CONTRACTS
NAVY
Allen Engineering Contractor, Inc., San Bernardino, Calif. (N62473-12-D-0255); CJW Construction, Inc.*, Santa Ana, Calif. (N62473-12-D-0256); C S I -- S J H A Joint Venture, San Diego, Calif. (N62473-12-D-0257); Hal Hays Construction Inc., Riverside, Calif. (N62473-12-D-0258); Pave-Tech Inc., Carlsbad, Calif. (N62473-12-D-0259); Reyes Construction Inc., Pomona, Calif. (N62473-12-D-0260); and Romero General Construction Corp.*, Escondido, Calif. (N62473-12-D-0261) are each being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award construction contract for paving work at various locations within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR). The maximum dollar value, including the base period and two option years, for all seven contracts combined is $100,000,000. The work provides for new construction, repair and renovation, by design-build or fully designed project, for removing, patching and repairing existing deteriorated asphalt and Portland Cement concrete paving, including base materials from road and parking areas, cleaning and repairing existing cracks, asphalt overlays, slurry seal, and installation of new asphalt, new aggregate base, cold milling of existing paving, and emergency repair work. The work also includes site work incidental to paving including, but not limited to: clearing and grubbing; excavation and earthwork; storm drainage systems; sidewalks; curbs and gutters; wheel stops; reflective markers; striping and signing; demolition disposal; and removal and/or recycling of materials from government property. All work on these contracts will be performed within the NAVFAC Southwest AOR, including but not limited to, Calif. (93 percent), Ariz. (2 percent), Nev. (2 percent), Utah (1 percent), Colo. (1 percent), and N.M (1 percent). The terms of the contracts are not to exceed 36 months, with an expected completion date of July 2015. Contract funds in the amount of $35,000 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with 26 proposals received. These seven contractors may compete for task orders under the terms and conditions of the awarded contracts. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.
Northrop Grumman Technical Services Inc., Herndon, Va., is being awarded a $58,376,175 modification to a previously awarded contract (N63394-10-C-5006) for operation and maintenance services of the combined tactical training ranges. Services will be required at shore sites, land-based test facilities, aboard ships in ports, and aboard ships at sea. Work will be performed in Oceana, Va. (30 percent); Yuma, Ariz. (25 percent); Fallon, Nev. (20 percent); Cherry Point, N.C. (12 percent); Key West, Fla. (8 percent); and San Diego, Calif. (5 percent); and is expected to complete by April 2013. Contract funds in the amount of $27,324,445 will expire at the end of the current fiscal year. Naval Surface Warfare Center Port Hueneme Division, Hueneme, Calif., is the contracting activity.
Logos Technologies Inc.*, Arlington, Va., is being awarded an $11,155,953 cost-plus-fixed-fee order against a previously issued basic ordering agreement (N68335-10-G-0036) for a Phase III Small Business Innovation Research (SBIR) project. This SBIR project is in support of Topic 072-019 "Wide Area Video Image Storage Techniques" and Topic 072-017 "False Alarm Mitigation." This order provides services in support of lightweight expeditionary airborne persistent surveillance-overseas contingency operations systems to enhance the current wide area persistent surveillance capabilities in order to provide real time imagery to ground users. The work will be performed in Raleigh, N.C. (30 percent); Cypress, Calif. (26 percent); Fairfax, Va. (18 percent); Thousand Oaks, Calif. (11 percent); Afghanistan (9 percent), and Arlington Heights, Ill. (6 percent), and is expected to be completed in January 2014. Contract funds in the amount of $330,000 will expire at the end of the current fiscal year. The Naval Air Warfare Center, Lakehurst, N.J., is the contracting activity.
ARMY
SpawGlass Contractors Inc., Schertz, Texas, was awarded a $50,530,205 firm-fixed-price contract. The award will provide for the construction of a basic military training recruit dormitory at Lackland Air Force Base, San Antonio, Texas. Work will be performed in San Antonio, with an estimated completion date of Aug. 30, 2014. The bid was solicited through the Internet, with six bids received. The U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-12-C-0023).
The Ginn Group Inc., Peachtree City, Ga., was awarded a $49,880,882 firm-fixed-price contract. The award will provide for the necessary services in support of the Directorate of Public Works at Fort Huachuca, Ariz. Work will be performed in Fort Huachuca, with an estimated completion date of July 31, 2017. Twelve bids were solicited, with 12 bids received. The U.S. Army Contracting Command, Fort Huachuca, Ariz., is the contracting activity (W9124A-12-C-0007).
By Light Professional IT Services Inc., Arlington, Va., was awarded a $45,811,362 cost-plus-fixed-fee contract. The award will provide for the rapid adaptation of mobile device applications to supply time-sensitive information for the troops on the ground and allow real-time transfer for battle-sensitive information from squad to battalion level. Work will be performed in Afghanistan, with an estimated completion date of June 25, 2013. The bid was solicited through the Internet, with five bids received. The U.S. Army Contracting Command, Research Triangle Park, N.C., is the contracting activity (W911NF-12-C-0057).
Silva/Barnhart -- JV, San Diego, Calif., was awarded an $18,394,128 firm-fixed-price contract. The award will provide for the construction of the Los Alamitos Readiness Center. Work will be performed in Los Alamitos, Calif., with an estimated completion date of Dec. 27, 2013. The bid was solicited through the Internet, with 11 bids received. The National Guard Bureau, San Luis Obispo, Calif., is the contracting activity (W912LA-12-C-0005).
Melwood Horticultural Training Center, Upper Marlboro, Md., was awarded a $17,465,523 firm-fixed-price contract. The award will provide for the services and supplies in support of the Directorate of Public Works at Fort Meade, Md. Work will be performed in Fort Meade, with an estimated completion date of June 29, 2013. The bid was solicited through the Internet, with one bid received. The U.S. Army Contracting Command, Fort Eustis, Va., is the contracting activity (W911S0-11-F-0040).
Alpha-Omega Change Engineering Inc., Hampton, Va., was awarded a $16,147,375 firm-fixed-price contract. The award will provide for the support services to the Joint Staff J-3/7 Joint Interoperability Division located on Fort Bragg, N.C. Work will be performed in Fort Bragg, with an estimated completion date of July 17, 2015. The bid was solicited through the Internet, with three bids received. The U.S. Army Contracting Command, Fort Bragg, N.C., is the contracting activity (W91247-12-D-0028).
Professional Performance Development Group Inc., San Antonio, Texas, was awarded a $7,831,941 firm-fixed-price contract. The award will provide for the service to perform integrated disability evaluation system narrative summaries at four military treatment facilities. Work will be performed in Joint Base Lewis-McChord, Wash.; Fort Bliss, Texas; Fort Carson, Colo.; and Fort Riley, Kan.; with an estimated completion date of July 17, 2015. Hawker Beechcraft Corp., Wichita, Kan., was awarded a $7,509,868 firm-fixed-price contract. The award will provide for the procurement of one Hawker Beechcraft KA350ER aircraft with program support. Work will be performed in Wichita, with an estimated completion date of Sept. 30, 2014. The bid was solicited through the Internet, with one bid received. AIR FORCE
University of Dayton Research Institute, Dayton, Ohio (FA8650-12-D-2224) is being awarded a $42,000,000 indefinite delivery/indefinite quantity cost reimbursable contract to perform on-site research activities at AFRL/RZP to include analyses, development, experimentation, and reporting. The location of the performance is Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. Work is to be completed by July 19, 2020. The contracting activity is Wright-Patterson, Air Force Base, Ohio.
DEFENSE LOGISTICS AGENCY
SPX Precision Components, Newington, Conn., was awarded contract SPRRA1-12-D-0110. The award is a firm fixed price, indefinite delivery and indefinite quantity contract with a maximum $18,484,387 for PI housing assemblies. There are no other locations of performance. Using military service is Army. Type of appropriation is fiscal 2012 Army Working Capital Funds. There were three proposals with two responses. The date of performance completion is July 2017. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Ala.
