Obama Administration Announces up to $32
Million Initiative to Expand Hydropower
Washington, DC U.S. Department of Energy Secretary Steven
Chu today announced up to $32 million in Recovery Act funding
to modernize the existing hydropower infrastructure in the U.S.,
increase efficiency and reduce environmental impact. Todays
announcement is designed to support the deployment of turbines
and control technologies to increase power generation and environmental
stewardship at existing non-Federal hydroelectric facilities.
Theres no one solution to the energy crisis, but
hydropower is clearly part of the solution and represents a major
opportunity to create more clean energy jobs, said Secretary
Chu. Investing in our existing hydropower infrastructure
will strengthen our economy, reduce pollution and help us toward
energy independence.
Secretary Chu also noted another key benefit of hydropower: potential
hydro energy can be stored behind dams and released when it is
most needed. Therefore, improving our hydro infrastructure can
help to increase the utilization and economic viability of intermittent
renewable energy sources like wind and solar power. Secretary
Chu is committed to further developing pumped storage technology
to harness these advantages.
Todays Funding Opportunity Announcement under the Recovery
Act will be competitively awarded to a variety of non-Federal
hydropower projects that can be developed without significant
modifications to dams and with a minimum of regulatory delay.
Projects will be selected in two areas:
· Deployment of Hydropower Upgrades at Projects >50
MW: These include projects at large, non-Federal facilities (greater
than 50 MW capacity) with existing or advanced technologies that
will enable improved environmental performance and significant
new generation.
· Deployment of Hydropower Upgrades at Projects < 50
MW: These include projects at small-scale non-Federal facilities
(less than 50 MWs) with existing or advanced technologies that
will enable improved environmental performance and significant
new generation.
Letters of intent are due July 22nd, 2009, and completed applications
August 20th, 2009. The complete Funding Opportunity Announcement

Projects are expected to begin in Fiscal Year 2010.

National Archives To Display 1823 Copy
of Declaration of Independence
Rare document on loan to the National Archives from David M.
Rubenstein
Washington, DC. . . The National Archives
will exhibit temporarily a rare 1823 copy of the Declaration
of Independence as part of its July 4th festivities. On loan
to the National Archives from David M. Rubenstein, this document
will join the original Declaration which is on permanent display
in the Rotunda of the National Archives. The National Archives
Building is located on Constitution Ave. between 7th and 9th
Streets, NW, and is fully accessible.
Offering visitors an unprecedented opportunity
to see four rare versions of the Declaration, and for the first
time in its 75-year history, the National Archives will be displaying
at the same time four versions of the Declaration of Independence:
* The original, signed Declaration of Independence,
engrossed (handwritten) on parchment and signed by 56 delegates
to the Continental Congress beginning August 2, 1776. It is permanently
displayed, sealed in the most scientifically advance housing
that preservation technology can provide, in the National Archives
Rotunda for the Charters of Freedom.
* The Dunlap Broadside, the first printed
copy of the Declaration, made on the night of July 4th by John
Dunlap the official printer to Congress, displayed in the Lawrence
F. O'Brien Gallery of the National Archives Building. On the
morning of July 5, copies were dispatched by members of Congress
to various assemblies, conventions, and committees of safety
as well as to the commanders of Continental troops. Also on July
5, a copy of the printed version of the approved Declaration
was inserted into the "rough journal" of the Continental
Congress for July 4. This rarely displayed print is featured
in "BIG!", an exhibition celebrating the 75th anniversary
of the National Archives that runs through January 3, 2010.
* The original copper plate created by
Mr. William J. Stone in 1823 to make facsimiles of the Declaration
of Independence, on display at the entrance to the "Public
Vaults" exhibition. Mr. Stone was commissioned by Secretary
of State John Quincy Adams in 1820 to make a facsimile of the
entire Declaration, signatures as well as text. By June 5, 1823,
almost exactly 47 years after Jefferson's first draft of the
Declaration, it was reported "that Mr. William J. Stone,
after a labor of three years, completed a facsimile of the original
of the Declaration of Independence, now in the archives of the
government; that it is executed with the greatest exactness and
fidelity; and that the Department of State has become the purchaser
of the plate."
* A first printing on parchment of the
Declaration of Independence struck from the copper engraving
plate by William J. Stone in 1823, on display in the entrance
to the "Public Vaults" exhibition near the original
copper plate from July 1 through September 17. This rare version
of the Declaration is on loan from Mr. Rubenstein. 200 parchment
copies were struck from the plate and distributed to the three
surviving signers, (Jefferson, Adams, and Carroll), former President
James Madison, President Monroe, the Marquis de Lafayette, the
Congress, the Supreme Court, each state and territorial governor
and legislatures, and unspecified colleges and universities.

Agencies Seek Comment on Proposed Interagency
Guidance on Funding and Liquidity Risk Management
WASHINGTON The federal bank, thrift,
and credit union regulatory agencies are seeking comment on the
proposed Interagency Guidance on Funding and Liquidity Risk Management.
The Office of the Comptroller of the Currency, the Board of Governors
of the Federal Reserve System, the Federal Deposit Insurance
Corporation, the Office of Thrift Supervision, and the National
Credit Union Administration are issuing this guidance to communicate
consistent expectations on sound practices for the management
of funding and liquidity risks, and to strengthen liquidity risk-management
practices. This guidance brings the agencies liquidity
risk principles into alignment with the international guidance
issued in September 2008 by the Basel Committee on Banking Supervision
titled, Principles for Sound Liquidity Risk Management and Supervision.
NCUA is not a member of the Basel Committee and federally-insured
credit unions are not subject to Basel-issued principles.
Recent turmoil in the financial markets emphasizes the importance
of good liquidity risk management for the safety and soundness
of financial institutions. The proposed guidance emphasizes the
importance of cash flow projections, diversified funding sources,
stress testing, a cushion of liquid assets, and a formal, well-developed
contingency funding plan for measuring, monitoring, and managing
liquidity risk. The proposed guidance, when finalized, will apply
to all domestic financial institutions, including banks, thrifts,
and credit unions.
The agencies are requesting comments on all aspects of the proposed
guidance, which will be published in the Federal Register. Comments
are due within 60 days after publication in the Federal Register.

INTELLIGENCE COMMUNITY JOINT DUTY PROGRAM
HIGHLIGHTED IN NATIONWIDE PUBLIC TELEVISION SERIES
The Intelligence Communitys award-winning
Joint Duty Program is featured in a special documentary airing
on public television networks throughout the country. Visionaries,
Inc., a nonprofit public television organization, recently unveiled
Learning to Change, a documentary video in its Visionaries
series that provides an inside look into how the Intelligence
Community (IC) Joint Duty Program is fostering interagency communication
and collaboration to make our nation more secure.
The documentary, hosted by actor Sam Waterston,
actualizes the 2004 Intelligence Reform and Terrorism Prevention
Acts mandate for increased IC integration through the personal
experiences of several Joint Duty Program participants who discuss
the merits of their participation.
The Joint Duty program ensures that
future intelligence professionals and those who lead them understand
the scope and complexity of the IC and are better able to integrate
and engage its vast resources in support of our mission to protect
our nation, said Director of National Intelligence Dennis
C. Blair. Part of my job as DNI is to develop a generation
of people who believe that collaborative behavior and enterprise-wide
integration is the normal way of business.
The Office of the Director of National
Intelligence (ODNI) launched the Intelligence Community Civilian
Joint Duty program in 2006, to instill a new model of collaboration
by requiring employees to serve a period of duty outside of their
parent agency as a prerequisite for senior level promotion. As
a result, Joint Duty personnel gain a deeper appreciation for,
and broader knowledge of, the inner workings of American intelligence,
and in the process, build the collaborative, information-sharing
networks so vital to todays post-9/11 intelligence mission.
Since its inception the program has facilitated
the creation of hundreds of information-sharing networks, encouraged
and institutionalized joint behavior, and led to increased collaboration
across the Intelligence Community. Today, more than 5,000 IC
employees have received Joint Duty assignment credit. All 16
agencies that comprise the Intelligence Community participate
in the program.
Underscoring the transformational importance
of this program, last September Harvard Universitys Ash
Institute for Democratic Governance and Innovations recognized
the Joint Duty program as one of six recipients of its prestigious
Innovations in American Government Award for 2008 from among
the over 1,000 programs nominated and considered. For more information

Leonard Leo Elected as Chairman of USCIRF
WASHINGTON, D.C. Leonard A. Leo, executive vice president
of the Federalist Society, was elected chairman of the United
States Commission for International Religious Freedom (USCIRF),
where he currently serves as a commissioner. He will take over
the year-long post from Felice Gaer on July 1.
Its a privilege to serve as
chairman, said Mr. Leo. It is my hope that, through
the Commission's continued work, we will help our government
spot and address the many challenges facing the freedom of religion
around the world. I look forward to working with my fellow commissioners
to ensure that this basic human right is recognized as an essential
and fully integrated component of any successful U.S. foreign,
economic, or national security policy strategy.
Mr. Leo was appointed to USCIRF by President
George W. Bush in 2007. As a commissioner, he has travelled to
Saudi Arabia, Iraq, Nigeria, Sudan, and Vietnam to assess religious
freedom violations in those countries.
Mr. Leo holds degrees from Cornell University
and Cornell Law School. His experience with public diplomacy
includes having served on delegations to the UN Commission on
Human Rights, UNESCO, OSCE, WIPO, and the World Health Organization.
Mr. Leo is a member of the Sovereign Military
Order of Malta, a Catholic knighthood founded in 1050 that today
emphasizes medical charity to the ill and disabled. He also serves
on a number of charitable and public policy boards, including
Ave Maria School of Law and the National Catholic Prayer Breakfast.
In his two years on the Commission,
Leonard Leo has repeatedly manifested his commitment to advancing
the freedom of thought, conscience, and religion or belief by
his active participation in the work of the Commission, travelling
to some of the most difficult places around the world, and advocating
in Washington and abroad for stronger U.S. policies, said
Ms. Gaer. I am grateful he is willing to serve as Chair
and provide leadership to the Commission in the coming year.
Unfortunately, severe violations of religious freedom remain
widespread. The Commission will greatly benefit from the intense
concern and conviction that Leonard Leo brings to the subject.
Michael Cromartie, vice president of the
Ethics and Public Policy Center, and Elizabeth H. Prodromou,
professor of International Relations at Boston University, were
re-elected to serve in the positions of vice-chair.
Its wonderful that Elizabeth
Prodromou and Michael Cromartie have agreed to serve again as
Vice Chairs, providing the Commission important ongoing knowledge,
leadership, and continuity, said Ms. Gaer.
Also serving on the Commission are Don
Argue, chancellor at Northwest University; Imam Talal Y. Eid,
founder and director of religious affairs at the Islamic Institute
of Boston; Ms. Gaer, director, Jacob Blaustein Institute for
the Advancement of Human Rights at the American Jewish Committee;
Richard D. Land, president of the Southern Baptist Convention's
Ethics and Religious Liberty Commission; and Ms. Nina Shea, director
of the Center for Religious Freedom of the Hudson Institute.
USCIRF is an independent, bipartisan U.S.
federal government commission. USCIRF Commissioners are appointed
by the President and the leadership of both political parties
in the Senate and the House of Representatives. USCIRFs
principal responsibilities are to review the facts and circumstances
of violations of religious freedom internationally and to make
policy recommendations to the President, the Secretary of State
and Congress.
