"Al was thrilled to be invited and [is] eager to attend," she said.

The event, one of the Iowa Democratic Party's largest fundraisers, has long been considered one of the biggest events in Democratic politics. The Internet Crime Complaint Center (IC3) was established as a partnership between the Federal Bureau of Investigation (FBI) and the National White Collar Crime Center (NW3C) to serve as a means to receive Internet related criminal complaints and to further research, develop, and refer the criminal complaints to federal, state, local, or international law enforcement and/or regulatory agencies for any investigation they deem to be appropriate. The IC3 was intended, and continues to emphasize, serving the broader law enforcement community to include federal, as well as state, local, and international agencies, which are combating Internet crime and, in many cases, participating in Cyber Crime Task Forces.

Since its inception, the IC3 has received complaints crossing the spectrum of cyber crime matters, to include online fraud in its many forms including Intellectual Property Rights (IPR) matters, Computer Intrusions (hacking), Economic Espionage (Theft of Trade Secrets), Online Extortion, International Money Laundering, Identity Theft, and a growing list of Internet facilitated crimes. Since June 2000, it has become increasingly evident that, regardless of the label placed on a cyber crime matter, the potential for it to overlap with another referred matter is substantial. Therefore, the IC3, formerly known as the Internet Fraud Complaint Center (Internet Fraud Complaint Center), was renamed in October 2003 to better reflect the broad character of such matters having an Internet, or cyber, nexus referred to the IC3, and to minimize the need for one to distinguish "Internet Fraud" from other potentially overlapping cyber crimes.


Secretary Chu Announces Two New Projects to Reduce Emissions from Coal Plants
Up to $408 million in Recovery Act Funding for New Technologies to Advance
Carbon Capture and Storage


Washington, DC — U.S. Department of Energy Secretary Steven Chu announced today that projects by Basin Electric Power Cooperative and Hydrogen Energy International LLC have been selected for up to $408 million in funding from the American Recovery and Reinvestment Act. The two projects selected -- an existing power plant in North Dakota and a new facility in California -- will incorporate advanced technologies to reduce carbon dioxide (CO2) emissions.

“Today’s announcement represents a major step forward in the fight to reduce CO2emissions from coal-based power plants. These new technologies will not only help fight climate change, they will also create new jobs and position the United States as a leader in carbon capture and storage technologies for many years, ” said Secretary Chu.

The selection of the two projects is part of the third round of the Clean Coal Power Initiative (CCPI). The Department of Energy will provide up to $408 million in federal funds—$100 million to Basin Electric Power Cooperative and $308 million to Hydrogen Energy International LLC —to support the innovative demonstrations.

The CCPI is a cost-shared collaboration between the federal government and private industry to increase investment in low-emission coal technology by demonstrating advanced coal-based, power generation technologies. The goal of CCPI is to accelerate the readiness of advanced coal technologies for commercial deployment, ensuring that the United States has clean, reliable, and affordable electricity and power.

The selected proposals will employ different technological concepts to achieve a goal of at least 90 percent CO2 capture efficiency. Descriptions of the selected proposals include:

Basin Electric Power Cooperative --- $100 million
Beulah, N.D.

· Post Combustion CO2 Capture Project—Basin Electric Power Cooperative will partner with Powerspan and Burns & McDonnell to demonstrate the removal of CO2 from the flue gas of a lignite-based boiler by adding CO2 capture and sequestration (CCS) to Basin Electric’s existing Antelope Valley Station, located near Beulah, N.D. Powerspan’s ECO2® ammonia-based technology will be used to capture CO2 on a 120-megawatt electric-equivalent gas stream from the 450 megawatt Antelope Valley Station Unit 1. The net result will be 90 percent removal of CO2 from the treated flue gas, yielding 3,000 short tons per day (1,000,000 tons per year) of pipeline-quality CO2. The ammonia based SO2 scrubbing system will also produce a liquid stream of ammonium sulfate that will be processed into a fertilizer by-product.

Hydrogen Energy International LLC --- $308 million
Kern County, California

· Hydrogen Energy California Project: Commercial Demonstration of Advanced IGCC with Full Carbon Capture—Hydrogen Energy International LLC, a joint venture owned by BP Alternative Energy and Rio Tinto, will design, construct, and operate an integrated gasification combined cycle power plant that will take blends of coal and petroleum coke, combined with non-potable water, and convert them into hydrogen and CO2. The CO2 will be separated from the hydrogen using the methanol-based Rectisol process. The hydrogen gas will be used to fuel a power station, and the CO2 will be transported by pipeline to nearby oil reservoirs where it will be injected for storage and used for enhanced oil recovery. The project, which will be located in Kern County, California, will capture more than 2,000,000 tons per year of CO2.

BTS Releases North American Surface Trade Numbers for April:
April 2009 Surface Trade with Canada and Mexico Fell 33.1 Percent from April 2008
(State Rankings in Tables 5 and 7)

Trade using surface transportation between the United States and its North American Free Trade Agreement (NAFTA) partners Canada and Mexico was 33.1 percent lower in April 2009 than in April 2008, dropping to $49.7 billion, according to the Bureau of Transportation Statistics (BTS) of the U.S. Department of Transportation (Table 1). April was the fourth consecutive month with a yearly decline of greater than 27 percent.

BTS, a part of the Research and Innovative Technology Administration, reported that the value of U.S. surface transportation trade with Canada and Mexico fell 2.6 percent in March 2009 from April 2009 (Table 2). Month-to-month changes can be affected by seasonal variations and other factors.

Surface transportation consists largely of freight movements by truck, rail and pipeline. About 88 percent of U.S. trade by value with Canada and Mexico moves on land.

The value of U.S. surface transportation trade with Canada and Mexico in April was down 6.5 percent compared to April 2004, and up 22.0 percent compared to April 1999, a period of 10 years (Table 3). Imports in April were up 19.5 percent compared to April 1999, while exports were up 24.9 percent.

U.S. Surface Transportation Trade with Canada

U.S.–Canada surface transportation trade totaled $30.2 billion in April, down 38.2 percent compared to April 2008 (Table 4). The value of imports carried by truck was 32.8 percent lower in April 2009 compared to April 2008, while the value of exports carried by truck was 31.2 percent lower during this period.

Michigan led all states in surface trade with Canada in April with $3.3 billion (Table 5).

U.S. Surface Transportation Trade with Mexico

U.S.–Mexico surface transportation trade totaled $19.5 billion in April, down 23.4 percent compared to April 2008 (Table 6). The value of imports carried by truck was 22.0 percent lower in April 2009 than April 2008 while the value of exports carried by truck was 18.0 percent lower.

Texas led all states in surface trade with Mexico in April with $6.6 billion (Table 7).

The TransBorder Freight Data are a unique subset of official U.S. foreign trade statistics released by the U.S. Census Bureau. New data are tabulated monthly and historical data are not adjusted for inflation. April TransBorder numbers include data received by BTS as of June 10.

Understanding Anti-Virus Software

Anti-virus software can identify and block many viruses before they can
infect your computer. Once you install anti-virus software, it is important
to keep it up to date.

What does anti-virus software do?

Although details may vary between packages, anti-virus software scans files
or your computer's memory for certain patterns that may indicate an
infection. The patterns it looks for are based on the signatures, or
definitions, of known viruses. Virus authors are continually releasing new
and updated viruses, so it is important that you have the latest definitions
installed on your computer.

Once you have installed an anti-virus package, you should scan your entire
computer periodically.
* Automatic scans - Depending what software you choose, you may be able to
configure it to automatically scan specific files or directories and
prompt you at set intervals to perform complete scans.
* Manual scans - It is also a good idea to manually scan files you receive
from an outside source before opening them. This includes

* saving and scanning email attachments or web downloads rather than
selecting the option to open them directly from the source
* scanning media, including CDs and DVDs, for viruses before opening any
of the files

What happens if the software finds a virus?

Each package has its own method of response when it locates a virus, and the
response may differ according to whether the software locates the virus
during an automatic or a manual scan. Sometimes the software will produce a
dialog box alerting you that it has found a virus and asking whether you
want it to "clean" the file (to remove the virus). In other cases, the
software may attempt to remove the virus without asking you first. When you
select an anti-virus package, familiarize yourself with its features so you
know what to expect.

Which software should you use?

There are many vendors who produce anti-virus software, and deciding which
one to choose can be confusing. All anti-virus software performs the same
function, so your decision may be driven by recommendations, particular
features, availability, or price.

Installing any anti-virus software, regardless of which package you choose,
increases your level of protection. Be careful, though, of email messages
claiming to include anti-virus software. These messages, supposedly from
your ISP's technical support department, contain an attachment that claims
to be anti-virus software. However, the attachment itself is in fact a
virus, so you could become infected by opening it (see Using Caution with
Email Attachments for more information).

How do you get the current virus information?

This process may differ depending what product you choose, so find out what
your anti-virus software requires. Many anti-virus packages include an
option to automatically receive updated virus definitions. Because new
information is added frequently, it is a good idea to take advantage of this
option. Resist believing email chain letters that claim that a well-known
anti-virus vendor has recently detected the "worst virus in history" that
will destroy your computer's hard drive. These emails are usually hoaxes
(see Identifying Hoaxes and Urban Legends for more information). You can
confirm virus information through your anti-virus vendor or through
resources offered by other anti-virus vendors.

While installing anti-virus software is one of the easiest and most
effective ways to protect your computer, it has its limitations. Because it
relies on signatures, anti-virus software can only detect viruses that have
signatures installed on your computer, so it is important to keep these
signatures up to date. You will still be susceptible to viruses that
circulate before the anti-virus vendors add their signatures, so continue to
take other safety precautions as well.

FDIC Announces Settlement With Advanta Bank Corporation for Deceptive and Unfair Practices

Today the Federal Deposit Insurance Corporation (FDIC) announced a settlement with Advanta Bank Corporation, Draper, Utah (Advanta), for deceptive and unfair practices in violation of section 5 of the Federal Trade Commission (FTC) Act.
Under the settlement, Advanta has agreed to an order to cease and desist, to pay restitution, and to pay a civil money penalty in the amount of $150,000. In addition, restitution of approximately $14 million will be paid to businesses that used Advanta's Cash Back Reward program and $21 million to accountholders whose accounts were repriced. In agreeing to the issuance of the order, Advanta did not admit or deny any liability.
Advanta's "Cash Back Reward" program advertised a percentage of cash back on certain purchases by business credit card accountholders. Due to the tiered structure of the cash back payments, however, the advertised percentage was not available for all purchases. As a result, it was effectively impossible to earn the stated percentage of cash back reward payments. The FDIC concluded that the Bank's solicitations were likely to mislead a reasonable customer and that the representations were material and that therefore, the Bank engaged in a pattern of deceptive acts or practices in violation of Section 5.
In addition, numerous complaints were filed regarding Advanta's substantial annual percentage rate (APR) increases on the accounts of small business owners and professionals, who had neither exceeded their credit limits nor were delinquent in making payments on their accounts. The FDIC determined that Advanta's rate increases had been implemented in an unfair manner, that Advanta failed to adequately notify accountholders that their APR had increased, the amount of the increase, the reason for the increase, the procedures to opt-out and the consequences of an opt-out. The repricing caused substantial injury to customers, withheld and/or provided inadequate information that could have enabled the customer to reasonably avoid the injury, and provided no benefit to the customer or competition.
"The Advanta settlement demonstrates the FDIC's commitment to having banks take responsibility for ensuring that they do not engage in unfair or deceptive acts or practices in connection with the banking products and services they offer," said FDIC Board member Thomas J. Curry. "Any person doing business with an insured depository institution can expect to be treated fairly, and any such entity that engages in unfair or deceptive acts or practices should be aware that the FDIC will pursue such practices with all of the legal authority at our disposal."

For those of you who do not know me I am Colin Curtis and I currently serve as the Judicial Council Alt Rep (Midwest Region) for the Young Democrats of America, your 3rd Congressional District Vice-Chair for Kansas Young Democrats and the Co- Vice President/ KSU Chapter Representative of the College Democrats of Kansas. I'm messaging you today because the Kansas City Young Democrats chartering packet is MIA so we need to get a new one filled out as quickly as possible, so that members will be able to vote in Chicago at the National Convention. I have already started filling out said packet.

Since there is an insane amount of people in the Facebook group, many of whom I know don't live in WYCO or JOCO I am asking those of you who do live in these counties to please send me the following so I can record your info on the chartering packet.

SECRETARY DONOVAN AWARDS OVER $1 BILLION IN RECOVERY ACT FUNDS TO JUMP-START AFFORDABLE HOUSING CONSTRUCTION IN 26 STATES

Funding to stimulate the production of thousands of housing units stalled by recession while creating jobs across the country

WASHINGTON - U.S. Housing and Urban Development Secretary Shaun Donovan today announced that HUD is approving plans submitted by state housing finance agencies for $1,035,322,485 to jump start affordable housing programs in states throughout the country that are currently stalled due to the economic recession. Funded through American Recovery and Reinvestment Act of 2009 (Recovery Act), HUD's new Tax Credit Assistance Program (TCAP) will allow 26 state housing finance agencies to resume funding of affordable rental housing projects across the nation while stimulating employment in the hard-hit construction trades.

"The purpose of the American Recovery and Reinvestment Act is to jumpstart the nation's ailing economy, with a primary focus on creating and saving jobs in the near term," said Secretary Donovan. "The funding being announced today is an important step in achieving the goal of putting the American people back to work while providing quality, affordable housing options for low-income families at a time when those options are needed more than ever."

The current economic and financial crises present significant challenges for the construction industry, particularly residential construction. One of the by-products of this crisis has been the freezing of investments in the low income housing tax credit (LIHTC) market. The tax credits create an incentive for investors to provide capital to developers to build multi-family rental housing for moderate- and low-income families across the nation. Since the contraction of the credit market, and as traditional investors remain on the sidelines, the value of tax credits has plummeted. Consequently, as many as 1,000 projects (containing nearly 150,000 units of housing) are on hold across the country.

In response, the Recovery Act provides $2.25 billion for TCAP, a grant program to provide capital investments in these stalled LIHTC developments. HUD is awarding these TCAP grants by formula to 52 state housing credit agencies (all 50 states plus the District of Columbia and the Commonwealth of Puerto Rico) to complete construction of qualified housing projects that will ultimately provide affordable housing to an estimated 35,000 households nationwide. Since a major purpose of this program is job creation, the Recovery Act establishes ambitious deadlines for expenditure of grant funds and requires state housing credit agencies to give priority to projects that can begin immediately and be completed by February 16, 2012.

Under this first round of TCAP funds, state housing finance agencies in the states below are receiving awards today (the remaining 26 grants will follow in the coming weeks):
