SYDNEY (MarketWatch) -- U.S. authorities want Royal Bank of Scotland PLC to face criminal as well as financial charges over interest-rate-rigging allegations, the Wall Street Journal reported Tuesday, citing people briefed on the negotiations. The bank is likely to pay a financial penalty of around 500 million pounds ($790 million), the report said, in a deal that could complete in two weeks. Barclays PLC and UBS AG have already paid to settle allegations that their employees tried to manipulate the interbank rate. UBS pleaded guilty to the felony of wire fraud as part of its settlement, the report said.
