from U.S. Bureau of Economic Analysis
State personal income declined an average 1.7 percent in 2009,
according to estimates released today by the U.S. Bureau of Economic
Analysis. The annual percentage change in state personal income
ranged from -4.8 percent in Nevada to 2.1 percent in West Virginia
(one of six states with a personal income gain in 2009). Inflation,
as measured by the national price index for personal consumption
expenditures, fell to 0.2 percent in 2009 down from 3.3 percent
in 2008.

White to Perry: Don't play politics
with law enforcement Perry's border crime stats wildly inaccurate
HOUSTON, TEXAS -- Today Bill White called
on Governor Rick Perry to stop using false statistics and to
stop misleading the public about border crime in speeches and
on websites. "Public funds should not be used to spread
misleading information," said Katy Bacon, campaign spokesperson.
"Rick Perry needs to admit the truth." In numerous
public appearances and on both publicly-funded and campaign websites,
Governor Perry has falsely claimed 60-65% drops in border crime
or crime rates. Rick Perry Campaign Website"...resulting

types of crime have been reduced by 65 percent in the unincorporated
areas of the Texas-Mexico border..."

In fact, total crime rates in the 14 Texas counties bordering
Mexico dropped 3.1% between 2005 and 2008. The total crime rate
in unincorporated areas rose 3.9% while the rate of violent crime
fell 2.4%. Unincorporated areas account for about 13% of border
crime. No matter how data is sliced, Perry's claims of 65% reduction
in border crime are grossly inaccurate. "When it comes to
crime in border areas, Governor Perry doesn't know, doesn't understand,
or doesn't care about the truth," said Bacon. "Trying
to take credit for wild reductions in crime rates disrespects
men and women in law enforcement who work hard and put their
lives on the line every day." In each the last two sessions,
the Legislature has appropriated about $110 million for border
security. Last week, Perry 'activated' a secret plan without
working with local officials and communities.
A former mayor, White has repeatedly emphasized
that effective border policy requires working with sheriffs,
police chiefs, state officials and federal agencies. As governor,
Bill White will work closely with local law enforcement to ensure
they have the resources they need to reduce border crime, and
he will fight to secure the federal funding Texas needs to support
local law enforcement. "Law enforcement and victims of crime
deserve facts, not spin, from the Governor," White concluded.

GOP Pushes Frivolous Lawsuits In Cash-Strapped
States To Repeal Health Care Reform
Republicans Have Yet to Explain How Proposed
Repeal Would Impact Consumer Benefits
Republicans have called health reform unconstitutional,
making no secret of their intention to repeal it and launching
constitutional challenges in 13 states. However, with legal experts
lining up to affirm that the new law does not violate the constitution,
it would seem that Republicans are setting themselves up for
a fruitless and wasteful endeavor, using taxpayer
dollars to wage an ideological and political battle as states
continue to struggle financially. Meanwhile, their claims that
the majority of Americans back a repeal ignore the facts. New
polling shows a majority of Americans support the health reform
law, and throughout the debate, poll after poll has found that
the individual reform provisions are extremely popular. Which
begs the question which health reform benefits would Republicans
repeal?
Experts Confirm: Health Reform is Constitutional
The Constitution permits Congress to legislate a health
insurance mandate. [Mark A. Hall, JD, Professor of Law

The Supreme Court decades ago, in 1944, held that the business
of insurance fell within Congress regulatory authority
under the Commerce Clause. [Simon Lazarus, Public Policy
Counsel for the National Senior Citizens Law Center, December
2009]
Congress clearly could [establish an individual mandate]
under its power pursuant to Article I, Section 8 of the Constitution
to regulate commerce among the states. The Supreme Court has
held that this includes authority to regulate activities that
have a substantial effect on interstate commerce. In the area
of economic activities, substantial effect can be
found based on the cumulative impact of the activity across the
country
. The relationship between health care coverage
and the national economy is
readily apparent
. Nor
is there any basis for arguing that an insurance requirement
violates individual liberties. No constitutionally protected
freedom is infringed. There is no right to not have insurance.
Most states now require automobile insurance as a condition for

GOP Has Supported Individual Mandate in the Past
Moments after President Obama signs the health reform bill
today, mostly Republican aspiring governors -- AGs -- er, attorneys
general in at least 12 states plan file suit to prevent the legislation
from taking effect. The chances of success in the Supreme Court
are low, but the point of the lawsuits isn't legal -- it's political.
It advances the politics of conservative jurisprudence, and the
political ambitions of conservatives, and it keeps the legislation
itself in a state of suspended political animation. [Marc

Until very recently, Republicans considered the individual
mandate not only Constitutional but utterly uncontroversial.
Last year, Republican Senators Robert Bennett, Lindsey Graham,
Mike Crapo, Judd Gregg and Lamar Alexander all co-sponsored a
health care bill that included an individual mandate. Olympia
Snowe voted for a Senate Finance Committee health care bill that
included an individual mandate before subsequently voting with
her entire party to call the mandate unconstitutional. Texas
Attorney General Greg Abbott, currently suing to overturn the
individual mandate, once supported a mandate that parents purchase

Those who object to the health care proposals on constitutional
grounds are making an argument that has no basis in the law.
They are invoking the rhetorical power of the Constitution to
support their opposition to health care reform, but the law is
clear that Congress constitutionally has the power to do so.

Americans Support Health Reform Benefits,
So What Would Republicans Take Away from the People?
A recent survey indicates that the American people are pleased
by reforms passage:
By an eight-point margin, more Americans say they are
enthusiastic or pleased by the passage
of the health insurance reform bill 50 percent compared
to 42 percent who say they are disappointed or angry.

Republicans say that, if given the chance, they would repeal
key benefits of health care reform. So the question for Republicans
is: which of these popular provisions would they repeal?
Ending discrimination against Americans with pre-existing

Preventing insurance companies from dropping people when

Washington (CNNMoney.com) - In what may be the bluntest assessment
by a high-ranking White House official of China's exchange rate
policy, Treasury Secretary Tim Geithner said Wednesday that China's
undervalued currency makes the nation dependent on U.S. monetary
policy.
"I think China will be better; they're
stronger as an independent country if they're not running an
exchange rate policy that, essentially, has the Federal Reserve
of the United States setting monetary policy in China,"
Geithner told CNN's John King in an interview taped for "John
King, USA." The interview will air at 7 p.m. ET.
Geithner added that he believes that over
time the Chinese will appreciate their currency.

Democrats Create Jobs, Opportunities
For Americans
Democrats have remained focused on our
top priority of creating jobs and building a strong and lasting
economic recovery. Since the Recovery Act was passed at the beginning
of last year, Democrats have continued to take steps to spur
job growth. In fact, just this week the House is considering
two pieces of legislation that add to that effort. The Small
Business and Infrastructure Jobs Tax Act, legislation designed
to help small businesses grow and expand. The Disaster Relief
and Summer Jobs Act will help create at least 300,000 jobs for
youth ages 16 to 24, and extend the Recovery Act small business
lending program, which has already helped save or create over
560,000 jobs. These measures add to the list of actions taken
by Democrats to create jobs for Americans:
Small Business and Infrastructure Jobs Tax Act Considered
in House 03/24/10 Helps small businesses grow and expand,
putting them in a better position to create jobs.
o Increases the deductions for start-up expenses, so that more
people will start businesses
o Excludes 100% of small business capital gains from taxation,
encouraging investment
o Expands Build America Bonds, funding projects that put people
to work
Disaster Relief and Summer Jobs Act Considered in House
03/24/10 Helps create at least 300,000 jobs for youth
ages 16 to 24, and extend the Recovery Act small business lending
program, which has already helped save or create over 560,000
jobs.
Hiring Incentives to Restore Employment (HIRE) Act Enacted
3/18/10 Includes a payroll tax holiday to encourage businesses
to hire, small business tax breaks that will boost small business
growth, an extension of the Highway Trust Fund to allow for continued
and increased investments in infrastructure, and an expansion
of Build America Bonds to allow state and local governments to
more easily finance infrastructure projects that put people to
work.
Jobs for Main Street Act Passed House 12/16/09
Creates and saves jobs through infrastructure investments; keeps
teachers, police officers, and firefighters on the job; provides
emergency relief to families hurt by the recession; extends SBA
loan program to open up lending to small businesses.
FY 2010 Appropriations Enacted 12/16/09 Funding
will revitalize the SBA after eight years of Bush-era budget
cuts, in order to better protect the interests of small businesses
in an effort to maintain and strengthen the U.S. economy.
Worker, Homeownership & Business Assistance Act Enacted
11/06/09 Provides more unemployment benefits for Americans
hit by the recession and enhanced small business tax relief,
expanded it to struggling U.S. businesses.
Small Business Financing and Investment Act Passed House
10/29/09 Helps small firms find affordable financing to
encourage entrepreneurship and promote small business growth.
Job Creation Through Entrepreneurship Act Passed House
5/20/09 Strengthens the SBAs Entrepreneurial Development
programs for the first time in ten years, providing training
and consulting to troubled small businesses to help them access
capital and credit.
American Recovery and Reinvestment Act Enacted 2/17/09
Includes provisions designed to expand lending to small
businesses, tax cuts for 95% of Americans.

Speaker Pelosi announced the House Democratic appointees to President

Speaker Pelosi has appointed three Members of Congress
representing the diverse perspectives of the Democratic Caucus
to the President's vital, bipartisan fiscal commission. Reps.
Spratt, Becerra, and Schakowsky all understand the daunting budget
challenges America faces, as well as the impact mounting debt
will have on working families. I hope that all members of the

We need to act.
On Sunday night, many Congressional Democrats
in tough districts cast courageous votes for health reform --
even though they knew that insurance companies and their Republican
allies would retaliate immediately.
Well, the attacks are here. Shameful, negative
ads have already hit the airwaves. Democratic offices have been
vandalized. Republicans are promising to repeal reform and smearing
those who supported it.
But we're ready to do what it takes to defend the
heroes who made health reform possible.
These are the men and women who stood with
us and the President to make good on a promise that our Party
has fought to deliver for a century. And we will not leave them
hanging out to dry.

in Congress who fought to make health reform possible.
These are the people who worked hand in
hand with President Obama and grassroots Democrats to finally
bring affordable coverage to 32 million more Americans, enact
the toughest insurance regulations in history, and bring down
costs for families, small businesses, and our government.
At a time of historic achievement for our
country, Republicans and the extreme right wing are responding
by pushing fear and intimidation.
They've launched a campaign to "fire"
Nancy Pelosi, complete with imagery of the first female Speaker
of the House surrounded by flames. Congresswoman Louise Slaughter
had a brick thrown through her office window. A Virginia blog
posted Congressman Tom Perriello's home address, urging tea partiers
to "drop by."
The Democratic National Committee is already
fighting back hard, with a sophisticated ad strategy, events
on the ground, and the best rapid-response program in the history
of politics. But we need your help to keep it up.

If we learned one thing from the fight
for health reform, it's this: Hope can triumph over fear, the
truth can beat out the most vicious of lies, and our movement,
organized, can overcome even the most powerful of opponents.

"The Senate adjourned late Tuesday night after a chaotic
seven hours of debate on a landmark healthcare reform reconciliation
bill, with Democratic leaders inching towards a final vote by
the end of the week," The Hill reports.

Defies Senator's Prediction
A year after surgery for pancreatic cancer, ABC News reports
Supreme Court Justice Ruth Bader Ginsburg says she is feeling
well -- "and then took a dig at the senator who had claimed
after her surgery that she would only have nine months to live."
Said Ginsburg: "I am pleased to report
that, contrary to Sen. Bunning's prediction, I am alive and in
good health."
