PARIS, France (CNN) — The leaders of 15 European countries are scheduled
to meet on Sunday in Paris to discuss their response to the global financial
crisis.

The countries, which all use the euro currency, are expected to try to
come up with a coordinated approach to shoring up their troubled banks.
European Summit The plans probably won’t be identical because of legal and
regulatory differences between the countries.

The leaders have rejected a plan to create a common financial bailout
fund.

N. Korea to resume nuclear plant dismantling

SEOUL, South Korea (CNN) — North Korea said Sunday it welcomed the United States’ decision to take it off a list of states that sponsor terrorism, and said it will resume disabling its nuclear facilities.

“We welcomed Washington’s moves to follow through on their responsibilities according to the agreement reached … as well as ending the application of the trade law for enemy countries,” a spokesman for the country’s foreign ministry said in a statement carried by the (North) Korea Central News Agency.

In a version of the statement that South Korean news agency Yonhap carried, North Korea also said it will now resume disabling its nuclear plants.

“With the move by the United States we will also fulfill our ‘action for action’ principle and resume the disabling of the (Yongbyon) nuclear facilities and allow inspectors from the United States and the IAEA (International Atomic Energy Agency) to resume their responsibilities,” the statement said.

North Korea halted the dismantling of the plutonium-producing plants in August after a stalemate over verification measures.

Australia to guarantee all bank deposits

(CNN) — Australian Prime Minister Kevin Rudd said Sunday that his government will guarantee all deposits in the country’s banks and financial institutions for the next three years.

Rudd told reporters the guarantee was one of three steps the government is taking to safeguard Australians from the fallout of the global financial crisis.

The government will also guarantee all term wholesale funding by Australian banks operating in international markets.

In addition, it will inject 4 billion dollars (U.S. $2.6 billion) into residential-backed securities to help shore up the Australian mortgage market.

The moves were intended to reassure Australians that the government would safeguard them from the fallout of the global financial crisis.


The final presidential debate is this Wednesday, October 15th, at 9:00 p.m. Eastern.

PARIS, France (CNN) — The leaders of 15 European nations agreed on Sunday to a plan to ease the global financial crisis by shoring up troubled banks.

French President Nicolas Sarkozy said the plan would refinance banks, guarantee interbank lending and ensure that troubled banks do not fail. It also will protect individual depositors’ accounts and ease some regulations to give banks more flexibility.

“What we want is to give back banks the means to lend, to support the economy to enable households to borrow for mortgages or consumption and give companies the means necessary to invest for growth,” said Sarkozy, who also holds the rotating European Union presidency. “We cannot have a healthy economy and sustainable growth unless we have a solid financial sector.”

The refinancing of the banks and the guaranteeing of interbank loans are good until the end of 2009.

(CNN) — U.S. gasoline prices dropped a record level in the last two weeks, falling by more than 35 cents a gallon, the publisher of a national survey said Sunday.

Trilby Lundberg, publisher of the nationwide Lundberg Survey of gasoline prices, said the average price for self-serve unleaded across the United States dropped to $3.31 a gallon — the largest drop in the six-decade history of her survey.

Lundberg’s survey looks at about 5,000 gas stations around the nation, tallying an average gas price for regular-grade unleaded gasoline. Before the latest survey, the record drop tallied by surveyors came after Hurricane Katrina in October 2005, when national gas prices dropped 25 cents a gallon, Lundberg said.

The Iraqi foreign minister weighed in Sunday on a stateside campaign trail controversy.
BAGHDAD, Iraq (CNN) – Democratic presidential candidate Barack Obama did not urge Iraqi officials to delay a decision on a security agreement with the United States, Iraq's foreign minister told CNN on Sunday.

The statement by Iraqi Foreign Minister Hoshyar Zebari refutes a recent published report and a statement by Republican vice presidential candidate Sarah Palin that Obama tried to influence Iraqi politicians negotiating with the United States to score political points.

Sen. Barack Obama has the slimmest of leads over Sen. John McCain in Nevada, 47% to 45%, according to a new Review-Journal poll.

The New York Times suggests Republican leaders are very worried that Sen. John McCain is on his way to losing the presidential election.

"Again and again, party leaders said in interviews that while they still believed that Mr. McCain could win over voters in the next 30 days, they were concerned that he and his advisers seemed to be adrift in dealing with an extraordinarily challenging political battleground and a crisis on Wall Street."

Said former congressman Vin Weber: "The main thing he needs to do is focus on a single message -- a single, concise or clear-cut message, and stick with that over the next 30 days, regardless of what happens. He's had a lot of attack lines. But it's time to choose."

PPP Poll: Obama Way Ahead in Colorado
A new Public Policy Polling survey in Colorado shows Sen. Barack Obama now leading Sen. John McCainby ten points, 52% to 42%.

Key findings: Obama is now leading 71% to 21% with Hispanic voters, a considerable improvement from a 57% to 36% edge in PPP's survey of the state taken three weeks ago. The white vote is exactly the same as it was previously, a 48% to 47% advantage for Obama.

Analysis: "The numbers paint a picture that shows it nearly impossible for McCain to win the state at this point. Only 6% of voters are undecided, and among those who do have a preference currently only 6% say there's any chance they could change their mind. Obama's lead at this point is such that McCain would have to win virtually every undecided, keep everyone who could change their mind currently supporting him in his camp, and win over almost 100% of current Obama supporters who say they aren't totally committed to him. The chances of all those things happening? Not very good."

The Clintons and the Bidens campaigned together Sunday.
SCRANTON, Pennsylvania (CNN) – The most powerful couple in Democratic politics came out to campaign with Joe Biden on Sunday — the first joint rally the Clintons have done for the Obama-Biden ticket, and the first time Bill Clinton has campaigned with either of the nominees.

Both Clintons sung the praises of the Delaware senator to a crowd of 6,000, pointing to his accomplishments in his 35-year Senate career and to his roots in this hardscrabble Pennsylvania town that has become synonymous with the blue-collar working class electorate.

“If you had a secret ballot of all the Republicans and Democrats in the Congress,” said former President Bill Clinton, “and you asked them to put two or three names down of the people in the entire Congress who know the most about the economic, political and security challenges of America and the world, his name would be on every single secret ballot.”

Missing from much of Clinton’s eight-minute introduction was Barack Obama himself, the latest in a series of lukewarm statements of support from the former president. Clinton said he would spend the rest of his life thanking those who supported his wife in the primary, and said that she had done more to support Obama than any of the other Democratic runner-ups combined.
