was issued today by the Bureau of Labor Statistics. Highlights are below.

The U.S. Import Price Index rose 0.5 percent in March. A 10.5 percent increase
in import petroleum prices more than offset a 0.7 percent decline in the price index for
nonpetroleum imports. In contrast, export prices fell in March, decreasing 0.6 percent.

If you cannot pay the full amount of taxes you owe by the April deadline, you should still file your return by the deadline and pay as much as you can to avoid penalties and interest. There are also alternative payment options to consider:
Additional Time to Pay Based on your circumstances, you may be granted a short additional time to pay your tax in full. The IRS is sometimes able to allow a brief additional amount of time to pay in order to facilitate tax debt repayment. A brief additional amount of time to pay can be requested through the Online Payment Agreement application at IRS.gov or by calling 800-829-1040. Taxpayers who request and are granted an additional 30 to 120 days to pay the tax in full generally will pay less in penalties and interest than if the debt were repaid through an installment agreement over a greater period of time.
Installment Agreement You can apply for an IRS installment agreement using our Web-based OPA application on IRS.gov. This Web-based application allows taxpayers who owe $25,000 or less in combined tax, penalties and interest to self-qualify, apply for, and receive immediate notification of approval. You can also request an installment agreement before your current tax liabilities are actually assessed by using OPA. Interior Secretary Ken Salazar Announces Major Boating Grants for 11 States

Secretary of the Interior Ken Salazar today announced more than $12.5
million in competitive grants that will be awarded to 11 states ranging
from California to Maine for 14 boating infrastructure projects. The
grants, which will help fund construction of docks, boat slips and other
facilities to support recreational boating, are made available through the
U.S. Fish and Wildlife Service’s Boating Infrastructure Grant (BIG)
program.

“Boating is one of our country’s favorite pastimes, and the Boating
Infrastructure Grant program greatly enhances recreational opportunities
while conserving America’s aquatic natural resources,” said Secretary
Salazar. “Spending by boaters provides significant revenues for business
owners and employees in every state. This program, funded by boaters, is a
prime example of the direct economic benefits boating can bring to local
economies.”

Funding for the BIG program comes from the Sport Fishing and Boating Trust
Fund, formerly known as the Aquatic Resources Trust Fund, which is
supported by excise taxes on certain fishing and boating equipment and boat
fuels. The Service will also release approximately $3 million to 40 states
willing to match a smaller, non-competitive grant program known as BIG Tier
One funding.

Boating Infrastructure Grant funds are used to construct, renovate and
maintain tie-up facilities with features for transient boats (those staying
10 days or less) that are 26 feet or more in length and cannot be
transported by trailer. The funds are also used to produce and distribute
information and educational materials about the program.

A panel of representatives from the Service, as well as a committee from
the Sport Fishing and Boating Partnership Council, reviewed and ranked the
BIG proposals. The Council is a federally chartered body that advises the
Secretary of the Interior and the Service on recreational fishing and
boating issues.

The Service received a total of 31 proposals from 14 states for these
competitive grants. The 14 winning proposals for competitive grants
include:

California: The California Department of Boating and Waterways, in
cooperation with the City of Redondo Beach, will receive $250,000 and match
that amount to add 50 transient mooring facilities at King Harbor.

The California Department of Boating and Waterways, in cooperation with the
City of Avalon, will receive $1 million and match that amount with more
than $1.1 million to provide a new fuel pier facility and expand the
existing transient dingy dock by 50 feet to serve transient boaters.

Florida: The Florida Fish and Wildlife Conservation Commission, in
cooperation with the City of West Palm Beach, will receive $500,000 and
match that amount with more than $1.4 million to provide transient tie-up
facilities for up to 37 vessels along the Atlantic Intracoastal Waterway in
downtown West Palm Beach. The proposed project complements ongoing
waterfront development in West Palm Beach.

Illinois: The Illinois Department of Natural Resources, in cooperation with
the Chicago Park District, will receive $3.1 million and match that amount
with nearly $32 million to construct 125 slips and associated amenities for
transient boats along the Lake Michigan waterfront in Chicago. The
proposed project is part of a major project to provide seasonal and
transient marina infrastructure.

Maine: The Maine Department of Transportation, in cooperation with Dolphin
Marina, will receive more than $363,000 and match that amount with more
than $134,000 to construct 20 transient moorings and 16 transient slips and
renovate amenities for transient boaters.

Mississippi: The Mississippi Department of Marine Resources, in cooperation
with Long Beach Port Commission, will receive more than $965,000 and match
that amount with nearly $483,000 to construct guest moorage for 8 transient
vessels.

North Carolina: The North Carolina Department of Environment and Natural
Resources, in cooperation with the Town of Plymouth, will receive $106,000
and match that amount with $44,000 to construct 9 transient boat slips on
town property.

The North Carolina Department of Environment and Natural Resources, in
cooperation with the Town of New Bern, will receive nearly $647,000 and
match that amount with nearly $736,000 to construct a new marina on town
property and include 14 transient boat slips and associated facilities for
transient boater use.

The North Carolina Department of Environment and Natural Resources, in
cooperation with Morehead City, will receive more than $504,000 and match
that amount with more than $318,000 to increase public waterfront access
through construction of 10 transient boat slips.

Ohio: The Ohio Department of Natural Resources, in cooperation with the
Village of Put-In-Bay, will receive more than $2.2 million and match that
amount with more than $1.3 million to replace or renovate 905 feet of
existing docks, construct 590 feet of new floating docks, and install new
lighting hook-ups, electrical, water and fire protection improvements on
all existing and proposed docks for transient boaters.

Pennsylvania: The Pennsylvania Fish and Boat Commission, in cooperation
with the Department of Conservation and Natural Resources, the City of
Pittsburgh, the Heinz Endowment and the Laurel Foundation will receive
nearly $1 million and match that amount with more than $1 million to
construct docking space for 16 transient vessels. The proposed project
will complement ongoing efforts to provide public access to cultural and
recreational opportunities in downtown Pittsburgh.

Texas: The Texas Parks and Wildlife Department, in cooperation with the
City of Aransas Pass, will receive nearly $666,000 and match that amount
with more than $285,000 to construct 24 slips for transient boats ranging
from 26 to 60 feet or greater in length and 7 slips for transient boats 100
feet or over.

Virginia: The Virginia Department of Health, in cooperation with the Town
of Cape Charles, will receive nearly $344,000 and match that amount with
more than $358,000 to add 22 transient boat slips, alongside berthing for
larger yachts, and supporting facilities to the town’s harbor marina.

Washington: The State of Washington Recreation and Conservation Office, in
cooperation with the City of Tacoma, will receive nearly $765,000 and match
that amount with nearly $255,000 to construct 400 lineal feet of concrete
float, and install utilities for transient moorage of boats over 26 feet.

WASHINGTON - The Obama administration said Wednesday it will participate directly in group talks with Iran over its suspect nuclear program, another significant shift from President George W. Bush's policy toward a nation he labeled part of an axis of evil.

Need More Time to File?
If you can't meet the April filing deadline to file your tax return, you can get an automatic six month extension of time to file from the IRS.
Here is what you need to know about filing an extension:
An extension will give you extra time to get your paperwork to the IRS, but it does not extend the time you have to pay any tax due. You will owe interest on any amount not paid by the April deadline, plus a late payment penalty if you have not paid at least 90 percent of your total tax by that date.
If your return is completed but you are unable to pay the full amount of tax due, do not request an extension. File your return on time and pay as much as you can. The IRS will send you a bill or notice for the balance due. To apply online for a payment agreement, go to IRS.gov and use the pull-down menu under “I need to …” and select “Set Up a Payment Plan.” If you are unable to make payments, call the IRS at 800-829-1040 to discuss your payment options.
Request an extension to file by submitting Form 4868, Application for Automatic Extension of Time to File U.S. Individual Income Tax Return, with the IRS by the April 15, 2009, or make an extension-related electronic credit card payment. For more information about extension-related credit card payments, see Form 4868.
You can e-file an extension request using tax preparation software on your own computer or by going to a tax preparer that has the software. The IRS will acknowledge receipt of the extension request if you file by computer.
You can use Free File Fillable Forms to file for an extension. You can access Free File Fillable Forms via the IRS Web site at IRS.gov.
If you ask for an extension via computer, you can also choose to pay any expected balance due by authorizing an electronic funds withdrawal from a checking or savings account. You will need the appropriate bank routing and account numbers and must also have available the adjusted gross income from your 2008 federal income tax return to verify your identity. For information on these and other methods of payment, visit IRS.gov or call 800-TAX-1040 (800-829-1040).
To obtain a copy of Form 4868 or other forms and publications use E-file tax preparation software, download them from IRS.gov or visit your local IRS office. Forms and publications can be ordered by calling 800-TAX-Form (800-829-3676). However, telephone requests normally take 10 days to fill and may not arrive before the tax deadline of April 15.

The Department announced the arrest of a former trooper with the Texas Department of Public Safety who is charged with depriving multiple Latino motorists of their civil rights. According to the four count indictment returned by a federal Grand Jury in Corpus Christi, Texas, on April 8, 2009, Michael Anthony Higgins violated federal law by willfully stealing money from Latino motorists that he had stopped on the highway while working as a trooper.


Federal Court Blocks Chicago Tax Preparation Firm from Claiming Improper Tax Credits

A federal court has barred a Chicago tax preparation firm, El Caminante, Inc. and its principal operator, Maria Colica, from preparing federal income tax returns claiming false tax credits. The company and Colica agreed to the injunction. The Government civil injunction complaint filed in the case alleged that Colica fraudulently claimed fuel tax credits for customers who were not entitled to them.

IRS Offers Tax Payment Options
WASHINGTON — The Internal Revenue Service today reminded taxpayers to file their federal tax returns and pay any taxes they owe by the April 15 deadline.
Aware that the economic downturn has affected many people, the agency urged taxpayers in difficult financial situations to file a tax return, pay what they can and work with the IRS to establish a payment plan that will keep them compliant.

Filing and Paying on Time Saves Money
The IRS cautioned that there is a failure-to-file penalty for taxpayers who don’t file their tax returns by April 15 and who owe taxes. Filing by the deadline allows taxpayers to avoid this penalty, even if they can’t pay all or some of their taxes by the deadline. Taxpayers who can’t meet the filing deadline can request an extension of time to file. However, an extension of time to file is not an extension of time to pay.

Taxpayers who can’t pay the full amount would still benefit from filing their return and paying as much as they can by April 15. Interest and failure-to-pay penalties are due on any unpaid balance and increase the amount that the taxpayer owes.

Members of the military and some others serving in combat zones, or in support, can wait until after April 15 to file and pay. As a general rule, those eligible get the extra time penalty-free and interest-free without having to ask for it. Normally, the filing and payment deadline is postponed until 180 days after the service member leaves the combat zone.

Electronic Options
IRS offers various electronic payment options to taxpayers to make it as easy as possible to make a full or partial payment with their return.
Taxpayers can make payments online, by phone using a credit or debit card, or through the Electronic Federal Tax Payment System. Taxpayers who e-file their return may use the electronic funds withdrawal option for submitting an electronic payment. They can e-file before April 15 but schedule their payment for withdrawal on April 15.
Information on these options, including any fees involved, may be found on this Web site, on the Electronic Payment Options Home Page.

Some taxpayers who itemize may now deduct the convenience fee charged for paying individual income taxes with a credit or debit card as a miscellaneous itemized deduction. The deduction is subject to the 2 percent limit on Form 1040, Schedule A.

Taxpayers may also pay any taxes owed by check made out to the “United States Treasury” using Form 1040-V, Payment Voucher, which must be included along with the payment and tax return. Taxpayers who have already submitted their tax return, but still need to pay all or some of their taxes, may mail the check to the IRS with Form 1040-V.
Installment Agreements and Online Applications
Taxpayers who find they can’t make a full payment by the April 15 deadline may consider applying for an installment agreement.

An installment agreement allows taxpayers to pay any remaining balance in monthly installments. Taxpayers who owe $25,000 or less may apply for a payment plan electronically, using the Online Payment Agreement application. Or they may attach Form 9465, Installment Agreement Request, to the front of their tax return. Taxpayers must show the amount of their proposed monthly payment and the date they wish to make their payment each month. The IRS charges $105 for setting up the agreement or $52 if the payments are deducted directly from the taxpayer’s bank account ($43 for qualified lower-income taxpayers).

The IRS will automatically give taxpayers the low income installment agreement fee if they qualify. The taxpayer does not have to request it. Taxpayers are required to pay interest plus a late payment penalty on the unpaid taxes for each month or part of a month after the due date that the tax is not paid. A taxpayer who does not file the return by the due date — including extensions — may have to pay a failure-to-file penalty.

CALIFORNIA MANUFACTURER'S SOLAR-ENERGY EXPORTS TO KOREA RECEIVE
BACKING OF EX-IM BANK LONG-TERM FINANCING

SolarWorld USA, a manufacturer in Camarillo, Calif., exported photovoltaic solar modules for the construction of five solar-energy projects at the Gochang Solar Park in Korea. Ex-Im Bank is supporting the financing of this transaction with long-term loan-guarantees totaling $61 million.
WASHINGTON, D.C.: The Export-Import Bank of the United States (Ex-Im Bank) has approved a total of $61 million in long-term financing to support exports of photovoltaic (PV) solar modules by SolarWorld Industries America to Gochang Solar Park Co. Ltd. of Seoul, Korea. The exports were used in five solar power-generation projects and helped to sustain jobs at the company's manufacturing plants in Camarillo, Calif., and Hillsboro, Ore.
The five separate Ex-Im Bank loan guarantees are supporting loans provided by the Private Export Funding Corp. (PEFCO). Ex-Im Bank's financing also covers $10.2 million of local costs for installation. The repayment term for each of the loans is 13.5 years.
All five solar-energy projects, completed and in operation since September 2008, are located on a 97-acre site near the city of Gochang in southwestern Korea. The projects collectively are generating and transmitting 15 megawatts of renewable energy per hour that is sold to the Korean electric utility company, Korea Electric Power Corp., for its grid under a 15-year agreement that includes a subsidized feed-in tariff program from the Korean government.
The transactions were originally financed in the Korean market to expedite the construction of the projects and ensure completion by the deadline to receive a favorable subsidized feed-in tariff rate. The initial Korean financing has been converted to Ex-Im Bank's long-term loan guarantees.
"Ex-Im Bank is pleased to support Solarworld USA's exports for these projects because we want to help advance the competitiveness of U.S. exporters and support jobs in the United States. Ex-Im Bank's long-term financing at economically viable interest rates ensures the sustainability of these projects in this important sector in Korea, which actively supports the development of renewable-energy sources," said Ex-Im Bank Vice Chair Linda Conlin, the board member who leads the Bank's Environmental Exports Initiative.
"Ex-Im Bank's financing for these five large projects in the fast-growing Korean market is especially helpful in the global credit crunch that we are experiencing," said Raju Yenumandra, vice president of Sales and Marketing, SolarWorld Industries America. "These projects supported green manufacturing jobs in California and Oregon and have helped us to expand our U.S. production capacity and hire more American workers."
SolarWorld Industries America (also known as SolarWorld USA) is a subsidiary of SolarWorld AG, one of the world's largest solar-energy companies. The company has approximately 600 U.S. employees at its PV-module manufacturing plant in Camarillo, Calif., and its silicon-wafer production facilities in Hillsboro, Ore., and Vancouver, Wash.
Financing for the five projects was arranged by TSI Renewable Ventures (TSI-RV) of Pasadena, Calif., a developer of renewable-energy, grid-connected power facilities. "Our company is involved in developing and financing renewable-energy projects around the world. In all cases, financing is critical for the development of these projects overseas. Ex-Im Bank has provided a tremendous boost to this industry by helping to finance these solar projects in Korea," said TSI-RV CEO and President Michael W. Stoddard.
The projects were eligible for longer repayment terms under an agreement of the Organization for Economic Cooperation and Development (OECD) that permits OECD export-credit agencies such as Ex-Im Bank to offer up to 15-year terms to support exports to be used in to renewable-energy and water projects.
In addition, Ex-Im Bank's Environmental Exports Program also offers capitalized interest during construction and automatic availability of up to 30 percent of local-cost financing.

Department of Energy and Commercial Real Estate Executives Launch Alliance to Reduce Energy Consumption of Buildings

WASHINGTON, D.C. – Top executives from 19 commercial real estate companies met with U.S. Department of Energy (DOE) officials in New York City today to discuss plans to dramatically reduce the sector’s energy consumption and greenhouse gas emissions. The meeting officially launched DOE’s Commercial Real Estate Energy Alliance (CREEA), a partnership of commercial real estate owners and operators who have volunteered to work together with DOE to make lasting change in the energy consumption of commercial real estate buildings in the United States. Currently, commercial buildings account for 18 percent of the nation’s energy consumption and carbon dioxide emissions.

“The deployment of new energy efficient technologies and adoption by both public and private sectors are vital to achieving substantial change in building energy use throughout the U.S.,” said Scott Hine, acting program manager of DOE’s Building Technologies Program. “This collaboration will help speed the adoption of high-performance, energy-efficient buildings by the commercial real estate sector.”
CREEA links building owners and operators with applicable research and technologies being developed at DOE’s National Laboratories. It is the second energy alliance launched by the Department of Energy in the commercial buildings sector. The Retailer Energy Alliance, with members such as Walmart, Target and Macy’s, was launched in 2008.
These commercial energy alliances serve as national forums to share best practices and practical experiences in energy efficiency. For instance, the Retailer Energy Alliance has held two supplier summits where building owners, operators, and suppliers worked on solutions for achieving dramatic energy reductions. The alliances also serve as a collective buying voice for the industry to encourage building material suppliers to create more energy efficient equipment.
CREEA and the Retailer Energy Alliance are part of the Department’s Net-Zero Energy Commercial Building Initiative (CBI), which aims to achieve market-ready, zero-energy commercial buildings by 2025. CBI also includes a National Laboratory Collaborative on building technologies, concentrating the efforts of five National Laboratories on the Net-Zero energy goal, and the Commercial Building National Accounts, which conducts cost-shared research, development and deployment for new building technologies among major national companies.
The CREEA Steering Committee has been instrumental in setting the direction and goals of the alliance; it includes executives from CB Richard Ellis, Cushman & Wakefield, Grubb & Ellis, Hilton Hotels Corporation, Jones Lang LaSalle, MGM Mirage, Transwestern, U.S. General Services Administration, USAA Real Estate Company, The Walt Disney Company, Wyndham Hotel and Resorts, American Hotel and Lodging Association, American Society of Heating, Refrigerating and Air-Conditioning Engineers, Building Owners and Managers Association, Illuminating Engineering Society of North America, International Council of Shopping Centers, National Association of Industrial and Office Properties, and the Real Estate Roundtable.

Revenue Procedure 2009-24 provides the depreciation deduction limitations for owners of passenger automobiles first placed in service during calendar year 2009 and amounts to be included in income by lessees of passenger automobiles first leased during calendar year 2009. The revenue procedure includes tables detailing these depreciation limitations and lessee inclusion amounts that reflect the automobile price inflation adjustments required by § 280F(d)(7) of the Internal Revenue Code.

Revenue Procedure 2009-24 will be in IRB 2009-17, dated April 27, 2009.

Campus Progress Writing Fellowship

Campus Progress is currently looking for its first-ever writing fellow. The fellow will be responsible for writing/creating at least one piece a week, attending our weekly editorial meetings (in person or over the phone), and executing other various editorial and organizational tasks. The writing fellow will be asked to create written and multimedia pieces for our website. He or she will be required to work on at least two in-depth reported features during his/her time at Campus Progress.

After completing the program, fellows should have developed the clips, experience, and relationships to launch a career in journalism. The ideal candidate will be able to spend at least one day a week in our Washington, D.C. office (but this is not mandatory) and will have some experience working and/or interning at a college or professional publication. He or she should be self motivated, eager to report stories, and comfortable working at a rapidly changing new-media outlet. Because this position is new, the candidate should be flexible and open to direction and change.

The fellow will be asked to make a one-year commitment. He or she will receive a $6,000 stipend over the course of the year for his/her work. Because this is a part-time, contract position, hours will be very flexible.

Microsoft has issued a Security Bulletin Advance Notification
indicating that the April release cycle will contain eight bulletins,
five of which will have a severity rating of Critical. The
notification states that these Critical bulletins are for Microsoft
Windows, Office, and Internet Explorer. There will also be two
Important bulletins for Microsoft Windows and Forefront Edge Security
and one Moderate bulletin for Microsoft Windows. Release of these
bulletins is scheduled for Tuesday, April 14.

USAF Manpower, Personnel and Services News: Developmental education application deadlines set

RANDOLPH AIR FORCE BASE, TEXAS – Civilians and officers considering intermediate or senior developmental education in Academic Year 2010 - 2011 have until May 1 and May 6, respectively, to submit their applications for consideration by the selection board.

Officers apply using a Web-based application, while civilians submit their applications using the Air Force Form 4059.

Line officers as well as chaplain and medical service officers may apply for up to five IDE/SDE programs using the pull-down menus on the Air Force’s Web-based 3849 form. The form is available for eligible officers and senior raters on the Air Force e-publishing site.

Officers must be nominated by their senior rater to compete at the functional developmental team and the Developmental Education Designation Board levels. Nominees must also ensure their Airman Development Plan is current.

Civilians are nominated by their local leadership through their chain of command. After members of the Air Force Personnel Center’s force development branch receive the applications they forward them to the appropriate functional developmental teams so they can rank the nominees and validate the programs they should attend.

Both military and civilian designees from the Developmental Education Designation Board will be announced this October.

Of note, the civilian senior development education program titled the Defense Senior Leader Development Program, is accepting nominations for 2010 and 2011. Individuals must indicate on their application form which academic year they are applying for.

Secretary Chu to Visit New Mexico’s Nuclear Security Laboratories

Energy Secretary to Deliver Remarks on the Role of Nuclear Security Labs in Meeting National Challenges

Washington, DC – U.S. Secretary of Energy Steven Chu is making his first visit to the Department of Energy's nuclear security laboratories in New Mexico today, Thursday, April 9 and tomorrow, Friday, April 10. Secretary Chu will outline the critical role the laboratories will play in advancing the nuclear security agenda outlined this week by President Obama as well as the important contributions they make to addressing broad national challenges like energy security, climate change and economic development.

Today, Secretary Chu is visiting Los Alamos National Laboratory where he will participate in a brief photo opportunity before attending a classified tour and briefing. On Friday, April 10, Secretary Chu will deliver remarks on “The Role of the Nuclear Security Laboratories in Meeting National Challenges” and tour the Microsystems and Engineering Sciences Applications (MESA) Microelectronics Laboratory at Sandia National Laboratories.

Six Former Executives of California Valve Company Charged in $46 Million Foreign Bribery Conspiracy

Six former executives of an Orange County, Calif.-based valve company were charged today in connection with a conspiracy to secure contracts by paying bribes to officials of foreign state-owned companies as well as officers and employees of foreign and domestic private companies. The contracts resulted in net profits to the company of approximately $46.5 million. According to the indictment, the defendants allegedly engaged in a bribery conspiracy from approximately 1998 through 2007.

Harris County Young Democrats Happy Hour today! Texas Young Democrats Convention next weekend!

Howdy Y'all!
I hope that you'll join us tomorrow for a drink or two at Ernie's on Banks (1010 Banks St.) Our happy hour goes from 6:00 to 8:00 pm, and we usually end up partying long into the night anyway.
On another note, next weekend is the 76th annual Texas Young Democrats Convention. April 17th through the 19th Young Dems from all across the state will gather in Austin at St. Edward's University. The convention will include trainings, caucus meetings, and officer elections. Housing is available through HCYD. This year there are two options for housing- HCYD has booked a few rooms the official TYD Hotel, Hilton Garden Inn. HCYD will pay for half of the room cost so all you have to pay for two nights is $70.00! Also, Erik Vidor has offered to let any YD interested stay at his family's lake house in Marble Falls for free, however it is about a 45 minute drive.
There is also a registration fee of 40.00, 25.00 for students.

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today on the Fiscal Year 2009 supplemental funding request:

“Today, the Obama Administration sent a Fiscal Year 2009 supplemental funding request to Congress. The supplemental contains funding for ongoing military operations, making a renewed commitment to the stability of Afghanistan and beginning the process of leaving Iraq to its people. Also included are funds for a surge of diplomacy in Afghanistan, Pakistan, and Iraq, as well as miscellaneous emergency items. Timely consideration of the supplemental is especially important to our men and women in uniform, who depend on it for the resources they need to do their jobs. Congress looks forward to giving it that consideration in the weeks to come.”

UPDATE: Researchers have discovered a new variant of the Conficker
Worm on April 9, 2009. This variant updates earlier infections via its
peer to peer (P2P) network as well as resuming scan-and-infect
activity against unpatched systems. Public reporting indicates that
this variant attempts to download additional malicious code onto
victim systems, possibly including copies of the Waledac Trojan, a
spam-oriented malicious application which has previously propagated
only via bogus email messages containing malicious links.

US-CERT is aware of public reports indicating a widespread infection
of the Conficker/Downadup worm, which can infect a Microsoft Windows
system from a thumb drive, a network share, or directly across a
corporate network, if the network servers are not patched with the
MS08-067 patch from Microsoft.

Home users can apply a simple test for the presence of a
Conficker/Downadup infection on their home computers. The presence of
a Conficker/Downadup infection may be detected if a user is unable to
surf to their security solution website or if they are unable to
connect to the websites, by downloading detection/removal tools

EPA Announces $41.8 million in Stimulus Funds for Water Infrastructure Projects in Washington to Boost Economy, Create Jobs and Protect Public Health
(Seattle, Washington – April 9, 2009) In a move that stands to create jobs, boost local economies, improve aging water infrastructure and protect human health and the environment for the people in the State of Washington, the U.S. Environmental Protection Agency (EPA) has awarded over $41 million to the Washington State Department of Health. This new infusion of money will help the state and local governments finance many of the overdue improvements to water projects that are essential to protecting public health and the environment across the state.
According to Michelle Pirzadeh, EPA’s acting Regional Administrator in Seattle, the funds provided by the American Reinvestment and Recovery Act of 2009 will go to the state's Drinking Water State Revolving Fund program.
"This is great news for Washington families and the environment," said EPA’s Pirzadeh. "Everyone agrees that safe, clean drinking water is a fundamental building-block for healthy communities and local economies. The Washington Department of Health will use twenty percent of the $41.8 million for water conservation and other innovative projects. This stimulus grant makes an important down payment on fixing our aging drinking water infrastructure and will also offer workers more well-paid, 'green' jobs."
The Drinking Water State Revolving Fund program provides low-interest loans and "principal forgiveness" for drinking water systems to finance infrastructure improvements. The program also emphasizes providing funds to small and disadvantaged communities and to programs that encourage pollution prevention as a tool for ensuring safe drinking water. An unprecedented $2 billion dollars will be awarded to fund drinking water infrastructure projects across the country under the Recovery Act in the form of low-interest loans, principal forgiveness and grants. At least 20% of the funds provided under the Recovery Act are to be used for green infrastructure, water and energy efficiency improvements and other environmentally innovative projects.
Since the Drinking Water State Revolving Fund program began in 1997, EPA has awarded more than $8 billion in grants, which states have turned into $15 billion of financial assistance to fund drinking water projects. The revolving nature of the program ensures drinking water projects will be funded for generations to come.
President Obama signed the American Recovery and Reinvestment Act of 2009 on February 17, 2009, and has directed that the Recovery Act be implemented with unprecedented transparency and accountability. To that end, the American people can see how every dollar is being invested at Recovery.gov.

ARPC announces major promotions

DENVER - Air Reserve Personnel Center officials announced the 2009 Air Force Reserve Line and Health Major Promotion Selection Board results today. This board selected 554 Airmen for promotion.

A selection board convened at the center here Feb. 23-27 to determine those officers qualified to assume the next higher grade. Board members selected 554 of 1,923 Air Force Reserve officers considered.

Southeast Region of the Young Democrats of America Follow up to regional call...

On Sunday March 29, 2009 the Southeast Region of the Young Democrats of America conducted a conference call regarding their region convention. Representatives of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, and Tennessee were on the call.

The call was moderated by Southeast Regional Director Alan Brock, of Florida.

Alan reported the conflicts that had developed with the initial dates and location of regional convention. He reported that Deputy Director Nikema Williams had coordinated calendars with the state of the SE Region and had found that the first weekend in June, June 4 and 5th, was a good time for every state and territory. The city of Chattanooga, TN was suggested as a meeting location. After general conversation, it is agreed that this is a time and location that all states could agree on.

Also taking place that weekend is the Chattanooga River Bend Festival, (www.riverbendfestival.com). A regional music festival, but a limited hotel room block was able to be secured at the Double Tree Hotel. Phone number is 423-756-5150, Rooms are $109 a night, and room block code is SMERF. This is the recommended hotel, although there are other hotels in the area.

The call discussed a registration fee to cover the cost of meeting space and trainings. Everyone agreed that a registration fee not to exceed $25 would be acceptable.

A good chunk of this SE Regional Convention meeting will be spent on proofing and perfection state’s chartering packets. More information to follow soon, but YDA experts will be on hand to help finalize the details of each packet. Each state agreed to try to have their chartering packets together by the end of May. Additional business will include Regional elections, more information to follow.

Alan invited everyone to the Florida Young Democrats State convention the last weekend of May in Beautiful South Beach in Miami. Please contact Alan for more details.

Seannalyn Brandmeir, President of the Tennessee Young Democrats, expressed her excitement at hosting the convention in her state. She also invited everyone to her state’s convention in Williamson County on May 16th.

North Carolina discussed their states successful convention and elections. They also expressed their excitement over the convention, and how it shares the weekend with several members of their leaderships’ birthdays.

The call ended at 7:30, taking less than half an hour.

Accenture will provide Carlsberg IT with management consulting, systems integration, application development, application maintenance and program management services in Europe under a three-year contract. Carlsberg IT is a subsidiary of Carlsberg that delivers a wide range of business solutions to the Carlsberg Group across Europe. Financial terms of the agreement were not disclosed.

CSC announced that the UK Identity and Passport Service (IPS), an executive agency of the Home Office responsible for issuing UK passports and ID cards, has awarded the company a 10-year managed information technology (IT) services contract to upgrade the IPS application and enrollment system. The agreement has an estimated value of $570 million (385 million pounds sterling).

HCL SIGNS 6-YEAR DEAL WITH XEROX...

HCL Technologies Ltd. (HCL) has entered into a six-year, multi-regional data center services and transformation engagement with Xerox Corporation. The contract will span mid-range services, business continuity and disaster recovery for Xerox's information management operations. HCL will manage data center hosting and migration, virtualization, consolidation and storage architecture services across North America and Europe. In addition, HCL will provide architecture and consulting services for new technology and system design, adoption and lifecycle improvement.


EDS WINS $586 MILLION CONTRACT WITH BRITISH COLUMBIA...

EDS Advanced Solutions, a subsidiary of EDS, an HP company, has signed an agreement with the British Columbia Ministry of Labour and Citizens’ Services for hosting and data center services. The contract is valued at approximately $586 million calculated over 12 years. Under the new agreement, EDS Advanced Solutions will consolidate, standardize and manage the computing, information storage and data center operations for the province.


EVEREST: NEW PROCUREMENT OUTSOURCING CONTRACTS DECLINE IN 2008; OVERALL SPENDING UP 30%...

Although the number of new contracts for Procurement Outsourcing (PO) services declined in 2008, strong interest and expansion of existing contracts sustained a 30 percent annual growth rate, according to an Everest Research Institute study of the procurement outsourcing market. Annual contract value of PO spend surpassed the US$1 billion mark in 2008, with large companies signing 54 percent of new contracts.
