New British defense secretary makes surprise visit to Iraq

BAGHDAD, Iraq (CNN) — The new British Defense Secretary, John Hutton, met with Iraqi Prime Minister Nuri al-Maliki during a surprise one-day visit to Iraq on Sunday, the Iraqi Interior Ministry said.

Hutton took over the secretary’s job on October 3. It was not immediately known what he discussed with al-Maliki.

In an interview with the Times of London last week, al-Maliki said the 4,000 British troops in southern Iraq are no longer needed to provide security. He added that his country needed a few troops to train Iraqi security forces.

NEW DELHI, India (CNN) — Indian officials have announced a seven-phase election plan to elect a new state government in the part of Kashmir under New Delhi’s control.

The Indian-controlled Kashmir has been under federal rule since July when the Congress-party led coalition resigned.

The coalition had announced a plan to donate land to a Hindu shrine. The decision led to massive protests by Muslims and prompted the government in the Muslim-majority region to reverse it.

(CNN) — Former U.S. Secretary of State Colin Powell endorsed Barack Obama Sunday during an appearance on NBC’s “Meet the Press.”Powell, a retired U.S. general and a Republican, was once seen as a possible presidential candidate himself.

Powell said he was concerned about what he characterized as a recent negative turn of Republican candidate Sen. John McCain’s campaign.

He cited the McCain campaign bringing up Obama’s association with William Ayers — a key figure in the Weather Underground of the Vietnam War era — as an example of that negativity.

BAGHDAD, Iraq (CNN) — A draft agreement that would authorize U.S. troop presence in Iraq needs “more time” before it can be approved, the main party in Iraq’s ruling Shiite parliamentary bloc announced Sunday.

A U.N. mandate authorizing foreign troop presence in Iraq expires December 31, and a draft U.S.-Iraqi agreement is currently being reviewed by the two governments.

Iraq’s ruling United Iraqi Alliance found several “points” in the draft agreement that “need more time for discussion, dialogue and amendments (to) some of its articles

Minnesota Poll: Obama Holds Wide Lead
Sen. Barack Obama continues to hold a wide lead over Sen. John McCain in Minnesota, 52% to 41%, "largely because most likely voters believe Obama would do a better job with the economy," according to a new Star Tribune Minnesota Poll.

Key finding: "Just as it is nationally, the bedrock of Obama's support in Minnesota can be found among likely voters' worries about the wobbling economy. It is far and away the most important issue in the campaign, cited by half of Minnesota's likely voters. That's three times more than the next issue -- taxes and government spending -- cited by just 16 percent of respondents."
