged to apply before
the Feb. 1, 2010 deadline.
"This program furthers the Obama Administration's
goal of promoting and encouraging America's young men and women
to consider careers in agriculture and public service,"
said Vilsack. "Under this terrific partnership College-bound
students benefit from an outstanding educational opportunity
and USDA benefits from the knowledge, talent, diversity and skills
that they will one day bring to our organization."
The scholarship program is a partnership
initiative between USDA and the 1890 Land Grant Universities
and Tuskegee University. It is designed to expand diversity in
USDA through the recruitment of talented students into public
service in agriculture and related fields, including food sciences,
natural resource sciences and agricultural sciences.
Since the inception of the National Scholars
Program in 1992, USDA has funded scholarships for over 500 students.
Through this partnership, USDA also hires these graduates into
career positions. USDA/1890 scholarship recipients receive full
tuition, fees, books, use of laptop computers and printers, software,
employment and employee benefits for each of the four years they
pursue a bachelor's degree. For each year of the scholarship,
students receive room and board provided by the partnering institutions.
Students are required to work one year at USDA for each year
of their scholarship.
The mission of the Land-Grant system is
to teach, conduct research and provide outreach. The system was
initiated by President Abraham Lincoln with the passing of the
Morrill Act of 1862. A second Morrill Act was passed in 1890
to grant freed slaves and African Americans access to Land-Grant

USDA selects scholars based on recommendations
of participating 1890 Land-Grant Institutions and Tuskegee University.

University, Fort Valley State University, Kentucky State University,
Langston University, Lincoln University, North Carolina A&T

TO TAKE PART IN MISSISSIPPI RIVER BASIN INITIATIVE
Initiative Will Provide Approximately $320
Million in USDA Assistance In Basin Area
WASHINGTON, November 23, 2009 - Agriculture
Secretary Tom Vilsack today announced that 41 watersheds in 12
states, known as Focus Areas, have been selected to participate
in a new initiative to improve water quality and the overall
health of the Mississippi River Basin. The selected watersheds
cover over 42 million acres, or more than 5 percent of the Basin's
land area.
"The USDA is committed to working
cooperatively with agricultural producers, partner organizations
and State and local agencies to improve water quality and the
quality of life for the tens of millions of people who live in
the Mississippi River Basin, the Mississippi River Basin Healthy
Watersheds Initiative will help" Vilsack said. "Today's
announcement is another step toward achieving this goal, and
I encourage as many eligible participants as possible to join
us in this major conservation effort."
The Mississippi River Basin Healthy Watersheds
Initiative (MRBI), which was announced on September 24, 2009,
will provide approximately $320 million in USDA financial assistance
over the next four years for voluntary projects in priority watersheds
in Arkansas, Kentucky, Illinois, Indiana, Iowa, Louisiana, Minnesota,
Mississippi, Missouri, Ohio, Tennessee and Wisconsin. MRBI will
help producers implement conservation and management practices
that prevent, control and trap nutrient runoff from agricultural
land.
USDA's Natural Resources Conservation Service
(NRCS) manages the initiative. NRCS State Conservationists from
the 12 watershed states selected the watersheds with guidance
from State Technical Committees and state water quality agencies.
Selections were based on the potential for managing nitrogen
and phosphorus -- nutrients associated with water quality problems
in the Basin -- while maintaining agricultural productivity and
benefiting wildlife.
Next, smaller watershed projects will be
selected through a competitive process under NRCS' Cooperative
Conservation Partnership Initiative (CCPI). NRCS assistance will
be leveraged with contributions from partners, expanding the
capacity available to improve water quality throughout the Basin.
Three requests for project proposals will
be announced in the next several weeks, including one for CCPI.
Funding for CCPI projects will come from NRCS' Environmental
Quality Incentives Program, Conservation Stewardship Program
and Wildlife Habitat Incentive Program.
Two other requests for proposals will fund
projects through the Wetlands Reserve Enhancement Program and
Conservation Innovation Grants. For information about these programs,

HHS Secretary Kathleen Sebelius today announced
the release of Health
Insurance Reform: The Case for Change, a series of state-by-state
reports highlighting the benefits of health insurance reform.
The
reports are available now at https://www.healthcare.gov/
"Families, seniors and businesses
are all suffering under the health
care status quo," Secretary Sebelius said. "Our new
reports demonstrate
how health insurance reform will improve health care for all
Americans."
The reports provide specific details on
the benefits of reform for each
state. For example, under health insurance reform:
* 4.5 million California seniors
would receive free preventive
services.
* 565,000 Florida seniors would have their brand-name drug
costs
in the Medicare Part D "doughnut hole" halved.
* 24,000 Nevada small businesses could be helped by a small
business tax credit to make premiums more affordable.
* 103,000 New Hampshire residents could qualify for premium
tax
credits to help them purchase health coverage.
The reports also note that if we do nothing,
by 2019 the number of
uninsured people will grow by more than 30 percent in 29 states
and by
at least 10 percent in every state. Without reform, the amount
of
uncompensated care provided will more than double in 45 states.
Additionally, businesses in 27 states will see their premiums
more than
double and fewer people will have coverage through an employer
if the
status quo continues.

Feed A Neighbor is part of President Obama's
national call to service initiative, and challenges all Americans
to help feed the more than 17 million households in this country
who struggle to put food on the table. The Corporation will lead
the initiative in collaboration with the USDA and the White House,
as part of the Administration's efforts to reverse the trend
of rising hunger and address the staggering statistics released
by the USDA on hunger last week.
The USDA's 2009 Household Food Security
Report revealed that the number of Americans who lack enough
food is at its highest level since 1995, and national anti-hunger
organizations have found that the need for emergency food assistance
has skyrocketed and a large majority of them are turning people
away because of the high demand. These findings underscore the
need for an immediate and intensified response to combat hunger.

DOE to Invest $18 Million in Small Business
Clean Energy Innovation Projects
WASHINGTON, DC U.S. Energy Secretary Steven Chu today
announced more than $18 million in funding from the American
Recovery and Reinvestment Act to support small business innovation
research, development and deployment of clean energy technologies.
In this first phase of funding, 125 grants of up to $150,000
each will be awarded to 107 small advanced technology firms across
the U.S.
Small businesses are drivers of innovation and are crucial
to the development of a competitive clean energy U.S. economy,
said Chu. These investments will help ensure small businesses
are able to compete in the clean energy economy, creating jobs
and developing new technologies to help decrease carbon pollution
and increase energy efficiency.
The companies were competitively selected from a pool of 950
applicants through a special fast-track process with an emphasis
on near-term commercialization and job creation. Companies that
demonstrate successful results with their new technologies and
show potential to meet market needs will be eligible for $60
million in a second round of grants in the summer of 2010.
Grants were awarded in each of the following ten topic areas:
Advanced Building Air Conditioning and Refrigeration, Thermal
Load Shifting, and Cool Roofs (15 projects, for up to $2,241,229
total). Projects in this area will seek to improve efficiency
of air conditioning and refrigeration while reducing greenhouse
gas emissions, reducing peak demand, and reducing thermal loads
on roofs.
Water Usage in Electric Power Production (6 projects, for up
to $878,144). This effort will focus on decreasing the amount
of water used in thermoelectric power generation, improving water
quality through the development of advanced water treatment technologies,
and developing innovative approaches to desalination using Combined
Heat and Power projects.
Power Plant Cooling (1 project, $150,000). This project will
focus on advanced heat exchange technology for power plant cooling.
Advanced Gas Turbines and Materials (11 projects, for up to $1,637,033).
These projects will research high temperature materials and
component cooling techniques, high performance materials for
nuclear applications, materials that help save energy and diminish
carbon emissions, and novel designs for high-efficiency and low-cost
distributed power systems.
Sensors, Controls, and Wireless Networks (12 projects, for up
to $1,787,061). Projects in this area will develop building
applications to minimize power use, sensors and controls for
efficient industrial processes, wireless networks and sensors
for monitoring nuclear power systems, and power line sensor systems
for the Smart Grid.
Advanced Water Power Technology Development (12 projects, for
up to $1,747,259). Projects will focus on advances in hydropower
systems or subsystems, as well as new approaches to wave and
current energy technologies and ocean thermal energy conversion
systems.
Smart Controllers for Smart Grid Applications (8 projects, for
up to $1,166,871). These projects will help develop smart controllers
for household appliance to enable Smart Grid services, technologies
to support electric vehicles, and support of distributed energy
generation systems.
Advanced Solar Technologies (12 projects, for up to $2,783,996).
Projects will focus on achieving significant cost and performance
improvements over current technologies, solar-powered systems
that produce fuels, and Concentrated Solar Power systems for
distributed applications.
Advanced Industrial Technologies Development (25 projects, for
up to $3,709,564). Projects in this area will focus on improving
efficiency and environmental performance in the cement industry,
low-cost manufacturing processes for innovative nanomaterials,
novel approaches to water heat recovery, and transformational
technologies to address high Global Warming Potential industrial
gases.
Advanced Manufacturing Processes (16 projects, for up to $2,222,110).
These projects will focus on mitigating heat losses, fouling
and scaling in unit operations, and improving heat and energy
losses in energy intensive manufacturing processes, including
distillation and dewatering systems.

The last meeting of YDGSU for the fall semester is TOMORROW,
Monday the 23rd, at 4:30 in room 470 of the University Center
(upstairs from the bookstore & food court). We're going to
talk about Obama's first year in office, create a new triboard
to put on our table in the Plaza, and talk about officer elections.
If you can't come and would like to run
for a position (President, VP of Communication, VP of Finance,
VP of Membership, VP of Programming, Secretary), here's what
to do:
Write a paragraph stating your intent to run (what position?
Why? What experience do you think would serve you well? Any ideas
to keep YDGSU lively?). They will be due by email to georgiastateyds@gmail.com
on December 7 at midnight. We'll send the statements over email
and Facebook and have elections early next semester.
If you don't know what duties each position has, reply here and
we'll tell you :)

The war in Afghanistan was on the agenda when Defense Secretary
Robert Gates and other leaders gathered Friday in Halifax, Nova
Scotia.
FAA Takes Aim at Icing with New Ice
Protection Proposal
WASHINGTON The Federal Aviation Administration
is proposing a rule requiring scheduled airlines to either retrofit
their existing fleet with ice-detection equipment or make sure
the ice protection system activates at the proper time.
For aircraft with an ice-detection system,
the FAA proposes that the system alert the crew each time they
should activate the ice protection system. The system would either
turn on automatically or pilots would manually activate it.
For aircraft without ice-detection equipment,
the crew would activate the protection system based on cues listed
in their airplanes flight manual during climb and descent,
and at the first sign of icing when at cruising altitude.
This is the latest action in our
aggressive 15-year effort to address the safety of flight in
icing conditions, said FAA Administrator Randy Babbitt.
We want to make sure all classes of aircraft in scheduled
service remain safe when they encounter icing.
The FAA estimates the rule would cost operators
about $5.5 million to implement. Operators would have two years
after the final rule is effective to make these changes.
The proposed rule would apply only to in-service
aircraft with a takeoff weight less than 60,000 pounds, because
most larger airplanes already have equipment that meets the requirements.
In addition, studies show that smaller planes are more susceptible
to problems caused by undetected icing or late activation of
the ice protection system. The rule technically affects 1,866
airplanes, but all turbojet airliners and many turboprops covered
under the rule already have equipment that satisfies the requirements,
and the FAA believes others will be retired before the projected
compliance date in 2012.
In August 2009, the FAA changed its certification
standards for new transport category airplane designs to require
either the automatic activation of ice protection systems or
a method to tell pilots when they should be activated.
Since 1994, the FAA has issued more than
100 airworthiness directives to address icing safety issues on
more than 50 specific aircraft types. These orders cover safety
issues ranging from crew operating procedures in the icing environment
to direct design changes. We also have changed airplane flight
manuals and other operating documents to address icing safety,
and issued bulletins and alerts to operators emphasizing icing
safety issues.
