Secretary Napolitano Announces H1N1 Preparedness Guide for Small Businesses
Department of Homeland Security (DHS) Secretary Janet Napolitano has joined Small Business Administration (SBA) Administrator Karen Mills and Centers for Disease Control and Prevention Influenza Division Deputy Director Daniel Jernigan to announce a preparedness guide to assist small businesses in planning for the H1N1 flu.
Outbreaks of H1N1 flu are occurring now across the country and will likely coincide with the return of seasonal flu this fall and winter. The preparedness guide offers small business employers tools and information to help them plan for and respond flexibly to varying levels of severity of an H1N1 outbreak—which may lead to increased absenteeism, and, if the outbreak becomes more severe, may include restricted service capabilities and supply chain disruptions. Additional preparations may be necessary if a more serious outbreak evolves during the fall and winter.
Employers are encouraged to put strategies in place now to protect their employees and their businesses in advance of the fall flu season. Included in the preparedness guide are tips on how to write a continuity of operations plan, steps for keeping employees healthy, frequently asked questions about the 2009 H1N1 flu and a list of additional resources that employers can access online.

The latest Real Earnings news release

was issued today by the Bureau of Labor Statistics. Highlights are below.

Real average hourly earnings fell 0.2 percent from July to August 2009. This decline stemmed from the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), up by 0.6 percent, outpacing 0.3 percent growth in average hourly earnings. Over the year real average hourly earnings increased 4.5 percent.

USDA Designates 8 Counties in Iowa as Primary Natural Disaster Areas

Decision Allows Farmers and Ranchers to Apply for USDA Assistance

WASHINGTON, Sept. 16, 2009 - The U.S. Department of Agriculture designated Calhoun, Grundy, Hamilton, Hardin, Ida, Sac, Webster and Woodbury counties in Iowa as primary natural disaster areas because of losses caused by severe storms, hail and flooding that occurred from Aug. 1, 2009, through Aug. 9, 2009.

 

"President Obama and I understand these conditions caused severe damage to the area and serious harm to farms in Iowa," said Secretary Tom Vilsack. "These designations will provide help to farmers who suffered significant production losses to field crops such as corn and soybeans, truck crops such as onions, peppers, eggplant, cane fruits, melons, squash and sweet corn, and forage crops."

 

Farm operators in the counties listed below in Iowa also qualify for natural disaster benefits because their counties are contiguous. Those counties are:

Boone Crawford Marshall Story
Buena Vista Franklin Monona Tama
Butler Greene Plymouth Wright
Carroll . . .

 

Farm operators in the counties listed below in the adjacent states of Nebraska and South Dakota also qualify for natural disaster benefits because their counties are contiguous.

All counties listed above were designated natural disaster areas Sept. 10, 2009, making all qualified farm operators in the designated areas eligible for low interest emergency (EM) loans from USDA's Farm Service Agency (FSA), provided eligibility requirements are met. Farmers in eligible counties have eight months from the date of the declaration to apply for loans to help cover part of their actual losses. FSA will consider each loan application on its own merits, taking into account the extent of losses, security available and repayment ability. FSA has a variety of programs, in addition to the EM loan program, to help eligible farmers recover from adversity.

 

USDA has also made other programs available to assist farmers and ranchers, including the Supplemental Revenue Assistance Program (SURE), which was approved as part of the Food, Conservation, and Energy Act of 2008; the Emergency Conservation Program; Federal Crop Insurance; and the Noninsured Crop Disaster Assistance Program. Interested farmers may contact their local USDA Service Centers for further information on eligibility requirements and application procedures for these and other programs. U.S. July net foreign asset purchases $15.3 bln

WASHINGTON (MarketWatch) -- Net foreign purchases of long-term securities decreased to $15.3 billion in July from $90.2 billion in June, the Treasury Department said Wednesday. Net foreign purchases of long-term securities were $44 billion. Of this total, private investors purchased $32.1 billion and foreign official institutions bought $12 billion. U.S. residents purchased $28.8 billion of long-term foreign securities.

Output was also much stronger in July than first estimated, the Federal Reserve said Wednesday. The August increase was just a bit better than expected by economists surveyed by MarketWatch. Analysts had been expecting a 0.7% gain. Capacity utilization - a gauge of slack in the economy -- rose to 69.6% in August from a revised 69.0% in July. There were gains across the board in August. Manufacturing expanded 0.6% in August. Excluding autos and auto parts, manufacturing rose 0.4%.

AGRICULTURE SECRETARY VILSACK TO HOLD RURAL COMMUNITY FORUM IN OKLAHOMA

WASHINGTON, September 15, 2009 - On Wednesday, September 16, Agriculture Secretary Tom Vilsack will hold a rural community forum in El Reno, Oklahoma, as part of the Obama Administration's Rural Tour. At the forum, Vilsack will share information with local residents about the work USDA is doing to revitalize and rebuild rural America and ask local residents how USDA can be helpful in supporting and initiating other programs and projects to help the community participate fully and successfully in the new, 21st century economy. Vilsack will also highlight American Recovery and Reinvestment Act projects improving communities in Oklahoma and benefiting people throughout rural America.

In June, President Obama announced that Secretary Vilsack will lead the Administration's Rural Tour to visit rural communities in states throughout the country. Secretary Vilsack is scheduled to lead Rural Tour events with other top administration officials over the coming weeks in Nebraska and New Mexico. New Interagency Program to Address Climate Change and Energy Security
WASHINGTON – U.S. Department of Transportation (DOT) Secretary Ray LaHood and U.S. Environmental Protection Agency (EPA) Administrator Lisa P. Jackson today jointly proposed a rule establishing an historic national program that would improve vehicle fuel economy and reduce greenhouse gases. Their proposal builds upon core principles President Obama announced with automakers, the United Auto Workers, leaders in the environmental community, governors and state officials in May, and would provide coordinated national vehicle fuel efficiency and emissions standards. The proposed program would also conserve billions of barrels of oil, save consumers money at the pump, increase fuel economy, and reduce millions of tons of greenhouse gas emissions.
“American drivers will keep more money in their pockets, put less pollution into the air, and help reduce a dependence on oil that sends billions of dollars out of our economy every year,” said EPA Administrator Lisa P. Jackson. “By bringing together a broad coalition of stakeholders -- including an unprecedented partnership with American automakers -- we have crafted a path forward that is win-win for our health, our environment, and our economy. Through that partnership, we’ve taken the historic step of proposing the nation’s first ever greenhouse gas emissions standards for vehicles, and moved substantially closer to an efficient, clean energy future.”
“The increases in fuel economy and the reductions in greenhouse gases we are proposing today would bring about a new era in automotive history,” Transportation Secretary Ray LaHood said. “These proposed standards would help consumers save money at the gas pump, help the environment, and decrease our dependence on oil – all while ensuring that consumers still have a full range of vehicle choices.”
Under the proposed program, which covers model years 2012 through 2016, automobile manufacturers would be able to build a single, light-duty national fleet that satisfies all federal requirements as well as the standards of California and other states. The proposed program includes miles per gallon requirements under NHTSA’s Corporate Average Fuel Economy Standards (CAFE) program and the first-ever national emissions standards under EPA’s greenhouse gas program. The collaboration of federal agencies for this proposal also allows for clearer rules for all automakers, instead of three standards (DOT, EPA, and a state standard).
Specifically, the program would:
• Increase fuel economy by approximately five percent every year
• Reduce greenhouse gas emissions by nearly 950 million metric tons
• Save the average car buyer more than $3000 in fuel costs
• Conserve 1.8 billion barrels of oil
Increase Fuel Economy and Reduce Carbon Dioxide Emissions:
The proposed national program would require model year 2016 vehicles to meet an estimated combined average emission level of 250 grams of carbon dioxide per mile. Under the proposed program, the overall light-duty vehicle fleet would reach 35.5 miles per gallon (mpg) in model year 2016, if all reductions were made through fuel economy improvements. If this occurs, Congress’ fuel economy goal of 35.0 mpg by 2020 will be met four years ahead of schedule. This would surpass the CAFE law passed by Congress in 2007 which required an average fuel economy of 35 mpg in 2020.
Reduce Greenhouse Gases:
Climate change poses a significant long-term threat to America’s environment. The vehicles subject to the proposed rules announced today are responsible for almost 60 percent of all U.S. transportation-related greenhouse gas emissions. These will be the nation’s first ever national greenhouse gas standards. The proposed standards would require model year 2016 vehicles to meet an estimated combined average emission level of 250 grams of carbon dioxide per mile under EPA’s greenhouse gas program. The combined EPA and NHTSA standards would reduce carbon dioxide emissions from the light-duty vehicle fleet by about 21 percent in 2030 over the level that would occur in the absence of any new greenhouse gas or fuel economy standards. The greenhouse gas emission reductions this program would bring about are equivalent to the emissions of 42 million cars.
Save Consumers Money:
NHTSA and EPA estimate that U.S. consumers who purchase their vehicle outright would save enough in lower fuel costs over the first three years to offset the increases in vehicle costs. Consumers would save more than $3,000 due to fuel savings over the lifetime of a model year 2016 vehicle.
Conserve Oil and Increase Energy Security:
The light-duty vehicles subject to this proposed National Program account for about 40 percent of all U.S. oil consumption. The program will provide important energy security benefits by conserving 1.8 billion barrels of oil, which is twice the amount of oil (crude oil and products) imported in 2008 from the Persian Gulf countries, according to the Department of Energy’s Energy Information Administration Office. These standards also provide important energy security benefits as light-duty vehicles account for about 60 percent of transportation oil use.
Within the Auto Industry’s Reach:
EPA and NHTSA have worked closely to develop this coordinated joint proposal and have met with many stakeholders including automakers to insure the standards proposed today are both aggressive and achievable given the current financial state of the auto industry.
NHTSA and EPA expect automobile manufacturers would meet these proposed standards by improving engine efficiency, transmissions and tires, as well as increasing the use of start-stop technology and improvements in air conditioning systems. EPA and NHTSA also anticipate that these standards would promote the more widespread use of advanced fuel-saving technologies like hybrid vehicles and clean diesel engines.

AGRICULTURE SECRETARY VILSACK AWARDS $794 MILLION IN ELECTRIC LOANS TO BOLSTER RURAL INFRASTRUCTURE

Investments Will Benefit 25,000 Rural Customers in 19 States

WASHINGTON, Sept. 15, 2009 - Agriculture Secretary Tom Vilsack today announced that 23 rural utilities and cooperatives in 19 states have been selected to receive $794 million in loans to build and repair 3,373 miles of distribution and transmission lines and make system improvements that will benefit 24,959 rural customers.

"USDA partners with cooperatives across the country to ensure the delivery of affordable, reliable electrical power to rural communities," Vilsack said. "The loans announced today are an investment in rural communities as well as the people who live there. These funds will also increase economic development opportunities and enhance critical infrastructure."

For example, the $25.6 million loan guarantee for North Arkansas Electric Cooperative will finance $8 million in repairs for storm damage. In addition, $17.6 million will reimburse North Arkansas for expenses to construct and improve more than 90 miles of line for 1,306 customers. North Arkansas Electric Cooperative serves 35,605 members in six counties in north central Arkansas.

In southeastern Ohio, a $16 million loan guarantee for Buckeye Rural Electric Cooperative will finance approximately 220 miles of line that will benefit 19,372 consumers in the hilly, wooded terrain of the Ohio Appalachians. Approximately 67 miles of the line will serve 960 new consumers.

USDA Launches 'Know Your Farmer, Know Your Food' Initiative to Connect Consumers with Local Producers to Create New Economic Opportunities for Communities

WASHINGTON, September 15, 2009 - Agriculture Secretary Tom Vilsack and Deputy Secretary Kathleen Merrigan today announced a new initiative - 'Know Your Farmer, Know Your Food' - to begin a national conversation to help develop local and regional food systems and spur economic opportunity. To launch the initiative, Secretary Vilsack recorded a video to invite Americans to join the discussion and share their ideas for ways to support local agriculture. The video, one of many means by which USDA will engage in this conversation, can be viewed at USDA's YouTube channel, www.youtube.com/usda . "An American people that is more engaged with their food supply will create new income opportunities for American agriculture," said Vilsack. The 'Know Your Farmer, Know Your Food' initiative, chaired by Deputy Secretary Merrigan, is the focus of a task force with representatives from agencies across USDA who will help better align the Department's efforts to build stronger local and regional food systems. This week alone, USDA will announce approximately $65 million in funding for 'Know Your Farmer, Know Your Food' initiatives.

"Americans are more interested in food and agriculture than at any other time since most families left the farm," said Merrigan. "'Know Your Farmer, Know Your Food' seeks to focus that conversation on supporting local and regional food systems to strengthen American agriculture by promoting sustainable agricultural practices and spurring economic opportunity in rural communities."

In the months to come, cross-cutting efforts at USDA will seek to use existing USDA programs to break down structural barriers that have inhibited local food systems from thriving. Today, USDA announced a small initial group of moves that seek to connect local production and consumption and promote local-scale sustainable operations:

USDA's Risk Management Agency announced $3.4 million in funding for collaborative outreach and assistance programs to socially disadvantaged and underserved farmers. These programs will support 'Know You Farmer' goals by helping producers adopt new and direct marketing practices. For example, nearly $10,000 in funding for the University of Minnesota will bring together experts on food safety and regulations for a discussion of marketing to institutions like K-12 schools, colleges, universities, hospitals and other health care facilities.
USDA's Food Safety and Inspection Service proposed regulations to implement a new voluntary cooperative program under which select state-inspected establishments will be eligible to ship meat and poultry products in interstate commerce. The new program was created in the 2008 Farm Bill and will provide new economic opportunities for small meat and poultry establishments, whose markets are currently limited.
USDA's Rural Development announced $4.4 million in grants to help 23 local business cooperatives in 19 states. The member-driven and member-owned cooperative business model has been successful for rural enterprises, and bring rural communities closer to the process of moving from production-to-consumption as they work to improve their products and expand their appeal in the marketplace.
USDA's Rural Development will also announce a Rural Business Opportunity Grant in the amount of $150,000 to the Northwest Food Processors Association. The grant will strengthen the relationship between local food processors and customers in parts of Idaho, Oregon and Washington, and will also help the group reduce energy consumption, a major cost for food processors.
As the 'Know Your Farmer, Know Your Food' initiative evolves, USDA will continue to build on the momentum and ideas from the 2008 Farm Bill and target its existing programs and develop new ones to pursue sustainable agriculture and support for local and regional food systems.

FSIS PROPOSES INTERSTATE COMMERCE SHIPPING REGULATIONS FOR SMALL PLANT OPERATIONS

WASHINGTON, September 15, 2009 - The U.S. Department of Agriculture's Food Safety and Inspection Service (FSIS) tomorrow will publish proposed regulations to implement a new voluntary cooperative program under which select State-inspected establishments will be eligible to ship meat and poultry products in interstate commerce. The new program was created in the 2008 Farm Bill to supplement the existing Federal-State cooperative inspection program to allow State-inspected plants with 25 or fewer employees to ship products across State lines. This announcement is part of the USDA's new 'Know Your Farmer, Know Your Food' initiative, which seeks to better connect consumers with local producers to help develop local and regional food systems to spur economic opportunity.

"This new cooperative interstate shipment program will provide new economic opportunities for many small and very small meat and poultry establishments, whose markets are currently limited," said USDA Deputy Under Secretary for Food Safety Jerold Mande. "We can provide new markets for these establishments, while maintaining the integrity of the Federal mark of inspection."

Currently, 27 states operate State meat or poultry inspection programs, and FSIS verifies that the State programs are implementing requirements that are "at least equal to" those imposed under the Federal meat and poultry products inspection acts. For these programs, FSIS provides up to 50 percent of the State's operating funds and provides oversight and enforcement of the program.

Under the proposed rule, which went on display at the Office of the Federal Register Monday and will be published this Wednesday, selected establishments will receive inspection services from federally trained and/or supervised State inspection personnel who will verify that the establishments meet all Federal food safety requirements. Meat and poultry products produced under the voluntary cooperative program will bear an official USDA mark of inspection, thereby enabling interstate shipment of the products.

State-inspected establishments that are not selected for the voluntary cooperative program, including state-inspected establishments with more than 25 employees, are only eligible to sell and ship their products within their State.

USDA's Agricultural Marketing Service (AMS) and Food and Nutrition Service (FNS) will team together and form 'Farm to School Tactical Teams' to assist school administrators as they transition to purchasing more locally grown foods. The agencies will also issue updated common-sense purchasing guidance to schools so they can buy fresh, locally grown produce for students eating through USDA's school nutrition programs. Food and Nutrition Service Administrator Julie Paradis made the announcement on Merrigan's behalf at the Homegrown School Lunch Week Kickoff in Hanover, Md.

"It is important that our children have access to healthy, nutritious food and our focus on enabling schools to purchase local produce will provide opportunities for local producers," said Merrigan. "This will enable greater wealth creation in communities by allowing producers to build their capacity by serving local institutional customers like schools."

USDA's Farm-To-School Tactical Teams will soon begin touring America's school cafeterias to identify challenges and opportunities to help them transition to purchasing more locally grown foods. The team will work with local farmers, local and state authorities, school districts, and community partners to develop Farm-To-School projects and provide assistance on the best ways to buy more local produce for the National School Lunch Program. USDA will partner with schools, the U.S. Department of Education and non-profits to develop and enhance these resources. Additional information will be made available soon.

This announcement is just one component of USDA's 'Know Your Farmer, Know Your Food' initiative to help develop local and regional food systems and spur economic opportunity. By successfully restoring the link between consumers with local producers there can be new income opportunities for farmers and generate wealth that will stay in rural communities; a greater focus on sustainable agricultural practices; and families can better access healthy, fresh, locally grown food.

EPA Awards Over $10 Million to the Arkansas Natural Resources Commission

(Dallas, Texas – September 15, 2009) The Environmental Protection Agency (EPA) has awarded $10,229,000 to the Arkansas Natural Resources Commission. The funds will be used to provide loan assistance to eligible public water systems for infrastructure improvements needed to ensure safe drinking water for Arkansas residents. The funds will also be used to provide local assistance, small systems/technical assistance and state program management.

DOE Awards Up to $14.6 Million to Support Development of Advanced Water Power Technologies

WASHINGTON, DC – U.S. Department of Energy Secretary Steven Chu today announced that 22 advanced water power projects will receive up to $14.6 million in funding to advance the commercial viability, market acceptance, and environmental performance for new marine and hydrokinetic technologies as well as conventional hydropower plants. The projects selected today will further the nation’s supply of domestic clean hydroelectricity through technological innovation to capitalize on new sources of energy, and will advance markets and research to maximize the nation’s largest renewable energy source.

“Hydropower provides our nation with emissions-free, sustainable energy. By improving hydropower technology, we can maximize what is already our biggest source of renewable energy in an environmentally responsible way. These projects will provide critical support for the development of innovative renewable water power technologies and help ensure a vibrant hydropower industry for years to come,” said Secretary Chu.

The selected projects successfully address five topic areas:

· Hydropower Grid Services - Selection has been made for a project that develops new methods to quantify and maximize the benefits that conventional hydropower and pumped storage hydropower provide to transmission grids.
· University Hydropower Research Program - Selected projects will be for organizations to establish and manage a competitive fellowship program to support graduate students and faculty members engaged in work directly relevant to conventional hydropower or pumped storage hydropower.
· Marine and Hydrokinetic Energy Conversion Device or Component Design and Development - Selections are for industry-led partnerships to design, model, develop, refine, or test a marine and hydrokinetic energy conversion device, at full or subscale, or a component of such a device.
· Marine and Hydrokinetic Site-specific Environmental Studies - Selected projects are for industry-led teams to perform environmental studies related to the installation, testing, or operation of a marine and hydrokinetic energy conversion device at an open water project site.
· Advanced Water Power Market Acceleration Analysis and Assessments - Selections are for a number of energy resource assessments across a number of marine and hydrokinetic resources, as well as life-cycle cost analyses for wave, current and ocean thermal energy conversion technologies.

Projects selected in today’s announcement will focus on updating technologies and methods to improve the performance of conventional hydropower plants. The projects selected for negotiation of awards totaling up to $14.6 million include:

Dehlsen Associates, LLC (Carpinteria, CA) will further develop and validate the Aquantis Current Plane ocean current turbine technology. The project will validate analytical design tools and develop the technology’s direct drive component.
DOE share: up to $750,000; Duration: up to 2 years

Dehlsen Associates, LLC (Carpinteria, CA) will first develop a bottom habitat survey methodology and siting study approach in accordance with all relevant regulatory agencies in the southeast Florida region; then they will determine the most suitable areas for mooring marine and hydrokinetic facilities based on the distribution of sensitive bottom habitats identified by existing and supplemental surveys.
DOE share: up to $600,000; Duration: up to one year

Electric Power Research Institute (Palo Alto, CA) will develop and demonstrate an innovative approach using industry-proven analyses and modeling tools at the unit level, the plant level, the system level, and the regional/national level, over multiple time scales ranging from seconds to years in order to quantify and maximize the benefits provided by conventional and pumped storage hydroelectric projects to transmission grids.
DOE share: up to $1.5 million; Duration: up to 2 years

Electric Power Research Institute (Palo Alto, CA) will perform a comprehensive assessment of existing United States in-stream hydrokinetic resources and the optimal achievable energy conversion rates which could be produced by future hydrokinetic turbine machines from those resources.
DOE share: up to $500,000; Duration: up to one year

Electric Power Research Institute (Palo Alto, CA) will perform desktop and laboratory flume studies that will produce information needed to determine the potential for injury and mortality of fish that encounter hydrokinetic turbines of various designs installed in tidal and river environments. Behavioral patterns will also be investigated to assess the potential for disruptions in the upstream and downstream movements of fish.
DOE share: up to $600,000; Duration: up to one year

Re Vision Consulting, LLC (Sacramento, CA) will develop life-cycle cost profiles for different site and wave, tidal, ocean current, and in-stream hydrokinetic technology combinations using baseline representative commercial project development data from specific sites.

Hydro Research Foundation (Washington, DC) will establish a competitive Hydro Fellowship Program to award fellowships to approximately 27 graduate and doctoral level students for two-year periods of study, which shall include conducting relevant research in the fields of hydropower-related engineering and environmental sciences.
DOE share: up to $1 million; Duration: up to 3 years

Georgia Tech Research Corporation (Atlanta, GA) will perform an ocean current resource potential database, which will then be used to develop a web-based interface and GIS (Geographic Information System) tools for understanding the locations and practical amount of energy that can be extracted from ocean currents.
DOE share: up to $500,000; Duration: up to one year

Ocean Engineering and Energy Systems International, Inc (Honolulu, HI) will conduct baseline biological sampling studies of a proposed Ocean Thermal Energy Conversion site in Port Allen, Kauai, Hawaii in order to create a conceptual design of a site-specific warm water intake pipe.
DOE share: up to $600,000; Duration: up to one year

Ocean Renewable Power Company (Portland, ME) will design a standard mooring system for hydrokinetic devices that will be moored below the surface and suspended in the water column in reversing tidal environments. The Ocean Renewable Power Company will validate its tidal turbine by deploying it in Western Passage, Maine.
DOE share: up to $750,000; Duration: up to 2 years

Ocean Renewable Power Company (Portland, ME) will use a new combination of monitoring technologies to collect baseline data on pre-deployment patterns of marine mammal distribution in Cook Inlet, Alaska, with special emphasis on the endangered beluga whale. Monitoring during and after deployment will then occur to determine marine mammal interaction with the company’s tidal turbine.
DOE share: up to $600,000; Duration: up to one year

Harris Miller Miller & Hanson (Burlington, MA) will deploy two established tidal energy technologies near Martha’s Vineyard and collect and analyze information related to sediment transport alteration and impacts on protected species.

Free Flow Power Corporation (Gloucester, MA) will design, implement, and test an electrically interconnected hydrokinetic turbine pylon installation to achieve maximum water-to-wire efficiency. Special emphasis will be placed on the design of a mooring system that maximizes efficiency of installation and maintenance.
DOE share: up to $750,000; Duration: up to 2 years

Ocean Power Technologies, Inc (Pennington, NJ) will create conceptual prototype designs and model a prototype device of much increased power delivery. Modifications to the power take-off component and the implementation of a Design For Manufacture approach will reduce costs and address mass manufacturing issues.
DOE share: up to $750,000; Duration: up to 2 years

Pacific Energy Ventures (Portland, OR) will test a limited range acoustic deterrent system at an open water location near a proposed Oregon State University project site with the purpose of discouraging migrating gray whales from entering wave energy parks in order to minimize the risk of mortality.

Pennsylvania State University (University Park, PA) will support at least eight individual Master of Science (MS) or Doctoral (PhD) level research projects to identify and investigate topics in the hydropower industry for which academic research is of benefit to the industry, and thus generate new knowledge and technologies that will enhance the competitiveness of the U.S. hydropower industry in the global market.
DOE share: up to $1 million; Duration: up to 3 years

Columbia Power Technologies, Inc (Charlottesville, VA) will optimize, demonstrate, and validate an intermediate-scale wave energy conversion device in preparation for a full-scale bay/ocean demonstration. Improvements in energy capture of this device will occur through research into hydrodynamics and advanced controls to better match the wave regime.
DOE share: up to $750,000; Duration: up to 2 years

Columbia Power Technologies, Inc (Charlottesville, VA) will perform benchmark laboratory experiments and numerical modeling of the near-field and far-field impacts of wave scattering from an array of wave energy devices. This will provide the information needed to design arrays balancing performance with the mitigation of far-field impacts.
DOE share: up to $600,000; Duration: up to one year

Lockheed Martin Corporation (Manassas, VA) will develop and describe designs, performance and life-cycle costs for both the nearshore and offshore Ocean Thermal Energy Conversion (OTEC) baseline cost figures.

Lockheed Martin Corporation (Manassas, VA) will develop a GIS-based dataset and software tool to assess the maximum practicably extractable energy from the global and domestic U.S. ocean thermal resource and identify regions viable for OTEC and Cold Seawater Based Air Conditioning.

Public Utility District #1 of Snohomish County (Everett, WA) will determine the types of aquatic species in Admiralty Inlet, Washington and will determine both baseline levels of background noise as well as the acoustic impacts that hydrokinetic turbines will have on these species.

AGRICULTURE DEPUTY SECRETARY MERRIGAN AWARDS $4.8 MILLION IN RURAL ECONOMIC DEVELOPMENT GRANTS

Funding Will Help Local Cooperatives Improve Products and Expand Their Appeal in the Marketplace; 'Know Your Farmer, Know Your Food' Initiative Will Help Strengthen Local Food Systems

WASHINGTON, Sept. 15, 2009 - Agriculture Deputy Secretary Kathleen Merrigan today announced that 28 organizations in 21 states have been selected to receive $4.8 million in grants to spur economic development and create jobs in rural communities. This announcement comes as part of the 'Know Your Farmer, Know Your Food' initiative, a USDA-wide collaboration that will connect people more closely with the farmers who supply their food and increase the production, marketing and consumption of fresh, nutritious food that is grown locally in a sustainable manner.

"The cooperative business model continues to be a successful in creating wealth in rural communities and can also play an important role in strengthening our food systems," Merrigan said. "USDA is proud to be a partner in the effort to bolster these cooperatives and help them increase the value and appeal of the products and services they deliver."

For example, Rural Development is awarding a $200,000 grant to The Ohio State University Research Foundation to support the foundation's efforts to help individuals and new and emerging cooperative business entities. The Foundation will provide technical assistance to a statewide farmers' market management network cooperative, and a newly formed purchasing cooperative for businesses in Appalachia.

 

Meanwhile, the Value-Added Agriculture Development Center in Pierre, S.D., has been selected to receive a $200,000 grant to continue supporting the creation of producer-owned, value-added agriculture. The Center will help local growers educate the public, lenders and producers about the benefits of value-added agriculture. These efforts often increase sales of locally grown crops in addition to increasing local agriculture's contribution to area residents' health and to the local economy.

The grants announced today are being provided by USDA Rural Development's Rural Cooperative Development Grant program. The funds may be used for technical assistance, research and informational materials to help rural residents form cooperative businesses or improve the operations of existing cooperatives. These grants are part of USDA Rural Development's annual budget and are not funded through the American Recovery and Reinvestment Act of 2009.

This afternoon the House will consider a resolution disapproving of the conduct by Rep. Joe Wilson (SC-2) during the joint session of Congress, September 9, 2009. It will be offered by Majority Leader Steny Hoyer and Majority Whip James Clyburn. Congressman Wilson’s outburst was a breach of decorum and brought discredit to the House of Representatives.

The House general code of conduct requires that "a lawmaker shall conduct himself at all times in a manner which shall reflect creditably on the House of Representatives." These are the standards members are held to when they take the oath of office. Despite the request of leadership of both parties, Rep. Wilson has refused to apologize on the House Floor, as is considered traditional, when a Member breaches House rules. Therefore, the House is compelled to respond.

“None of us is happy to be here considering the resolution before us. I know I am not. At the same time, what is at issue here is of importance to this House and to our country. And that issue is whether we are able to proceed with a degree of civility and decorum that our rules and our democracy contemplate and require.

“The House Code of Conduct requires that each Member of this house ‘conduct himself at all times in a manner which shall reflect creditably on the House of Representatives.’

“There seems to be little or no disagreement that Mr. Wilson did not so conduct himself on the evening of September 9th. Sen. John McCain was quoted as saying that Mr. Wilson’s behavior ‘totally disrespectful.’ He went on to say that ‘There is no place for it in that setting, or any other, and he should apologize for it immediately.’

“Mr. Wilson did, in fact, apologize to the President through Mr. Emanuel, the President’s Chief of Staff.

“However, it was the House itself whose rules were offended. And, as Mr. Inglis, Mr. Wilson’s Republican colleague from South Carolina observed: ‘He should apologize to [the] House for [the] rule violation. That would end the matter.’

“I know that is what the Republican leaders of this House thought would be appropriate and what the Republican leader talked to Mr. Wilson about doing. Indeed, last Thursday, based on what a Republican leader told me that morning, it was what I expected Mr. Wilson to do. As a result, I held open the next to last vote to give Mr. Wilson an opportunity to express an apology to the House, as a number of Members have done on previous occasions.

“Mr. Inglis is correct. That would have ended the matter. However, for whatever reason, Mr. Wilson has decided not to take any further action. In light of that, this resolution simply states the House’s ‘disapproval’ of Mr. Wilson’s words and actions.

“As Republican Whip Cantor is quoted as saying: ‘Obviously, the President of the United States is always welcome on Capitol Hill. He deserves respect and decorum.’

“And the Republican leader of the Senate, Mitch McConnell, added: ‘I think we ought to treat the President with respect, and anything other than that is not appropriate.’

“This resolution is not about the substance of an issue but about the conduct we expect of one another in the course of doing our business. As Sen. John Cornyn, the Chairman of the Republican Senatorial Campaign Committee, stated: ‘There’s a time and a place for everything, and that was not the time or the place for that kind of comment.’

“In the absence of Mr. Wilson’s expressing his regret for acting in a manner that almost all agree was both contrary to the spirit of the rules of this House and the common courtesy we should extend to all, and particularly the President of the United States, we have brought forward this resolution.

“We consider it as a result of Mr. Wilson’s failure to follow the advice of his leadership and a number of his Republican and Democratic colleagues.

“The resolution says simply what hopefully all of us feel: that we ‘disapprove’ of the conduct cited and let others know that such conduct is neither welcome nor approved by this, the People’s House.”

Comptroller of the Currency Hosts Community Bank Directors Workshops in Atlanta
WASHINGTON — The Office of the Comptroller of the Currency will host workshops for national community bank directors in Atlanta at the W Atlanta Perimeter Hotel, October 20-21, 2009.
The workshops provide practical information that expands bank directors' skills and understanding of issues facing their banks. The workshops cover risk assessment (“Directors: Where is the Risk in Your Bank”) and credit risk (“Credit Risk: A Director’s Focus”).
Workshops will be held on consecutive days and cost $65 each. Individuals may register for one or both of the workshops. Attendees receive pre-course reading and course materials, an OCC telephone seminar CD, a community bank supervision handbook, other supervisory material, a continental breakfast, and lunch. Workshops are limited to the first 50 registrants and are geared primarily to outside directors of national community banks with assets of less than $1 billion. A Federal Register Notice published on Monday,
September 14, 2009, is seeking comments on a proposal
to end HUD's policy of maintaining Section 8 income
limits at the previously published level in cases
where they would otherwise decrease. HUD adopted this
"hold harmless" policy to ensure that Multifamily Tax
Subsidy Projects (MTSPs) would not be subject to
income-limit decreases. MTSPs are affordable rental
housing projects subsidized with the Low-Income
Housing Tax Credits (Internal Revenue Code section 42)
and/or financed by Tax-Exempt Private Activity Bonds
issued by states (Internal Revenue Code section 142).
The rents of MTSPs were tied to Section 8 income
limits and a decrease would jeopardize the financial
feasibility of existing housing projects. The Housing
and Economic Recovery Act of 2008 changed the tax code
to protect existing MTSPs from decreases in income
limits and rents by creating project-level hold-
harmless calculation of income limits for existing
MTSPs, thus obviating the need for HUD to continue the
hold-harmless policy for the benefit of MTSPs.

Maintaining artificially high-income limits has had an
adverse impact on other federal programs. Higher
income limits increase the number of eligible
participants, making it harder to target limited HUD
resources to those most in need. More than 99 percent
of HUD-assisted households have incomes below the
extremely low-income level (30 percent of area median
family income), so modest decreases in the Section 8
income limits from these changes would have minimal
impact on families residing in assisted housing.
However, there are many other programs that use HUD's
Section 8 income limits to determine program
eligibility and these programs may benefit from the
proposed change. A listing of these programs is in the

A 30-day comment period has been provided, ending

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) released the following statement today in recognition of Hispanic Heritage Month, which begins today, September 15, and goes through October 15:

“From September 15th to October 15th, the United States marks Hispanic Heritage Month. This month celebrates the contributions of America’s largest and fastest-growing minority community. Indeed, there is a good deal to celebrate this year, with the recent confirmation of our first Latina Supreme Court Justice, Sonia Sotomayor. And as President Obama said today in a White House proclamation, ‘Hispanics have played a vital role in the moments and movements that have shaped our country. They have enriched our culture and brought creativity and innovation to everything from sports to the sciences and from the arts to our economy.’

“Of course, this month also brings with it a reminder of the challenges faced by America’s Hispanic community. Resolution calling for the restoration of Dallas public HIV/AIDS education and prevention funding

Whereas, The Dallas City Council is set to eliminate HIV/AIDS education and prevention from the Dallas Fiscal Year 2009-2010 Budget;

Whereas, The U.S. Department of Health and Human Services reports that one in three hundred people, approximately 1.6 million people, in the United States are now infected with HIV;

Whereas, The Centers for Disease Control and Prevention estimates than an additional 250,000 Americans infected with HIV do not know their status;

Whereas, Dallas County reported 1,313 new HIV/AIDS cases in 2007, representing an eleven percent growth over the previous year;

Whereas, AIDS Interfaith Network would lose $100,000 for prevention programs serving 20,000 low-income and minority residents;

Whereas, The Resource Center would lose $75,000 for a program serving the Dallas Latino population;

Whereas, UT Southwestern Medical Center would lose $58,500 for a program serving minorities;

Whereas, The Urban League of Greater Dallas would lose $44,000 for a program serving minority adolescents;

Whereas, Dallas County Health and Human Services would lose $44,000 for an epidemiologist who serves lower income residents;

Whereas, without these vital community resources HIV/AIDS would become a greater threat to all members of the Dallas community;

Therefore, Be It Resolved, that the Texas Young Democrats encourage the Dallas City Council and Mayor Tom Leppert to immediately restore these vital community services to the Dallas city budget;

Be it further resolved, that a copy of this resolution be sent to Mayor Tom Leppert and the members of the Dallas City Council.

WASHINGTON (MarketWatch) -- Federal Reserve Board Chairman Ben Bernanke said global regulators acted swiftly in the wake of last September's financial crisis and succeeded in bringing the global economy back from the brink of collapse. There is no longer widespread fear of a financial collapse and economic activity is leveling out, he said. However, the recovery is likely to be slow, he said. Bernanke's remarks, given to a forum at the Brookings Institution, a liberal think-tank, were the same as remarks he gave in August at the Fed's annual retreat in Jackson Hole, Wyo. On the one-year anniversary of the collapse of Lehman Brothers, Bernanke defended the government's decision to remain on the sidelines and not rescue the investment firm.

"From a technical point [of view], the recession is very likely over at this point," Bernanke told a conference at the Brookings Institution. Bernanke said there is a "risk" that labor markets will remain weak through 2010 because growth will be too anemic to create jobs. Bernanke noted that many economists now expect the labor market to recover slowly. But he said this was only a forecast and might be wrong.

Dealers submitted $7.004 billion in debt maturing between 2021 and 2026 to the Fed. Analysts expected the central bank to buy less than $3 billion, based on past purchases in this maturity range. Policy makers said they will slow down purchases to finish the buybacks in October in an effort to keep borrowing costs, particularly for companies and homebuyers, affordable. After the buyback, 10-year note yields , which move in the opposite direction of prices, remained higher on the day by 2 basis points at 3.44%.
