The Economics of Agricultural and Wildlife Smuggling

The United States bans imports of certain agricultural and wildlife goods that can carry pathogens or diseases or whose harvest can threaten wildlife stocks or endanger species. Despite these bans, contraband is regularly uncovered in inspections of cargo containers and in domestic markets. This study characterizes the economic factors affecting agricultural and wildlife smuggling by drawing on inspection and interdiction data from USDA and the U.S. Fish and Wildlife Service and existing economic literature. Findings reveal that agricultural and wildlife smuggling primarily include luxury goods, ethnic foods, and specialty goods, such as traditional medicines. Incidents of detected smuggling are disproportionately higher for agricultural goods originating in China and for wildlife goods originating in Mexico. Fragmentary data show that approximately 1 percent of all commercial wildlife shipments to the United States and 0.40 percent of all U.S. wildlife imports by value are refused entry and suspected of being smuggled.

On Thursday, September 24, 2009, beginning at 2:30 PM (PDT), FDA will be hosting a meeting for local filers at the Port of Los Angeles Administration Building, 425 S. Palos Verdes St., San Pedro, CA 90731. The primary purpose of the training is to provide an overview of FDA’s new Import Trade Auxiliary Communications System (ITACS). FDA is soliciting voluntary participation in a pilot test of this system over the next several weeks. ITACS will allow filers to check the status of FDA regulated entries, electronically submit entry documentation to FDA, and provide shipment examination availability information.

WASHINGTON, D.C. - The U.S. Agency for International Development (USAID) hosted Dr. Beth Noveck as a part of the Administrator's Forum. As the United States deputy chief technology officer for open government, Dr. Noveck leads the President's Open Government Initiative and she challenged the Agency to use technology to improve development.
"It's really about rethinking the process of transparency, participation and collaboration," said Dr. Noveck. "It's not transparency for our own sake...but toward the end of making better decisions, creating greater accountability, and driving performance.
In her remarks, Dr. Noveck challenged USAID to empower its stakeholders and constituents to focus on their abilities through technology to collaborate, solve programs, find opportunities, and innovate in the development arena.
Based out of the White House's Office of Science and Technology Policy, Dr. Noveck implements President Obama's call for an "unprecedented level of openness in Government."
Dr. Noveck is a professor of law and director of the Institute for Information Law and Policy at New York Law School. She served as a volunteer advisor on innovation in government for Obama for America and as a member of the Technology, Innovation and Government Reform Policy group for the Obama-Biden transition. She is the author of the book Wiki Government: How Technology Can Make Government Better, Democracy Stronger, and Citizens More Powerful.
Dr. Noveck teaches in the areas of intellectual property, innovation, and constitutional law as well as courses on electronic democracy and government. She pioneered the Democracy Design Workshop and launched Peer to Patent: Community Patent Review project in collaboration with the U.S. Patent and Trademark Office.

FDIC Announces Members for the Advisory Committee on Community Banking

The Federal Deposit Insurance Corporation (FDIC) today announced the selection of 14 members for its Advisory Committee on Community Banking, which was established by the FDIC Board of Directors in May. The Advisory Committee members represent a cross-section of community bankers from around the nation, including a member from academia. The Advisory Committee will provide the FDIC with advice and recommendations on a broad range of policy issues that have particular impact on small community banks from around the nation, the local communities they serve, with a focus on rural areas.
"The financial crisis has had a significant impact on community banks. These banks are essential to the fabric of our country's financial system through their support of business lending and service to the needs of local economies," said FDIC Chairman Sheila Bair. "I look forward to working with the Advisory Committee members on this important endeavor to get valuable contributions and viewpoints to help community banks—large and small—to continue to weather the challenging business environment."
The 14 individuals selected for the Advisory Committee represent a full spectrum of interests and perspectives on community banking. The FDIC received more than 200 applications from interested individuals to participate on the committee.
The committee's first meeting is scheduled for Thursday, October 15, 2009, at FDIC headquarters in Washington, D.C. The committee will meet at least two times a year with Members serving a two-year term. Paul Nash, Deputy to the FDIC Chairman for External Affairs, will serve as the Designated Federal Official for the Advisory Committee.

BOSTON - A bill allowing Gov. Deval Patrick to name an interim appointment to the Senate seat left vacant by the death of Edward Kennedy is headed to the Massachusetts Senate, where its fate is uncertain.
The agenda is now available for the U.S.-China High Technology Working Group (HTWG) public-private meeting.
This public-private forum, co-chaired by the U.S. Commerce Department's Bureau of Industry and Security (BIS) and the People's Republic of China's Ministry of Commerce, in partnership with the National Association of Manufacturers (NAM) will take place on September 29, at the Ronald Reagan International Trade Center in Washington, DC.
The HTWG will enable U.S. and Chinese companies to interact directly with one another and government leaders to discuss export controls and high technology trade, with particular emphasis on the information technology and civil aviation-aerospace sectors.

Department of Energy Announces up to $40 Million in Available Funding for Next Generation Nuclear Plants

WASHINGTON, DC – U.S. Energy Secretary Steven Chu announced today that up to $40 million in funding will be available from the Department of Energy to support design and planning work for the Next Generation Nuclear Plant (NGNP). Next Generation Nuclear Plants will use new, high temperature, gas-cooled reactor technologies to integrate multiple industrial applications in one plant or facility, such as generating electricity while refining petroleum. NGNP will extend the application of nuclear energy into the broader industrial and transportation sectors, reducing fuel use and pollution and improving on the inherent safety of existing commercial light water reactor technology.

“Support for new developments in nuclear technologies will be critical to meeting our energy, climate and security goals for years to come,” said Secretary Chu. “Next Generation Nuclear Plants hold the promise of safe, cost-effective, zero-emissions energy for major U.S. industries that are some of the largest energy consumers in the country. By integrating multiple industrial processes, this next generation technology will offset imported fossil fuels, reduce pollution and create tens of thousands of quality jobs in industries across America.”

About 40 percent of the nation’s greenhouse gas emissions come from industrial processes in high energy consuming sectors. With NGNP systems, the process heat or steam generated by the high temperature nuclear reactors will be used to power applications like advanced highly efficient turbines, manufacture plastic components from raw materials, or produce ammonia for fertilizer. By integrating energy generation and production operations, NGNP technologies will allow high energy consuming industries and sectors – like petroleum, plastic and biofuels producers – to reduce carbon dioxide emissions, limit their need for fossil fuels, and become more competitive.

The NGNP project is being conducted in two phases with Phase 1 comprised of research and development, conceptual design, and development of licensing requirements, and Phase 2 comprised of detailed design, license review, and construction that would lead to a demonstration plant by 2021 that is capable of producing hydrogen, electricity, and/or process heat. The Funding Opportunity Announcement (FOA) being released today will support the following Phase 1 activities: the development of cost-shared conceptual design(s), cost and schedule estimates for demonstration project completion and a business plan for integrating Phase 2 activities. DOE will use the information and data gathered in Phase 1 as a basis for determining whether the project should continue to Phase 2.

Applications for the FOA are due November 16, 2009. Applications must be submitted through http://www.fedconnect.net to be considered for award. DOE expects to make up to two awards in February 2010 with each supporting a unique reactor concept. Pregnant women are at higher risk for severe complications and death from influenza, including both 2009 H1N1 influenza and seasonal influenza. Treatment with oseltamivir (Tamiflu®) or zanamivir (Relenza®) is recommended for pregnant women with suspected or confirmed influenza and can be taken during any trimester of pregnancy. The duration of antiviral treatment is 5 days. See Table 1 (below) for dosing information.

DNI NAMES ROBERT BRYANT NEW NATIONAL COUNTERINTELLIGENCE EXECUTIVE

Director of National Intelligence Dennis C. Blair announced today that he has selected former FBI Deputy Director Robert Bryant to be the next National Counterintelligence Executive. The National Counterintelligence Executive (NCIX), under the Office of the Director of National Intelligence, serves as the head of national counterintelligence for the United States Government.

Bryant has many years of investigative, operational and management experience in counterintelligence, counterterrorism and law enforcement. As the FBI’s deputy director and chief operating officer, he managed the day-to-day operations of the FBI and its national counterintelligence, counterterrorism and criminal programs. Bryant was also responsible for policy, personnel, budget, technology and security programs.

“A wide range of actors are taking advantage of globalization and the openness of modern information networks to undermine U.S. interests,” Blair said. “Robert has more than four decades of experience countering these substantial threats to our national security and he will be an important asset in protecting our military, economic and technological resources.”

The Office of the National Counterintelligence Executive (ONCIX) sets the priorities for counterintelligence collection, investigations, and operations, and conducts in-depth espionage damage assessments. To ensure the effectiveness of these programs, ONCIX also performs periodic reviews of all U.S. counterintelligence programs, evaluates them against strategic and budgetary goals, and makes fiscal recommendations to the DNI.

In the recently published 2009 National Intelligence Strategy, counterintelligence is elevated for the first time as a mission objective. “Integrate Counterintelligence” is one of six mission objectives, and the strategy calls for a counterintelligence capability that is integrated with all aspects of the intelligence process, both offensively and defensively, to protect our secrets, and to better serve the policymaker and the operator.

Bryant has had a long and distinguished law enforcement and counterintelligence career that culminated with his appointment as the deputy director of the FBI, the number two official in the Bureau. He joined the FBI in 1968 and worked at the Seattle and Dallas field offices until 1975 when he was assigned to FBI headquarters in Washington where he was head of the Criminal Investigative and Records Management Divisions. Bryant returned to the field in 1978 and served in supervisory jobs in the Las Vegas and Kansas City field offices, and later as the special agent in charge of the Salt Lake City field division. In 1989, he returned to FBI headquarters as the deputy assistant director of the Criminal Investigative Division, and in 1991 he was named special agent in charge of the Washington, D.C. Metropolitan Field Office. He later served as the assistant director in charge of the National Security Division and was appointed in 1997 as the assistant director in charge of the Criminal Investigative Division.

Bryant’s notable achievements were the successful investigations and prosecutions of the spies Aldrich Ames, Earl Pitts and Harold Nicholson, oversight of the Oklahoma City bombing investigation and the bombing of the Khobar Towers investigation in Saudi Arabia, and the peaceful resolution of the Montana Freeman standoff. He was most recently the president and chief executive officer of the National Insurance Crime Bureau.

Bryant holds a Bachelor of Science degree in business administration and a law degree from the University of Arkansas.

International Monetary Fund approves limited sales of gold

(CNN) — The International Monetary Fund’s executive board Friday approved the sale of up to one-eighth of its gold holdings — about 403.3 metric tons — with proceeds going toward a new income model and financing for low-income nations.
