The Internet Crime Complaint Center (IC3) was established as a partnership between the Federal Bureau of Investigation (FBI) and the National White Collar Crime Center (NW3C) to serve as a means to receive Internet related criminal complaints and to further research, develop, and refer the criminal complaints to federal, state, local, or international law enforcement and/or regulatory agencies for any investigation they deem to be appropriate. The IC3 was intended, and continues to emphasize, serving the broader law enforcement community to include federal, as well as state, local, and international agencies, which are combating Internet crime and, in many cases, participating in Cyber Crime Task Forces. Since its inception, the IC3 has received
complaints crossing the spectrum of cyber crime matters, to include
online fraud in its many forms including Intellectual Property
Rights (IPR) matters, Computer Intrusions (hacking), Economic
Espionage (Theft of Trade Secrets), Online Extortion, International
Money Laundering, Identity Theft, and a growing list of Internet
facilitated crimes. Since June 2000, it has become increasingly
evident that, regardless of the label placed on a cyber crime
matter, the potential for it to overlap with another referred
matter is substantial. Therefore, the IC3, formerly known as
the Internet Fraud Complaint Center (Internet Fraud Complaint
Center), was renamed in October 2003 to better reflect the broad
character of such matters having an Internet, or cyber, nexus
referred to the IC3, and to minimize the need for one to distinguish
"Internet Fraud" from other potentially overlapping
cyber crimes. |
Secretary Chu Announces Two New Projects
to Reduce Emissions from Coal Plants Up to $408 million in Recovery Act Funding for New Technologies to Advance Carbon Capture and Storage Washington, DC U.S. Department of Energy Secretary Steven Chu announced today that projects by Basin Electric Power Cooperative and Hydrogen Energy International LLC have been selected for up to $408 million in funding from the American Recovery and Reinvestment Act. The two projects selected -- an existing power plant in North Dakota and a new facility in California -- will incorporate advanced technologies to reduce carbon dioxide (CO2) emissions. Todays announcement represents a major step forward in the fight to reduce CO2emissions from coal-based power plants. These new technologies will not only help fight climate change, they will also create new jobs and position the United States as a leader in carbon capture and storage technologies for many years, said Secretary Chu. The selection of the two projects is part of the third round of the Clean Coal Power Initiative (CCPI). The Department of Energy will provide up to $408 million in federal funds$100 million to Basin Electric Power Cooperative and $308 million to Hydrogen Energy International LLC to support the innovative demonstrations. The CCPI is a cost-shared collaboration between the federal government and private industry to increase investment in low-emission coal technology by demonstrating advanced coal-based, power generation technologies. The goal of CCPI is to accelerate the readiness of advanced coal technologies for commercial deployment, ensuring that the United States has clean, reliable, and affordable electricity and power. The selected proposals will employ different technological concepts to achieve a goal of at least 90 percent CO2 capture efficiency. Descriptions of the selected proposals include: Basin Electric Power Cooperative --- $100 million Beulah, N.D. · Post Combustion CO2 Capture ProjectBasin Electric Power Cooperative will partner with Powerspan and Burns & McDonnell to demonstrate the removal of CO2 from the flue gas of a lignite-based boiler by adding CO2 capture and sequestration (CCS) to Basin Electrics existing Antelope Valley Station, located near Beulah, N.D. Powerspans ECO2® ammonia-based technology will be used to capture CO2 on a 120-megawatt electric-equivalent gas stream from the 450 megawatt Antelope Valley Station Unit 1. The net result will be 90 percent removal of CO2 from the treated flue gas, yielding 3,000 short tons per day (1,000,000 tons per year) of pipeline-quality CO2. The ammonia based SO2 scrubbing system will also produce a liquid stream of ammonium sulfate that will be processed into a fertilizer by-product. Hydrogen Energy International LLC --- $308 million Kern County, California · Hydrogen Energy California Project: Commercial Demonstration of Advanced IGCC with Full Carbon CaptureHydrogen Energy International LLC, a joint venture owned by BP Alternative Energy and Rio Tinto, will design, construct, and operate an integrated gasification combined cycle power plant that will take blends of coal and petroleum coke, combined with non-potable water, and convert them into hydrogen and CO2. The CO2 will be separated from the hydrogen using the methanol-based Rectisol process. The hydrogen gas will be used to fuel a power station, and the CO2 will be transported by pipeline to nearby oil reservoirs where it will be injected for storage and used for enhanced oil recovery. The project, which will be located in Kern County, California, will capture more than 2,000,000 tons per year of CO2. -DOE- |

BTS Releases North American Surface Trade
Numbers for April: April 2009 Surface Trade with Canada and Mexico Fell 33.1 Percent from April 2008 (State Rankings in Tables 5 and 7) Trade using surface transportation between the United States and its North American Free Trade Agreement (NAFTA) partners Canada and Mexico was 33.1 percent lower in April 2009 than in April 2008, dropping to $49.7 billion, according to the Bureau of Transportation Statistics (BTS) of the U.S. Department of Transportation (Table 1). April was the fourth consecutive month with a yearly decline of greater than 27 percent. BTS, a part of the Research and Innovative Technology Administration, reported that the value of U.S. surface transportation trade with Canada and Mexico fell 2.6 percent in March 2009 from April 2009 (Table 2). Month-to-month changes can be affected by seasonal variations and other factors. Surface transportation consists largely of freight movements by truck, rail and pipeline. About 88 percent of U.S. trade by value with Canada and Mexico moves on land. The value of U.S. surface transportation trade with Canada and Mexico in April was down 6.5 percent compared to April 2004, and up 22.0 percent compared to April 1999, a period of 10 years (Table 3). Imports in April were up 19.5 percent compared to April 1999, while exports were up 24.9 percent. U.S. Surface Transportation Trade with Canada U.S.Canada surface transportation trade totaled $30.2 billion in April, down 38.2 percent compared to April 2008 (Table 4). The value of imports carried by truck was 32.8 percent lower in April 2009 compared to April 2008, while the value of exports carried by truck was 31.2 percent lower during this period. Michigan led all states in surface trade with Canada in April with $3.3 billion (Table 5). U.S. Surface Transportation Trade with Mexico U.S.Mexico surface transportation trade totaled $19.5 billion in April, down 23.4 percent compared to April 2008 (Table 6). The value of imports carried by truck was 22.0 percent lower in April 2009 than April 2008 while the value of exports carried by truck was 18.0 percent lower. Texas led all states in surface trade with Mexico in April with $6.6 billion (Table 7). The TransBorder Freight Data are a unique subset of official U.S. foreign trade statistics released by the U.S. Census Bureau. New data are tabulated monthly and historical data are not adjusted for inflation. April TransBorder numbers include data received by BTS as of June 10. SECRETARY DONOVAN AWARDS OVER $1 BILLION IN RECOVERY ACT FUNDS TO JUMP-START AFFORDABLE HOUSING CONSTRUCTION IN 26 STATES Funding to stimulate the production of thousands of housing units stalled by recession while creating jobs across the country WASHINGTON - U.S. Housing and Urban Development Secretary Shaun Donovan today announced that HUD is approving plans submitted by state housing finance agencies for $1,035,322,485 to jump start affordable housing programs in states throughout the country that are currently stalled due to the economic recession. Funded through American Recovery and Reinvestment Act of 2009 (Recovery Act), HUD's new Tax Credit Assistance Program (TCAP) will allow 26 state housing finance agencies to resume funding of affordable rental housing projects across the nation while stimulating employment in the hard-hit construction trades. "The purpose of the American Recovery and Reinvestment Act is to jumpstart the nation's ailing economy, with a primary focus on creating and saving jobs in the near term," said Secretary Donovan. "The funding being announced today is an important step in achieving the goal of putting the American people back to work while providing quality, affordable housing options for low-income families at a time when those options are needed more than ever." The current economic and financial crises present significant challenges for the construction industry, particularly residential construction. One of the by-products of this crisis has been the freezing of investments in the low income housing tax credit (LIHTC) market. The tax credits create an incentive for investors to provide capital to developers to build multi-family rental housing for moderate- and low-income families across the nation. Since the contraction of the credit market, and as traditional investors remain on the sidelines, the value of tax credits has plummeted. Consequently, as many as 1,000 projects (containing nearly 150,000 units of housing) are on hold across the country. In response, the Recovery Act provides $2.25 billion for TCAP, a grant program to provide capital investments in these stalled LIHTC developments. HUD is awarding these TCAP grants by formula to 52 state housing credit agencies (all 50 states plus the District of Columbia and the Commonwealth of Puerto Rico) to complete construction of qualified housing projects that will ultimately provide affordable housing to an estimated 35,000 households nationwide. Since a major purpose of this program is job creation, the Recovery Act establishes ambitious deadlines for expenditure of grant funds and requires state housing credit agencies to give priority to projects that can begin immediately and be completed by February 16, 2012.
