CONTRACTS

NAVY

Bechtel Plant Machinery Inc., Monroeville, Pa., is being awarded a $330,062,354 cost-plus-fixed-fee modification to previously awarded contract (N00024-12-C-2106) for naval nuclear propulsion components. Work will be performed in Monroeville, Pa. (91.09 percent) and Schenectady, N.Y. (8.91 percent). Contract funds in the amount of $252,944,335 will be obligated at the time of award. Contract funds in the amount of $1,563,694 will expire at the end of the current fiscal year. No completion date or additional information is provided on naval nuclear propulsion program contracts. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Exelis Inc., Alexandria, Va., is being awarded a $93,261,183 indefinite-delivery/indefinite quantity, cost-plus-fixed fee contract, with provisions for cost-plus-fixed-fee orders for the procurement of material and services to design, procure, install and maintain the Adaptive Persistent Awareness Systems. The Adaptive Persistent Awareness Systems is an integrated system that provides command, control, communication, computers and intelligence, surveillance and reconnaissance, and persistent awareness. Work will be performed in various naval facilities worldwide and is expected to be completed by November 2017. Contract funds in the amount of $100,000 will be obligated at the time of award, and will expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with two offers received. The Naval Surface Warfare Center Panama City Division, Panama City, Fla., is the contracting activity (N61331-13-D-0004).

Electric Boat Corp., Groton, Conn., is being awarded a $61,695,425 cost-plus-fixed-fee modification to the previously awarded contract (N00024-09-C-2100) for continued procurement of Common Missile Compartment prototype material, manufacturing, and test for the Ohio Replacement Program. This contract combines purchases for the U.S. Navy (79 percent) and the Government of Great Britain (21 percent) under the Foreign Military Sales Program. Work will be performed in Groton, Conn., and is expected to be completed by October 2015. Contract funds in the amount of $48,556,216 will expire at the end of the current fiscal year. Supervisor of Shipbuilding Conversion and Repair, Groton, Conn., is the contracting activity.

Exelis Inc., Amityville, N.Y., is being awarded a $19,385,000 firm-fixed-price contract for the procurement of 124 BRU-55 Bomb Rack Units and spares for the governments of Australia and Canada. Work will be performed in Amityville, N.Y., and is expected to be completed in July 2014. Contract funds in the amount of $19,385,000 will be obligated on this award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. This contract combines purchases for the Government of Australia ($9,823,865; 51 percent) and the Government of Canada ($9,561,135; 49 percent) under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-0015).

ManTech Telecommunications and Information Systems Corp., Herndon Va., is being awarded a $9,754,212 delivery order (0002) under previously awarded indefinite-delivery/indefinite-quantity contract (M67854-12-D-5508) for the procurement of 112 field service representatives and instructors for the Mine Resistant Ambush Protected (MRAP) Cougar Family of Vehicles Program. Work will be performed in Afghanistan, Jordan, and various locations in the continental United States, and work under the delivery order is expected to be complete Dec. 31, 2013. The applicable fiscal year 2013 Operations and Maintenance Marine Corps funds will expire at the end of the current fiscal year. Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Simmonds Precision Products Inc., doing business as Goodrich Sensors and Integrated Systems, Vergennes, Vt., is being awarded a $6,879,152 modification to a previously awarded firm-fixed-price contract (N00019-12-F-4003) to exercise an option for the procurement of 28 integrated mechanical diagnostic and health usage monitoring system kits in support of the AH-1Z and UH-1Y aircrafts. Work will be performed in Vergennes, Vt., and is expected to be completed in May 2014. Contract funds in the amount of $6,879,152 are being obligated on this award, and none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

DEFENSE LOGISTICS AGENCY

Constellation New Energy, Baltimore, Md., was awarded contract SPE600-13-D-8006. The award is a firm-fixed price contract with a maximum $46,836,494 for electricity. Other locations of performance are Maryland and District of Columbia. Using military service is Navy. There were one hundred and ten solicitations with seven responses. Type of appropriation is fiscal 2012 through fiscal 2014 Service Funds. The date of performance completion is Dec. 31, 2014. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va.

AIR FORCE

L-3 Communications Corp., Arlington, Texas, (FA8621-13-C-6332) is being awarded a $22,600,000 contract for the Iraq Aircrew Training System. The location of the performance is Arlington, Texas. Work is expected to be completed by March 31, 2015. The contracting activity is AFLCMC/WNSK, Wright-Patterson Air Force Base, Ohio. Contract involves foreign military sales to Iraq.

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

IBM Corp., San Jose, Calif., is being awarded an $11,986,879 modification to a cost-no fee contract (HR0011-09-C-0002). The SyNAPSE program seeks to break the programmable machine paradigm and define a new path forward for creating useful, intelligent machines. For Phase 3, the performers propose to deliver key innovative accomplishments along the dimensions of hardware, perception and simulation that retire key risks associated with scaling neurocomputational systems based on the TrueNorth chip and architecture. Work will be performed in San Jose, Calif. (68 percent); Ithaca, N.Y. (2 percent); Los Angeles, Calif. (9 percent); Malibu, Calif. (3 percent) and Zurich, Switzerland (18 percent). The work is expected to be completed by March 2014. The Defense Advanced Research Projects Agency is the contracting activity.
