Information from the Office of Law Revision Counsel indicates that the bill would make no substantive changes to the law; therefore, CBO estimates that enacting H.R. 6080 would have no significant impact on the federal budget. The bill would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
