FORMATION OF THE KUIGGLUGMIUT TRIBAL CONSERVATION DISTRICT IN
ALASKA
Joint Initiative to Promote Conservation
Practices on Tribal Lands
BETHEL, Alaska, August 12, 2009 -- Agriculture
Secretary Tom Vilsack today announced the formation of a new
Tribal Conservation District. Located in Kwethluk, Alaska, the
new Kuigglugmiut Tribal Conservation District (KTCD) will work
with local landowners and the USDA's Natural Resources Conservation
Service (NRCS) to develop a land management plan based on the
tribe's traditional conservation practices.
"I am honored to sign this agreement
to form a new Tribal Conservation District which is important
to the protection of local natural resources, economic stability,
and the well-being of the Kwethluk Tribe," Visack said.
"Building stronger relationships with tribes across the
nation by establishing agreements like this will also help us
to be better stewards of our natural resources."
With the signing of the agreement, the
KTCD becomes the third tribal conservation district in Alaska
and the thirty-third tribal conservation district recognized
by USDA.
Nationally, NRCS provides conservation
programs and technical services to American Indians, Alaska Natives
and Tribal governments through 45 full-time and 30 part-time
field offices on Indian lands and through numerous other field
offices located off of Indian lands.
NRCS also works with the Intertribal Agricultural
Council (IAC) and Indian Nations Conservation Alliance (INCA)
to form government-to-government partnerships.
The Organized Village of Kwethluk is located
12 air miles east of Bethel, Alaska on the Kuskokwim River. Kwethluk
has nearly 700 residents and a subsistence-based economy.

Four Cabinet Secretaries Bring Largest Cabinet-Level Delegation
in States History
WASHINGTON D.C. Four Cabinet Secretaries
brought the Obama Administrations Rural Tour to rural Alaska
today, with stops in Bethel and Hooper Bay, representing the
largest Cabinet-level delegation to visit the state. Energy Secretary
Steven Chu, Housing and Urban Development Secretary Shaun Donovan,
Education Secretary Arne Duncan, and Agriculture Secretary Tom
Vilsack held a public forum and indivdual stakeholder meetings
in Bethel. The Secretaries toured a school, a housing development
and wind turbines in Hooper Bay, a coastal fishing village.
President Obama announced the launch of his Administrations
Rural Tour in June. This summer, top Administration officials
and Cabinet Secretaries are fanning out across the nation to
hold a series of discussions on how communities, states, and
the federal government can work together to help strengthen rural
America.
Throughout the day in Alaska, the Secretaries took time to hear
the diverse set of challenges and opportunities facing Bethel
and Hooper Bay, share some of the Administrations ideas
about how to nurture strong, robust, and vibrant rural communities.
And, after hearing from the people, they will report back to
the President about the state of rural Alaska, and what the Administration
can do to strengthen it.
"It is important for the Obama Administration to hear firsthand
about Alaska's unique energy challenges and opportunities. We
are here to listen to Alaska's needs so that the federal government
can be a partner in helping find solutions," said Energy
Secretary Chu.
My goal is to not only see for myself the challenges faced
by the Bethel and Hooper Bay communities and whats being
done to face them, but also to bring back to Washington the kind
of change we so clearly need at a moment like this, said
HUD Secretary Donovan. And we are already beginning to
address some of the unique housing challenges. I am thrilled
to announce that weve made available $132 million to communities
in Alaska and across the country the final installment of funding
for the Native American Housing Block Grant Program under the
Recovery Act, $5 million of which is going to Bethel.
"This has been a remarkable experience to listen and learn
from students, teachers, and parents. This was an opportunity
to learn what's working and not working," said Education
Secretary Arne Duncan. "We need to help schools get dramatically
better. We need to increase high school graduation rates and
reduce dropout rates in Alaska and across this nation. I also
believe we must educate our way to a better economy and through
the Recovery Act, the Obama Administration is investing unprecedented
resources to improve educational opportunities in Alaska, with
over $200 million invested in the state for education."
To overcome challenges and be successful in a new, 21st
century economy, President Obama has asked that we reach out
to people in rural communities across the country to listen,
learn and facilitate problem-solving, said Agriculture
Secretary Vilsack. It is critically important to hear the
thoughts, concerns and stories about Alaskas vision for
its future and to collect ideas about how USDA can better serve
these communities.
Bethel is the largest community in Western Alaska, with just
under 6,000 people. Bethel has served as a trading, transportation
and distribution center for the region, which has attracted Natives
from surrounding villages. As the regions hub, the Secretaries
chose this location to hold a public forum and stakeholder breakout
sessions with representatives from their respective issue-areas
and from across the Western Alaska region.
Hooper Bay is a small village in Western Alaska with a population
of about 1,000 people. On August 3, 2006, a fire destroyed thirty-five
structures including twelve homes, an elementary school and high
school, a teacher housing complex, stores, offices and storage
shelters. The fire left 70 people homeless. The Secretaries visited
the towns new school; a 19 unit multi-family affordable
housing project that is currently under construction by Association
of Village Council Presidents Regional Housing Authority; and,
three wind turbines, which will be opened in fall 2009 and will
displace about 24% of the energy normally generated by diesel.
The entire rural tour will provide an opportunity for the Obama
Administration to listen to diverse voices throughout rural America,
and to highlight its broader vision for growth and prosperity
in these regions of the country. All Americans can follow the

Hi fellow Democrats,
Class is just around the corner and I know what you are thinking...
"I don't want to go back to school". But I have an
exciting opportunity for you. Many of you need an internship
to graduate or can substitute an internship for an upper level
class if you speak with your advisor, and I have a GREAT internship
for you.
Tom Schieffer is running for governor of
the State of Texas and he is looking from our organization to
find highly motivated interns for the Spring and Fall semesters.
As you know, we are getting very close to turning Texas blue,
and if elected, Schieffer would be the first Democratic governor
since Ann Richards. We need to elect more Democrats in Texas
from Constable to Governor. The internship is in South Austin
so you need access to a vehicle and a lot of energy. For those
of you who have already worked on campaigns, you know that it
is exciting, usually flexible, and highly rewarding.

New AHRQ Evidence Report on Community Health
Worker Effectiveness Available
A new AHRQ evidence report says that community health workers
can improve appropriate use of some cancer screening services
among minority and low-income patients and may improve their
health knowledge. However, the report could not determine other
ways these workers impact health behaviors, health outcomes,
or utilization of other health services because of conflicting
or absent study findings.

Microsoft has released an update to address
vulnerabilities in
Microsoft Windows, Office, Visual Studio, ISA Server, BizTalk
Server,
Remote Desktop Connection Client for Mac, and .NET Framework
as part
of the Microsoft Security Bulletin Summary for August 2009. These
vulnerabilities may allow an attacker to execute arbitrary code,
operate with escalated privileges, or cause a denial-of-service
condition.
US-CERT encourages users and administrators
to review the bulletins
and follow best-practice security policies to determine which
updates
should be applied.

Trains Young Muslim Leaders for the U.S. State Department's International
Visitors Program
USIP's Mary Hope Schwoebel and Jackie Wilson conducted a day-long
training workshop at USIP for the State Department's International
Visitors Program. The participants in this program were young
Muslim leaders from 12 Sub-Saharan African countries. The training
program covered the topic of interfaith peacebuilding, and focused
on communication, leadership and conflict resolution skills.
Participants also viewed a documentary on interfaith peacebuilding
in Nigeria entitled "The Iman and the Pastor" which
is in part a USIP grant product.

Ahead of Afghanistan's national elections on August 20, the Obama
administration's new counterinsurgency strategy faces intense

David Kilcullen, an incoming adviser to the top U.S. general
in Afghanistan, and Andrew Wilder, former director of the Afghanistan
Research and Evaluation Unit (AREU), offered a somber assessment
of the next two years of the war. Kilcullen and Wilder also discussed
current efforts in Afghanistan, exploring the links between successful
counterinsurgency operations, economic development and state-building
efforts.

WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today on
the passing of Eunice Kennedy Shriver:
The world mourns a great loss today with the passing of
Eunice Kennedy Shriver. She was a tireless advocate for millions
of people worldwide with intellectual disabilities. Her lifelong
work enhanced their lives, and her efforts to promote acceptance
have improved our society by fundamentally changing our understanding
and increasing our knowledge.
Eunice Kennedy Shriver will long be remembered for founding
the Special Olympics, a movement that showcases and celebrates
the abilities and talents of those with intellectual disabilities.
This program, through her efforts, has done more to promote inclusion,
understanding, and respect than anything before.
Her legacy lives on through the countless individuals who
are able to lead the full, productive lives that everyone has
a right to. My thoughts are with her family and friends, and
hope they are comforted by the fact that we all join them in
celebrating a life that touched so many.

Microsoft has released updates to address
vulnerabilities in
Microsoft Windows, Windows Server, Office Web Components and
Remote
Desktop Connection for Mac.
I. Description
Microsoft has released multiple security
bulletins for critical
vulnerabilities in Windows, Windows Server, Office Web Components,
and Remote Desktop Connection for Mac. These bulletins are
described in the Microsoft Security Bulletin Summary for August
2009.
Microsoft Security Bulletin MS09-037 includes
updates for Microsoft
components to address vulnerabilities in the Active Template
Library (ATL). Vulnerabilities present in the ATL can cause
vulnerabilities in the resulting ActiveX controls and COM
components. Any ActiveX control or COM component that was created
with a vulnerable version of the ATL may be vulnerable, including
ones distributed by third-party developers.
Developers should update the ATL as described
in the previously
released Microsoft Security Bulletin MS09-035 in order to stop
creating vulnerable controls. To address vulnerabilities in
existing controls, recompile the controls using the updated ATL.
Further discussion about the ATL vulnerabilities can be found
in
the Microsoft Security Advisory 973882.
II. Impact
An attacker may be able to execute arbitrary
code, in some cases
without user interaction.
III. Solution
Apply updates from Microsoft Microsoft
has provided updates for
these vulnerabilities in the Microsoft Security Bulletin Summary
for August 2009. The security bulletin describes any known issues
related to the updates. Administrators are encouraged to note
these
issues and test for any potentially adverse effects. Administrators
should consider using an automated update distribution system
such
as Windows Server Update Services (WSUS).
