signing of the Recovery Act, like clockwork we're seeing opponents
of the bill on the attack on cable TV and in the newspaper. That's
no surprise. What is surprising, though, is that many of these
very same Members who voted against the bill and take every opportunity
to go on national television and attack it have actually celebrated
and taken credit for Recovery Act money making an impact in their
own districts.

hypocrisy by Republicans
At least 116 Republican governors, senators,
and representatives have spent the past year railing against
the Recovery Act, while simultaneously requesting funds to create
jobs in their districts and taking credit for projects at ribbon-cutting
ceremonies.
As the independent PolitiFact put it, they're
trying "have their cake... and vote against it too."
They know the Recovery Act is creating jobs, but they think attacking
it will bring them victory in the 2010 elections.
Not so fast. We're preparing to meet every
hypocritical attack with press conferences in states across the
nation and a rapid-response program to fact check every lie.
But we need your help to make it happen.

Today is the anniversary of the President
signing the American Recovery and Reinvestment Act that has saved
or created at least 2 million jobs, cut taxes for 95 percent

Joe Wilson, who told the Department of Agriculture that the money

he's so often attacked on TV.

while Virginia Rep. Eric Cantor sought funds for a high-speed
rail project in Virginia to create jobs.

that we're not out of the woods yet, and he's focused on creating

of leadership.

in a hypocritical campaign of attacks -- and they're proving

AHRQ will be conducting a two-day hands-on
MEPS Data User Workshop in Rockville, MD, on April 26-27, 2010.
Day 1 of this workshop will consist of lectures designed to provide
a general overview of the Medical Expenditure Panel Survey (MEPS)
including information about the survey design, file content,
and the construction of analytic files using data from the Household
Component. Particular emphasis will be on health care utilization,
expenditures, and medical conditions.
On Day 2, participants will apply the knowledge gained from the
previous day's lecture to formulate a research plan that utilizes
the various MEPS-HC files and linkage capabilities. A PC will
be available for each participant.
After attending this workshop, each participant will be able
to construct an analytic file and begin to conduct analyses.
A basic knowledge of SAS programming is desirable. Programmers
and AHRQ staff will be available to provide assistance.

upcoming Automated Export System Compliance Seminar in Miami,
Florida. Mr. Gerry Horner, speaking on behalf of BIS, will discuss
the process for determining licensing requirements for dual use
items and how exports of these items are properly reported in

Good Morning,
A year ago, President Obama signed the
Recovery Act, a bold initiative not only to rescue our country
from a potential second Great Depression but also to build a
new economic foundation for the future of our Nation. At that
time, we were in an economic freefall -- hemorrhaging more than
700,000 jobs a month with the middle class under assault and
financial institutions on the brink of collapse.
One year later, Ive prepared a report
for the President on the impact of the Recovery Act. Even though
we have much more to do, the evidence is clear: the Recovery
Act is working.
Before I give you the hard facts, take
a look
at this video featuring several Mayors -- officials on the
front lines of this economic crisis -- who discuss the impact
of the Recovery Act.
Now here are some facts from the report
I hope youll share far and wide:
2 Million Jobs: Public and private forecasters ranging from the
Council of Economic Advisors to Moodys Economy and IHS
Global now say the Recovery Act is responsible for about 2 million
jobs nationwide.
Economic Growth: We recently learned that our economy grew 5.7
percent in the fourth quarter -- the biggest gain in six years
that many economists say is largely due to the Recovery Act.
Tax Relief: The Recovery Act provided over $100 billion in tax
relief for American businesses and families.
Aid to Small Businesses: This past year, the Recovery Act supplied
over 42,000 small business loans that provided nearly $20 billion
in much-needed capital.
Building a New Foundation: The Recovery
Act funded tens of thousands of projects nationwide this year
that are not only creating jobs right now, but also laying a
long-term foundation for economic growth, including investments
in high-speed rail, health technology, broadband, a smarter electrical
grid, clean cars and batteries, and renewable energy.

take a look at whats happening in your part of the country:
While weve made tremendous progress, our work is far from
finished. Many projects are just now getting underway that will
be creating jobs throughout 2010 and beyond. And on behalf of

every man or woman who wants a job can find one.
But one year in, the Recovery Act has helped
pull us back from the brink of economic disaster and is helping
lay a firm foundation for our economic recovery.

Dear Partners:
In September 2009, CDC launched the Public Health Grand Rounds,
a monthly series aimed to increase awareness of key scientific
and programmatic challenges in addressing major public health
issues.
The next session of CDCs Public Health
Grand Rounds, entitled Folic Acid in the Prevention of
Birth Defects, is on Thursday, February 18, at 9 a.m. (EST).
Every year, approximately 300,000 children
around the world are born with neural tube defects (NTD), a failure
of closure of the neural tube either in the cranial region or
along the spine that result in anencephaly and spina bifida respectively.
Infants born with anencephaly usually die within a few days of
birth, and those with spina bifida typically live with various
life-long disabilities and often experience mobility limitations.
Twenty years of rigorous research shows
that adequate consumption of folic acid before and during the
first trimester of pregnancy can prevent up to 50% - 70% of NTDs.
As a result, in 1996 the FDA mandated that all food products
made from enriched cereal grain flours be fortified with folic
acid. Although the number of NTDs in the United States have been
reduced by more than 30% since this mandate, there are still
populations in this country and worldwide that can benefit from
these safe and effective fortification programs.
This session of Public Health Grand Rounds
will focus on current efforts to further decrease the prevalence
of NTDs in the United States, as well as discuss much needed
global strategies to reduce the burden of NTDs worldwide through
mandatory fortification of staple foods with folic acid.

through a live

Hoyer Statement on One-Year Anniversary
of the American Recovery and Reinvestment Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
the one-year anniversary of the American Recovery and Reinvestment
Act:
A year ago today, with our country in the midst of its
greatest economic crisis in generations, President Obama signed
the American Recovery and Reinvestment Act, pivotal legislation
designed to soften the recessions blow and get our economy
back on the right track. A year later, the facts are clear: the
Recovery Act is working.
The Recovery Act has already worked to save or create as
many as 2.4 million jobs, according to the nonpartisan Congressional
Budget Office. In one year, the Recovery Act has provided $120
billion in tax cuts for 95% of working families as well as businesses
across the country; loaned nearly $20 billion to small businesses
to expand and create jobs; funded more than 12,500 transportation
projects nationwide; kept teachers, police officers, and firefighters
on the job; and accomplished much more.
Programs like those are working to turn our economy around.
Since President Obama took office, job losses have steadily decreasedfrom
an average loss of 726,000 per month in the last quarter of the
Bush Administration, to just 35,000 in the most recent quarter.
The Recovery Act also has our economy growing again: in the most
recent quarter, it grew at the fastest rate in six years. The
nonpartisan Center on Budget and Policy Priorities reports that
the Recovery Act is keeping more than 6 million Americans
out of poverty and reducing the severity of poverty for 33 million
more. And economists Carmen Reinhart and Kenneth Rogoff
found that America is recovering much more quickly than other
countries that faced similar financial crises.
All of that means real progress toward recoverybut
as long as our unemployment rate remains unacceptably high, it
is not enough. That is why Congress is working hard to pass a
jobs bill that can help small businesses hire workers and access
credit, as well as fund more vital projects to create jobs. We
hope to work with Republicans on bipartisan solutions to continue
creating jobs and strengthening our economy.

Arms Dealer Viktor Bout and American Co-Conspirator for Money
Laundering, Wire Fraud, and Conspiracy
FEB 17 -- (NEW YORK) DEA Acting Administrator Michele
M. Leonhart and Preet Bharara, the United States Attorney for
the Southern District of New York, announced today the unsealing
of an Indictment against international arms dealer VIKTOR BOUT,
and his associate RICHARD AMMAR CHICHAKLI, for allegedly conspiring
to violate the International Emergency Economic Powers Act ("IEEPA")
stemming from their efforts to purchase two aircraft from companies
located in the United States, in violation of economic sanctions
which prohibited such financial transactions.
The Indictment unsealed today also charges BOUT and CHICHAKLI
with money laundering conspiracy, wire fraud conspiracy, and
six separate counts of wire fraud, in connection with these financial
transactions.
"Viktor Bout was originally charged in March 2008 with conspiring
to kill Americans by selling millions of dollars worth of weapons
to Colombia-based narco-terrorists. Further investigation has
revealed additional criminal activities by Bout including money
laundering and wire fraud conspiracy. The additional charges
contained in the newly unsealed superseding indictment amply
illustrate the extraordinary breadth of Bout's deadly criminal
enterprise," said Leonhart.
BOUT has been in custody in Thailand since March 6, 2008. Since
BOUT's arrest, the United States has been actively pursuing his
extradition from Thailand on a separate set of U.S. charges.
Those charges allege that BOUT conspired to sell millions of
dollars worth of weapons to the Fuerzas Armadas Revolucionarias
de Colombia (the "FARC") -- a designated foreign terrorist
organization based in Colombia -- to be used to kill Americans
in Colombia. The United States has apprised Thai authorities
of the new charges against BOUT unsealed today and will continue
to work closely with them on this matter. The United States is
also coordinating with INTERPOL to locate and arrest CHICHAKLI.

Cisco has released three security advisories
to address
vulnerabilities.
Security advisory, cisco-sa-20100217-fwsm,
addresses a vulnerability
in the Cisco Firewall Services Module (FWSM) for the Cisco Catalyst
6500 Series Switches and Cisco 7600 Series Routers. Successful
and
repeated exploitation of this vulnerability could result in a
denial-of-service condition.
Security advisory, cisco-sa-20100217-asa,
addresses multiple
vulnerabilities in Cisco ASA 5500 Series Adaptive Security Appliances.
These vulnerabilities may allow an attacker to gain unauthorized
access to an affected system or cause a denial-of-service condition.
Security advisory, cisco-sa-20100217-csa,
addresses multiple
vulnerabilities in the Cisco Security Agent. These vulnerabilities
may
allow an attacker to execute arbitrary SQL commands, view and
download
arbitrary files, or cause a denial-of-service condition.
US-CERT encourages users and systems administrators
to review Cisco
security advisory cisco-sa-20100217-fwsm, cisco-sa-20100217-asa,
and
cisco-sa-20100217-csa and apply any necessary updates to mitigate
the
risks.

A Prayer for America
I offer these brief remarks today as a prayer for our country,
as a celebration of our country. With love of democracy. With
love of our country. With hope for our country. With a belief
that the light of freedom cannot be extinguished as long as it
is inside of us. With a belief that freedom rings resoundingly
in a democracy each time we speak freely. With the understanding
that freedom stirs the human heart and fear stills it. With the
belief that a free people cannot walk in fear and faith at the
same time. With the understanding that there is a deeper truth
in the unity of the United States. That implicit in the union
of our country is the union of all people, everywhere. That all
people are essentially one. That the world is interconnected
not only on the material level of economics, trade, communication,
and transportation; but interconnected through human consciousness,
through the human heart, through the heart of the world, through
the simply expressed impulse to be and to breathe free.
I offer this prayer for America.
Let us pray that our nation will remember
that the unfolding of the promise of democracy in our nation
paralleled the striving and accomplishment of civil rights. That
is why we must challenge the rationale of the Patriot Act. We
must ask why should America put aside guarantees of constitutional
justice?
How can we justify in effect canceling
the First Amendment and the right of free speech, and the right
to peacefully assemble?
How can we justify, in effect, the canceling
the Fourth Amendment, probable cause, the prohibitions against
unreasonable search and seizure?
How can we justify, in effect, canceling
the Fifth Amendment, nullifying due process, allowing for indefinite
incarceration without a trial?
How can we justify, in effect, canceling
the Sixth Amendment, the right to prompt and public trial?
How can we justify, in effect, canceling
the Eighth Amendment which protects against cruel and unusual
punishment?
We cannot justify widespread wiretaps and
internet surveillance without judicial supervision, let alone
with it.
We cannot justify secret searches without
a warrant.
We cannot justify giving the Attorney General
the ability to designate domestic terror groups.
We cannot justify giving the FBI total
access to any type of data which may exist in any system anywhere,
including medical and financial records.
We cannot justify giving the CIA the ability
to target people in this country for domestic intelligence and
intelligence surveillance.
We cannot justify a government which takes
from the people our right to privacy and then assumes for its
own operations a right to total secrecy.
The Attorney General recently covered up
a statue of Lady Justice showing her bosom as if to underscore
there is no danger of justice exposing herself in this administration.
Let us pray, oremus, that our nation's
leaders will not be overcome by fear. Because today there is
great fear in the Capitol. And this must be understood before
we can ask about the shortcomings of Congress in this current
environment.
The great fear began when we had to evacuate
the Capitol on September 11. It continued when we had to leave
the Capitol again when a bomb scare occurred as members were
pressing the CIA during a secret briefing. It continued when
we abandoned Washington during the anthrax scare, when anthrax,
possibly from a government lab, arrived in the mail. It continued
when the Attorney General declared a nationwide terror alert
and then brought the destructive Patriot Bill to the floor of
the House of Representatives. It continued in the release of
the Bin Laden tapes at the very same time the President was announcing
our country would withdraw from the ABM treaty.
It remains present in the cordoning off
of the Capitol. It is present in the camouflaged armed national
guardsmen who greet members of Congress each day we enter the
Capitol campus. It is present in the labyrinth of concrete barriers
through which we must pass each time we go to vote.
The trappings of a state of siege trap
us in a state of fear, ill-equipped to deal with the Patriot
Games, the Mind Games, the War Games of an unelected President
and his undisclosed Vice President.
Let us pray. Let us pray that our country
will stop this war. "To provide for the common defense"
is one of the formational principles of America. Our Congress
gave the President the ability to respond to the tragedy of September
11. We licensed a response to those who helped create the terror
of September 11th. But we the people and our elected representatives
must reserve the right to measure the response, to proportion
the response, to challenge the response, and to correct the response.
Because we did not authorize the invasion
of Iraq.
We did not authorize the invasion of Iran.
We did not authorize the invasion of North
Korea.
We did not authorize the bombing of civilians
in Afghanistan.
We did not authorize permanent detainees
in Guantanamo Bay.
We did not authorize the withdrawal from
the Geneva Convention.
We did not authorize military tribunals
suspending due process and habeas corpus.
We did not authorize assassination squads.
We did not authorize the resurrection of
COINTELPRO.
We did not authorize the repeal of the
Bill of Rights.
We did not authorize the revocation of
the Constitution.
We did not authorize national identity
cards.
We did not authorize the eye of Big Brother
to peer from cameras throughout our cities.
We did not authorize an eye for an eye.
Nor did we ask that the blood of innocent
people, who perished on September 11, be avenged with the blood
of innocent villagers in Afghanistan.
We did not authorize this administration
to wage war anytime, anywhere, anyhow it pleases.
We did not authorize war without end.
We did not authorize a permanent war economy.
Yet we are upon the threshold of a permanent
war economy. The President has requested a $45.6 billion increase
in military spending. All defense-related programs will cost
close to $400 billion.
Consider that the Department of Defense
has never passed an independent audit.
Consider that the Inspector General notified
Congress, recently, that the Pentagon cannot properly account
for $1.2 trillion - that's trillion - in expenditures. Correct,
that it cannot account for $1.2 trillion in transactions. Consider
that in recent years the Department of Defense could not match
$22 billion worth of expenditures to the items it purchased.
Consider that it has written off as lost billions of dollars
worth of in-transit inventory and stored nearly $30 billion worth
of spare parts it did not need.
Yet the Pentagon's budget grows with more
money for weapons systems to fight a cold war which ended, weapon
systems in search of new enemies to create new wars. This has
nothing to do with fighting terror. This has everything to do
with fueling a military industrial machine with the treasure
of our nation, risking the future of our nation, risking democracy
itself with the militarization of thought which follows the militarization
of the budget.
Let us pray for our children. Our children
deserve a world without end. Not a war without end. Our children
deserve a world free of the terror of hunger, free of the terror
of poor health care, free of the terror of homelessness, free
of the terror of ignorance, free of the terror of hopelessness,
free of the terror of policies which are committed to a world
view which is not appropriate for the survival of democratic
values, not appropriate for the survival of a free people, not
appropriate for the survival of a nation, not appropriate for
the survival of the world.
Let us pray that we have the courage and
the will as a people, and as a nation, to shore ourselves up,
to reclaim from the ruins of September 11th our democratic traditions.
Let us declare. Let us declare our love
of democracy. And declare our intent for peace.
Let us work to make nonviolence an organizing
principle in our own society.
Let us recommit ourselves to the slow and
painstaking work of statecraft, which sees peace, not war, as
being inevitable.
Let us work for a world where someday war
becomes archaic.
Let us work for a world where nuclear disarmament
is an imperative. This is the vision which the proposal to create
a Department of Peace envisions. Forty-three members of Congress
are now cosponsoring the legislation.
Let us work for a world where America can
lead the way in banning all nuclear weapons not only from our
land and sea and sky but from outer space itself. This is the
vision of HR 3616: A universe free of fear. Where we can look
up at God's creation in the stars and imagine infinite wisdom,
infinite peace, infinite possibilities. Not infinite war, because
we are taught that the kingdom will come on earth as it is in
heaven.
Let us pray. Pray that we have the courage
to replace the images of death which haunt us, the layers of
images of September 11th, faded into images of patriotism, spliced
into images of military mobilization, jump-cut into images of
our secular celebrations of the World Series, New Year's Eve,
the Super Bowl, the Olympics, the strobic flashes which touch
our deepest fears, let us replace those images with the images
of people working to rebuild their democratic institutions. With
images of the work of human relations. Of the work of reaching
out to people, helping our citizens here at home. Of lifting
the plight of people everywhere.
That is the America which has the ability
to rally the support of the world.
That is the America which stands not in
pursuit of an axis of evil, but which is itself the axis of hope
and faith and peace and freedom.
America, America. God shed grace on thee.
And crown thy good with brotherhood and sisterhood.
America, America. Long may Thy land be
bright with Freedom's holy light
America, America. Let us pray for our country.
Let us love our country. Let us defend our country not only from
the threats without but from the threats within.
America, America. Crown thy good. Not with
weapons of mass destruction. Not with invocations of an axis
of evil. Not through breaking international treaties. Not through
establishing America as king of a uni-polar world. But through
looking at America as a nation among nations and viewing the
world as an interconnected whole.
Crown thy good, America. Crown thy good
with sisterhood and brotherhood. And crown thy good with compassion
and restraint and forbearance and a commitment to peace and democracy
here at home and in the world. And a commitment to economic democracy
here at home and throughout the world.

Deere & Co. said Wednesday that its fiscal first-quarter
net profit rose 19% as it also lifted its profit forecast for
the year. Deere said its first-quarter profit was $243.2 million,
or 57 cents a share, compared to $203.9 million, or 48 cents
a share, a year earlier. Revenue for the quarter declined 6%
to $4.84 billion from $5.15 billion. Sales at its equipment operations
declined 7% to $4.24 billion. Analysts polled by FactSet had
been expecting earnings of 21 cents a share for the quarter on
sales of $4.22 million. The company said its equipment arm benefited

NEW YORK (MarketWatch) -- XTO Energy said Wednesday its fourth-quarter
earnings rose to $537 million, or 92 cents a share, from $351
million, or 61 cents a share, in the year-ago period. Total revenues
climbed to $2.3 billion from about $2 billion. Adjusted earnings
for the recent quarter were 93 cents a share. Analysts polled
by FactSet Research were looking for earnings of 86 cents a share,
on average. Shares of XTO Energy closed Tuesday at $46.51 each.

Come join the South Dakota Democrats this
Saturday, February 20 and Sunday February 21 to kick off the
campaign year with campaign training and toasting local legend
Sharon Stroschein.
The morning starts at 10:00am with the
State Central Committee Meeting. Please join us for a Lunch with
local State Legislators at noon. Lunch is followed by campaign
training with Steve Jarding at 1:00pm. A day of business is followed
by a rousing social that evening featuring a Roast of Sharon
Stroschein at 6:30pm.
Secretary of State Candidate Ben Nesselhuf will emcee the event.
All events will be at the Ramkota Hotel
in Aberdeen. Lunch will be $15 and the roast is $20. To RSVP,

Softball
Hey Dems,
The Texas State College Democrats have
been extremely active in this primary season and last night was
no different! We had a phonebank for the Bill White for Texas
campaign and made over 400 calls! That is awesome, but we must
keep up the hard work.
At todays meeting, we will welcome
David Mendoza, candidate for Hays County Court-at-Law Seat 1.
Mr. Mendoza has helped the College Democrats out in numerous
ways over the past year and it will be a pleasure to have him
come out and speak at 5:30pm in the LBJ Student Center 3-9.1.
In addition to talking about ways to get
involved on Democratic campaigns, getting involved in student
issues, discussing intramural softball, and talking politics,
we will also be signing-up volunteers for Bobcat Build!
Nominations for Historian will also be
open today. In order to be eligible for the position, you must
be a paid member and have two nominations (one can be from the
interested individual).
We will see you all tonight at 5:30pm in
room 3-9.1 in the LBJ Student Center.

In his first tweet, White House Press Secretary sought advice
from the Twitterverse.
Washington (CNN) It's the dirty secret of celebrity tweeting:
Many politicians and other high-profile types don't clack out
their own tweets.
Even President Obama has conceded that
his fingers are not behind his Twitter account: @BarackObama.
Not Robert Gibbs.
The White House press secretary was asked
during his daily press conference on Tuesday if he really tweeted
from his new account.
"Inexplicably, yes," Gibbs said.
Gibbs started tweeting under the name @PressSec on Saturday
and follows 149 people mostly journalists. "I've
enjoyed watching you all comment on women's figure skating and
ski jumping," Gibbs told the reporters.
@PressSec prominently states that it is an official White
House Twitter account, thus "comments & messages"
could be archived under the Presidential Records Act.
CNN Radio's Bob Costantini asked Gibbs
if his account, including the accounts he is following, are really
part of White House records. Gibbs said he was unsure and would
"check with the lawyers."
