Cease-fire plan calls for Ethiopian withdrawal from Somalia

MODGADISHU, Somalia (CNN) — Ethiopian troops would leave Somalia in early 2009 under a cease-fire agreement signed Sunday by Somalia’s government and its major opposition alliance, U.N. officials said.

Under the pact, a cease-fire between Somalia’s transitional government and opposition fighters will take effect November 5, said Susannah Price, a spokeswoman for the U.N. Political Office For Somalia.

Ethiopian forces would begin to withdraw from key positions Nov. 21 and leave Somalia completely within another 120 days, ending a two-year presence in its strife-torn, Horn of Africa neighbor.

The agreement was signed in Djibouti, with U.N. and African Union officials witnessing the deal. It follows interim agreements in June and August between the government and the Alliance for the Re-liberation of Somalia, a coalition of opposition groups.

(CNN) — A 53-cent drop in gas prices over the last two weeks has set another record, and the publisher of a national survey predicted Sunday that prices will continue to decline — but at a slower pace.

The average price of self-serve, unleaded gas in the United States as of Friday was $2.78 a gallon, compared to $3.31 on Oct. 10, said Trilby Lundberg, publisher of the nationwide Lundberg Survey.

The 35-cent price reduction measured on the 10th, which brought the average price to $3.31, was the largest drop in the six-decade history of the survey, she said.

The all-time high average was $4.11, set on July 11, according to Lundberg, and prices have been dropping ever since.

She attributed the price reductions to crude prices and demand.

A St. Cloud State University poll in Minnesota shows Sen. Barack Obama leads Sen. John McCain, 42% to 37%.

Meanwhile, the U.S. Senate race "continues to display the volatility seen in polls throughout the season" with Sen. Norm Coleman (R-MN) retaking the lead over challenger Al Franken (D), 36% to 27%, with Independence Party candidate Dean Barkley getting 16%.

Research 2000: Obama Grabs Lead in Missouri
A new Research 2000 poll in Missouri shows Sen. Barack Obama edging Sen. John McCain, 48% to 47%.

"Obama's lead is his first in Missouri against McCain in any Research 2000 polls this year. The previous poll, in late September, showed McCain with a one-point edge."

Update: A new Mason-Dixon poll in Missouri has McCain beating out Obama by one point, 46% to 45%.

Buckeye Poll: Obama Takes Lead in Ohio
A new Akron Buckeye Poll in Ohio shows Sen. Barack Obama has moved slightly ahead of Sen. John McCain, 45% to 41%. The same poll shows the race was tied in July.

Key findings: "Obama and McCain made gains in unifying their fellow partisans in Ohio. In October, Obama was supported by 83.6 percent of Democratic voters and McCain received the backing of 92.5 percent of Republican voters. These figures were higher than in July."

Sen. Barack Obama has jumped to a 15-point lead over Sen. John McCain in New Hampshire, according to a new Boston Globe poll, "a significant gap in a state that McCain considers his second political home and has long been a swing state in the race for the White House."

Key finding: "Financial distress has clearly driven voters from McCain to Obama, who was trailing his Republican rival by 2 percentage points in Septembe - a 17-point swing in just one month. Nearly half of those surveyed cited the economy and jobs as their top concerns, and they overwhelmingly saw Obama as the candidate best equipped to address them."

A new Public Policy Polling survey in Virginia shows Sen. Barack Obama leading Sen. John McCain, 52% to 43%.

There has been little movement in the state since PPP showed Obama leading there by eight points two and a half weeks ago.

Lee Enterprises Poll: Obama Way Ahead in Iowa
Sen. Barack Obama has extended his lead slightly to 15 points over Sen. John McCain in Iowa, 54% to 39%, according to a new Courier-Lee Enterprises poll.

Key finding: "Obama continued to lead among independent voters 57 to 36 percent, as well as with both men and women and every age group."

Key questions: Why is McCain campaigning in Iowa tomorrow? And why was Gov. Sarah Palin there today?
