Farms in the United States: Persistence Under Pressure
Ninety-one percent of U.S. farms are classified as smallgross
cash farm income (GCFI) of less than $250,000. About 60 percent
of these small farms are very small, generating GCFI of less
than $10,000. These very small noncommercial farms, in some respects,
exist independently of the farm economy because their operators
rely heavily on off-farm income. The remaining small farmssmall
commercial farmsaccount for most small-farm production.
Overall farm production, however, continues to shift to larger
operations, while the number of small commercial farms and their
share of sales maintain a long-term decline. The shift to larger
farms will continue to be gradual, because some small commercial
farms are profitable and others are willing to accept losses.

BTS Releases Freight Transportation Services
Index (TSI);
Freight Index was Unchanged in December from November
The Freight Transportation Services Index (TSI) was unchanged
in December from its November level, after one monthly increase,
the U.S. Department of Transportations Bureau of Transportation
Statistics (BTS) reported today.
BTS, a part of the Research and Innovative Technology Administration,
reported that though the Freight TSI declined 4.1 percent during
2009 the index increased 2.9 percent over the last seven months
of the year, beginning in June. For additional historical data,
go to http://www.bts.gov/xml/tsi/src/index.xml
The Freight TSI measures the month-to-month changes in freight
shipments in ton-miles, which are then combined into one index.
The index measures the output of the for-hire freight transportation
industry and consists of data from for-hire trucking, rail, inland
waterways, pipelines and air freight.
The December Freight TSI of 96.2 is a 2.9 percent increase from
the recent low of 93.5 reached in May. In May, the index was
at its lowest level since June 1997. The Freight TSI is down
14.8 percent from its historic peak of 112.9 reached in May 2006.

OCC Issues Consumer Advisory and Policy
Statement
Regarding Tax Refund-Related Products
WASHINGTON The Office of the Comptroller of the Currency
today released a consumer advisory and policy statement regarding
tax refund-related products, including refund anticipation loans.
Refund anticipation loans and similar products present particular
consumer protection and safety and soundness risks due to their
unique repayment and cost structures, and banks reliance
on third-party tax preparers to offer the products. The OCC consumer
advisory and policy statement clarify and enhance existing guidance
necessary to address those concerns.
The consumer advisory highlights alternatives taxpayers can use
instead of more expensive refund anticipation loan products.
It highlights the convenience, safety, and speed of direct deposit
over refund anticipation products. In addition to the consumer
advisory, the agency will sponsor public service advertisements
which will run in print and on the radio in English and Spanish
throughout the country highlighting the risks of using refund
anticipation loans and the benefits of opting for direct deposit.
The policy statement sets forth consumer protection and safety
and soundness expectations for national banks that offer tax
refund-related products. This policy statement specifies additional
new requirements relating to consumer disclosures, contract terms,
fees, and compliance verification procedures.
The OCC expects the policy to be implemented to the extent practicable
in 2010. For the enhanced consumer disclosures that may necessitate
revisions to forms currently in use, implementation is expected
for tax refund-related products offered in 2011. The OCC expects
that national banks will incorporate these terms into any new,
renewed, or revised contracts as appropriate.

The Federal Election Commission will host a roundtable workshop
on its new travel regulations Wednesday, February 24. FEC staff
will explain the new provisions governing use of noncommercial
aircraft by federal candidates and leadership PACs, and representatives
from the Congressional ethics committees will be on hand to review
rules for official travel by Members of Congress.
The workshop will be held from 9:30 to 11:00 a.m. at the Federal
Election Commission, 999 E St. NW, Washington, D.C. Attendance

that he has selected Paula J. Roberts to be the next associate
director of national intelligence/chief human capital officer
for the U.S. Intelligence Community.
Roberts currently serves as the director

Agency, where she has worked since 1978.

Secretary Chu to Join Sen. Udall and
Rep. Markey at Energy Summits in Colorado
Washington, DC US Energy Secretary Steven Chu will travel
to Colorado Friday, February 19, 2010, to participate in separate
energy forums with Senator Mark Udall and Representative Betsy
Markey.
Friday morning Secretary Chu and Rep. Markey will tour the Vestas
Wind Turbine Factory and highlight a year of Recovery Act efforts
and the progress made in support of green jobs and renewable
energy.
Later that afternoon Secretary Chu will meet with Senator Udall
at the University of Colorado Anschutz Medical Center to give
the keynote speech at the Senators energy summit. Secretary
Chu and Senator Udall will hold a press conference following
the summit.

Hoyer: Creation of Bipartisan Fiscal
Commission Key Step to Balancing the Budget
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
President Obama signed an executive order creating a bipartisan
fiscal commission led by former White House Chief of Staff Erskine
Bowles (D) and former Senator Alan Simpson (R). This action comes
a week after statutory pay-as-you-go legislation,
sponsored by Hoyer in the House, was enacted into law:
I have long supported the idea of
a bipartisan fiscal commission that will set a path toward balanced
budgets, and am pleased that President Obama took action today
and created one by executive order. Following the enactment of
statutory PAYGO, a fiscal commission is the next piece of our
effort to bring down the deficit and balance the budget
tasks that are critical for the long-term success of our nation.
Addressing our fiscal challenges
can only be accomplished if all ideas are put on the table to
be discussed, and both Democrats and Republicans approach the
work in a sincere manner. By giving the commission a broad mandate
to consider all parts of the budget without any preconditions,
and by selecting Erskine Bowles and Alan Simpson to lead the
commission, the Obama Administration has shown how seriously
they are treating the task ahead. Both men are highly respected
and bring the experience needed to make the commissions
work a success. I worked with Erskine Bowles on the Balanced
Budget Act of 1997, and know from experience that he is committed
to fiscal responsibility and has the ability to build the bipartisan
consensus that will be necessary to achieve the commissions
goals. And Alan Simpson has a well-earned reputation for rising
above petty politics while fighting strongly for his principles.
After the Administration reached
out to them for their ideas, Republicans have now seen that the
framework for the commission created today mirrors the bipartisan
Conrad-Gregg proposal. The Obama Administration has opened the
door for both parties to sit down and work together in a thoughtful,
substantive way, and I hope Republicans will reciprocate and
join us in this effort. Im encouraged that Senator Mitch
McConnell has said that he will recommend three Senators to serve
on the panel. Participation like this is a good development,
and will help ensure the commission reaches a recommendation
that has bipartisan support. I hope Minority Leader Boehner follows
in his footsteps and announces that he will also appoint nominees
soon.
The stakes are too high for this
to be a partisan effort. The current deficits we face are unsustainable,
and we cannot delay action.

in St. Louis, Missouri
WASHINGTON The Office of the Comptroller of the Currency
will host a workshop for directors of nationally chartered community
banks in St. Louis, Missouri, at the Hyatt Regency Riverfront,
March 23, 2010.
The workshop provides practical information that expands bank
directors' skills and understanding of issues facing their banks.
The workshops covers credit risk (Credit Risk: A Directors
Focus) and costs $65. Attendees receive pre-course reading
and course materials, an OCC telephone seminar CD, a community
bank supervision handbook, other supervisory material, a continental

Just over a year ago, thanks in part to
your organizing, President Obama was able to sign the American
Recovery and Reinvestment Act into law.
The Recovery Act wasn't a silver bullet,
but it's very good policy. It cut taxes for 95% of working families
to give them a leg up as they fight to get by. It invested in
our nation's infrastructure and clean energy. it gave tax breaks
to small businesses to help hire workers, and it helped out state
and local governments -- including local police departments like
the one in Englewood, Colorado, which was able to hire officers
like Eddie B., whose story is below.
We've got a lot more work to do. But as
many as 2.4 million Americans are working now who would otherwise
be unemployed, and we're breaking the back of the recession.
We put together a video
explaining where we were just one year ago, and what the Recovery
Act has done for our country. Watch it here.
In the three months prior to the Act, the
nation lost 2.2 million jobs. The financial system was collapsing,
and the "Great Recession" was being recognized for
what it was -- the worst economic downturn since the Great Depression.
But since the Act's passage, Americans
of all stripes have been able to get back to work. One example
of what the Recovery Act made possible is the story of Eddie
B., from Englewood, Colorado.
He graduated from police academy in 2009.
Without the Recovery Act, he and his classmates would have had
to wait for two years before being hired into the police department
-- but stimulus funds led to him being hired immediately. In
Eddie's words, "the President, with the Recovery Act, gave
me the opportunity to serve my community and help the people
I live with."
The success of the Recovery Act is composed
of millions of stories like Eddie's -- of folks getting to work
who wouldn't otherwise be in their jobs, families able to buy
their first home because of the homeowner's tax credit, and much
more.

A Quick Note About Tonight's LACYD Endorsement
Meeting

tonight's Los Angeles County Young Democrats endorsement meeting.
The event will held at the El Paseo Inn
on Olvera Street and will begin at 6:30pm, with the program starting

46 months in prison on charges involving a false invoice scheme

Energy Secretary Steven Chu to Travel to
the Middle East Next Week
Visit to Saudi Arabia, United Arab Emirates and Qatar to strengthen
and expand U.S. relationships across the region
WASHINGTON - Next week U.S. Energy Secretary Steven Chu will
travel to the Middle East to meet with senior government officials,
research and scientific leaders, and members of the private sector
as part of the Administration's efforts to continue strengthening
U.S. partnerships within the region. Secretary Chu will discuss
a range of energy issues, including energy security and the importance
of investing in a broad portfolio of energy technologies as part
of the global economic recovery.
Secretary Chu will visit Riyadh and Jeddah, Saudia Arabia; Abu
Dhabi, United Arab Emirates; and Doha, Qatar.
Riyadh, Saudi Arabia
On Monday, February 22, Secretary Chu will meet with Minister
of Petroleum and Mineral Resources Ali al Naimi and other government
leaders. He will also visit the King Abdulaziz City for Science
and Technology (KACST) to discuss the latest in energy technology
research and development. Secretary Chu will also deliver remarks
at the International Energy Forum Secretariat while in Riyadh.
Jeddah, Saudia Arabia
Secretary Chu will tour the King Abdullah University for Science
and Technology (KAUST) Tuesday, February 23, where he will meet
with the University's leadership.
Abu Dhabi, UAE
On Wednesday, February 24, Secretary Chu will meet with UAE Minister
of Energy Mohammed al Hamli and other government leaders. He
will also tour Masdar City, the world's first carbon-neutral
zero waste city, before delivering a speech to students and faculty
from the Masdar Institute for Science and Technology (MIST).
Doha, Qatar
On his final day of the trip, Thursday, February 25, Secretary
Chu meet with Abdullah al-Attiyah, Deputy Prime Minister and
Minister of Energy and Industy, as well as other government leaders.
He will also visit the Qatar Science and Technology Park and
Education City, a project of the Qatar Foundation that houses
educational and research facilities for school age to university
level students. Secretary Chu will address students, faculty
and staff at Education City.

Crime Family, and Anthony Arillotta, a made member of the Genovese

war.

Michael A. Mongelli, of New Hyde Park, New York, a former operations
manager of a transfer and recycling station in Plainfield, New
Jersey pled guilty to traveling and causing the travel in interstate

to travel in interstate commerce, and thereafter accepted bribe
payments from that individual on numerous occasions.

WASHINGTON, D.C. -- The Department of Homeland Security's Federal
Emergency Management Agency (FEMA) has opened the application
period for positions on the National Advisory Council (NAC).
The NAC, which is comprised of emergency management professionals,
meets quarterly to discuss, deliberate, and make recommendations
on FEMA plans and strategies. FEMA is seeking to fill 12 positions
on the council this year as some members’ terms end
on June 15. The positions will be for a term of three years.

The Mozilla Foundation has released multiple
security advisories to
address vulnerabilities in Mozilla Firefox, Thunderbird, and
SeaMonkey. Exploitation of these vulnerabilities may allow a
remote,
unauthenticated attacker to execute arbitrary code or bypass
security
restrictions.
US-CERT encourages users and administrators
to review the Mozilla
Foundation security advisories. Firefox users may upgrade to
version
3.0.18, 3.5.8, or 3.6 to help mitigate the risks. Thunderbird
users
should upgrade to version 3.0.2, and SeaMonkey users should upgrade
to
version 2.0.3 once those updates are released by the vendor.
