GAO-10-514R,
Securities and Exchange Commission: Money Market Fund Reform,
March 18, 2010
from GAO Legal Products
GAO reviewed the Securities and Exchange Commission's (SEC) new
rule on money market fund reform. GAO found that (1) the rule
amends the regulations that govern money market funds. The rule
will tighten risk-limiting conditions by, among other things,
requiring money market funds to maintain a portion of their portfolios
in instruments that can be readily converted to cash, reducing
the maximum weighted average maturity of portfolio holdings,
and improving the quality of portfolio securities; and (2) SEC
complied with applicable requirements in promulgating the rule.

Health
Care Reform Survives Final Vote
"The Congressional Democratic push to overhaul health care
is finally, at very long last, done," Roll Call reports.
"House Democrats voted 220-207 Thursday
night to approve a package of fixes to the underlying law after
the Senate made two minor changes to the version the House first
passed on Sunday night. Thirty-two Democrats voted 'no.' The
reconciliation package now heads to President Barack Obama for
his signature."
"The package makes a number of changes
to the Senate-authored health care overhaul demanded by House
Democrats. It dramatically scales back and delays until 2018
a tax on high-cost "Cadillac" insurance plans, strikes
some special deals cut with individual Senators, boosts affordability
credits, and adds a revamp of the student-loan industry."

Crossover Day TOMORROW!
Fellow YDs!
Tomorrow is Crossover Day at the Georgia
State Capitol, one of the two most important days in this legislative
session. All of the bills that do not pass one of the chambers
will not move on to the other , so it is absolutely crucial that
we work hard to lobby for those bills that will move Georgia
forward and against those that will regress our state.
Young Democrats of Georgia will be working
with Georgia Students for Public Higher Education (GSPHE) to
lobby for bills that will keep public higher education well-funded,
and ensure that no drastic measures are taken in reference to
higher education in Georgia. We will also be working with YDAtl
to lobby on many other bills, which we will discuss in more detail
tomorrow.
We sincerely hope you can make it for at
least a little while tomorrow! Our "Headquarters" will
be in the Coverdell Legislative Office Building (CLOB) Room 605
(with thanks to [ http://www.benfieldbeat.com
]Rep. Stephanie Stuckey Benfield for securing the space), and
we will be meeting there around 9 am for some Lobbying and Gold
Dome 101, and then we will be in and out of the room the rest
of the day.
Even if you cannot make it tomorrow, be
sure to complete the ACTIONALERT below! The Cigarette Tax is
one bill that can seriously help increase revenues to Georgia!
If you have any questions, feel free to
contact me at swgolde@emory.edu, as I will have access to email
all day tomorrow!
Democratically yours,
Steve Golden, YDG Chief of Staff
Trevor Southerland, YDG VP of Finance
Joel Mendelson, YDG Issues Chair

Leader Hoyer Discusses Threats Against
Members of Congress on CBS's The Early Show
This morning, Majority Leader Steny H.
Hoyer (MD) appeared on CBS's The Early Show to discuss
recent threats against Democratic Members of Congress.
Read excerpts from the interview below and click here
to watch the complete interview.
The bottom line is we need to be very careful in public
life that our rhetoric does not turn to incitement of violence
or violent acts. In our democracy, we have disagreements. Sometimes
strongly held beliefs differ, but at the core of our democracy
is that we do so civilly and peacefully and resolve our differences
not through violence, but through democratic means.
I think all of us in leadership need to make it very clear
to the American public
that that's unacceptable in a democracy.
In a democracy, we debate, we hold feelings strongly, and then
we vote. Dick Gephardt used to say that democracy was a substitute
for war, and what he meant by that of course is, in our democracy
we resolve things not through violence, not at the point of a
gun, but through civil democratic means to reach consensus. And
if we don't do that, we will devolve into a society that were
not going to like.

Hoyer Statement on Health Care Reform
Improvements Bill
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement tonight
after the House voted to send the final piece of health care
reform to the President:
Today, the House took the final step in adopting comprehensive
health insurance reform, sending to the President a package of
improvements to the underlying reform bill enacted into law earlier
this week.
The fixes in this bill will make prescription drugs for
seniors less expensive, health care for middle-class families
more affordable, and provisions to combat waste, fraud and abuse
stronger. It also removes the special Medicaid deals for states
in the Senate bill, and ensures that insurance denials of people
with pre-existing conditions applies to all Americans.
For far too long, Americans have struggled under the weight

Colorado's Health Reform Heroes in Congress
Fifteen months ago, the world was changed
when we elected Barack Obama as our next President. After eight
years of the Bush administration, there were many problems to
tackle the biggest recession since the Great Depression,
signs of worsening climate change, huge numbers of people losing
their homes to foreclosure, wars raging in several countries,
jobs lost in record numbers, violations of civil rights, and
much, much more. After stabilizing the economy, our President
decided to take on health care reform a problem so complex
and far-reaching, it impacted most of the other problems.
Spring and summer of 2009 brought out the
crocuses and the crazies, the tanners and the tea-partiers, the
petunia-fertilizers and the Palin-followers. In Colorado alone,
there were hundreds of town halls, protests, rallies, meetings,
marches, seminars, conferences and house parties on the subject
of health reform. John McCain, Joe-the-not-very-convincing-Plumber,
and Sarah Palin all visited our great state to warn us of the
evils of MSNBC and the threat of the great left-wing conspiracy.
But more convincing were the people we
heard from who werent famous the mothers, fathers,
grandparents, sisters, and brothers who told us the stories of
what life was like for them, being only one illness away from
losing their homes and their jobs. People told us stories that
wrenched our hearts, hit us in the pits of our stomachs, and
made us cry.
Colorados Democratic delegation:
Senators Mark Udall and Michael Bennet, and Congresspersons Ed
Perlmutter, Diana DeGette, Jared Polis, Betsy Markey, and John
Salazar, were asked to pass the most sweeping and far-reaching
legislation in forty-five years. In a state that had consistently
voted Republican for many years prior to 2008, and with Fox News
propaganda warning the world of impending doom under socialism
and Obama-care, they must have been more than a little intimidated
by the enormity of their task.
Millions of emails, thousands of phone
calls, hundreds of office visits and truckloads of letters later,
they stood up together in unison for what is right. They stood
up for little Thomas Wilkes, whose family almost lost all they
had to pay for Thomas hemophilia treatment. They stood
up for the family of Zumante Lucero, a little boy who died when
he did not get the asthma treatment he desperately needed. They
stood up for Amy, a woman who took her own life when she was
diagnosed with a chronic medical condition, knowing she had no
insurance and could not pay for the treatment she needed. They
stood up for 800,000 Coloradans whose lives would become significantly
better if they could afford health care or health care insurance.
These five members of Congress have been
cursed, yelled at, threatened, screamed at, chewed out, and verbally
attacked for that stand. All of them were told everyday their
opinion on health reform legislation would cost them their re-elections.
More than one has received death threats, in the last week alone.
These five people are HEROES.
Because of their courage, someones
child will not go to bed at night, cheeks stained with tears
because they cant be seen in the emergency room unless
their fever is 103 or higher. Because of them, someones
parents will no longer have to choose between keeping their small
home and paying for their heart medicine. Because of them, someones
sister will not have a baby without prenatal care because she
had no insurance. Because of them, someones brother will
live five years longer because he is now able to afford his diabetes
medication. Because of them, someone will not have to choose
between sending their kids to college, and getting cancer treatment.
Mark Udall, Michael Bennet, Ed Perlmutter,
Diana DeGette, John Salazar, and Betsy Markey five ordinary
human beings with extraordinary courage. They deserve our gratitude,
our appreciation and our support.
If you are in a position to express your
appreciation in the form of a contribution to their re-election,
please do. If you are not, I urge you to call, write a letter,
or thank them by telephone. Their contact information is below.
They need us to stand with them, like they stood for us.
And to all of you who helped these five
heroes reach their courageous decision, my heartfelt, Thank-you.
