Filers on Use of ITACS On Thursday, September 24, 2009, beginning
at 2:30 PM (PDT), FDA will be hosting a meeting for local filers
at the Port of Los Angeles Administration Building, 425 S. Palos
Verdes St., San Pedro, CA 90731. The primary purpose of the training
is to provide an overview of FDAs new Import Trade Auxiliary
Communications System (ITACS). FDA is soliciting voluntary participation
in a pilot test of this system over the next several weeks. ITACS
will allow filers to check the status of FDA regulated entries,
electronically submit entry documentation to FDA, and provide
shipment examination availability information. |

Million in Available Funding for Next Generation Nuclear Plants
WASHINGTON, DC U.S. Energy Secretary Steven Chu announced today that up to $40 million in funding will be available from the Department of Energy to support design and planning work for the Next Generation Nuclear Plant (NGNP). Next Generation Nuclear Plants will use new, high temperature, gas-cooled reactor technologies to integrate multiple industrial applications in one plant or facility, such as generating electricity while refining petroleum. NGNP will extend the application of nuclear energy into the broader industrial and transportation sectors, reducing fuel use and pollution and improving on the inherent safety of existing commercial light water reactor technology. Support for new developments in nuclear technologies will be critical to meeting our energy, climate and security goals for years to come, said Secretary Chu. Next Generation Nuclear Plants hold the promise of safe, cost-effective, zero-emissions energy for major U.S. industries that are some of the largest energy consumers in the country. By integrating multiple industrial processes, this next generation technology will offset imported fossil fuels, reduce pollution and create tens of thousands of quality jobs in industries across America. About 40 percent of the nations greenhouse gas emissions come from industrial processes in high energy consuming sectors. With NGNP systems, the process heat or steam generated by the high temperature nuclear reactors will be used to power applications like advanced highly efficient turbines, manufacture plastic components from raw materials, or produce ammonia for fertilizer. By integrating energy generation and production operations, NGNP technologies will allow high energy consuming industries and sectors like petroleum, plastic and biofuels producers to reduce carbon dioxide emissions, limit their need for fossil fuels, and become more competitive. The NGNP project is being conducted in two phases with Phase 1 comprised of research and development, conceptual design, and development of licensing requirements, and Phase 2 comprised of detailed design, license review, and construction that would lead to a demonstration plant by 2021 that is capable of producing hydrogen, electricity, and/or process heat. The Funding Opportunity Announcement (FOA) being released today will support the following Phase 1 activities: the development of cost-shared conceptual design(s), cost and schedule estimates for demonstration project completion and a business plan for integrating Phase 2 activities. DOE will use the information and data gathered in Phase 1 as a basis for determining whether the project should continue to Phase 2. Applications for the FOA are due November 16, 2009. Applications must be submitted through http://www.fedconnect.net to be considered for award. DOE expects to make up to two awards in February 2010 with each supporting a unique reactor concept. DNI NAMES ROBERT BRYANT NEW NATIONAL COUNTERINTELLIGENCE EXECUTIVE Director of National Intelligence Dennis C. Blair announced today that he has selected former FBI Deputy Director Robert Bryant to be the next National Counterintelligence Executive. The National Counterintelligence Executive (NCIX), under the Office of the Director of National Intelligence, serves as the head of national counterintelligence for the United States Government. Bryant has many years of investigative, operational and management experience in counterintelligence, counterterrorism and law enforcement. As the FBIs deputy director and chief operating officer, he managed the day-to-day operations of the FBI and its national counterintelligence, counterterrorism and criminal programs. Bryant was also responsible for policy, personnel, budget, technology and security programs. A wide range of actors are taking advantage of globalization and the openness of modern information networks to undermine U.S. interests, Blair said. Robert has more than four decades of experience countering these substantial threats to our national security and he will be an important asset in protecting our military, economic and technological resources. The Office of the National Counterintelligence Executive (ONCIX) sets the priorities for counterintelligence collection, investigations, and operations, and conducts in-depth espionage damage assessments. To ensure the effectiveness of these programs, ONCIX also performs periodic reviews of all U.S. counterintelligence programs, evaluates them against strategic and budgetary goals, and makes fiscal recommendations to the DNI. In the recently published 2009 National Intelligence Strategy, counterintelligence is elevated for the first time as a mission objective. Integrate Counterintelligence is one of six mission objectives, and the strategy calls for a counterintelligence capability that is integrated with all aspects of the intelligence process, both offensively and defensively, to protect our secrets, and to better serve the policymaker and the operator. Bryant has had a long and distinguished law enforcement and counterintelligence career that culminated with his appointment as the deputy director of the FBI, the number two official in the Bureau. He joined the FBI in 1968 and worked at the Seattle and Dallas field offices until 1975 when he was assigned to FBI headquarters in Washington where he was head of the Criminal Investigative and Records Management Divisions. Bryant returned to the field in 1978 and served in supervisory jobs in the Las Vegas and Kansas City field offices, and later as the special agent in charge of the Salt Lake City field division. In 1989, he returned to FBI headquarters as the deputy assistant director of the Criminal Investigative Division, and in 1991 he was named special agent in charge of the Washington, D.C. Metropolitan Field Office. He later served as the assistant director in charge of the National Security Division and was appointed in 1997 as the assistant director in charge of the Criminal Investigative Division. Bryants notable achievements were the successful investigations and prosecutions of the spies Aldrich Ames, Earl Pitts and Harold Nicholson, oversight of the Oklahoma City bombing investigation and the bombing of the Khobar Towers investigation in Saudi Arabia, and the peaceful resolution of the Montana Freeman standoff. He was most recently the president and chief executive officer of the National Insurance Crime Bureau. Bryant holds a Bachelor of Science degree
in business administration and a law degree from the University
