Preserving Security of Outer Space

In accordance with President Obama’s 2010 National Space Policy, the United States is pursuing the development of bilateral and multilateral TCBMs – transparency and confidence-building measures – in outer space to preserve the long-term sustainability in the security of space environment. TCBMs are means by which governments can address the challenges to the outer space environment, specifically challenges like the growth of space debris. One example of a TCBM that the United States is working in close cooperation with its partners and allies around the world, including Japan, is the development of an international code of conduct for outer space activities. Last year, then Secretary of State Hillary Clinton announced that the United States was going to work with the European Union and other friends and partners around the world to develop this international code because long-term sustainability of the space environment was at risk from space debris and irresponsible actors.

We look forward to continuing to work with our partners and in the Asia-Pacific region to develop effective transparency and confidence-building measures to promote the long-term sustainability of the space environment.
