NEW YORK (MarketWatch) -- U.S. stocks opened little changed on Thursday, as investors waited on fiscal-cliff developments, which lately had the White House threatening to veto a House Republican proposal should lawmakers approve it. The Dow Jones Industrial Average fell 9.13 points to 13,242.84. The S&P 500 index held flat at 1,435.94. The Nasdaq Composite was off 1.52 point at 3,042.77.
