This week the President recaps a busy week,
from strides on fiscal discipline, to financial stability, to
cracking down on tax havens and tax breaks for shifting jobs

have a right to not get ripped off by the sudden rate hikes,

Secretary of the Interior Ken Salazar announced
this morning that starting July 4th, the crown of the Statue
of Liberty will be open to visitors again, and the Baggage and

and relief." But she closed noting that, "As the comprehensive
plan of the administration takes hold, we have begun to see signs
of recovery. We've seen the financial system and the housing

Madam Chair and Members of the Committee:
Thank you for the opportunity to discuss
the employment and
unemployment data we released this morning.
Nonfarm payroll employment declined by
539,000 in April, and
the unemployment rate rose from 8.5 to 8.9 percent. Since the
start of the recession in December 2007, job losses have totaled
5.7 million, and the unemployment rate has increased by 4
percentage points.
In April, widespread job losses continued
throughout the
private sector. Private employment fell by 611,000, compared
with average monthly declines of 700,000 in the prior 4 months.
Over the month, federal government employment rose by 66,000,
mainly due to hiring of temporary workers in preparation for
Census 2010.
Manufacturing employment fell by 149,000
over the month, and
job losses continued to be widespread. Since the recession
began, this industry has shed 1.6 million jobs, representing
more
than a quarter of the total nonfarm job decline during the
period.
Construction employment decreased by 110,000
in April. Job
losses have averaged 120,000 per month in the last 6 months,
compared with 46,000 per month from December 2007 to October
2008.
Elsewhere in the goods-producing sector,
mining employment
fell by 10,000 in April. From the start of the recession through
September 2008, this industry had continued to add jobs, mainly
those related to oil and gas production. Since September, mining
employment has declined by 44,000.
In April, employment in professional and
business services
dropped by 122,000. Temporary help services accounted for about
half of the job loss. Since the start of the recession,
temporary help employment has fallen by 825,000, nearly a third
of its total.
The health care industry added 17,000 jobs
over the month,
in line with its average monthly gain since January. In 2008,
the average gain was 30,000 jobs per month.
In April, average hourly earnings for production
and
nonsupervisory workers in the private sector were essentially
unchanged. Over the past 12 months, average hourly earnings have
risen by 3.2 percent. From March 2008 to March 2009, the
Consumer Price Index for Urban Wage Earners and Clerical Workers
declined by 1.0 percent.
Turning now to measures from the survey
of households, the
unemployment rate rose to 8.9 percent in April, an increase of
four-tenths of a percentage point. The number of unemployed
persons increased by 563,000 to 13.7 million. Since the start
of
the recession in December 2007, the number of unemployed has
risen by 6.2 million, pushing the jobless rate up by 4 percentage
points.
Over the month, the number of long-term
unemployed continued
to grow, rising by 498,000 to 3.7 million. The long-term
jobless represented 27.2 percent of all unemployed persons in
April, the highest proportion on record.
The employment-population ratio held at
59.9 percent in
April. When the recession began in December 2007, it was 62.7
percent. Among the employed, the number of persons working part
time who would prefer full-time work was little changed over
the
month at 8.9 million.
In summary, nonfarm payroll employment
fell by 539,000 in
April. Private-sector employment dropped by 611,000. Job losses
continued to be widespread across most major industries. Since
the recession began, payroll employment has fallen by 5.7
million. Over the month, the unemployment rate rose by
four-tenths of a percentage point to 8.9 percent.

Hoyer Statement on Democratic Efforts
to Create Jobs, Opportunity
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
jobs numbers were announced for April and President Obama spoke
on job creation and job training initiatives:
While todays numbers offer a glimmer of hope that
this recession is starting to slow down, there are still far
too many Americans who are out of work and struggling to find
employment. Thats why President Obamas proposal to
allow workers receiving unemployment benefits to remain eligible
for education and job training programs is a critical step to
protect workers and help get them back on their feet. By giving
unemployed workers the opportunity to attend colleges, technical
schools, and other training programs, we will be preparing them
not just to find another job, but also to succeed in todays
global economy.
These proposals announced today build upon the groundwork
laid by the American Recovery and Reinvestment Act passed by
Congress earlier this year. We are already seeing signs that
this is having a positive effect, with projects started and jobs
created across the country. The budget that was passed also contains
crucial investments for long-term economic recovery and growth,
with clean-energy jobs, health care reform, and education reform
all part of that effort.
Helping Americans through this recession is Democrats
top priority, and we will remain focused on doing all we can
to turn this economy around and get Americans back to work.

MESSAGE FROM THE MAJORITY LEADER
The economic crisis is the Congress's top
priority, a key part of which includes passing legislation to
address the housing crisis, the root of our economic troubles.
This week, the House passed bills aimed at rebuilding the economy
in a way that protects consumers and restores fairness.
Leader Hoyer delivers the keynote
address at a Bipartisan Policy Center
forum, Unprecedented Federal Debt:
Putting Our Fiscal House in Order.
On Wednesday, the House passed the Fraud Enforcement and Recovery
Act, to provide critical resources to help law enforcement pursue
and prosecute mortgage and securities fraud, which contributed
to the financial crisis we are currently facing. It also creates
an outside, bipartisan commission to investigate the causes of
the financial crisis and the current recession, so that we can
prevent them from occurring in the future. On Thursday, the House
passed the Mortgage Reform and Anti-Predatory Lending Act to
crack down on the dangerous practices that created a housing
bubble and led to the recent wave of foreclosures.
This week, I also delivered remarks at a Bipartisan Policy Center
forum on the current state of the economy, how we got here, and
the steps that Congress continues to take to return our economy
to sustainability. Entitlement reform that addresses Social Security,
Medicare, and Medicaid should be a part of our efforts to create
a strong economy in the long-term. As Congress takes up health
care reform, dealing with overall health care costs will be critical
to getting a handle on Medicare and Medicaid.
Next week, the House will consider legislation
reforming how we buy weapons systems. This furthers the Democratic
Congresss pledge to restore fiscal responsibility by protecting
taxpayer dollars and eliminating waste from government programs.
The House will also consider a supplemental appropriations bill
that supports our troops in Iraq, increases resources to Afghanistan
and Pakistan, and invests in preparations to combat pandemic
flu. I hope to send a bill to the President for his signature
as soon as possible.

USAID Announces New Mission Director
for Afghanistan

WASHINGTON, D.C. - U.S. Agency for International
Development (USAID) Acting Administrator, Alonzo Fulgham administered
today the oath of office to William Frej as the new mission director
for Afghanistan. Frej is a Minister Counselor in the Senior Foreign
Service and has worked for USAID for the past twenty years in
both overseas and Washington, D.C. assignments.
"This is not an easy job, and certainly not one that anybody
can do. It is a job that requires USAID's brightest and most
capable staff. I have worked with Bill for many years and know
from personal experience that USAID is sending one of its most
talented leaders to Afghanistan," said Fulgham prior to
administering the oath.
Frej will manage USAID programs in Afghanistan estimated at $2
billion in FY 2009, supporting the President's new counterinsurgency
strategy for Afghanistan and Pakistan. He will oversee activities
which focus on increasing the effectiveness of the delivery services
to the Afghan people by the Afghan government and reducing the
numbers of potential insurgents through economic growth and job
creation. Frej will also oversee continued efforts in the social
sector, including health and education programs that provide
tangible evidence of government service delivery.
In 2002 and 2003, Frej was a staff member of President Bush's
foreign policy team, serving as Director for Development Issues
at the National Security Council in the White House. Prior to
this appointment, he held the position of Director of the Office
of Market Transition in the Europe and Eurasia Bureau at USAID
headquarters in Washington, D.C.
In his last two overseas posts, Frej was USAID Mission Director
in the Central Asian Republics and USAID Mission Director in
Jakarta, Indonesia, where he led the United States Government's
relief and reconstruction program following the historic tsunami
and earthquake in Aceh. He was awarded the Presidential Meritorious
Honor Award in 2006.
While based in Warsaw, he served as Director for the Regional
Urban Development Office for Central and Eastern Europe, managing
municipal development programs in Albania, the Baltic countries,
Czech Republic, Hungary and Poland. Prior to his European assignments,
he served for seven and one half years in the USAID Mission in
Jakarta, Indonesia, as municipal finance advisor, Director of
the Housing and Urban Development Office for East Asia and as
Director for the Office for Private Sector Development.
Frej studied architecture at the University of Notre Dame, earned
a B.S. in Architecture from the University of Arizona, and a
Master of City and Regional Planning from the University of California,
Berkeley. Before joining USAID, he served as an administrator
