BTS Releases March 2009 Airline Traffic
Data;
System Traffic Down 9.1 Percent in March from 2008 and Down 10.3
Percent for January-to-March
The number of scheduled domestic and international passengers
on U.S. airlines in March 2009 declined by 9.1 percent from March
2008, dropping by 6.1 million to 61.0 million the Department
of Transportations Bureau of Transportation Statistics
(BTS) today reported (Table 1). March was the 13th consecutive
month with a decrease in passengers from the prior year.
BTS, a part of DOTs Research and Innovative Technology
Administration, in a release of preliminary data, reported that
U.S. airlines carried 8.6 percent fewer domestic passengers than
in March 2008. International passengers on U.S. carriers decreased
12.3 percent, the largest year-to-year decline since December
2001 (Tables 7, 13).
For the first three months of 2009, the number of scheduled domestic
and international passengers on U.S. airlines declined by 10.3
percent from the same period in 2008, dropping to 162.6 million,
18.7 million fewer than a year earlier (Table 2).
U.S. airlines carried 10.4 percent fewer domestic passengers
and 10.0 percent less international passengers in the first three
months of 2009 than during the same period in 2008 (Tables 7,
13).
Top Airlines
Southwest Airlines carried more total system and more domestic
passengers for the first three months than any other U.S. airline
(Tables 3 and 9). American Airlines carried more international
passengers than any other U.S. carrier (Table 15).
Top Airports
More total system and domestic passengers boarded planes in the
first three months at Atlanta Hartsfield-Jackson International
than at any other U.S. airport (Tables 5 and 11); and more international
passengers boarded U.S. carriers at Miami International than
at any other U.S. airport (Table 17).
Flights Operated
U.S. carriers operated 2.3 million domestic and international
flights in the first three months of 2009, 8.7 percent fewer
than were operated during the same period in 2008 (Table 1).
Domestic flights decreased 9.0 percent from the previous year
while international flights were down 6.1 percent (Tables 7,
13).
In March, U.S. airlines operated 818,000 scheduled domestic and
international flights, down 6.5 percent from the number of flights
operated in March 2008 (Table 1). The number of domestic flights
decreased 6.6 percent in March from a year earlier while international
flights were down 5.6 percent (Tables 7, 13).
System (Domestic + International) Comparisons (Tables 1-6)
In other total system comparisons from the first three months
of 2008 to the first three months of 2009 and from March 2008
to March 2009 (Table 1):
Revenue passenger-miles (RPMs), a measure of the number of passengers
and the distance flown, were down 11.0 percent in the first three
months of 2009. In March, RPMs were down 10.9 percent.
Available seat-miles (ASMs), a measure of airline capacity using
the number of seats and the distance flown, were down 8.8 percent
in the first three months of 2009. In March, ASMs were down 7.6
percent.
Passenger load factor, passenger miles as a proportion of available
seat-miles, was down 1.9 load factor points at 75.3 percent in
the first three months of 2009. In March, load factor decreased
3.0 load factor points to 79.3 percent.
Flight stage length, the average non-stop distance flown per
departure, was down 0.8 percent in the first three months of
2009. In March, flight stage length was down 1.3 percent.
Passenger trip length, the average distance flown per passenger,
was down 0.8 percent in the first three months of 2009. In March,
passenger trip length was down 2.0 percent.
Among U.S. airlines, Southwest carried 23.1 million passengers
on its system in the first three months of 2009, the most of
any airline (Table 3). In March, Southwest carried 9.0 million
passengers on its system, the most of any airline (Table 4).
Among airports, Atlanta Hartsfield-Jackson was the busiest U.S.
airport in the first three months of 2009, with 9.6 million domestic
and international passenger boardings on U. S. carriers (Table
5). In March, Atlanta Hartsfield-Jackson was the busiest U.S.
airport with 3.5 million domestic and international passenger
boardings on U. S. carriers (Table 6).
Domestic Air Travel (Tables 7-12)
U.S. airlines carried 142.0 million scheduled domestic passengers
during the first three months of 2009, down 10.4 percent from
the 158.4 million carried during the same period in 2008 (Table
7). The passengers were carried on 2.1 million flights, down
9.0 percent from the number of flights operated in 2008 (Table
7).
In the most recent data month, March, the airlines carried 53.5
million scheduled domestic passengers, down 8.6 percent from
the number of passengers carried during March 2008 (Table 8).
The passengers were carried on 746,400 flights, down 6.6 percent
from the 799,400 flights operated in March 2008 (Table 7).
In other domestic comparisons from the first three months of
2008 to the first three months of 2009 and from March 2008 to
March 2009 (Table 7):
Domestic revenue passenger-miles (RPMs), a measure of the number
of passengers and the distance flown, were down 11.3 percent
in the first three months of 2009. In March, domestic RPMs were
down 10.1 percent.
Domestic available seat-miles (ASMs), a measure of airline capacity
using the number of seats and the distance flown, were down 10.6
percent in the first three months of 2009. In March, domestic
ASMs were down 8.8 percent.
Domestic passenger load factor, passenger miles as a proportion
of available seat-miles, was down 0.6 load factor points at 76.6
percent in the first three months of 2009. In March, domestic
load factor was down 1.2 load factor points at 81.1 percent.
Domestic flight stage length, the average non-stop distance flown
per departure, was down 1.9 percent in the first three months
of 2009. In March, domestic flight stage length was down 2.1
percent.
Domestic passenger trip length, the average distance flown per
passenger, was down 1.1 percent in the first three months of
2009. In March, domestic passenger trip length was down 1.6 percent.
Southwest carried 23.1 million domestic passengers in the first
three months of 2009, the most of any airline (Table 9). In March,
Southwest carried 9.0 million domestic passengers, the most of
any airline (Table 10).
Atlanta Hartsfield-Jackson was the busiest domestic airport in
the first three months of 2009, with 8.6 million domestic passenger

boardings (Table 12).
International Air Travel (Tables 13-18)
U.S. airlines carried 20.6 million scheduled international passengers
during the first three months of 2009, down 10.0 percent from
the 22.9 million carried during the same period in 2008 (Table
14). The passengers were carried on 203,300 flights, down 6.1
percent from the 216,600 flights operated in 2008 (Table 13).
In the most recent data month, March, the airlines carried 7.4
million scheduled international passengers, down 12.3 percent
from the number of passengers carried during March 2008. The
passengers were carried on 71,700 flights, down 5.6 percent from
the 75,900 flights operated in March 2008 (Table 13).
In other international comparisons from the first three months
of 2008 to the first three months of 2009 and from March 2008
to March 2009 (Table 13):

load factor was down 7.1 load factor points to 75.2 percent.
International flight stage length, the average non-stop distance
flown per departure, was up 1.8 percent in the first three months
of 2009. In March, international flight stage length was up 1.3
percent.
International passenger trip length, the average distance flown
per passenger, was down 0.5 percent in the first three months
of 2009. In March, international passenger trip length was down
0.7 percent.
American carried 4.7 million international passengers in the
first three months of 2009, the most of any U.S. airline (Table
15). In March, American carried 1.6 million international passengers,
the most of any U.S. airline (Table 16).
Miami International was the busiest U.S. airport for international
travel on U.S. carriers in the first three months of 2009, with
1.2 million international passenger boardings (Table 17). In
March, Miami was the busiest U.S. airport for international travel
on U.S. carriers with 413,300 international passenger boardings
(Table 18).

U.S. air carriers detailing operations, passenger traffic and
freight traffic. This release includes data received by BTS from
84 carriers as of June 8 for U.S. carrier scheduled civilian

Agencies Issue Frequently Asked Questions
on Identity Theft Rules
WASHINGTON Six federal agencies issued a set of frequently
asked questions (FAQs) today to help financial institutions,
creditors, users of consumer reports, and issuers of credit cards
and debit cards comply with federal regulations on identity theft
and discrepancies in changes of address.
The Red Flags and Address Discrepancy
Rules, which implement sections of the Fair and Accurate
Credit Transactions Act of 2003 (FACT Act), were issued jointly
on November 9, 2007, by the Board of Governors of the Federal
Reserve System (FRB), Federal Deposit Insurance Corporation (FDIC),
National Credit Union Administration (NCUA), Office of the Comptroller
of the Currency (OCC), Office of Thrift Supervision (OTS), and
Federal Trade Commission (FTC).
The rules require financial institutions
and creditors to develop and implement written Identity Theft
Prevention Programs and require issuers of credit cards and debit
cards to assess the validity of notifications of changes of address.
The rules also provide guidance for users of consumer reports
regarding reasonable policies and procedures to employ when consumer
reporting agencies send them notices of address discrepancy.
The agencies staff have jointly developed
answers to these FAQs to provide guidance on numerous aspects
of the rules, including which types of entities and accounts
are covered; establishment and administration of an Identity
Theft Prevention Program; address validation requirements applicable
to card issuers; and the obligations of users of consumer reports
upon receiving a notice of address discrepancy.

New Funding Boosts Carbon Capture, Solar
Energy and High Gas Mileage Cars and Trucks
$300 million infusion reflects Obama Administrations broad,
aggressive research and development strategy
WASHINGTON D.C. --- U.S. Energy Secretary Steven Chu today announced
more than $300 million worth of investments that will boost a
range of clean energy technologies including carbon capture
from coal, solar power, and high efficiency cars and trucks.
The move reflects the Obama Administrations commitment
to a broad based strategy that will create millions of jobs while
transforming the way we use and produce energy.
Theres enormous potential for new jobs and reduced
carbon pollution just by implementing existing technologies like
energy efficiency and wind energy, but we also need to develop
transformative new solutions, said Secretary Chu. As
a scientist, I remain optimistic that these breakthroughs are
within our reach, and investments like these are an important
part of achieving them.
Todays actions include:
High Efficiency Vehicles
Secretary Chu announced today an investment of up to $240 million
for the development of high efficiency commercial and passenger
vehicles. The funding includes approximately $110 million from
the American Recovery and Reinvestment Act, combined with DOE
annual appropriations. The funding solicitations are divided
into two areas: system level technology development, integration,
and demonstration for efficient Class 8 trucks; and advanced
technology powertrains for light-duty vehicles. Class 8 trucks
are defined as heavy-duty commercial trucks weighing over 33,000
pounds.
The goal of the first area is to increase vehicle freight efficiency
by a total of 50% for heavy-duty Class 8 trucks. The projects
receiving funding will focus on improving the efficiency of advanced
engine technologies and vehicle system technologies, for instance
by limiting aerodynamic drag, reducing vehicle weight, and drivetrain
hybridization, which uses two types of energy converters rather
than just one.
Under the second program area, projects will work to advance
the research and development of efficient engine and powertrain
systems for passenger vehicles. For gasoline-fueled vehicles,
these cost-competitive components will achieve at least a 25
percent fuel economy improvement compared to 2009 reference vehicles,
while diesel-fueled vehicles will be able to attain at least
a 40 percent improvement.

Solar Energy
Secretary Chu announced the selection of 24
new solar projects to advance photovoltaic (PV) technology
research, development, and design helping to lower the
cost of PV generation. The competitively-selected projects will
be eligible for up to $22 million from the Presidents American
Recovery and Reinvestment Act and will be matched by more than
$50 million in cost shared funding from private partners.
The new projects range from development of automated assembly
processes to semiconductor fabrication. They target manufacturing
and product cost reduction with the potential to have a near-term
impact on a substantial segment of the PV industry.
In addition, Secretary Chu announced today plans to invest up
to $27 million to develop the nations solar installation
training infrastructure. DOE will fund this effort using $5 million
from the American Recovery and Reinvestment Act as well as $22
million in annual appropriations.
This action by DOE, underscoring the Administrations commitment
to creating green jobs, ensures that a trained solar workforce
is ready to support significant growth in renewable power generation
including installers, engineers, salespeople, and other
workers entering the solar photovoltaic, solar heating, and solar
cooling industries.
The funding opportunity includes two types of recipients:
A single national organization that will facilitate the development
and distribution of model training curricula, best practices
in training, and information on solar career pathways.
A select number of regional training providers that will offer
solar instructors advanced courses on solar technologies, instructional
design, and course development.
Carbon Capture and Storage:
As part of the Administrations commitment to develop technologies
to reduce carbon dioxide emissions, Secretary Chu announced $11.3
million for nine
projects that will develop pre-combustion carbon capture
technologies that can reduce CO2 emissions in future coal-based
integrated gasification combined cycle (IGCC) power plants.

Carbon Capture Technologies for Coal-Based Gasification Plants
is from the FY2009 Budget.
Pre-combustion processes convert fuel into a gaseous mixture
of hydrogen and CO2. The CO2 is then separated and the hydrogen
can be burned without producing any CO2 in the exhaust gas. Compared
with post-combustion processes, the pressure and concentration
of CO2 in precombustion processes is relatively high offering
the potential to apply novel CO2 capture technologies such as
membranes, solvents and sorbents.
Todays announcement is a direct investment in CCS-related
infrastructure among electric power and industrial facilities,
academic institutions, and other organizations operating across
the United States. The nine selected projects encompass three
areas: high-temperature, high-pressure membranes; high-efficiency
solvents; and solid sorbents.

will take important steps necessary to prepare for potential
commercial-scale production of a candidate vaccine for the novel
Influenza A ( H1N1). The Secretary is directing approximately
$1 billion in existing funds that will be used for clinical studies
that will take place over the summer and for commercial-scale
production of two potential vaccine ingredients for the pre-pandemic
influenza stockpile.

A Dose of Reality: Myth vs. Fact on
Health Reform
In an effort to obstruct the comprehensive
health care reform that Americans want, Republicans have resorted
to spreading false information about Democratic proposals to
lower costs, preserve and expand patient choice, and assure access
to quality, affordable care for all. Americans want solutions,
not the same old partisan politics intended to preserve the status
quo.

GOP MYTH: Health reform means fewer choices for Americans.
FACT: The House proposal will increase choice among an array
of high-quality private and public health insurance options.
Most importantly, if you like what you have, you can keep it.
More Americans will have access to greater choices in doctors
and plans by taking away the insurance industry's ability to
deny coverage and care.
GOP MYTH: Health reform means bureaucrats will ration health
care.
FACT: The House proposal will expand and improve the availability
of quality health care for all Americans, not ration it. Under
this proposal, doctors, nurses and patients will make medical
decisions, not big insurance companies or the government. Republicans
content with the status quo want to leave patients at the mercy
of big insurance companies that make decisions to protect profits
not patients.
GOP MYTH: Health reform means raising taxes, or making coverage
more expensive.
FACT: Under the status quo, middle-class families pay an enormous
hidden tax of nearly $1,100 per year to provide care
for the uninsured and underinsured. The House proposal will end
this tax by containing overall costs and expanding access to
affordable care for all Americans. Additionally, the House proposal
invests in reforms to contain the costs of health insurance overburdening
businesses, families and the federal deficit. Republicans can
either continue to be the Party of No and defend
the status quo that is costing American families and businesses
more every year, or they can be part of the solution.
GOP MYTH: Health reform means Americans will be forced out of
their current plans.
FACT: The House proposal builds on what works the employer-based
system while giving every American the peace of mind of
knowing that their health needs will be covered by insurance.
No one will have to worry about being denied insurance based
on a pre-existing condition, or being without coverage if their
employer drops coverage, they lose their job, or change employers.
Republicans make this claim based on a study of a proposal that
is nothing like the House proposal.
GOP MYTH: Health reform means individuals will be forced to buy
insurance they can't afford.
FACT: Millions of Americans cannot afford insurance today or
are locked out of the system because of a pre-existing condition.
The House proposal emphasizes shared responsibility among individuals,
businesses and the government and helps make coverage affordable
and available to all. Affordability credits will be available
to help low- and moderate- income working families afford coverage,
regardless of the plan they choose.
GOP MYTH: Health reform will force businesses to cut jobs and
squeeze small businesses.
FACT: All businesses will benefit from insurance market reforms
and a high performing health system that will reduce costs of
healthcare. The status quo is unsustainable for businesses. Under
the House proposal, employers will continue to offer their employees
healthcare or contribute towards coverage. Certain very small
businesses would be exempt from this requirement. With tax credits
and a reformed market that ensures access to affordable coverage,
small business owners and their employees will have new options
to purchase affordable health insurance that are not available
to them now.
GOP MYTH: Health reform that builds on Medicare and Medicaid
will only hurt the programs' long-term sustainability, and cost
state and federal governments more.
FACT: Health reform is a critical first step toward containing
healthcare costs for business, individuals, and the federal government
in Medicare and Medicaid. By eliminating wasteful overpayments
to private plans under Medicare, reforming how doctors are reimbursed,
and creating new incentives for coordinated, high quality care
we will extend Trust Fund solvency and improve Medicare for generations
to come.

Health Care Town Hall
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
President Obamas health care reform to a town-hall meeting
in Green Bay, Wisconsin:
This afternoon, President Obama brought a strong case for
health care reform to a town-hall meeting in Green Bay, Wisconsinthe
same case that has resonated with so many Americans all across
the country. The Presidents argument was persuasive; but
even more convincing is the reality that Americans see around
them every day with families and businesses struggling under
the weight of rising costs, the denial of coverage based on pre-existing
conditions, and the uncertainty of many who have health insurance,
but stand just one diagnosis away from bankruptcy.
Both the House and the Senate are
working hard toward our goal of passing a reform bill this year
that will increase choices for Americans among a variety of high-quality
private and public health insurance options, and ensure that
if you like the insurance you currently have, you can keep it.
We believe it will also lower health care costs, expand access
to high-quality care, and preserve of patient choice.
President Obama also identified health
care costs as the prime contributor to our nations poor
fiscal health. I agree, and I will continue to advocate for a
health care reform proposal that makes the hard choices necessary
to bring costs down.

Republican Memory Short on Fiscal Responsibility
On June 10, 2009, President Obama submitted
the "Statutory Pay-As-You-Go Act of 2009" to Congress,
which Republicans greeted with great criticism. This follows
their pattern throughout the past six months of trying to deflect
responsibility for the current economic crisis and deficits onto
President Obama and the Democrats. However, it was their failed
fiscal policies that helped weaken our economy and largely created
record deficits and debt. The Republican Congress and Bush Administration
allowed the pay-as-you-go law to lapse, squandered
surpluses, and increased spending, creating the record deficits
and debt that have helped spiral our economy into a recession
and made confronting the crisis far more difficult.

Steny H. Hoyer (MD) released the following statement after the
House Committee on Standards of Official Conduct announced that
prior to the passage of H. Res. 500, the Committee had already
begun a review into allegations pertaining to the PMA Group:
I am pleased that the House Committee
on Standards of Official Conduct has responded so quickly to
the resolution passed by the House last week. As I have stated
consistently, the Committee can and must review substantive ethics
allegations that are raised in the public sphere, including those
made about the PMA Group. The statement released tonight shows
that the Committee is doing that. I have confidence in Chairwoman
Zoe Lofgren, Ranking Member Jo Bonner, and the Members of the
Ethics Committee to review this matter thoroughly and take all
appropriate actions.

vulnerabilities. Exploitation of these vulnerabilities may allow

information. The Mozilla Foundation Security Advisories also

that many of these vulnerabilities also affect Thunderbird and
SeaMonkey; however, updated versions of those packages are not
currently available.

Western New York Democrats: The State
Senate situation
I'm sure by now most of you may have heard
already about the situation in the State Senate. However, I'm
going to present a brief recap for the sake of clarity.
Monday afternoon some time around 3:45,
Republican members of the state senate initiated a reorganization
vote, which is what you do when control of a legislative body
has changed hands. Two former Democrats, Hiram Monserrate of
Queens and Pedro Espada of Brooklyn, joined the Republicans to
ostensibly give them control of the chamber.
Approximately an hour later, Malcolm Smith
issued a statement asserting that the reorganization vote was
illegal, and that he was still the valid Majority Leader, on
the grounds that the session had already been closed when the
vote took place, making it theater rather than binding.
Currently, the State Senate is still under
Democratic control. However, until this situation is resolved,
it's effectively brought all business to a standstill. Yes, that
includes urgent items like the spending bills. And we don't know
how this will end up, or when.
If the names Hiram Monserrate and Pedro
Espada seem familiar to you, it's probably because they've been
in the news a little bit. Espada is under investigation for an
estimated $60,000 in campaign finance "irregularities,"
(nudge, wink) as well as using his non-profit healthcare organizations
for campaign purposes, and possibly attempting to defraud state
government to the tune of $2 million dollars. (See Tuesday's
NY Times article.)
Monserrate is, in fact, actually already
under indictment for slashing his girlfriend in the face with
a broken glass, requiring 20 stitches. The minute that either
of them is convicted, they automatically lose their seat, and
are replaced in a special election.
You could certainly be forgiven for being
baffled why we even let these two guys in the door in the morning.
The short answer is because having them there allowed the State
Senate majority to get things done, and because neither of them
was going to survive the next election. That said, I've talked
to people on the inside and they are very adamant that the Democratic
leadership is not inclined to turn over control of the chamber
based on the actions of two criminals who had been exiled from
the party.
But Monserrate and Espada aren't the only
players in this event--as it turns out, billionaire and ostensible
ex-New Yorker Tom Golisano and his lieutenant Steve Pigeon were
the major movers behind setting up the deal in the first place.
This seems idiotic to me, given the fact that Golisano is putting
back into power some of the same people he tried to get thrown
out of office last year, but I can't speak to Golisano's motivations.
Fortunately he already has, stating that he did it because Malcolm
Smith fiddled with his Blackberry during a meeting.

At the moment, the issue is being fought
over in Albany and on all the political blogs. So what can the
rest of us do in this situation? Get the word out. This fight
is going to be decided mostly on public opinion, and most people
don't know the story behind Monserrate and Espada.

National Personnel Records Center in
St. Louis Opens Agency Civilian Personnel Records to the Public
St. Louis, MO*The National Archives' National
Personnel Records Center (NPRC) opened more than 6 million individual
personnel files of former federal civilian employees from the
mid-1800s through 1951. These records will be of special interest
to genealogists, family members, researchers, sociologists, and
historians.
Among the records are the files of prominent
individuals who worked for the federal government, such as Walt
Disney, Ansel Adams, Eliot Ness, Calvin Coolidge, J. Edgar Hoover,
Gifford Pinchot, Walker Evans, and Albert Einstein.
Ronald L. Hindman, Director of NPRC characterized
these records "as a veritable treasure-trove of information
for researchers and genealogists." He continued, "There
are records from more than one hundred government agencies now
available for discovery. They showcase the careers of government
employees who investigated bootleggers; taught at Indian schools;
worked in Japanese-American interment camps, in prisons, and
on anti-prostitution boards, and created and implemented initiatives
in Franklin Roosevelt's New Deal agencies, among others."
These documents open a window into America's
past. Examples include:
* From the Bureau of Indian Affairs-- "The
food the children had to eat was not clean. The school was dismissed
at irregular hours; sometimes the children would not get home
till half past five in the evening."
* From the War Relocation Authority-- a
job description: "The qualifications of the registrant:
the ability to assume responsibility in the management and operation
of a large community and composed entirely of one isolated racial
group under war conditions and in the face of adverse public
sentiment is a highly essential qualification."
* From the Department of Justice-- a Prohibition
Agent in the 1930's was found guilty of consuming liquor and
shooting a bootlegger in the leg as the bootlegger tried to escape
in his Model "A" Ford Coupe.
This opening of 6 million files adds to
the existing collection of more than 9 million military personnel
files that are already available for research and is another
step in the creation of the largest archival repository in the
United States outside the National Archives in the Washington,
DC area. In late 2010, the records will be moved to a state-of-the-art
repository on Dunn Road, in suburban St Louis County, Missouri.
To purchase a copy of a particular record,
send a written request to NPRC, Civilian Personnel Records, 111
Winnebago Street, St. Louis, Missouri 63118-4199. The request
should include the requester's contact information, the former
federal employee's full name, date of birth, name of employing
agency, and period of employment. Copies of the records can be
purchased for either $20 or $60, depending upon the size of the
record. Most records will fall into the $60 range. Once a request
has been submitted, contact us at mpr.status@nara.gov with any
questions.
Visitors to NPRC in St. Louis can make
an appointment to view these records for free in the Archival

As Prepared for Delivery
Before I begin, I want to offer my deepest condolences to the
family and friends of Brian Go and Jackson Wang and to the entire
Caltech community. Tragedies like this touch us all.
President Chameau, trustees, faculty, friends, family, and especially
the new graduates, I am deeply honored to be your commencement
speaker.
To the Class of 2009, let me congratulate you on your achievement.
You should be proud of the fact that you survived many shocks
and are here today. The first shock might have been the discovery
your freshman year that you are not alone: child prodigies are
everywhere. Take pride in the fact that you have survived your
last Finals Week. You will never have to listen to
the Ride of the Valkyries again
unless you want to.
You should also be proud that you now have one of the finest
liberal arts educations possible. How does my Caltech training
qualify as a liberal arts education? you may well ask.
The goal of a liberal arts education is to teach you how to think
rigorously and critically, and to give you the tools to teach
yourself. Your quantitative and intellectually demanding training
will allow you to venture wherever your curiosity will take you.
Finally, you should be proud to be graduating from an institution
where nerds are welcomed. In the commencement speech I gave at
Harvard last week, I noted that JK Rowling, the billionaire novelist,
who started as a shy classics student, gave last years
address. She was preceded by Bill Gates, the mega-billionaire
philanthropist and computer nerd. Today, sadly, I
confessed, you have me. I am not a billionaire, but at
least I am a nerd.
Most of my Harvard speech was devoted to a vitally important
issue: the climate change problem and what we could do about
it. What made the newspaper headlines was that I had called myself
a nerd. Clearly the talk was too nerdy.
What is a nerd? I looked up the description of the nerd phenotype
in that ultimate cyberspace authority, Wikipedia.
The stereo-typical nerd the
Wiki article intoned, is intelligent but socially and physically
awkward
They typically appear either to lack confidence
or to be indifferent or oblivious to the negative perceptions
held of them by others
Some nerds show a pronounced interest
in subjects which others tend to find dull or complex
especially
topics related to science, mathematics and technology. On the
opposite end of the spectrum, nerds may show an interest in activities
that are viewed by their peers as immature for their age, such
as
being obsessed with Star Trek and Star Wars
First, I dispute that a fondness for Star
Wars is at the opposite end of the intellectual spectrum. Second,
I claim that many of my fellow nerds are widely read, socially
engaging, talented musicians, and good athletes. You might think,
If a person is athletic, socially graceful, and has broad
interests, then they are not nerds. Perhaps so, but I want
to celebrate people of intelligence, focus, and technical achievement.
The ability to understand details does not mean that you are
incapable of forming deep insights. In your future life, it is
important that you develop broad interests to help you see the
forest as well as the trees. It is also important that you cherish
your skill to understand something deeply.
Commencement speeches usually contain unsolicited advice. This
advice, worth every penny you paid, is seldom remembered and
never followed. While I will not depart from this time honored
tradition, I will only give you only one piece of advice. Here
it is.
Cultivate a generous spirit. In all negotiations, dont
bargain for the last, little advantage. Leave the change on the
table. In your collaborations, always remember that credit
is not a conserved quantity. In a successful collaboration, everybody
gets 90 percent of the credit.
Jimmy Stewart, in the movie Harvey got it exactly right. In that
movie, Jimmy Stewart portrays an amiable Elwood P. Dowd, whose
best friend is Harvey, an invisible, six-foot, three-and-one-half-inch
tall rabbit. His sister, embarrassed by Elwoods eccentricity,
wants to have him committed. In a memorable scene, Dr. Chumley,
the head of the sanatorium, tells Elwood that he should be outraged.
Dr. Crumley: Good heavens man: Havent
you any righteous indignation?
Jimmy Stewart: Oh doctor
you
know, years ago my mother used to say to me, in this world,
Elwood, you must be you must be Oh so smart, or Oh so pleasant.
Well, for years I was smart
I recommend pleasant. You may
quote me.
I now come to the central part of my talk.
I begin with a story about an extraordinary scientific discovery
and the new dilemma it poses. I will end with a call to arms,
and about making a difference. In the spirit of full disclosure,
this talk borrows heavily from the Harvard commencement. In my
defense, I have learned that in order to be heard, it is important
to deliver the same message more than once. The major difference
is that this talk will contain more techie details.
In the past several decades, our climate has been changing. Climate
change is not new: the Earth went through six ice ages in the
past 600,000 years. However, recent measurements show that the
climate has begun to change rapidly. The size of the North polar
ice cap in the month of September is only half the size it was
fifty years ago. The sea level has been rising since direct measurements
began in 1870, but the rate since 1990 is five times faster than
it was at the beginning of recorded measurements.
Here is the remarkable scientific discovery: For the first time
in human history, science has told us that human activity is
dramatically altering the destiny of our planet. Our carbon emissions
since the beginning of the industrial revolution have caused
the climate to change, and science is now projecting how our
actions will affect the Earth fifty and a hundred years from
now.
If the world continues on a business-as-usual path, a number
of studies predict that there is a fifty-fifty chance the temperature
will rise somewhere between 4 to 5 degrees by the end of this
century. This increase may not sound like much, but let me remind
you that during the last ice age, the world was only 6 degrees
colder. During this time, most of Canada and the U.S. down to
Ohio and Pennsylvania were covered year round by a glacier. A
world five degrees warmer will be a very different place. The
change will be so rapid that many species, including humans,
will have a hard time adapting.
We also face the specter of non-linear tipping points
that may cause much more severe changes. An example of a tipping
point is the thawing of the permafrost. The permafrost contains
immense amounts of frozen organic matter that have been accumulating
for millennia. If the soil melts, microbes will spring to life
and cause this debris to rot.
The difference in biological activity below freezing and above
freezing is something we are very familiar with. Frozen food
remains edible for a very long time in the freezer, but once
thawed, it spoils quickly. How much methane and carbon dioxide
might be released from the rotting permafrost? Even if only a
fraction of the carbon is released, it could be greater than
all the greenhouse gases we have released to date. Once started,
a runaway effect could begin.
Here is the dilemma. How much are we willing to invest, as a
world society, to mitigate the consequences of climate change
that will not be fully realized for at least 100 years? Deeply
rooted in all cultures is the notion of generational responsibility.
Parents work hard so that their children will have a better life.
Climate change will affect the entire world, but our natural
focus is on the welfare of our immediate families. Can we, as
a world society, meet our responsibility to future generations?
The United States has less than 5 five percent of the world population,
but we consume more than 20 percent of the worlds energy.
We depend on fossil energy to keep our homes warm in the winter,
cool in the summer, and lit at night. We use energy to travel
across town and across continents. Energy is the fundamental
reason for the prosperity we enjoy. By contrast, there are 1.6
billion people who dont have access to electricity. The
life we enjoy may not be within the easy reach of many in the
developing world, but it is within sight, and they want what
we have.
Even if our collective societies accept a global generational
responsibility, there are those who believe that it is impossible
to transition to a sustainable world of nine billion people where
the standard of living of everybody can be substantially elevated.
As a scientist, I refuse to accept this judgment. Scientists,
if not optimistic by nature, have to be optimistic by natural
selection in order to be successful. Without optimism, we would
not have the audacity to believe we can go beyond the discoveries
of the giants that went before us. Nor would we be willing to
take on challenges where others have failed.
Part of my optimism comes from the fact that science has come
to our aid in the past. As an example, I remind you of the agricultural
revolution that occurred last century.
In his 1898 inaugural speech, Sir William Crookes, President
of the Royal Society, began with the warning England and
all civilized nations stand in deadly peril. Crop rotation
and manure were not sufficient to replenish the depleted soils,
and he predicted that fertilizer based on South American bird
guano (guano is the technical term for bird do-do) and Chilean
sodium nitrate would soon be exhausted. The solution, Crookes
proposed was to create artificial fertilizer. It is the
chemist, he declared, who must come to the rescue.
In 1909, Fritz Haber demonstrated the catalytic synthesis of
ammonia from air and hydrogen, a path unsuccessfully pursued
by two distinguished chemists and future Nobel Prize winners,
Walther Nerst and Wilhelm Ostwald. For this achievement, Haber
was awarded the 1918 Noble Prize for Chemistry. The production
of fertilizer was considered so important that the industrialization
of ammonia synthesis was recognized by a second Nobel Prize to
Carl Bosch in 1931.
The second part of the agricultural revolution was led by Norman
Borlaug. He created hybrid strains of wheat that increased the
yield per acre four to seven-fold in Mexico, India and Pakistan.
Because of his work, the starvation of hundreds of millions of
people was prevented.
Science and technology was the basis of the agricultural revolution,
but current agricultural practices are not sustainable. We need
a second green revolution that will create perennial plants for
food, fiber and energy that fix their own nitrogen, and draw
precious nutrients into their roots for the following year.
We also need a second industrial revolution. In this revolution,
there will be no single magical discovery will rescue us. We
will need a wide assortment of solutions in both the demand and
supply side of energy. A price on carbon, energy efficiency standards,
and other policy mechanisms are necessary tools to align technology
directions with environmental necessities. However, it is science
and innovation that will provide the path forward.
As a scientist, I am extremely privileged to be part of the Obama
Administration. The message the President delivers is not one
of doom and gloom, but of optimism and opportunity. I share this
optimism. The task ahead is daunting, but we can and will succeed.
If there ever was a time to help steer America and the world
towards a path of sustainable energy, now is the time.
America has the opportunity to lead in this new industrial revolution.
In the coming decades, we will almost certainly face higher oil
prices and be in a carbon constrained economy. We can either
recognize this new reality and seize the opportunity, or wish
it werent happening. The great hockey player, Wayne Gretzky,
was asked how he positions himself on the ice. He replied, I
skate to where the puck is going to be, not where its been.
America must do the same.
As Secretary of Energy, I have the opportunity to help rev up
the remarkable American research and innovation engine that will
produce needed solutions. By skating to where the puck is going
to be, we will also lay the foundation of a new prosperity.
Energy efficiency and conservation will remain the lowest hanging
fruit for the next several decades. The Department of Energy
will help America recapture the technological lead in fuel efficient
automobiles, and drive the development of advanced batteries
needed for the electrification of personal vehicles.
We will nurture a system integration approach to building design,
aided by computer tools with embedded energy analysis. It was
the system integration of the automobile engine, transmission,
brakes and battery that enabled Toyota to create the Prius. With
computer control of ignition timing and fuel mix, todays
automobile engines operate at 20 percent higher efficiency. With
computer monitoring and continuous, real-time control of HVAC
systems, lighting, and shading, far more spectacular efficiencies
can be realized in buildings. There is a growing realization
that we should be able to build buildings that will decrease
energy use by 80 percent with investments that will pay for themselves
in less than 15 years. Buildings consume 40 percent of the energy
in the U.S., so that energy efficient buildings can decrease
our carbon emissions by one third.
The Department of Energy will help re-start our dormant nuclear
power industry, and seek to develop fourth generation reactors
and proliferation-resistant fuel recycling methods to maximize
the value of nuclear fuel and minimize its waste. We are collaborating
with industry to test existing carbon dioxide capture and sequestration
technologies, while we search for out-of-the-box methods that
can dramatically lower the cost. We will also begin to invest
in research that may allow us to capture and sequester carbon
dioxide directly from the atmosphere.
We will invest in nanotechnology and other approaches that will
lead to low cost, efficient photovoltaic generation of electricity.
In the area of bio-fuels, we support three bio-energy institutes.
One of these institutes used synthetic biology methods to reprogram
yeast and e-coli to produce gasoline-like and diesel-like fuels.
The task is now to convince these organisms that their entire
raison d'etre is to produce transportation fuel.
As we begin to lay the foundation for a sustainable energy future,
we can frame the challenge, but the real answers will come from
you. As our future science and engineering leaders, take the
time to learn more about whats at stake, and then act on
that knowledge with your considerable intellectual horsepower.
Finally, I appeal to your humanist side, and the humanist side
in all of us.
One of the cruelest ironies about climate change is that the
ones who will be hurt the most by are the most innocent: the
worlds poorest and those yet to be born. A quote taken from Martin
Luther King when he spoke of ending the war in Vietnam in 1967
seems so fitting for todays climate crisis:
This call for a worldwide fellowship that lifts neighborly
concern beyond one's tribe, race, class, and nation is in reality
a call for an all-embracing and unconditional love for all mankind.
This oft misunderstood, this oft misinterpreted concept, so readily
dismissed by the Nietzsches of the world as a weak and cowardly
force, has now become an absolute necessity for the survival
of man
.We are now faced with the fact, my friends, that
tomorrow is today. We are confronted with the fierce urgency
of now. In this unfolding conundrum of life and history, there
is such a thing as being too late.
The final quote is from William Faulkner. On December 10th, 1950,
in his Nobel Prize banquet speech, he spoke of the role of humanists
in a world facing potential nuclear holocaust.
I believe that man will not merely endure: he will prevail.
He is immortal, not because he alone among creatures has an inexhaustible
voice, but because he has a soul, a spirit capable of compassion
and sacrifice and endurance. The poet's, the writer's, duty is
to write about these things. It is his privilege to help man
endure by lifting his heart, by reminding him of the courage
and honor and hope and pride and compassion and pity and sacrifice
which have been the glory of his past.
Graduates of the class of 2009, you have
an extraordinary role to play in our future. As you enter the
next phase in you life, you will no doubt follow your intellectual
passions. Pursuing your personal passion is important, but it
shouldnt be your only goal.
When you are old and gray, and look back on your life, you will
want to be proud of what you have done. The source of that pride
wont be the things you have acquired or the recognition
you have received. It will be the lives you have touched and
the difference you have made. I hope you will develop the passion
and the voice to help the world in ways both large and small.
Nothing will give you greater satisfaction.
Please accept my warmest congratulations. May you live long and
prosper. May the Force be with you. May you help save our planet
for your children and for all the future children of the world.

Hoyer Statement on the Family Smoking
Prevention and Tobacco Control Act
WASHINGTON, DC House Majority Leader
Steny. H Hoyer (MD) released the following statement today after
the House passed the Family Smoking Prevention and Tobacco Control
Act 307 97, sending the bill to the President for his
signature.
This bill is important for the health of millions of Americans.
By sending it to the President, we can give the Food and Drug
Administration authority over tobacco products; the health experts
at the FDA will have the power to approve new tobacco products
and regulate tobacco marketing, especially to minors, in the
vital years when tobacco addiction can take hold or be prevented.
At stake in this bill are longer lives, better health, and lower
health care costs for all of us.
Thats why this bill has garnered the support of many
public health organizations, and even some tobacco companies
themselves. Nancy Brown, CEO of the American Heart Association,
explained the importance of putting tobacco under the purview
of the FDA. The FDA, as she said, is the only agency that
has the experience and know-how to regulate [tobacco].
Tobacco use is clearly a health issuefew products
have a greater impact on public health. For that reason, it belongs
under the FDA umbrella.

MESSAGE FROM THE MAJORITY LEADER
This week, I joined President Obama at
the White House as the President renewed his call to restore
fiscal responsibility by sending Congress a proposal to reinstate
the pay-as-you-go (PAYGO) principle into law. This
common-sense principle means the federal government must pay
for what it buys. Adherence to fiscal responsibility, including
PAYGO, is a commitment of this Democratic Congress, and I look
forward to working with the President to make this law a reality.
Leader Hoyer joined President Obama, Speaker Pelosi,
and Members of Congress at the White House for an
announcement on PAYGO.
While Congress continues to work to help rebuild our economy,
this week the House passed Cash for Clunkers legislation,
which will provide incentives for consumers to purchase new,
more fuel efficient vehicles. At a time when auto companies and
dealers are struggling to remain viable and competitive, this
legislation is a common sense way to bolster the auto industry
and the economy at-large.
Last night, the House and Senate reached agreement on the Fiscal
Year 2009 Supplemental Appropriations bill, supporting our troops
in the field in Iraq and Afghanistan. We expect to consider this
legislation in the House next week and send it to the President
for his signature. In addition, the House will begin the important
work of passing appropriations bills to invest in the priorities
of the American people for the next fiscal year. The two appropriations
bills on the Floor next week include critical investments in
our Nation's domestic security needs, including law enforcement
and border security.
House Committees continue to focus on health care reform and
clean energy legislation, two priorities of President Obama and
the American people. It is my hope that we can bring these bills
