NEW YORK (MarketWatch) -- U.S. stock indexes on Thursday climbed higher for a fifth consecutive session to finish at yearly highs, with positive results from a Treasury debt auction and a better outlook from Procter & Gamble helping bolster views of the economy. The Dow Jones Industrial Average gained 80.26 points, or 0.8%, to end at 9,627.48. The S&P 500 Index added 10.77 points, or 1%, to rest at 1,044.14. The Nasdaq Composite rose 23.63 points, or 1.2%, to 2,084.02.

China's industrial output quickens pace of rise

LOS ANGELES (MarketWatch) -- China's industrial output rose 12.3% on year in August, up 1.5% from July in its fourth straight rise, the National Bureau of Statistics said Friday. The gain was wider than a 10.8% on-year gain in July and beat expectations for 12.0% rise, according to a Dow Jones Newswires survey. In other August data Friday, the consumer price index fell 1.2% on year, roughly in line with expectations for a 1.3% drop, while the producer price index was down 7.9%, matching the forecast in the Dow Jones poll. Retail sales rose 15.4% on year, the bureau said. Meanwhile, urban fixed-asset investment for the January-August period rose 33.0% on year.

FDIC Board Approves Phase Out of Temporary Liquidity Guarantee Program

The FDIC Board today adopted a Notice of Proposed Rulemaking (NPR) that reaffirms the expiration of the debt guarantee component of the Temporary Liquidity Guarantee Program (TLGP) on October 31st, 2009. Under the NPR, the Federal Deposit Insurance Corporation will seek comment on whether a temporary emergency facility should be left in place for six months after the expiration of the current program.
"The TLGP has been very effective at helping financial institutions bridge the uncertainty and dysfunction that plagued our credit markets last fall," said FDIC Chairman Sheila C. Bair. "As domestic credit and liquidity markets appear to be normalizing and the number of entities utilizing the Debt Guarantee Program has decreased, now is an important time to make clear our intent to end the program. It is also important to note that the FDIC has collected over $9 billion in fees associated with this program. The FDIC will be using some of this money to off set resolution costs associated with bank failures."
There are two alternatives contemplated under the NPR. Under Alternative A, the DGP would expire as provided for by the FDIC's existing regulation on October 31st, 2009 with FDIC's guarantee for such debt expiring no later than December 31, 2012. Under Alternative B, the Debt Guarantee Program will expire as provided for in the current regulation, however, the FDIC would establish a six-month emergency guarantee facility to be made available in emergency circumstances to insured depository institutions (IDSs) and certain other entities participating in the DGP upon application to the FDIC and with the approval of the Chairman, after consultation with the Board.
In October 2008, the FDIC adopted the TLGP as part of a coordinated effort by the FDIC and other federal agencies to address disruptions in credit markets and the resultant inability of financial institutions to obtain funding and make loans to creditworthy borrowers. The NPR passed by the FDIC Board today will be published in the Federal Register and subject to a 15-day comment period.

Grants Will Help Improve Access to Supplemental Nutrition Assistance Program (SNAP)

WASHINGTON, September 9, 2009 - Agriculture Secretary Tom Vilsack today announced almost $5 million in grants for seven State agencies to simplify the Supplemental Nutrition Assistance Program (SNAP) application and eligibility systems and improve access to program benefits for America's low-income households. Formerly known as the Food Stamp Program, SNAP helps ensure that people have access to healthy and nutritious food; the program is currently serving 66 percent of all who are eligible to participate.

"The federal government plays an important role in combating food insecurity and hunger, but it is through special partnerships that we can reach people who are most in need of assistance," said Vilsack. "These grants will achieve our goal of increasing program access and participation among America's most vulnerable citizens."

This year's participation grants focus on modernizing and streamlining the application process and eligibility systems or measures to improve access by eligible households. One priority for this year's grants is to fund projects designed to improve the retention of eligible households at the point of recertification. A number of the projects are receiving funding that will support development or enhancement of on-line application systems that will facilitate both initial entry and retention of eligible households. The other priority area is to fund a partnership between a State agency and one or more private non-profit organizations. FNS continues to encourage relationships with private nonprofit organizations with strong community ties to enhance communication between the State agencies and the communities they serve.

SNAP is the cornerstone of the Nation's nutrition safety net. It is the largest of the USDA's 15 domestic nutrition assistance programs and provides crucial support and a vital supplement for low income households to buy the food they need for good health, and helps many make the transition to self-sufficiency. Public, private, non-profit, and faith and community-based organizations play an important role in ensuring that all eligible people know about SNAP and USDA's other nutrition assistance programs.

Maritime Administration Warns of Likely Increase in Piracy
Latest Advisory Highlights Risks and Measures to Protect Crews
WASHINGTON – The Maritime Administration today issued an advisory to mariners and ship operators that piracy is likely to increase off the Horn of Africa and in the Indian Ocean now that monsoon season has ended.

“We must apply the lessons learned from the crew of the Maersk Alabama,” said Acting Maritime Administrator David Matsuda, referring to the U.S. crew that escaped pirates last spring. “We are urging mariners to take defensive measures and not surrender at the first sign of a threat.”

The advisory not only warns vessels to avoid routes where attacks have taken place, but also recommends that mariners “demonstrate a willingness to defend yourself.” Today’s update encourages mariners to travel at “maximum sustainable speed” through “high threat areas” and to continually conduct risk assessments during their voyage. The advisory also gives mariners information on how best to check in with authorities and how to request escort service in a convoy.

The Department of Transportation’s Maritime Administration routinely issues advisories, which usually warn of possible hazards and inform ships at sea of the measures they can take to avert danger. The text of the advisory can be found at the Maritime Administration web site, www.marad.dot.gov. In addition to posting on the website, advisories are broadcast by the National Geospatial-Intelligence Agency to all U.S. flag ships and to other maritime interests.

USDA Announces Timeframe for Nominations to the Advisory Committee for Beginning Farmers and Ranchers

WASHINGTON, Sept. 9, 2009 - USDA Farm Service Agency (FSA) Administrator Jonathan Coppess today announced that nominations for individuals to serve on the Advisory Committee for Beginning Farmers and Ranchers are being accepted through October 5, 2009.

"As we look to build a new generation of farmers and ranchers throughout the country, this committee will work to update or develop policies and programs that will hopefully make it easier for beginning producers to enter the agricultural industry," said Coppess. "This committee will help strengthen our nation's food supply for the coming decades, and I urge qualified individuals to apply."

To qualify, individuals must belong to or participate in any of the following groups, programs, or agencies: USDA's Farm Service Agency; state beginning farmer programs; commercial lenders; private nonprofit organizations currently participating in a beginning farmer or rancher program; the Cooperative State Research, Education and Extension Service; community colleges or other educational institutions with demonstrated experience in training beginning farmers or ranchers; and other entities or persons providing lending or technical assistance to qualified beginning farmers or ranchers. Farmers and ranchers are also eligible for nomination.

Form AD-755, "Advisory Committee Membership Background Information," must be completed for those interested in serving on the Committee. Submission of this form constitutes a nomination, and eligible persons may nominate themselves. Letters of recommendation may also be submitted, but should not be solicited or obtained from USDA officials employed in Washington, DC. The form is available online at www.fsa.usda.gov/Internet/FSA_Filead755.pdf.

The Agricultural Credit Improvement Act of 1992 requires the Secretary of Agriculture to establish the Committee. The 20-member Committee advises the Secretary on ways to support federal and state programs that administer joint financing to beginning farmers and ranchers and maximize new opportunities created through those programs.

Seven of the Committee members were replaced when the Committee charter was last renewed on March 28, 2008. Approximately one-third of the 20 existing members will be replaced when the charter is renewed. The agency is now accepting nominations of individuals to serve for a 2-year term on the Committee. Reappointments are made to assure effectiveness and continuity of operations. No member, other than a federal employee, can serve for more than six consecutive years. Members are not paid; however, they are reimbursed for travel expenses related to attending meetings, which are generally held annually. A notice requesting nominations was published in the Federal Register on September 3, 2009.

78 projects in 20 States and the District of Columbia will receive a total of $89 million to address problems caused by fire, insects, invasive species and disease

WASHINGTON, September 9, 2009 - Agriculture Secretary Tom Vilsack today announced projects funded by the American Recovery and Reinvestment Act (ARRA) for forest health protection projects. These 78 projects will receive almost $89 million and are located on forested lands in 30 states. This funding will be used to restore forest health conditions on Federal, State, and private forest and rangelands recovering from fires, forest insects and disease outbreaks. These conditions weaken affected lands and threaten the benefits these lands provide, including clean water, clean air, habitat for wildlife, resistance to wildfire, and recreational opportunities for the public.

"These Recovery Act projects will put people to work and advance the Obama Administration's vision for a balanced and cooperative approach to forest management that will provide for public health and safety by restoring forestlands and rangelands damaged by insects, disease, and invasive species," said Vilsack. "Proper forest management helps protect our forests for the benefit of current and future generations by restoring the vitality and productivity of the land."

These Recovery Act funds will be used to complete high priority projects to restore forest health and resiliency by reducing insect and disease problems. Among the projects announced today will be efforts to thin understory trees and control spread of pests, which will reduce the risk of massive forest die-offs. Epidemic insect outbreaks, such as hemlock woody adelgid, Asian longhorn beetle and bark beetles have killed large expanses of forests and threaten to kill more. Additionally, workers will undertake efforts to control the spread of invasive plants by hand and with machinery, thus protecting and restoring healthy ecosystems. Invasive plants such as Cogan Grass, leafy spurge and cheatgrass threaten ecosystems by out-competing and displacing native plants.

Finally, the funds will also help provide technical and financial assistance for care of lands owned by States, local governments, private organizations, and private individuals. These activities will protect highly valued forested areas, reduce the risks of vegetation mortality, increase landscape resilience, and prevent future disease and insect outbreaks.

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) was joined by Senator Ben Nelson and Save the Children Artist Ambassador Jennifer Garner today to introduce the Full-Service Community Schools Act of 2009. This bill aims to expand full-service community schools across the nation. These are public schools that coordinate academic and non-academic services, including health services, career counseling for parents, nutrition services, and early childhood education to give students a full support network to help them succeed. Below are his remarks as prepared for delivery:

“The motive behind community schools is a simple one: getting every child in America the education he or she deserves.
“Of course, excellent teachers are essential to that goal. But the truth is that so many of our children are at a disadvantage from the first day of class. Maybe they come to school hungry or sick; maybe they can’t shake their minds off of violence or money problems at home. For these children, success depends on more than the classroom.
“Full-service community schools remove the roadblocks that keep students from taking full advantage of their education. They work with community members and local businesses to coordinate a wide range of services for children and their families, from health clinics and dental care, to mental health counseling, to English lessons or adult courses for parents, to nutrition education and career advice.
“At a full-service community school, all of those services can be found in one convenient, efficient place. Community schools stay open well past school hours and on weekends—and they quickly become the heart of their neighborhoods.
“Leading educators, along with President Obama and Education Secretary Duncan, are giving their strong support to this new generation of schools, because the results speak for themselves. Full-service community schools see better parent participation, higher attendance, and—most important of all—higher student achievement.
“The bill we’re introducing would provide grants for school districts and states to create the kind of community-centered programs that have had so much success across the nation. It would mean many more community schools for America—and for that reason, I think it is one of the most important pieces of school legislation in recent years. There are few better investments we can make in the health of our communities and our children’s futures.”

Tennessee Deputy Sheriff Sentenced for Using Excessive Force

Adam S. Pretti, a former deputy with the Shelby County, Tennessee Sheriff's Office, was sentenced in federal court in Memphis to 18 months in prison and two years of supervised release for using excessive force during an encounter with a citizen.
California Man Sentenced in Oregon Counterfeit Treasuries Case

Barton Albert Buhtz, of Sunland, California, was sentenced in Medford, Oregon to 36 months in prison for his conviction in a counterfeit treasuries case. In October 2007, a federal jury found Buhtz guilty of conspiracy to pass approximately $3.8 million in false U.S. Treasury instruments and multiple counts of passing fictitious financial instruments.

Hoyer Statement at the September 11th Congressional Remembrance Ceremony

WASHINGTON, DC – House Majority Leader Steny H. Hoyer (MD) joined Members of Congress at the September 11th Congressional Remembrance Ceremony today to pay tribute to the many Americans who lost their lives on September 11, 2001. Prior to the service, he introduced a resolution on the Floor commemorating that day, which passed the House. Below are his remarks as prepared for delivery:

“Today we mark the distance traveled between fear and memory.

“Eight years ago we saw fear out of a clear blue sky. We saw monuments of our power and our pride turned to dust in an instant. We felt, in one day, fanaticism’s terrible cruelty, and the terrible beauty of selfless sacrifice.

“Now the wounds of grief and shock are scarred over. Now we can say ‘grief’ and ‘shock’ as if they were only words. But on that day they were more real than words can express. And if eight years have dulled our grief, for an hour we call it back, deliberately, today.

“Pain fades; but today we will it back, to stay with us for this hour. We remember; and in the face of such inhuman evil, our memory keeps us human. We hear the voices of those we loved and lost, and we feel their presence.

“And we come here again, and say these words, not because fear or pain compel us, but because we choose to. We imagine our dome caved in, but for the men and women who gave their lives and saved us. We send our thoughts to the dead in New York, in Arlington, and in Pennsylvania, and to those who lost their lives under our flag across the world in each year since, and to those who loved them. This is an hour for re-opening wounds—and, however much it stings, we will do so again and again, as long as memory lasts.

“The American writer Mark Helprin once reflected on soldiers who had seen death, and his words hold true for us, as well: ‘That they cannot forget, that they do not forget, that they never allow themselves to heal completely, is their way of expressing their love for friends who have perished. And they will not change, because they have become what they have become to keep the fallen alive.’”

How Education Can Improve the Israeli-Palestinian Peace Process
A new USIP report argues why an education track should be included in Israeli-Palestinian peace efforts, and puts forward practical recommendations on how Israelis and Palestinians -and the international community - can move forward with a successful peace process.
USIP Participates in Fifth Jeju Peace Forum
USIP's John Park presented a paper at the Fifth Jeju Peace Forum in South Korea this past August. U.N. Secretary-General Ban Ki-moon delivered the keynote address. Park's presentation focused on new opportunities to enhance human security in North Korea.
USIP Names New Director of Afghanistan and Pakistan Programs
The United States Institute of Peace named J Alexander Thier as director of its Afghanistan and Pakistan programs. Thier will serve as the coordinator of all USIP programs related to Afghanistan, Pakistan, and the cross-border region and will oversee the Institute's efforts both in Washington, D.C. and in the region.
Translating "Peace" into Foreign Languages
In an effort to reach more international audiences - especially in war-torn countries like Afghanistan - USIP is increasing its translation and dissemination of works into Dari and Farsi. The USIP-edited and published book "Combating Serious Crimes" is now available in Dari and printed by an Afghan book printer. The Dari version of the book will be put online along with the English and Nepali versions.
USIP Teams Up with Cerritos College on the Crisis of Child Soldiers
Approximately 250,000 young people are used as child soldiers in military operations around the world today. On September 10, USIP's David Smith will address this dire situation on a webcast program sponsored by the Global Consortium for Sustainable Peace at Cerritos College in Norwalk, Calif. Smith will put the current situation into context and describe approaches that are being used to end the practice and rehabilitate former child soldiers. Former child soldier George Latio will join David and talk about his experiences in Sudan as well as his life in the U.S.

Hoyer Statement on President Obama's Address on Health Reform

WASHINGTON, DC - House Majority Leader Steny H. Hoyer (MD) released the following statement tonight after President Obama addressed a joint session of Congress on health reform:

“As President Obama made clear tonight, America cannot put up for much longer with the skyrocketing cost of health care that is hurting our families, our businesses and our country.

“Democrats have proposed building on the current system of employer-sponsored insurance. If Americans with insurance like their plans, they can keep them. But Americans with insurance will gain security and stability through coverage guaranteed even if they lose their jobs, a cap on out of pocket costs, and an end to denial of coverage against those with pre-existing conditions.

“Americans without insurance will have access to affordable coverage through an insurance exchange where plans will compete for their business. And an exchange for small businesses will give them a level playing field with their bigger competitors and enable them to cover their employees.

“I agree with President Obama’s strong support for protecting and expanding Americans' choice of plans, while remaining open to various ways of ensuring that choice. I also applaud President Obama for proposing that reform be paid for primarily with savings within the health care system, and for making clear that he will only sign a bill that does not add to the deficit and that brings down costs in the long-term, a pledge he has backed up with a provision to require more spending cuts if the savings don’t materialize.

“The distortions and scare tactics that have been a part of this debate have been a disservice to the American people. But the real needs of millions of our fellow citizens are far too serious for those games. The American people want bipartisan cooperation on this defining issue. It has been evident, however, that Republicans have not been willing to move in that direction, preferring to undermine progress rather than facilitate agreement. I hope that they will change their minds, because fixing our broken health care system is far too important to every American to be used to gain political advantage.”

DNC Chairman Tim Kaine Hails President Obama's Speech to Congress as "Stirring and Passionate" and Praises President's Comprehensive Plan for Health Insurance Reform

Washington – President Obama addressed a Joint Session of Congress tonight to talk about his plan to reform our health insurance system. Democratic National Committee Chairman Tim Kaine issued the following statement after the President finished his remarks:

“Tonight, in a stirring and passionate address to a Joint Session of Congress, President Obama clearly laid out his plan for comprehensive health insurance reform and made a compelling argument for passing reform this year.

“The core of his plan is simple – provide more security and stability to those who have health insurance, guarantee quality, affordable insurance to those who don’t, and rein in the high costs of health care for American families, businesses and our government. The President’s plan won’t add a dime to our deficit and it’s paid for up front.

“The President articulated his plan and a charted a clear path forward. The Obama plan will end – once and for all – unfair insurance industry practices, like discriminating against people with pre-existing conditions and dropping coverage when people get sick. It will cap out of pocket expenses, eliminate extra charges for preventive care, protect Medicare for seniors and make prescription drugs more affordable, by eliminating the ‘donut hole’ gap in coverage.

“President Obama’s plan will create an Insurance Exchange, which will allow small businesses and people without insurance to shop for plans and purchase coverage at competitive prices. It will provide a tax credit to individuals and small businesses to help them buy insurance. And it calls for the creation of a public insurance option, which the President continues to believe is the best way to expand choice, increase competition and lower costs.

“We are closer than ever to passing reform. Four out of five Congressional committees have already passed their version of legislation, and today, Senator Max Baucus, Chairman of the Senate Finance Committee, announced that his committee is moving forward.

“The President’s plan includes ideas from Democratic and Republican members of Congress -- it represents the very best of what has been proposed. Unfortunately, Republicans have marched in lockstep opposition to anything the President suggests, in a concerted and coordinated attempt to hurt President Obama politically. They have recycled failed ideas and pushed risky proposals, like eliminating Medicare and giving our seniors vouchers instead.

“Well, opponents of reform have a decision to make. They can use tonight's speech as a reset button on their reflexive opposition to reform and quit playing partisan games -- or they can start explaining why it’s better to do nothing; why it’s better to stand idly by as American families and businesses are crushed under the weight of skyrocketing costs, and millions more Americans are denied coverage because of a pre-existing condition or lose their coverage when they get sick.

“Democrats will continue to work with President Obama to enact health insurance reform this year - we hope Republicans will join us. Now is the time to act - and we are going to get it done.”

Updated Recommendations for the Use of Antiviral Medications

Objective: To provide updated guidance on the use of antiviral agents for treatment and chemoprophylaxis of influenza including 2009 H1N1 influenza infection and seasonal influenza, and assist clinicians in prioritizing use of antiviral medications for treatment or chemoprophylaxis for patients at higher risk for influenza-related complications. Additional revisions to these recommendations should be expected as the epidemiology and clinical presentation of 2009 H1N1 influenza is better understood. This guidance can be adapted according to local epidemiologic data, antiviral susceptibility patterns, and antiviral supply considerations. Clinical judgment is always an important part of treatment decisions.
Questions and Answers about the Updated Antiviral Recommendations

On September 8, 2009 CDC updated its recommendations for the use of influenza antiviral medicines to provide additional guidance for clinicians in prescribing antiviral medicines for treatment and prevention (chemoprophylaxis) of influenza during the upcoming 2009-2010 flu season. These recommendations are intended to help clinicians prioritize use of antiviral drugs for treatment and prevention of influenza. UNR Young Democrats: Friday, September 11, A Day of Service

Hello UNR Young Democrats,
As we all know September 11th is in two days. I know we normally have meetings on Fridays at 3 p.m. However, this day is a special day. President Obama has asked that we remember 9/11 as a A Day of Service.
For this inaugural year of A Day of Service, Commissioner Kitty Jung has asked us to help her clean-up the May Center (Rancho) at 2 p.m. So please come out and help. This is the best way to remember all those we lost in 2001. Thank you!
