Archivist of the United States Appoints New Executive for Agency Services

Washington, DC. . . Archivist of the United States David S. Ferriero has appointed Jay Trainer as Executive for Agency Services. Jay will oversee the Office of the Chief Records Officer, the Federal Records Centers Program, the Information Security Oversight Office, the National Declassification Center, and the Office of Government Information Services. He started this position this week.

In making the announcement, the Archivist said, “I am pleased to appoint Jay to this new position. His decades of experience at the National Archives, combined with his leadership skills, records management knowledge and financial acumen make him perfect for the job.”


Jay started his career at the National Archives in 1988 as a GS-4 Student Trainee at the Federal Records Center in Dayton, Ohio. He moved to Washington, DC, in 1991 and worked in management and financial analyst positions for the Washington National Records Center and the Federal Records Centers Program. Jay helped transition the Federal Records Centers to a revolving fund, establishing baseline services and special projects agreements with other Federal agencies and planning for capital projects.

Since 2004, Jay has served as Assistant Director for the Federal Records Centers Program that includes 18 Federal Records Centers nationwide, the National Personnel Records Center in St. Louis, and the Washington National Records Center in Suitland, MD. He holds a BA in History from the University of Dayton and an MA in American History from George Mason University.
