Hoyer Statement on Introduction of America’s Affordable Health Choices Act

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today on the House Tri-Committee’s introduction of America’s Affordable Health Choices Act:

“From President Obama to every Democrat in Congress, we are committed to reforming health care. The House is passing a reform bill this summer, and today’s introduction of legislation is progress on the way towards that goal.

“This legislation will ensure peace of mind, quality care, and reliable coverage that can never be taken away. It will protect and expand patients’ rights to choose their own doctor and health plan. And it will bring down health care’s crippling costs. Today, those costs strain the budgets of middle-class families and threaten our businesses’ competitiveness; but through an expanded pool of insured Americans, a focus on preventive care, and investments in research to help patients and doctors choose the best treatments, we can get those costs under control.

“Of course, health care reform is a major undertaking – we always expected strong debate and discussion along the way, and that’s what we’re getting. Moving forward, Members will continue working on this legislation. In a process this critical and this complex, we will no doubt see changes as we work to achieve the goal of quality, affordable care for all.

“But what is more important is that every member of our Caucus wants health care reform to pass. And we will be tireless in making sure that happens—because our economy, our budget, and the health and security of millions of middle-class families are riding on the outcome.”


18-YEAR REPAYMENT TERMS AVAILABLE FOR U.S. EXPORTS TO RENEWABLE-ENERGY, WATER AND NUCLEAR-POWER PROJECTS

WASHINGTON, D.C.: U.S. exports to renewable-energy, water and nuclear-power projects are now eligible for a maximum repayment term of up to 18 years under export financing provided by the Export-Import Bank of the United States (Ex-Im Bank). The new maximum term is available for these transactions approved on or after July 1, 2009.
The longer repayment term may be applied to Ex-Im Bank's direct-loan or loan-guarantee financing in accord with agreements of the Organization for Economic Cooperation and Development (OECD) that permits export-credit agencies of OECD countries to offer enhanced terms for renewable-energy, water and nuclear-power projects. Financing for these projects is also eligible for more flexible definitions of repayment schedules. A revised fixed-interest rate regime applies to the longer loan durations. The changes are in effect until 2013, when the agreements are scheduled to be reviewed and revised.
The OECD recently extended the maximum repayment term from 15 to 18 years and adopted the other changes to facilitate financing to these types of projects, which are associated with higher capital costs. Hydropower and nuclear-power projects also have longer construction periods than projects employing more conventional technologies.
"The 18-year and flexible repayment terms offer greater financing flexibility for U.S. exporters of goods and services to renewable-energy, water and nuclear-power projects," said Ex-Im Bank Chairman and President Fred P. Hochberg. "The new terms provide incentives and will help to make these projects more competitive and enable us to support more American jobs in these industries."
The changes apply to financing for U.S. exports to the following renewable-energy projects: wind, solar photovoltaic, solar thermal, hydroelectric, geothermal, ocean thermal, tidal and tidal-stream power, wave power and bio-energy. Also eligible are U.S. exports associated with the following types of water projects: treatment and distribution of drinking water for human consumption, collection and treatment of residential and industrial wastewater, water recycling and treatment of water-related sludge.
U.S. exports related to new nuclear-power projects are eligible for the same terms. Eligible exports include all components, equipment materials and services, including the training of personnel, directly required for the construction and commissioning of nuclear-power stations. Exports for modernization of existing nuclear-power plants are also eligible in cases where the economic life of the plant is likely to be extended by at least the repayment period.
Ex-Im Bank created its Office of Renewable Energy and Environmental Exports in 2007 to conduct proactive outreach to U.S. exporters of renewable-energy technologies and other environmentally beneficial goods and services. The Bank's Environmental Exports Program has supported more than $3 billion of U.S. environmentally beneficial exports since its inception in 1994.
In fiscal year 2008, Ex-Im Bank authorized a total of $14.4 billion in financing to support an estimated $19.6 billion of U.S. exports worldwide. The Bank authorized $227 million, including more than $30 million for renewable-energy exports, to support an estimated $434 million of U.S. exports of environmentally beneficial goods and services.

Ex-Im Bank is the official export-credit agency of the United States. The independent, self-sustaining federal agency, now in its 75th year, helps to create and maintain U.S. jobs by financing the sale of U.S. exports, primarily to emerging markets throughout the world, by providing loan guarantees, export-credit insurance and direct loans. Overview

Microsoft has released updates that address vulnerabilities in
Microsoft Windows, Windows Server, DirectShow, Virtual PC and
Server, Office Publisher, and ISA Server.

 

I. Description

As part of the Microsoft Security Bulletin Summary for July 2009,
Microsoft has released updates that address several vulnerabilities
in Microsoft Windows, Windows Server, DirectShow, Windows Virtual
PC and Server, Office Publisher, and ISA Server. Microsoft
indicates that two of these vulnerabilities, CVE-2009-1537 and
CVE-2008-0015, are being actively exploited.

 

II. Impact

A remote, unauthenticated attacker could execute arbitrary code,
gain elevated privileges, or cause a vulnerable application to
crash.

 

III. Solution

Microsoft has provided updates for these vulnerabilities in the
Microsoft Security Bulletin Summary for July 2009. The security
bulletin describes any known issues related to the updates.
Administrators are encouraged to note these issues and test for any
potentially adverse effects. Administrators should consider using
an automated update distribution system such as Windows Server
Update Services (WSUS).

Agriculture Secretary Vilsack and Transportation Secretary LaHood to Host Community Forum on Rural Economic Development
WASHINGTON, July 14, 2009 — On Thursday, July 16, U.S. Secretary of Agriculture Tom Vilsack and Transportation Secretary Ray LaHood will hold a rural community forum near La Crosse, Wis., as part of the Obama Administration’s Rural Tour. At the forum, the two officials will share information with local residents about the work the Obama Administration is doing to revitalize and rebuild rural America and ask local residents how the departments can be helpful in supporting and initiating other programs and projects to help the community participate fully and successfully in the new, 21st century economy. They will also highlight American Renewal and Reinvestment Act projects improving communities in Wisconsin and benefiting people throughout rural America.

Department of Energy Takes Another Step Forward on FutureGen Project in Mattoon, IL
Record of Decision Issued for First US Commercial Scale Carbon Capture and Storage Project

Washington, D.C. – The Department of Energy today issued a National Environmental Policy Act (NEPA) Record of Decision to move forward toward the first commercial scale, fully integrated, carbon capture and sequestration project in the country. The Department’s decision is based on careful consideration of the proposed project’s potential environmental impacts, as well as the program goals and objectives.

“The carbon capture and sequestration technologies planned for this flagship facility are vitally important to America and the world,” said Energy Secretary Steven Chu. “This step forward demonstrates the Administration’s commitment to developing clean energy technologies, creating jobs, and reducing emissions of greenhouse gases.”

The Record of Decision and a cooperative agreement signed by DOE and the FutureGen Alliance allow the Alliance to proceed with site-specific activities for the project. Over the next eight to ten months, the Alliance will complete a preliminary design, refine its cost estimate, develop a funding plan, expand the sponsorship group, and, if needed, conduct additional subsurface characterization.

Following these activities, which will be completed in early 2010, the Department and the Alliance will decide whether to continue the project through construction and operation. Both DOE and the FutureGen Alliance agree that a decision to move forward is the preferred outcome and anticipate reaching a new cooperative agreement for the full project. Funding will be phased and conditioned based on completion of necessary NEPA reviews.

The Department of Energy’s total anticipated financial contribution for the project is $1.073 billion, $1 billion of which would come from Recovery Act funds for carbon capture and sequestration research. The FutureGen Alliance’s total anticipated financial contribution is $400 million to $600 million. The total cost estimate of the project is $2.4 billion, consequently, the Alliance, with support from DOE, will pursue options to raise additional non-federal funds needed to build and operate the facility, including options for capturing the value of the facility that will remain after conclusion of the research project, potentially through an auction of the residual interests in the late fall.

When fully operational, the facility will use integrated gasification combined cycle technology with carbon capture and sequestration into a deep saline geologic formation. It will be designed to capture 90% of the carbon emissions by the third year of operations but may be operated at 60% capture in the early years to validate plant integration and sequestration capability. This technology should sequester one million tons of CO2 annually when it reaches full commercial operations.

Even before passage of the American Recovery and Reinvestment Act, President Obama cautioned Americans that economic recovery would take time. Since passage of the Recovery Act, the pace of job loss has eased substantially and the economy is no longer in a freefall. Hoyer: Containing Health Care Costs for Families and Businesses Key to Reform

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) joined House Democratic Leaders and a group of Americans impacted by our current health care system for a press conference on the need for health care reform. Below are his remarks as prepared for delivery:

“Reforming health care is an economic imperative, a budget imperative, and a moral imperative.

“It is an economic imperative because health insurance premiums have more than doubled since 2000, straining family budgets across America. And with our companies spending twice as much on health care as their foreign competitors, the cost of health care translates into a less productive economy and fewer jobs.

“Reform is a budget imperative, because, unless we find a way to control the growth of health care costs, our country will plunge further and further into debt.

“And reform is a moral imperative, because millions of Americans live without the security of health care that they can rely on and that can never be taken away.

“Those are some of the reasons why we are so dedicated to solving this problem this year. And our resolve has been bolstered by the stories of ordinary Americans who have seen our health care system’s deep flaws first-hand.

“Phil Feaster, a constituent of mine, is one of those Americans. He is with us today from Fort Washington, Maryland, and he represents the affordable health care challenges that so many of our seniors face – specifically on what we call the Medicare Part D donut hole, which keeps them from getting affordable prescription drugs. We’re glad Mr. Feaster is with us today.”

Joby George, of Cliffwood, New Jersey, a pharmacist, licensed in Connecticut, New Jersey, and New York, pled guilty in New Haven, Connecticut to one count of health care fraud and agreed to pay $344,085 to resolve allegations that he violated the False Claims Act.

Florida Man Sentenced in Michigan on Health Care Fraud Charges

Geoffrey Ramseur, of Rockledge, Florida (formerly of Northville, Michigan), was sentenced to 20 months in prison and ordered to pay restitution in the amount of $121,000 after having pleading guilty to conspiracy to commit mail fraud against Blue Cross/Blue Shield of Michigan.

Wednesday: Commerce and USDA Officials to Hold National Broadband Forum in Memphis

WASHINGTON - On Wednesday, July 15, the Department of Commerce's National Telecommunications and Information Administration (NTIA) and the Department of Agriculture's Rural Utilities Service (RUS) will hold one of 10 nationwide public broadband grant and loan workshops in Memphis, Tennessee. The workshops are designed to help prospective applicants learn how to apply for the first round of American Recovery and Reinvestment Act funding aimed at expanding broadband access to bridge the technological divide, create jobs and build Internet infrastructure. Earlier this month, Vice President Biden announced the availability of $4 billion in Recovery Act loans and grants to help bring broadband service to unserved and underserved communities across America.

U.S. Representative Steve Cohen will open the forum with a video introduction and Delta Regional Authority Federal Co-Chair Pete Johnson will welcome participants. Commerce Department NTIA Senior Advisor Mark Seifert will join USDA RUS Chief of Staff Lisa Zaina in making opening remarks. Attendees may pre-register for the event online at www.broadbandusa.gov.

The Producer Price Index for Finished Goods rose 1.8 percent in June, seasonally
adjusted. This advance followed increases of 0.2 percent in May and 0.3 percent in April.
Prices for finished goods other than foods and energy rose 0.5 percent in June after
falling 0.1 percent in the prior month.

Microsoft Releases Security Advisory 973472

Microsoft has released Security Advisory 973472 to alert users about a
vulnerability in Microsoft Office Web Components. Exploitation of this
vulnerability may allow a remote attacker to execute arbitrary code.
The advisory indicates that Microsoft is aware of attacks attempting
to exploit the vulnerability.

US-CERT encourages users and administrators to review Microsoft
Security Advisory 973472 and implement the suggested workaround.
Additionally, a Microsoft Fix it tool has been released to assist
users in mitigating the risks associated with this vulnerability.

the risks associated with this vulnerability.

Agriculture Secretary Vilsack and Transportation Secretary LaHood to Host Community Forum on Rural Economic Development

WASHINGTON, July 14, 2009 - On Thursday, July 16, U.S. Secretary of Agriculture Tom Vilsack and Transportation Secretary Ray LaHood will hold a rural community forum near La Crosse, Wis., as part of the Obama Administration's Rural Tour. At the forum, the two officials will share information with local residents about the work the Obama Administration is doing to revitalize and rebuild rural America and ask local residents how the departments can be helpful in supporting and initiating other programs and projects to help the community participate fully and successfully in the new, 21st century economy. They will also highlight American Renewal and Reinvestment Act projects improving communities in Wisconsin and benefiting people throughout rural America.

In June, President Obama announced that Secretary Vilsack will lead the Administration's Rural Tour, during which Vilsack and other top officials will visit rural communities in states throughout the country. Invisible Web: Finding Hidden Resources on the Internet."

While the explosion of information on the World Wide Web has been a
tremendous benefit to researchers, many don't know about other data that
they might be missing. This class will cover information that can be found
on the mysterious "hidden web," how to access it, and why it is important.
Learn why some information is inaccessible to web search engines and what
might be overlooked in researching the Internet. Search techniques and
recommended sources will also be covered. This program will be conducted by
Reference Librarian Jennifer Klang.

"Kenilworth Park and Aquatic Gardens" on Tuesday, July 21st from 1:00 -
1:45 pm in the Department of the Interior Library.

The beauty of land, water, and wind combine as one at Kenilworth Park
Aquatic Gardens and marsh. This natural area of Anacostia Park has its
origins in a 1926 act authorizing parks to preserve forests and natural
scenery. Although Kenilworth Park and Aquatic Gardens are locally
important today as a part of Washington's park system, its greater
significance lies in its contribution to the botanical study and
development of water plants and gardens under the direction of its founder,
W.B. Shaw and his daughter, L. Helen Fowler. It continues today as a noted
water garden under the Park Service.

Please join Park Rangers Ian Lothian and Wayne Phillips for an examination
of the history and natural beauty of Kenilworth Park and Aquatic Gardens.
Find out why these wetlands along the Anacostia River provide such an
important natural and educational resource to the city of Washington.

Good Morning,

Yesterday, Judge Sonia Sotomayor made her opening statement to the Senate Judiciary Committee and moved another step closer to taking a seat on the United States Supreme Court. In case you missed it, watch the video of her opening statement here.

As President, there are few responsibilities more serious or consequential than the naming of a Supreme Court Justice, so I want to take this opportunity to tell you about the qualifications and character that informed my decision to nominate Judge Sotomayor.

Judge Sotomayor's brilliant legal mind is complemented by the practical lessons that can only be learned by applying the law to real world situations.

In the coming days, the hearings will cover an incredible body of work from a judge who has more experience on the federal bench than any incoming Supreme Court Justice in the last 100 years. Judge Sotomayor's professional background spans our judicial system — from her time as a big-city prosecutor and a corporate litigator, to her work as a federal trial judge on the U.S. District Court, and an appellate judge on the Second Circuit Court of Appeals.

And then there is Judge Sotomayor's incredible personal story. She grew up in a housing project in the South Bronx — her parents coming to New York from Puerto Rico during the Second World War. At the age of nine, she lost her father, and her mother worked six days a week just to put food on the table. It takes a certain resilience and determination to rise up out of such circumstances, focus, work hard and achieve the American dream.

This character shined through in yesterday's opening statement: Watch the video.

In Judge Sotomayor, our nation will have a Justice who will never forget her humble beginnings, will always apply the rule of law, and will be a protector of the Constitution that made her American dream and the dreams of millions of others possible. As she said so clearly yesterday, Judge Sotomayor's decisions on the bench "have been made not to serve the interests of any one litigant, but always to serve the larger interest of impartial justice."

In anticipation of today's first round of questioning, I hope you'll share this email widely, because Judge Sotomayor's confirmation is something that affects every American. It's important for these hearings to be about Judge Sotomayor's own record and her capacity for the job — not any political back and forth that some in Washington may use to distract you. What members of the Judiciary Committee, and the American people, will see today is a sharp and fearless jurist who does not let powerful interests bully her into breaking from the rule of law.

Secretary Chu Announces Nearly $300 Million Rebate Program to Encourage Purchases of Energy Efficient Appliances
Program Benefits Every U.S. State and Territory

WASHINGTON, DC - U.S. Department of Energy Secretary Steven Chu today announced the availability of nearly $300 million in funding from the American Recovery and Reinvestment Act for state-run rebate programs for consumer purchases of new ENERGY STAR qualified home appliances. The new program underscores the Obama Administration’s commitment to make American homes more energy efficient, while helping to support the nation’s economic recovery.

“Appliances consume a huge amount of our electricity, so there’s enormous potential to both save energy and save families money every month,” said Secretary Chu. “These rebates will help families make the transition to more efficient appliances, making purchases that will directly stimulate the economy and create jobs.”

The new funding will be awarded to states and territories, through their energy offices, using a formula set forth in the Energy Policy Act of 2005. Each state or territory is required to submit a plan that specifies which ENERGY STAR appliance categories will be included in their rebate program, the rebate level for each product type, how the rebates will be processed, and their plan for recycling old appliances. States and territories must first file an initial application expressing their intent to participate by August 15, 2009, followed by a full application by October 15, 2009. Approximately 10-25 percent of each award will be spent on administrative costs.

States and territories will receive 10 percent of the funds after submitting the initial application with the balance awarded after their program plans are approved. DOE anticipates that a vast majority of funding will be awarded by November 30, 2009. The complete Funding Opportunity Announcement (FOA) number DE-FOA-0000119 can be viewed at grants.gov. Eligible Appliances
States have the flexibility to select which residential ENERGY STAR qualified appliances to include in their programs and the individual rebate amount for each appliance. DOE recommends that states and territories focus their program efforts on heating and cooling equipment, appliances, and water heaters as these products offer the greatest energy savings potential. ENERGY STAR qualified appliance categories eligible for rebates include: central air conditioners, heat pumps (air source and geothermal), boilers, furnaces (oil and gas), room air conditioners, clothes washers, dishwashers, freezers, refrigerators, and water heaters.

The Recovery Act appropriated funds for the program to help achieve the national goals of spurring economic growth, creating jobs, saving energy and reducing greenhouse gas emissions. States and territories can use these funds to leverage the utility companies and energy efficiency program sponsors in their area.

This program will also leverage the power of the ENERGY STAR program, a well-known labeling program that helps consumers make energy smart choices by identifying the most energy efficient products. ENERGY STAR is a joint program of the U.S. Environmental Protection Agency and the U.S. Department of Energy that covers more than 60 product categories and is supported by a network of almost 600 utility and state and government partners serving more than 74 million households, over 2,000 retail partners representing more than 27,000 storefronts, and 2,645 manufacturers of ENERGY STAR qualified products.
