WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) released the following statement today on the nonpartisan Congressional Budget Office's release of its Monthly Budget Review for September:
"Today's budget numbers are another sad reminder of the Bush Administration's historic fiscal recklessness. The Congressional Budget Office has reported that the federal budget deficit for fiscal year 2008 is $438 billion, $276 billion greater than the 2007 deficit.
"Those numbers demonstrate how far this Administration has taken us from the path of responsibility. When President Bush took office, the CBO projected that we would run a surplus of $635 billion in fiscal year 2008--instead, we have swung a staggering $1.073 trillion in the wrong direction. The ongoing crisis on Wall Street, sparked in part by a world collapse in confidence in our financial system, demonstrates the dangerous consequences of reckless borrowing and runaway debt.
"The Democratic Congress, working next year with a new President, will strive to restore fiscal discipline to the federal budget."

(CNN) — Residents in the Indian Ocean nation of the Maldives went to the polls Wednesday to cast ballots in the first multi-party elections in the country’s history — and to decide the fate of Asia’s longest-serving leader.

The election is a referendum on President Maumoon Abdul Gayoom, who came to power in 1978 and has for 30 years ruled the Maldives, an archipelago of almost 1,200 coral islands located south-soutwest of India. He’s won the six previous elections as the only candidate on the ballot.

Many Maldivians consider the 71-year-old Gayoom a hero who has transformed a fishing culture into a tourist nation whose white sandy beaches lure well-heeled Western tourists.

Gayoom’s critics contend that the president has ruled with an iron fist, crushing dissent, amassing wealth and stacking his administration with friends and relatives.

LONDON, England (CNN) — Major European stock markets opened lower Wednesday, continuing a downhill slide that started in the Americas a day earlier and accelerated in Asia.

London’s FTSE 100 went down 2.4 percent in early trading, the CAC 40 in Paris was trading about 4.6 percent lower. The XETRA DAX in Frankfurt lost 4.5 percent.

The British indices fell even as the government announced a 50 billion pound ($87 billion) bank rescue package Wednesday morning.

The plan will inject money into the banking system to provide immediate relief and free up lending, a Treasury statement said.

Russia’s major markets were off more than 10 percent when trading was suspended until Friday.

The brutal losses came a day after Wall Street experienced a more than a 500-point drop, knocking it to a five-year low.

LONDON, England (CNN) — British Finance Minister Alistair Darling on Wednesday announced a 50 billion pound ($87.4 billion) rescue package for UK banks.

The plan will inject money into the banking system to provide immediate relief and free up lending, a Treasury statement said. The government will give the largest banks 25 billion pounds ($43.7 billion) with another 25 billion pounds available if desired.

The government will also guarantee the lending that banks make to each other, the Treasury said.

NASHVILLE, Tennessee (CNN) — A national poll of debate watchers suggests that Barack Obama won the second presidential debate.

Fifty-four percent of those questioned in a CNN/Opinion Research Corporation survey conducted after the debate ended said that Obama did the best job in the debate, with 30 percent saying John McCain performed better.

According to the poll, 64 percent had a favorable opinion of Obama after the debate, up four points from before the event. Fifty-one percent of those polled had a favorable opinion of McCain after the debate, unchanged from before its start.

ANCHORAGE, Alaska (CNN) — Alaska lawmakers investigating Gov. Sarah Palin’s firing of her public safety commissioner defended their probe to the state Supreme Court on Tuesday, three days before the deadline for their report to be completed.

Palin’s Republican allies have asked her state’s highest court to shut down the investigation, and the justices are scheduled to hear arguments on the issue Wednesday. In a brief filed Tuesday afternoon, lawmakers say the effort is meant entirely “to avoid a negative impact on the fortunes of one political party.”

Palin is now the Republican nominee for vice president.

In August, after she became Sen. John McCain’s running mate, five GOP lawmakers sued to block the investigation into her July dismissal of former Public Safety Commissioner Walt Monegan.

NEW YORK (CNNMoney.com) — Wall Street’s drubbing continued Tuesday, with a 500-point loss bringing the Dow’s two-day slump to nearly 900 points, as the Federal Reserve’s plan to loosen credit markets failed to temper investor pessimism.

Fed Chairman Ben Bernanke’s dour economic outlook in an afternoon speech added to the day’s weakness. And a report showed consumer borrowing in August fell for the first time since January 1998.

The Dow Jones industrial average lost 508 points or 5.1 percent, closing at the lowest point since Sept. 30, 2003. The Standard & Poor’s 500 index fell 5.7 percent and closed below 1,000 for the first time since August 27, 2003. The Nasdaq composite lost 5.8 percent and ended at its lowest point since August 18, 2003.

“There is this feeling that no matter what is done, it won’t be enough,” said Darin Pope, chief investment officer at United Advisors of Secaucus, New Jersey.

NASHVILLE, Tennessee (CNN) — Just hours before the start of the second presidential debate, a new national survey suggests that Barack Obama is making gains among Americans as a compassionate candidate. That could be important in Tuesday’s debate in Nashville, which is a town hall style meeting with the candidates fielding questions from undecided voters in the audience.

In the CNN/Opinion Research Corp. poll released Tuesday afternoon, 55 percent of registered voters questioned say that Obama cares more about people like them than John McCain; 35 percent say McCain cares more than Obama. That 20-point margin for Obama is up from a 9-point advantage a month ago.

“The all-time champion of town-hall debates was Bill Clinton because he was able to connect with the audience members so well,” said CNN Polling Director Keating Holland. “Voters nationwide seem to feel some connection with Obama. The question is whether he’ll connect with the people at the debate tonight. John McCain has a pretty good track record at town halls and it’s possible that he will be the one who looks more compassionate.”

Polls suggests Obama has won tonight’s debate.
NASHVILLE, Tennessee (CNN) — A national poll of debate watchers suggests that Barack Obama won the second presidential debate.
Fifty-four percent of those questioned in a CNN/Opinion Research Corporation survey conducted after the debate ended said that Obama did the best job in the debate, with 30 percent saying John McCain performed better.

A majority, 54 percent, said Obama seemed to be the stronger leader during the debate, to 43 percent for McCain. By a greater than two to one margin — 65 percent to 28 percent — viewers thought Obama was more likeable during the debate.
"Obama had made some gains on the leadership issue even before the debate," said CNN Polling Director Keating Holland. "McCain's advantage on leadership shrunk from 19 points in September to just five points this weekend. If Obama can use this debate to convince Americans that he is a stronger leader than McCain, he may be difficult to defeat."
Watch: Reading the candidates' faces
A majority of debate watchers polled thought Obama was more intelligent, by a 57 percent to 25 percent margin over McCain. Twice as many debate watchers also thought Obama more clearly expressed than McCain, with 60 percent giving the nod to the Democratic nominee and 30 percent to his GOP opponent.

Hands down, debate watchers questioned thought McCain rather than Obama spent more time attacking his opponent: 63 percent said McCain went more negative, as opposed to 17 percent who pointed to Obama.
Half of those polled say Obama answered questions more directly, 13 points ahead of McCain, and by a 14 point advantage debate watchers thought Obama seemed to care more about the probelms of audience members who asked questions.
McCain did come out on top in one category that neither candidate wants to win: By a 16 point margin, debate watchers thought McCain seemed more like a typical politician during the debate.
According to the poll, 64 percent had a favorable opinion of Obama after the debate, up four points from the pre-debate result. McCain’s favorability rating remained unchanged: both before and after the debate percent of those polled had a favorable opinion of the Republican nominee both before and after the debate.
"For McCain, the key finding may be that his favorable rating did not change at all," Holland said. "It's unclear whether Obama will gain any momentum from Tuesday night's debate, but it looks like McCain will not do so, and for a candidate who has consistently been a few points behind in national polls, that's not a good sign."
The poll suggests that independent voters thought Obama won the debate. Fifty-four percent of those identifying themselves as independent say Obama performed best, with 28 percent saying that McCain did the better job.
Among Democrats, 85 percent say Obama won, with just 5 percent saying McCain was the winner. Among Republicans, 64 percent say McCain won, with 16 percent saying Obama won the night.
The CNN/Opinion Research Corporation poll was conducted by telephone with 675 adult Americans who watched the debate. All interviews were taken after the end of the debate. The audience for this debate was 38 percent Democratic and 31 percent Republican — very close to the partisan breakdown among all Americans nationwide. The survey's sampling error is plus or minus 4 percentage points.

Sens. Barack Obama and John McCain meet for their second presidential debate.
(CNN) — Sens. John McCain and Barack Obama went head-to-head on the economy, domestic policy and foreign affairs as they faced off in their second presidential debate.

The debate was set up like a town hall meeting, and the audience was made up of undecided voters.

The candidates spoke directly to each other at times, but at other times they spoke as if their opponent were not in the room.

The debate over foreign policy boiled down to who has the better judgment.

McCain said he knows how to handle foreign affairs and questioned Obama's ability to do so.

"My judgment is something that I think I have a record to stand on," McCain said.

McCain said the "challenge" facing a president considering using military force "is to know when to go in and when not."

Obama questioned McCain's judgment in supporting the invasion of Iraq.

"When Sen. McCain was cheerleading the president to go into Iraq, he suggested it was going to be quick and easy — we would be greeted as liberators. That was the wrong judgment," he said.

Obama vowed to get Osama bin Laden and defeat al Qaeda.

"We will kill bin Laden, we will crush al Qaeda," he said.

The Facts
The U.S. Multinational Force operated in Beirut, Lebanon, from August 24, 1982, to March 30, 1984, as part of an international peacekeeping operation in the war-torn country.

McCain was a freshman member of the House of Representatives in September 1983 when it approved legislation "that would invoke the War Powers Act in Lebanon and authorize the deployment of American Marines in the Beirut area for an additional 18 months," the New York Times reported.

The resolution had the backing of House leaders of both parties and President Reagan, and it passed by a vote of 270 to 161, the Times report said. But McCain "argued that his military training led him to oppose the continued deployment of troops in Lebanon," the Times reported.

The newspaper reported that McCain said "I do not see any obtainable objectives in Lebanon" and that "the longer we stay there, the harder it will be to leave." On Oct. 23, 1983, a suicide attack at the Marine headquarters in Beirut killed 241 U.S. service members.

"In Lebanon, I stood up to President Reagan, my hero, and said, if we send Marines in there, how can we possibly beneficially affect this situation? And said we shouldn't. Unfortunately, almost 300 brave young Marines were killed," McCain said at the debate.

Republican presidential nominee Sen. John McCain said at the Oct. 7 presidential debate in Nashville, Tennessee, that Democratic opponent Sen. Barack Obama "has voted 94 times to either increase your taxes or against tax cuts. That's his record."

The Facts:
The effort to convince voters that Sen. Barack Obama would support higher taxes is a central part of Sen. John McCain's presidential campaign. McCain and the Republican National Committee have repeatedly cited 94 alleged votes by Obama to bolster their argument.

Factcheck.org, a non-partisan project of the University of Pennsylvania's Annenberg Public Policy Center, pieced through records to determine just what these 94 votes were.

Key findings:
–53 were votes on budget resolutions or amendments that "could not have resulted by themselves in raising taxes," though many "were clear statements of approval for increased taxes"
–23 were against proposed tax cuts
–11 were to increase taxes on people making more than $1 million a year, to help fund programs such as Head Start, school nutrition, or veterans' health care
–Seven were "for measures that would have lowered taxes for many, while raising them on a relative few, either corporations or affluent individuals."
– The total includes multiple votes on the same measures.

Annenberg says a close look at the record reveals that Obama has "voted consistently to restore higher tax rates on upper-income taxpayers but not on middle- or low-income workers."

Verdict:
Misleading. McCain's summary ignores the fact that some of the votes were for measures to lower taxes for many Americans, while increasing them for a much smaller number of taxpayers. A nonpartisan examination also finds that the 94 total includes multiple votes on the same measures and budget votes that would not directly lead to higher taxes.

Republican presidential nominee Sen. John McCain said at the Oct. 7 presidential debate in Nashville, Tennessee, that Democratic opponent Sen. Barack Obama has "never taken on his leaders of his party on a single issue."

The Facts
Congressional Quarterly examined Obama's votes in the Senate. According to the analysis, Obama has voted with the Democratic Party 96 percent of the time during his tenure in the Senate.

CQ — a non-partisan and highly respected journal of congressional affairs — says McCain has voted in line with the Republican Party 86 percent of the time. McCain's total number of votes is much larger, since he has been in the Senate since 1986, while Obama is in his first term.

CQ also looked at what it deemed to be "key" votes. That analysis found Obama voted with his party on 29 out of 30 votes, which came out to 97 percent of the time. For McCain, CQ said there have been 335 "key" votes over the years, and that he voted with his party on 266 of them — 79 percent of the time.

However, the journal noted instances when Obama voted outside the party. In 2005, Obama was one of only 18 Democrats to vote in favor of a business-backed bill to limit class action lawsuits by forcing the most-expensive into federal court. The majority of Democrats voted against the bill, which was opposed by consumer groups and the trial lawyers lobby.

The journal also noted that Obama sided with Sen. Jim DeMint, R-South Carolina, who wanted greater disclosure of earmarks in an ethics bill, by voting against an attempt by Obama's home-state mentor, Democratic Whip Richard J. Durbin, to kill DeMint's disclosure amendment.

And, Obama has criticized leading Democrats, including former presidential candidate Sen. Hillary Rodham Clinton, D-New York, for voting to authorize the Iraq war in 2002. However, many of those comments were made in the context of the Democratic primary campaign and that vote was prior to his time in the Senate.

Verdict: False. While McCain is correct that Obama has supported the Democratic leadership almost all of the time, to say he's never differed with them is not true.

I thought the differences between John McCain and me were pretty clear tonight.

Tonight's debate wasn't even close. Sen. Barack Obama ran away with it -- particularly when speaking about the economy and health care. Talking about his mother's death from cancer was very powerful. On nearly every issue, Obama was more substantive, showed more compassion and was more presidential.

In contrast, Sen. John McCain was extremely erratic. Sometimes he was too aggressive (referring to Obama as "that one.") Other times, he just couldn't answer the question (on how he would ask Americans to sacrifice.) And his random attempts at jokes (hair transplants?) were just bad.

Tom Brokaw was terrible as moderator. His fixation with the rules -- particularly when the candidates were not complaining -- was distracting and a disservice to everyone. The format didn't work very well, but Brokaw made it worse.

Other reactions:

Andrew Sullivan: "This was, I think, a mauling: a devastating and possibly electorally fatal debate for McCain... I've watched a lot of debates and participated in many. I love debate and was trained as a boy in the British system to be a debater. I debated dozens of times at Oxofrd. All I can say is that, simply on terms of substance, clarity, empathy, style and authority, this has not just been an Obama victory. It has been a wipe-out. It has been about as big a wipe-out as I can remember in a presidential debate. It reminds me of the 1992 Clinton-Perot-Bush debate. I don't really see how the McCain campaign survives this."

Ezra Klein: "Tonight was supposed to be John McCain's night, but it was the first clear debate win Obama has scored over the course of this campaign -- including the primary. McCain, as it turned out, was badly disadvantaged by the format. This debate was more physical than previous encounters. And McCain, for reasons of age and injuries and height, has a less commanding physical presence than Obama."

Mark Halperin: "McCain spent much of the evening trying to define Obama on his terms, but never broke all the way through."

Marc Ambinder: "CW says that John McCain had a 90 minute window to turn his campaign around - to put into play the McCain Resurgence Strategy, if you will, and if that's the CW threshold, I don't think McCain met it."

Bonney Kapp reports that Sen. Obama went to fmr VP Al Gore’s Nashville house, where a fundraiser was being held after the debate tonight with Sen. McCain.

Campaign says there were about 300-350 people inside Gore’s Belle Meade home for a “debate watching dessert reception” @ $2500 per person for the Obama victory fund.

GORE:

“First of all we had a great night tonight,” Gore began. He ticked through some names of local politicians and then said, “There are so many celebrities and elected officials and uh, entertainers – if you walk around here and you see some of these world class superstars, you – I just want you to be forewarned I’m not introducing any of them because we have the main event.”

He said he was glad to have Barack and Michelle back in their home.

“I am so excited about what is lying ahead for our country. We cant take anything for granted, we have a lot of hard work to do,” he said.

With that, he introduced the next president of the United States. The crowd went wild.

OBAMA:

“I hope that you will excuse us because we’re not going to be here too long….Michelle, some of you know that Michelle is actually the hardest working person in show business, so she’s gonna be on the Daily Show tomorrow, she’s gonna be on Larry King, I think. So she’s got her busy schedule. She’s gotta wake up early in the morning. …But the main thing I wanted to do was just to acknowledge the extraordinary legacy and the ongoing work of Al and Tipper Gore. They have been an inspiration to Michelle and myself. They have done as much to help shape the national debate around some of the most critical issues that we face in the 21st century. They do it with grace, they do it with style, and now they’re inspiring a whole new generation of people. You know, when you hear about the courses that Al’s conducting to teach people to then teach the rest of the country about, and the rest of the globe about some of the critical issues, most particularly climate change, it makes you realize you don’t have to have a public office to change the world. And what makes me particularly gratified, is that as somebody who has admired Al and Tipper from afar for so many years, for them to extend themselves in friendship and support throughout this you know, incredible journey Michelle has been on – Michelle and I have been on – well, it’s more incredible being married to me because, you know that’s a burden that she alone has to shoulder. Fortunately, oh, look at this, Howard Dean just walked in!

(cheers) so, let me just cut it short by saying this, Tipper has been talking to Michelle and giving her advice about dealing with this stuff since it started. NEW YORK (CNNMoney.com) — Oil prices fell below the $90-a-barrel level Wednesday after the government reported a sharp increase in the nation’s supplies of crude and gasoline, in another sign that demand for energy remains weak.

Light, sweet crude for November delivery was down $3.11 to $86.95 a barrel on the New York Mercantile Exchange. Oil had traded down about 75 cents just before the government figures were released. Prices have been under pressure amid anxiety over a global slowdown in demand.

Wednesday’s report “feeds into the sense that the consumer is flat on their back,” said John Kilduff, energy analyst at MF Global in New York. And with the global economic outlook darkening, “demand for energy is not going be perking up any time soon.”

(CNN) — In its latest report on the economic outlook around the world, the International Monetary Fund warns that the global economy “is entering a major downturn” and says “many advanced economies are close to or moving into recession.”

The IMF’s World Economic Outlook, released Wednesday, called recent blows to the global economy “the most dangerous financial shock in mature financial markets since the 1930s.”

“Global growth is projected to slow substantially in 2008, and a modest recovery would only begin later in 2009. Inflation is high, driven by a surge in commodity prices, but is expected to moderate. The situation is exceptionally uncertain and subject to considerable downside risks,” says the executive summary of the report, which was released two days before the IMF-World Bank annual meeting in Washington.

The summary says the immediate challenge to leaders around the world is to “stabilize financial conditions, while nursing economies through a period of slow activity and keeping inflation under control.”

NEW YORK (CNNMoney.com) — U.S. stock futures pointed to a sharply higher open Wednesday, reversing course after the Federal Reserve, in conjunction with other central banks worldwide, made an emergency rate cut.

The coordinated effort, aimed at stemming the fallout from the spreading financial crisis around the world, will likely bring some much-needed relief.

U.S. futures spiked about 90 minutes before the opening bell, after pointing sharply lower for most of the morning. The move followed the Federal Reserve’s emergency rate-cut announcement, which brought the target for the federal funds to 1.5 percent, down a half-point.

NEW YORK (CNNMoney.com) — The Federal Reserve, working in coordination with other central banks worldwide, enacted an emergency interest rate cut on Wednesday.

The Fed lowered its fed funds rate by half of a percentage point to 1.5 percent. This rate is the central bank’s key tool to affect the economy. Lowering the rate pumps money into the economy by reducing the borrowing cost on a broad range of loans, including credit cards, home equity lines and many business loans.

“The recent intensification of the financial crisis has augmented the downside risks to growth and thus has diminished further the upside risks to price stability,” the Fed said in a joint statement with the central banks of four other countries and the European Central Bank.

Fifty-four percent of those questioned in a CNN/Opinion Research Corporation survey conducted after the debate ended said that Obama did the best job in the debate, with 30 percent saying John McCain performed better.

At a presidential debate Tuesday, Oct. 7, in Nashville, Tennessee, Democratic presidential candidate Sen. Barack Obama criticized the health-care plan of Republican opponent Sen. John McCain. "In fact, just today, business organizations like the United States Chamber of Commerce, which generally are
pretty supportive of Republicans, said that this would lead to the unraveling of the employer-based health care system," Obama said.

The Facts
McCain's health plan includes a $2,500 tax credit for individuals, or $5,000 for families, but also would end the tax-free status that employer-provided health plans currently have. The McCain campaign says that "families will be able to choose the insurance provider that suits them best and the money would be sent directly to the insurance provider."

Obama's comments appear to refer to an Oct. 7 New York Times article in which R. Bruce Josten, the U.S. Chamber of Commerce's executive vice president for government affairs, called elements of McCain's health plan "very discomforting" to some in the business community. "The private marketplace, in my opinion, is ill-prepared today with an infrastructure for an individual-based health insurance system," he said in the article.

The article paraphrases officials from groups like the Chamber, the Business Roundtable and the National Federation of Independent Businesses saying that eliminating the income-tax exclusion would "accelerate the erosion of employer-sponsored health insurance and do little to reduce the number of
uninsured from 45 million."

Josten says there is a "huge question" whether the $2,500 for individuals or $5,000 for families would be enough to buy the same kind of coverage. According to the article, officials with eight business trade groups contacted by the Times predicted the McCain plan would raise costs and force some employers to stop providing health benefits.

Verdict: True. Obama accurately expresses the tone and content of the news article.

He said on CNN's Late Edition on Sept. 29, 2002 that "I believe that we can win an overwhelming victory in a very short period of time." He made the comments more than two weeks before the Senate voted 77-23 to authorize President Bush to attack Iraq if Saddam Hussein refused to give up weapons of mass destruction as required by U.N. resolutions.

McCain also said, on MSNBC's Hardball on March 24, 2003, that "there's no doubt in my mind that once these people (the Saddam Hussein regime) are gone that we will be welcomed as liberators."

Democracy Corps had a focus group of undecided voters in Nevada watch last night's debate:

"Unlike the first debate, when Democracy Corps research showed half the voters remaining undecided and the two candidates splitting the other half, the vote following the second debate showed a decisive shift toward Senator Obama. This debate was a clear victory for Obama who made major gains not just in the vote but also on personal favorability and key attributes like 'has what it takes to be President,' which ultimately drove undecided voters into his column."
