Madam Chair and Members of the Committee:
Thank you for the opportunity to discuss
the employment and
unemployment data we released this morning.
The unemployment rate edged down to 10.0
percent in
November, and nonfarm payroll employment was essentially
unchanged (-11,000). Additionally, after revision, the estimates
of job loss for September and October were smaller than reported
last month. In November, job losses occurred in construction,
manufacturing, and information, while employment rose in
temporary help services and health care.
Construction employment fell by 27,000
over the month,
compared with an average monthly decline of 63,000 in the prior
6
months. In recent months, most of the decline has occurred in
the nonresidential components. In manufacturing, employment fell
by 41,000 in November, about in line with the trend over the
prior 4 months. There were notable job cuts over the month in
machinery, computer and electronic products, and printing. The
factory workweek rose by 0.3 hour and has increased by one full
hour since May. In November, employment in the information
industry declined by 17,000, with telecommunications accounting
for half of the loss.
Employment in temporary help services rose
in November. The
industry started the year with large job losses, averaging 69,000
per month through April. Recently, the industry has added jobs,
with gains averaging 48,000 per month in October and November.
Over the month, employment continued to
increase in health
care, with gains in home health care and hospitals. Since the
recession began, health care has added 613,000 jobs.
Average hourly earnings of production and
nonsupervisory
workers in the private sector were up by 1 cent in November to
$18.74. Over the past 12 months, average hourly earnings have
risen by 2.2 percent. From October 2008 to October 2009, the
Consumer Price Index for Urban Wage Earners and Clerical Workers
(CPI-W) declined by 0.4 percent.
Turning now to some measures from our household
survey, the
unemployment rate edged down from 10.2 to 10.0 percent in
November. The rate was 4.9 percent when the recession began in
December 2007. There were 15.4 million unemployed persons in
November, down slightly from the prior month.
The number of persons who were unemployed
because of job
loss declined in November. The number of long-term unemployed
continued to grow, rising by 293,000 over the month to 5.9
million.
The employment-population ratio held at
58.5 percent. When
the recession began, it was 62.7 percent. Among the employed,
the number of persons working part time in November who would
have preferred full-time work was little changed at 9.2 million.
Among those outside the labor force--that
is, persons
neither working nor looking for work--the number of discouraged
workers in November was 861,000, up from 608,000 a year earlier.
These individuals are not currently looking for work because
they
believe no jobs are available for them.
In summary, nonfarm payroll employment
was essentially
unchanged in November, and the unemployment rate edged down to
10.0 percent.

Private company investment brings total to nearly $1.3 billion
for 19 biorefinery projects to create jobs and new markets for
rural America
Washington, D.C. U.S. Department of Energy Secretary Steven
Chu and Agriculture Secretary Tom Vilsack today announced the
selection of 19 integrated biorefinery projects to receive up
to $564 million from the American Recovery and Reinvestment Act
to accelerate the construction and operation of pilot, demonstration,
and commercial scale facilities. The projects in 15 states
will validate refining technologies and help lay the foundation
for full commercial-scale development of a biomass industry in
the United States. The projects selected today will produce advanced
biofuels, biopower, and bioproducts using biomass feedstocks
at the pilot, demonstration, and full commercial scale. The projects
selected today are part of the ongoing effort to reduce U.S.
dependence on foreign oil, spur the creation of the domestic
bio-industry and provide new jobs in many rural areas of the
country.
Advanced biofuels are critical to building a cleaner, more
sustainable transportation system in the U.S. said Secretary
Chu. These projects will help establish a domestic industry
that will create jobs here at home and open new markets across
rural America.
Joining Secretary Chu, Agriculture Secretary Vilsack noted that
USDA Rural Development has selected San Diego, California based
Sapphire Energy to receive a loan guarantee for up to $54.5 million
through the Biorefinery Assistance Program to demonstrate an
integrated algal biorefinery process that will cultivate algae
in ponds, and will use dewatering and oil extraction technology
to produce an intermediate that will then be processed into drop-in
green fuels such as jet fuel and diesel. The actual project will
be constructed in Columbus, New Mexico.
The development of renewable energy is a critical component
of our efforts to rebuild and revitalize rural America,
said Secretary Vilsack. This Farm Bill program is instrumental
in increasing our energy independence and expanding new technologies
and markets for agricultural and environmental waste material.
The Biorefinery Assistance Program, authorized through the 2008
Farm Bill, promotes the development of new and emerging technologies
for the production of fuels that are produced from non-corn kernel
starch biomass sources. The program provides loan guarantees
to develop, construct and retrofit viable commercial-scale biorefineries
producing advanced biofuels. The maximum loan guarantee is $250
million per project. The loan guarantee will be subject to the
availability of funds and contingent upon Sapphire Energy meeting
the conditions of the loan agreement.
Of the nearly $564 million in Recovery Act funding announced
today, up to $483 million will go to 14 pilot-scale and 4 demonstration-scale
biorefinery projects across the country. The remaining $81 million
will focus on accelerating the construction of a biorefinery
project previously awarded funding. Collectively, these projects
will be matched with more than $700 million in private and non-Federal
cost-share funds, for total project investments of almost $1.3
billion.
The biofuels and bioproducts produced through these projects
will displace petroleum and accelerate the industrys ability
to achieve production targets mandated by the federal Renewable
Fuel Standard (RFS). These investments will help close the gap
between the production from the small number of biorefineries
currently in operation and the aggressive Renewable Fuel Standard
goals for cellulosic and advanced biofuels.

WASHINGTON, Dec. 4, 2009 - USDA's Risk
Management Agency (RMA), which administers the Federal crop insurance
program, today released the first draft of a proposed new Standard
Reinsurance Agreement between the Federal Crop Insurance Corporation
and the crop insurance companies which deliver the program nationally.
The 2008 Farm Bill authorized RMA to renegotiate the agreement
which was last negotiated for 2005.
The release of the first draft follows
months of preparatory discussions within RMA and between RMA
and the insurance companies to hear their concerns and gather
information needed to renegotiate the agreement. RMA expects
to notify the companies at the end of 2009 that the current agreement
will be canceled as of June 30, 2010, paving the way for this
new agreement to be signed by all parties.
"The Federal crop insurance program
is an important part of the safety net for producers and the
changes we are proposing will help protect farmers from higher
costs, rein in costs for taxpayers, improve access to crop insurance
and provide greater protection from crop losses," said Agriculture
Secretary Tom Vilsack. "When negotiations are complete,
we expect to have in place a stronger Federal crop insurance
program that helps producers better manage their risk and that
serves farmers in every region of the country."
The proposed new Standard Reinsurance Agreement
presented today includes six primary objectives which RMA hopes
to obtain in renegotiation of the agreement:
Maintains producer access to critical risk
management tools;
Align Administrative and Operating (A&O) subsidy to insurance
companies closer to actual delivery costs;
Provide a reasonable rate of return to insurance companies;
Protect producers from higher costs while equalizing reinsurance
performance across States to more effectively reach under-served
producers, commodities and areas;
Simplify provisions to make the SRA more understandable and transparent;
and
Enhance program integrity.
These objectives align with RMA's primary mission to help producers
manage the significant risks associated with agriculture. By
achieving these six objectives, the new SRA will ensure financial
stability for the program and the producers it serves, while
increasing the availability and effectiveness of the program
for more producers and making the program more transparent. The
new agreement will also provide insurance companies with greater
flexibility for their operations and financial incentives to
increase service to underserved producers and areas, while ensuring
that taxpayers are well-served by the program.
In preparation for these negotiations,
RMA contracted with an internationally known company, Milliman
Inc., to review historical rates of return and determine what
a reasonable rate of return is for the crop insurance industry.
This study shows that annual insurance industry payments have
doubled from $1.8 billion in 2006 to an estimated $3.8 billion
in 2009 based on the terms of the existing SRA. Meanwhile, the
number of total policies dropped slightly from 1.3 million in

Hoyer Statement on November Jobs Report
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the Department of Labor announced unemployment numbers for the
month of November:
Todays news that the unemployment
rate fell in November is an encouraging sign. While the number
of Americans out of work remains unacceptably high, a lower unemployment
rate is evidence that Democratic economic policies are meeting
success. Nearly a year after President Obama inherited the worst
economic crisis since the Great Depression, the nonpartisan Congressional
Budget Office reported this week that the Recovery Act has saved
or created more than one million jobs, while creating economic
growth for the first time in more than a year. So todays
news adds to the evidence that the economic growth spurred by
the Recovery Act has had a positive impact on jobs.
Those are reasons to be hopefulbut as long as so
many Americans remain out of work, the president and Congress
will not rest. Thats why President Obama held a jobs summit
yesterday to hear the best employment ideas from economic leaders
and American workers, and why Congress is considering the best
way to turn those ideas into jobs legislation. Though there are
still challenges ahead, today is further evidence that Democrats
economic policies are making a difference for average working
Americans.

USCIRF Regrets Swiss Minaret Ban
WASHINGTON, D.C. Today the U.S.
Commission on International Religious Freedom (USCIRF) expressed
profound regret over the adoption of an initiative in Switzerland
that institutes an outright prohibition on the construction of
minarets.
"The atmospherics surrounding passage
of the initiative were marked by appalling demonstrations of
bigotry, and this, when coupled with the fact that it institutes
an outright ban directed only at Muslims, raises serious questions
about how the initiative may contribute to suppressing freedom
of religion and discriminating against Muslims on account of
their beliefs," said USCIRF Chair Leonard Leo.
USCIRF is an independent, bipartisan U.S.
federal government commission. USCIRF Commissioners are appointed
by the President and the leadership of both political parties
in the Senate and the House of Representatives. USCIRFs

Secretary Chu Announces $3 Billion Investment
for Carbon Capture and Sequestration
$979 million to support new commercial-scale CCS technologies
Washington, DC US Energy Secretary Steven Chu announced
today the selection of three new projects with a value of $3.18
billion to accelerate the development of advanced coal technologies
with carbon capture and storage at commercial-scale. Secretary
Chu made todays announcement on a conference call with
Governor Joe Manchin, Senator Jay Rockefeller, and President
of American Electric Power Company, Inc., Mike Morris. These
projects will help to enable commercial deployment to ensure
the United States has clean, reliable, and affordable electricity
and power. An investment of up to $979 million, including funds
from the American Recovery and Reinvestment Act, will be leveraged
by more than $2.2 billion in private capital cost share as part
of the third round of the Departments Clean Coal Power
Initiative (CCPI).
By harnessing the power of science and technology, we can
reduce carbon emissions and create new clean energy jobs. This
investment is part of our commitment to advancing carbon capture
and storage technologies to the point that widespread, affordable
deployment can begin in eight to ten years, said Secretary
Chu.
Throughout our history, West Virginia has been a leader
in energy and we have helped to power the growth of our nation,
said Governor Joe Manchin. West Virginia continues that
leadership as we find ways to more cleanly and efficiently use
our natural resources. Clean coal solutions are possible and
attainable - and that is evident by all of the supporters behind
this project. This is so crucial to move this state and nation
forward.
I am thrilled to announce this substantial funding - because
this is about securing a prosperous economic future for West
Virginia, said Senator Rockefeller. Coal has and
always will be an enormous part of our West Virginia soul and
when we invest in new technologies that make it better and cleaner,
we are taking control our future - and that is the key. I firmly
believe that these types of technology developments will help
in reversing the recent trend of uncertainty in the coal industry
and inspire further investment in coal. This funding is a critical
down payment for West Virginia's economy, and it's only the beginning.
These Federal stimulus dollars for carbon capture and storage
will help ensure that West Virginia coal continues to heat and
light our homes and businesses for many years to come. Clean
coal can be a green, competitive 21st Century fuel, added
Senator Robert C. Byrd.
Projects announced today demonstrate advanced coal-based technologies
that will capture and sequester or put to beneficial use carbon
emissions. The selections demonstrate technologies that:
· make progress toward a target CO2 capture efficiency
of 90%;
· make progress toward a capture and sequestration goal
of less than 10% increase in the cost of electricity for gasification
systems and less than 35% for combustion and oxycombustion systems;
· capture and sequester or put to beneficial use an amount
of CO2 emissions in excess of the minimum of 300,000 tons per
year required by CCPI.
The Clean Coal Power Initiative Round III was created in 2005
to reduce the time it would take for low-emission coal technologies
to be ready for commercial use. Todays awards are the second
installment of projects awarded under CCPI Round III. Two projects
were previously selected under CCPI Round III in July 2009 to
receive $408 million in DOE funds.
Clean Coal Power Initiative Round III selections announced today
include:
· American Electric Power Company, Inc. (Columbus, OH):
Project Title: Mountaineer Carbon Dioxide Capture and Storage
Demonstration.
American Electric Power (AEP) will design, construct and operate
a chilled ammonia process that is expected to effectively capture
at least 90 percent of the CO2 (1.5 million metric tons per year)
in a 235 megawatt flue gas stream at the existing 1,300 megawatt
Appalachian Power Company (APCo) Mountaineer Power Plant near
New Haven, WV. The captured CO2 will be treated, compressed,
and then transported by pipeline to proposed injection sites
located near the capture facility. During the operation phase,
AEP plans to permanently store the entire amount of captured
CO2 in two separate saline formations located approximately 1.5
miles below the surface. The project team includes AEP, APCo,
Schlumberger Carbon Services, Battelle Memorial Institute, CONSOL
Energy, Alstom, and an advisory team of geologic experts. (DOE
share: $334 million; project duration: 10 years)
· Southern Company Services, Inc. (Birmingham, AL)
Project Title: Southern Company Carbon Capture and Sequestration
Demonstration
Southern Company Services (SCS) will retrofit a CO2 capture plant
on a 160 megawatt flue gas stream at an existing coal-fired power
plant, Alabama Powers Plant Barry, located north of Mobile,
AL. The captured CO2 will be compressed and transported through
a pipeline, and up to one million metric tons per year of CO2
will be sequestered in deep saline formations. Southern Company
Services will also explore and utilize potential opportunities
for beneficial use of the CO2 for enhanced oil recovery. In addition
to SCS, the project team includes Mitsubishi Heavy Industries
America, Schlumberger Carbon Services, Advanced Resources International,
the Geological Survey of Alabama, EPRI, Stanford University,
the University of Alabama, AJW Group, and the University of Alabama
at Birmingham. (DOE share: $295 million; project duration: 11
years)
· Summit Texas Clean Energy, LLC (Bainbridge Island, WA)
Project Title: Texas Clean Energy Project (TCEP)
Summit Texas Clean Energy, LLC will integrate Siemens gasification
and power generating technology with carbon capture technologies
to effectively capture 90% of the carbon dioxide (2.7 million
metric tons per year) at a 400 megawatt plant to be built near
Midland-Odessa, TX. The captured CO2 will be treated, compressed
and then transported by CO2 pipeline to oilfields in the Permian
Basin of West Texas, for use in enhanced oil recovery (EOR) operations.
The Bureau of Economic Geology (BEG) at the University of Texas
will design and assure compliance with a state-of-the-art CO2
sequestration monitoring, verification and accounting program.

Mid America Oil & Gas, LLC, was indicted in Nashville, Tennessee
on charges stemming from a multi-million dollar investment scheme
he allegedly perpetrated from approximately December 2004 to
August 2006.

York Police Officer, Associate Charged with Drug and Extortion
Offenses

New York City Police Department Officer Juan Acosta and his associate,
Yorick Rafael Corniel-Perez, were arrested on charges stemming
from their participation in cocaine distribution and extortion
crimes. Acosta was also charged with unlawfully possessing a
firearm in furtherance of the narcotics and extortion offenses.

Himmel Corporation, was sentenced in Manhattan federal court

of the Ocean County Democratic Party, pled guilty in federal
court, admitting that he accepted two corrupt cash payments from
a cooperating government witness in exchange for a promise to

witness with development interests.
