CONTRACTS
NAVY
General Dynamics Electric Boat Corp., Groton, Conn., is being awarded a $117,816,391 modification to previously awarded contract (N00024-11-C-2109) for engineering and technical design services to support research and development of advanced submarine technologies for current and future submarine platforms. Advanced submarine research and development includes studies to support the manufacturability, maintainability, producibility, reliability, manning, survivability, hull integrity, performance, structural, weight/margin, stability, arrangements, machinery systems, acoustics, hydrodynamics, ship control, logistics, human factors, materials, weapons handling and stowage, submarine safety, and affordability. The program also supports near term insertion of Virginia-class technology; identification of Ohio-class replacement technology options; future submarine concepts; and core technologies. Work will be performed in Groton, Conn. (75 percent), and Newport News, Va. (25 percent), and is expected to be completed by October 2013. Contract funds will not expire at the end of the fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
PAE Government Services, Inc., Arlington, Va., is being awarded a $62,157,548 cost-plus-award fee contract for recurring base operating support services at Camp Lemonnier, Djibouti, and Camp Simba, Manda Bay, Kenya. The work to be performed provides for general management and administration services; public safety (harbor security, security operations and emergency management program); ordnance; air operations (airfield facilities and passenger terminal and cargo handling); supply; morale, welfare and recreation; galley; housing (bachelor quarters and laundry); facility support (facilities investment, janitorial, pest control services and refuse services); utilities (water, waste water and electrical); base support vehicle and equipment; and environmental. Work will be performed in Africa, in Djibouti (97 percent) and Kenya (3 percent), and is expected to be completed by February 2013. Contract funds in the amount of $62,157,548 are obligated on this award and will expire at the end of the current fiscal year. This contract was procured under the authority of 10 U.S.C. 2304 (c)(1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements," as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The Naval Facilities Engineering Command, Europe Africa Southwest Asia, Naples, Italy, is the contracting activity (N33191-12-D-0407).
Johnson Mirmiran Thompson/Gannett Fleming, J.V., Sparks, Md., is being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract with a maximum amount of $15,000,000 for civil engineering services to support the construction and maintenance of facilities required primarily for Virginia, North Carolina, Florida, and Maryland, but shall include other various activities within the NAVFAC Atlantic area of responsibility (AOR). The work to be performed provides for design of pavements for repair and/or replacement, various types of site development and utility services, inspection of airfield pavements, preparation of pavement condition reports, design of installation security fencing, lighting and other force protection measures, design of installation and repair of shoreline erosion control measures, performance of property and topographic surveys, civil design and engineering projects. No task orders are being issued at this time. Work will be performed in Virginia (20 percent), North Carolina (15 percent), Florida (15 percent), Maryland (15 percent), and other activities within the NAVFAC Atlantic AOR including the continental United States, the Caribbean, Africa, and Europe (35 percent), and is expected to be completed by May 2017. Contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with 24 proposals received. The Naval Facilities Engineering Command, Atlantic, Norfolk, Va., is the contracting activity (N62470-12-D-2010).
Science Applications International Corp., McLean, Va. (N00421-10-D-0016); Booz Allen Hamilton, Inc., McLean, Va. (N00421-10-D-0017); L-3 Communications Corp., Mount Laurel, N.J. (N00421-10-D-0018); and National Technologies, Inc., Alexandria, Va. (N00421-10-D-0019), are being awarded modifications to previously awarded indefinite-delivery/indefinite-quantity multiple award contracts to exercise options for business financial management and program and business analysis services in support of the Naval Air Warfare Center Aircraft Division (NAWCAD). A not-to-exceed shared ceiling of $9,952,882 exists for the ordering period and each contractor will be provided a fair opportunity to compete for individual task orders. Funds will be obligated on individual delivery orders as they are issued. Work will be performed at NAWCAD Patuxent River, Md. (89.9 percent), and NAWCAD Lakehurst, N.J. (10.1 percent), and is expected to be completed in June 2013. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.
AIR FORCE
DLT Solutions, Herndon, Va., is being awarded a $79,463,725 firm-fixed-price contract to procure an Air Force Standard Enterprise Resource Planning License enterprise license agreement for a standard set of Oracle enterprise resource planning products. The location of the performance is Herndon, Va. Work is to be completed by June 25, 2012. ESC/HIK, Maxwell Air Force Base, Ala., is the contracting activity (FA8771-12-F-8112).
UES, Inc., Dayton, Ohio, is being awarded a $42,200,000 indefinite-delivery/indefinitely-quantity, cost-plus-fixed-fee contract to perform on-site research activities at the Air Force Research Laboratory; analysis development, experimentation, and reporting. The location of the performance is Wright-Patterson Air Force Base, Ohio. Work is to be completed by May 2019. AFRL/PKPA, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-12-D-2225; FA8650-12-D2225-0001).
DEFENSE LOGISTICS AGENCY
Northrop Grumman Systems Corp., El Segundo, Calif., was awarded a firm-fixed-price, sole-source contract with a maximum $14,010,379 for procurement of F-18 aircraft rudders. There are no other locations of performance. Using service is Navy. There was one proposal with one response. Type of appropriation is fiscal 2014 through 2015 Navy Stock funds and Foreign Military Sales (Finland, Spain, and Switzerland). The date of performance completion is Oct. 30, 2015. The Defense Logistics Agency Aviation, Philadelphia, Pa., is the contracting activity (SPRPA1-11-G-002Z/5036).
