A House subcommittee in 2009 held a hearing on legislation designed to apply criminal penalties to Presidents and executive officials who mislead Congress and the American people on the need to go to war. This article reviews examples from the Mexican War in 1846 to the Iraq War of 2003 where misleading and false statements from the executive branch led the country into war. The framers would not have been surprised by that pattern. It was for that reason they placed the decision to initiate war in Congress and the deliberative process, not in legislative deference to executive assertions.

The ruling stops the company's immediate plans to move the work to Singapore, Japan and the state of Georgiia. The contract expires on Dec.10, 2010. Sebelius Calls on Anthem Blue Cross to Publicly Justify 39 Percent Premium Increase

U.S. Department of Health and Human Services (HHS) Secretary Kathleen Sebelius today sent a letter to Anthem Blue Cross and called on the company to publicly justify its decision to raise premiums for its California customers by as much as 39 percent. In her letter, Sebelius notes that the parent company of Anthem Blue Cross, WellPoint Incorporated earned $2.7 billion in the last quarter of 2009.

Hoyer: House Will Not Hold Votes This Week

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today on the schedule for the U.S. House of Representatives:

“As a result of the inclement weather affecting Members’ ability to travel to Washington, DC this week, there will be no votes in the House for the remainder of the week. The change this week means that we will add two days to the schedule as we look to take action on a jobs bill and other critical measures. Therefore, the House will reconvene on Monday, February 22, one day earlier than previously scheduled. The House will now also be in session on Friday, February 26th.”

Eligibility for most VA benefits is based upon discharge from active military service under other than dishonorable conditions. Some VA benefits require service during wartime. Nominations open for civilian humanitarian award

RANDOLPH AIR FORCE BASE, Texas – Awards and decorations officials at the Air Force Personnel Center here are seeking nominations for the 2010 Zachary and Elizabeth Fisher Distinguished Civilian Humanitarian Award.

This award is presented annually to an individual or organization that has demonstrated exceptional patriotism, generosity, and selfless dedication to the members of the United States armed forces and their families through an outstanding humanitarian act or service.
Nominee criteria:
a. Individuals or organizations that are not employed by the Department of Defense and its components, or who were not employed during the period for which the award is recommended.
b. Individuals or organizations not having a commercial or profit-making relationship with the DOD or with a DOD component.
c. Individuals or organizations which have a commercial or profit-making relationship with the DOD, or with a DOD component, may be eligible if it can be shown that the contribution is substantially beyond that specified or implied within the terms of the contract that established the relationship, and the recognition is clearly in the public interest.
Organizations and base-level personnel must contact their major command, field operating agency, direct reporting unit or MAJCOM equivalent for applicable suspense dates and for additional information regarding nomination procedures.

Each MAJCOM, FOA, or DRU may submit one nomination for service performed in 2009. Completed nomination packages must be sent to AFPC by April 16, 2010.

Geo-Targeted Alerting System (GTAS) Demonstration

Join us Wednesday, February 10th, 12:00 Noon Eastern when our monthly DM Practitioner SIG Webinar will feature an introduction to the Geo-Targeted Alerting System (GTAS) by Dean Rychlik, Technical Requirements Manager with FEMA’s Integrated Public Alert and Warning System (IPAWS) program and Richard Jesuroga, Atmospheric Scientist with NOAA’s Earth System Research Laboratory (ESRL).

A joint development effort between ESRL and IPAWS, the GTAS project is a prototype implementation of the latest developments in plume modeling, high resolution weather models, and network enabled operations. GTAS uses the Common Alerting Protocol (CAP) for interoperable sharing of model results for display by CAP-compliant systems such as DM-Framework.
