The National Library of Medicine (NLM) is accepting applications for its Associate Fellowship program, a one-year training program for recent MLS graduates and librarians early in their career.

In the first half of the year, a formal curriculum offers exposure to library operations, research and development, intramural and extramural research, development and lifecycle of NLM’s web-based products and services and the extensive outreach and education program reaching consumers, special populations, health professionals and librarians. In the second half of the year, Associate Fellows have the opportunity to choose projects based on real-world problems proposed by library divisions and work with librarians and library staff over a six-seven month period. Successful projects have led to peer-review publications and to services that have become a regular part of library operations.

The September through August program also offers professional development and an introduction to the wider world of health sciences librarianship that may include:

· Supported attendance at national professional conferences, often including the Medical Library Association’s annual meeting, the American Medical Informatics Association annual meeting and others
· Spring Practicum at a health sciences library in the contiguous United States
· Additional brown bags, seminars, field trips and learning opportunities available on the National Institutes of Health campus
· Opportunities to meet and interact with senior management at the National Library of Medicine
· Experienced preceptors from National Library of Medicine staff
· Potential to compete for a second year fellowship at a health sciences library in the United States

The Fellowship offers:
· A stipend equivalent to a U.S. Civil Service salary at the GS-9 level ($50,408 in 2009)
· Additional financial support for the purchase of health insurance
· Some relocation funding
· Assistance in finding housing

Who is eligible?
All U.S. and Canadian citizens who will have earned a MLS or equivalent degree in library/information science from an ALA-accredited school by August 2010. Both recent graduates and librarians early in their career are welcome to apply. Priority is given to U.S. citizens.

OBAMA ADMINISTRATION BRINGS RURAL TOUR TO NEW MEXICO

WASHINGTON, September 28, 2009 - On Wednesday, September 30, Agriculture Secretary Tom Vilsack will hold a rural community forum in Las Cruces, N.M., as part of the Obama Administration's Rural Tour. Representative Harry Teague will join Secretary Vilsack at the forum to discuss efforts by the Obama Administration to rebuild and revitalize rural America, listen to local residents talk about how the federal government can assist them, and discuss solutions to challenges facing their communities. Secretary Vilsack will also highlight American Recovery and Reinvestment Act projects improving communities in New Mexico and benefiting people throughout rural America.

In June, President Obama announced that Secretary Vilsack will lead the Administration's Rural Tour to visit rural communities in states throughout the country. Secretary Vilsack is scheduled to lead Rural Tour events with other top administration officials over the coming weeks. Wednesday's event will be the twenty-first similar forum Secretary Vilsack has led since being sworn in, and follows rural listening sessions held in Scottsbluff, Neb., El Reno, Okla., Zanesville, Ohio, Modesto, Calif., Sedalia, Mo., Des Moines, Iowa, Hamlet, N.C., Bethel, Alaska, St. John Parish, La., Blairs, Va., West Salem, Wis., Charlotte, Mich., Concord, N.H., Wattsburg, Pa., Danville, Ind., Geneseo, Ill., Harrodsburg, Ky., Ludowici, Ga., Portageville, Mo., and Brush, Colo.

Cabinet Secretaries Discuss Administration Efforts, Collect Ideas on Revitalizing and Rebuilding Rural America

Scottsbluff, Neb., September 28, 2009 - Agriculture Secretary Tom Vilsack and Interior Secretary Ken Salazar visited the Scottsbluff National Monument today and held a 'Rural Tour' community forum to discuss production agriculture as well as efforts by the Obama Administration to rebuild and revitalize rural America, listen to local residents talk about how the federal government can assist them, and discuss solutions to challenges facing their communities.

"To overcome challenges and be successful in a new, 21st century economy, President Obama has asked that we reach out to people in rural communities across the country to listen, learn and facilitate problem-solving," said Agriculture Secretary Vilsack. "It is critically important to hear the thoughts, concerns and stories about Nebraska's vision for its future and to collect ideas about how USDA can better serve these communities. The thoughts, ideas and concerns for the future I heard in Scottsbluff were a reminder of the strength and optimism I have seen in communities throughout rural America."

"President Obama understands that our nation's food supply, our energy security, our prosperity, and the health of our lands and watersheds depend on the strength of America's rural communities," said Secretary of the Interior Ken Salazar. "By creating jobs and investing in revitalization initiatives, the President's economic recovery plan is an important down payment on the future of rural America. To help rural communities meet their full potential, however, we must continue to listen, gather new ideas, and keep communities like Scottsbluff front and center on the agenda."

At today's rural community forum, Vilsack discussed how the USDA is working to promote a sustainable, safe, sufficient and nutritious food supply, ensure that America leads the global fight against climate change, and revitalize rural communities by expanding economic opportunities.‬‪

Secretary Vilsack also highlighted the USDA's American Recovery and Reinvestment Act efforts that are underway in Nebraska and across the country, including the following:

USDA's Rural Development has helped guarantee 483 loans worth more than $40.5 million in the state of Nebraska through the Single Family Housing Loan program. These loans help residents and producers to have access to the capital they need to keep rural communities strong.

USDA's Farm Service Agency is providing $15.1 million through 263 Direct Operating Farm Loans. These loans help farms purchase items such as livestock, farm equipment, feed, seed, fuel, farm chemicals, insurance, and other operating expenses.

USDA's Rural Development is providing over $21.4 million to help make improvements at 2 water and waste treatment projects.

Through USDA's Rural Development, $18 million will be made available for 6 community facilities projects. Community Facility Grants will allow towns across Nebraska to purchase critical emergency service vehicles and equipment, build emergency operations centers and community centers.

USDA's Natural Resources Conservation Service announced $1.7 million for a watershed rehabilitation project and $4.2 million for 2 watershed operation projects. In addition, the USDA will be investing $300,000 for a floodplain easement project.

USDA's Agricultural Research Service is providing $1.3 million in funding to assist with critical deferred maintenance projects at the Roman L. Hruska U.S. Meat Animal Research Center, Clay Center, Neb.

USDA's Rural Development has issued five Rural Business and Enterprise Grants for a total of $147,800.

Through USDA, the Recovery Act provided for an estimated increase of more than $68 million in Supplemental Nutrition Assistance Program (SNAP) benefits in Nebraska. Most four-person households will receive an $80 increase in their monthly SNAP benefit. Eligibility limits on jobless adults will be suspended in most areas.

USDA is also helping low-income Nebraska residents to receive healthy, nutritious meals through $554,000 in funding from The Emergency Food Assistance Program. Kids in Nebraska also will benefit from $532,000 through the National School Lunch Program.

Secretary of the Interior Ken Salazar noted that the Department of the Interior is investing $2.6 million in Nebraska through the Recovery Act, including:

$111,000 to rehabilitate the boundary fence and markings at Scotts Bluff National Monument.

$295,000 in a road maintenance project for the reservation of the Omaha Tribe. Overall, DOI's Bureau of Indian Affairs is investing over $900,000 in repair and maintenance for roads and bridges in Nebraska that benefit tribal nations.

$250,000 in an energy conservation and geothermal conversion project at Boyer Chute National Wildlife Refuge.

$575,000 to replace the West and South boundary bison fence at Fort Niobrara National Wildlife Refuge.

$180,000 to upgrade United States Geological Survey streamgages in Nebraska. These streamgages provide critical information used to estimate flood dangers, protect fragile ecosystems, construct safe bridges and roadways, and monitor the effects of climate change on water availability.

$68,000 to replace the roof on the visitor center at Agate Fossil Beds National Monument.

CDC Updates International H1N1 Situation

This report provides an update to the international situation as of September 25, 2009. As of September 20, 2009, the World Health Organization (WHO) regions have reported at least 318,925 laboratory-confirmed cases of 2009 H1N1 with more than 3,917 deaths, which is an increase of at least 22,454 cases and more than 431 deaths since September 13th.

AGRICULTURE SECRETARY VILSACK TO VISIT BOISE TO HIGHLIGHT EFFORTS TO RESTORE FOREST HEALTH

WASHINGTON, September 28, 2009 - On Tuesday, September 29, Agriculture Secretary Tom Vilsack will visit Idaho to highlight U.S. Forest Service efforts and his vision of a new direction in forest management with an emphasis on collaboration, restoration, and conservation. During this visit, Secretary Vilsack will tour the National Interagency Fire Center in Boise, as well as a forest management project funded by the American Recovery and Reinvestment Act (ARRA) in the Boise National Forest Idaho City Ranger District. The $2.6 million in Recovery Act funding will go towards hazardous fuel reduction and expand the use of woody biomass to produce renewable energy, new products, and create new, green job opportunities for local workers.

The Boise National Forest Idaho City Ranger District Project exemplifies the new direction for our nation's forests laid out by Secretary Vilsack in a speech in August. It will put Americans back to work performing forest restoration to lessen the risk of wildland fire risk, improve overall forest health and support the generation of renewable energy.

As the Republican leader in the U.S. House of Representatives, John Boehner could use his important position to forge honest consensus around reforms that most Americans overwhelmingly support. Sadly, Boehner is choosing to be a leading peddler of health reform lies instead.

When Boehner repeated his claim that reform would result in a government takeover of health care, it was clear he's been too busy trying to score political points to read the overwhelming evidence -- including a post from the non-partisan FactCheck.org -- debunking this claim.

And cruelly scaring seniors with lies about benefit cuts, even though his own party voted to gut Medicare? On his side of the aisle, that's become standard operating procedure.

Then of course there's Boehner's blatant lie that reform will provide taxpayer-funded abortions, a claim rejected even by groups that oppose abortion. His lies have been thoroughly debunked, but John Boehner just won't stop -- so we're calling him out.

USDA ANNOUNCES INITIAL FISCAL YEAR 2010 SUGAR MARKETING ALLOCATIONS

WASHINGTON, Sept. 28, 2009 - The USDA Commodity Credit Corporation (CCC) announced the initial fiscal year (FY) 2010 allocation of the overall sugar marketing allotment (OAQ) among domestic sugar beet and sugarcane processors. CCC distributed the FY 2010 beet sugar allotment of 5,019,358 short tons/raw value (STRV), 54.35 percent of the OAQ, among the sugar beet processors and the cane sugar allotment of 4,215,892 STRV, 45.65 percent of the OAQ, among the sugarcane processors.

In addition, CCC announced several structural changes in the allocation to certain sugarcane processors. CCC combined the Louisiana cane sugar allocations of Alma Plantation, L.L.C, Cajun Sugar Cooperative, Inc., Cora-Texas Mfg. Co. Inc., Lafourche Sugars, L.L.C., Louisiana Sugar Cane Cooperative, Inc., Lula-Westfield, L.L.C. and St. Mary Sugar Cooperative, Inc. into one allocation under the name of Louisiana Sugar Cane Products, Inc. (LSCPI).

Further, CCC modified Louisiana mills' FY 2010 cane sugar allocations to reflect grower petitions to transfer allocation commensurate with their cane deliveries to the new mill of their choice. CCC permanently transferred allocations between Louisiana mills for those growers whose petitions met all CCC requirements. However, for those growers whose petitions did not meet all CCC requirements, CCC temporarily increased the FY 2010 allocations of the recipient mills specified in the petitions, but did not reduce the allocations of the mills these growers are leaving. Instead, surplus allocation from Hawaii was reassigned to the recipient mills. CCC will permanently transfer allocations for these growers when all CCC requirements are met. CCC expects domestic cane sugar production to be significantly less than the cane sugar sector allotment; thus, all cane sugar companies are expected to be allocated enough sugar marketing allocation to market their total FY 2010 sugar production.

CCC determined, in 2004, that Puerto Rican processors permanently terminated operations because no sugar had been processed for two complete years. The Puerto Rico allocation of 6,356 STRV is reassigned to Hawaii and then further reassigned to the mainland sugarcane-producing states because Hawaii is not expected to use all of its cane sugar allotment.

STATUS OF THE PUBLIC OPTION:
The Senate Finance Committee is scheduled to vote on the public option tomorrow and though the measure is expected to fail, momentum on the public option is building. Several senators have renewed their efforts to include the public option in the final senate bill.

 

Senator Johnson has been solid in his support for the public option, but Representative Sandlin has been leading the charge among Blue Dogs to stop the public option. Her efforts seem to be stumbling as the Blue Dogs are focusing on other priorities. Stephanie should do the same!

 

Remind Stephanie that BEFORE she was re-elected she signed her support to Health Care for America Now's core principles - including the public health insurance option!

AGRICULTURE SECRETARY VILSACK TO VISIT BOISE TO HIGHLIGHT EFFORTS TO RESTORE FOREST HEALTH

WASHINGTON, September 28, 2009 - On Tuesday, September 29, Agriculture Secretary Tom Vilsack will visit Idaho to highlight U.S. Forest Service efforts and his vision of a new direction in forest management with an emphasis on collaboration, restoration, and conservation. During this visit, Secretary Vilsack will tour the National Interagency Fire Center in Boise, as well as a local business that is benefiting from the Recovery Act. As a result, the business to purchase new equipment that will ultimately assist with hazardous fuel reduction in and expand the use of woody biomass from our national forests. In turn, the business will be able to sell new products, and create new, green job opportunities for local workers.

This project exemplifies the new direction for our nation's forests laid out by Secretary Vilsack in a speech in August. It will put Americans back to work performing forest restoration to lessen the risk of wildland fire risk, improve overall forest health and support the generation of renewable energy.

The USDA provides leadership on food, agriculture and natural resources and touches the life of every American. Secretary Vilsack and the USDA are working to promote a sustainable, safe, sufficient and nutritious food supply, ensure that America leads the global fight against climate change, and revitalize rural communities by expanding economic opportunities.

Family Structure Affects Care of Disabled Elderly Parents
Since the 1970s there have been profound changes in family structure in the United States that have the potential to alter the care received by disabled elderly parents from their children, according to a study by Barbara Steinberg Schone, Ph.D., of the Agency for Healthcare Research and Quality, and colleagues. They used data from the Asset and Health Dynamics Among the Oldest Old survey to estimate the joint probabilities that an adult child provides time and/or cash transfers to a parent.
The estimates suggest significant detrimental effects of parental divorce and step relationships on support of disabled elderly parents. Children with parents who remarried were less likely to provide cash transfers and more likely to have a parent who was in a nursing home. For example, children were significantly less likely to provide care to their disabled parent if the parent was divorced versus widowed. Children of divorced parents were about half as likely as children of widowed parents to co-reside with a parent and their parents were more likely to live alone or in a nursing home.
Biological children with no siblings were four times more likely than single stepchildren to provide time (26 vs. 7.7 percent) or cash (13.5 vs. 2.9 percent) to their disabled parents. Also, stepchildren were significantly less likely than biological children to co-reside with the parent (1.8 vs. 7.9 percent) and more likely to have a parent living alone or in a nursing home (63.6 vs. 60.6 percent and 10.6 vs. 7.5 percent, respectively). Children in traditional nuclear families were significantly more likely to provide cash and time transfers than children in blended families (with stepchildren). Similarly, children of parents in blended families were less likely to co-reside with the parent and slightly more likely to have their parent live with other relatives or nonrelatives than children in traditional nuclear families, suggesting that the sibling network also matters.

Algeria and Morocco Water Orientation Visit

USTDA is sponsoring a 10-day Orientation Visit for public sector water officials from Algeria and Morocco. The objective of the visit is to highlight topics designated as critical for the wastewater and desalinization industry; improve the quality and usage of reclaimed water in the Maghreb; help the water authorities properly contain and account for their supply of water to the public; and present the delegates with information on current and future trends in the wastewater and desalinization industry. BCIU will organize the Orientation Visit in October 2009, which will include visits in California, Nevada, Florida and Washington, D.C. The delegation will also attend the Water Environment Federation’s Annual Technical Exhibition and Conference (WEFTEC) in Orlando, Florida.


Pakistan Intermodal Freight Transportation Orientation Visit

USTDA is sponsoring a 10-day Orientation Visit (OV) for up to 15 Pakistani delegates representing both private and public sector interests involved in the development of intermodal port-to-rail containerized freight transportation in Pakistan. The key objective of this OV is to highlight U.S. technologies and services related to Pakistani goals to modernize and strengthen the country’s trade and transportation logistics through intermodal freight transport. The OV will entail attending the Intermodal Expo and TransComp Exhibition; meetings with major U.S. equipment and components manufacturers and freight service and IT providers; site visits to the ports of Los Angeles and Long Beach, the Port of Virginia at Norfolk and other relevant facilities in those areas; as well as meetings with U.S. and local government officials to explore the role of the public sector in supporting rail capacity and container transport.

Agriculture Secretary Tom Vilsack today welcomed China’s Minister of Agriculture Sun Zhengcai to the United States to discuss a wide range of agricultural trade issues. They concluded their talks by renewing a Memorandum of Understanding (MOU) on bilateral cooperation in scientific research and agricultural trade between the two countries. The original MOU signed in August 2003 established a Joint Committee on Cooperation in Agriculture (JCCA), which meets at least once every two years alternately in the United States and China.

OBAMA ADMINISTRATION BRINGS RURAL TOUR TO NEBRASKA

WASHINGTON, September 27, 2009 - Tomorrow, Monday, September 28, Agriculture Secretary Tom Vilsack and Interior Secretary Ken Salazar will hold a rural community forum in Scottsbluff, Neb., as part of the Obama Administration's Rural Tour. A number of federal and state officials will join the Secretaries at the forum to discuss production agriculture as well as efforts by the Obama Administration to rebuild and revitalize rural America, listen to local residents talk about how the federal government can assist them, and discuss solutions to challenges facing their communities. Secretaries Vilsack and Salazar will also highlight American Recovery and Reinvestment Act projects improving communities in Nebraska and benefiting people throughout rural America.

In June, President Obama announced that Secretary Vilsack will lead the Administration's Rural Tour to visit rural communities in states throughout the country. Secretary Vilsack is scheduled to lead Rural Tour events with other top administration officials over the coming weeks with the next event in New Mexico. Monday's event will be the twentieth similar forum Secretary Vilsack has led since being sworn in, and follows rural listening sessions held in El Reno, Okla., Zanesville, Ohio, Modesto, Calif., Sedalia, Mo., Des Moines, Iowa, Hamlet, N.C., Bethel, Alaska, St. John Parish, La., Blairs, Va., West Salem, Wis., Charlotte, Mich., Concord, N.H., Wattsburg, Pa., Danville, Ind., Geneseo, Ill., Harrodsburg, Ky., Ludowici, Ga., Portageville, Mo., and Brush, Colo.
