industrial output quickens pace of rise LOS ANGELES (MarketWatch) -- China's industrial
output rose 12.3% on year in August, up 1.5% from July in its
fourth straight rise, the National Bureau of Statistics said
Friday. The gain was wider than a 10.8% on-year gain in July
and beat expectations for 12.0% rise, according to a Dow Jones
Newswires survey. In other August data Friday, the consumer price
index fell 1.2% on year, roughly in line with expectations for
a 1.3% drop, while the producer price index was down 7.9%, matching
the forecast in the Dow Jones poll. Retail sales rose 15.4% on
year, the bureau said. Meanwhile, urban fixed-asset investment
for the January-August period rose 33.0% on year. |

AGRICULTURE SECRETARY VILSACK ANNOUNCES NEARLY $5 MILLION TO HELP LOW-INCOME HOUSEHOLDS ACCESS HEALTHY, NUTRITIOUS FOOD Grants Will Help Improve Access to Supplemental Nutrition Assistance Program (SNAP) WASHINGTON, September 9, 2009 - Agriculture Secretary Tom Vilsack today announced almost $5 million in grants for seven State agencies to simplify the Supplemental Nutrition Assistance Program (SNAP) application and eligibility systems and improve access to program benefits for America's low-income households. Formerly known as the Food Stamp Program, SNAP helps ensure that people have access to healthy and nutritious food; the program is currently serving 66 percent of all who are eligible to participate. "The federal government plays an important role in combating food insecurity and hunger, but it is through special partnerships that we can reach people who are most in need of assistance," said Vilsack. "These grants will achieve our goal of increasing program access and participation among America's most vulnerable citizens." This year's participation grants focus on modernizing and streamlining the application process and eligibility systems or measures to improve access by eligible households. One priority for this year's grants is to fund projects designed to improve the retention of eligible households at the point of recertification. A number of the projects are receiving funding that will support development or enhancement of on-line application systems that will facilitate both initial entry and retention of eligible households. The other priority area is to fund a partnership between a State agency and one or more private non-profit organizations. FNS continues to encourage relationships with private nonprofit organizations with strong community ties to enhance communication between the State agencies and the communities they serve. SNAP is the cornerstone of the Nation's nutrition safety net. It is the largest of the USDA's 15 domestic nutrition assistance programs and provides crucial support and a vital supplement for low income households to buy the food they need for good health, and helps many make the transition to self-sufficiency. Public, private, non-profit, and faith and community-based organizations play an important role in ensuring that all eligible people know about SNAP and USDA's other nutrition assistance programs. USDA Announces Timeframe for Nominations to the Advisory Committee for Beginning Farmers and Ranchers WASHINGTON, Sept. 9, 2009 - USDA Farm Service Agency (FSA) Administrator Jonathan Coppess today announced that nominations for individuals to serve on the Advisory Committee for Beginning Farmers and Ranchers are being accepted through October 5, 2009. "As we look to build a new generation of farmers and ranchers throughout the country, this committee will work to update or develop policies and programs that will hopefully make it easier for beginning producers to enter the agricultural industry," said Coppess. "This committee will help strengthen our nation's food supply for the coming decades, and I urge qualified individuals to apply." To qualify, individuals must belong to or participate in any of the following groups, programs, or agencies: USDA's Farm Service Agency; state beginning farmer programs; commercial lenders; private nonprofit organizations currently participating in a beginning farmer or rancher program; the Cooperative State Research, Education and Extension Service; community colleges or other educational institutions with demonstrated experience in training beginning farmers or ranchers; and other entities or persons providing lending or technical assistance to qualified beginning farmers or ranchers. Farmers and ranchers are also eligible for nomination. Form AD-755, "Advisory Committee Membership Background Information," must be completed for those interested in serving on the Committee. Submission of this form constitutes a nomination, and eligible persons may nominate themselves. Letters of recommendation may also be submitted, but should not be solicited or obtained from USDA officials employed in Washington, DC. The form is available online at www.fsa.usda.gov/Internet/FSA_Filead755.pdf. The Agricultural Credit Improvement Act of 1992 requires the Secretary of Agriculture to establish the Committee. Seven of the Committee members were replaced when the Committee charter was last renewed on March 28, 2008. Approximately one-third of the 20 existing members will be replaced when the charter is renewed. The agency is now accepting nominations of individuals to serve for a 2-year term on the Committee. Reappointments are made to assure effectiveness and continuity of operations. No member, other than a federal employee, can serve for more than six consecutive years. Members are not paid; however, they are reimbursed for travel expenses related to attending meetings, which are generally held annually. AGRICULTURE SECRETARY VILSACK ANNOUNCES ECONOMIC RECOVERY PROJECTS FOR FOREST HEALTH PROTECTION 78 projects in 20 States and the District of Columbia will receive a total of $89 million to address problems caused by fire, insects, invasive species and disease WASHINGTON, September 9, 2009 - Agriculture Secretary Tom Vilsack today announced projects funded by the American Recovery and Reinvestment Act (ARRA) for forest health protection projects. These 78 projects will receive almost $89 million and are located on forested lands in 30 states. This funding will be used to restore forest health conditions on Federal, State, and private forest and rangelands recovering from fires, forest insects and disease outbreaks. These conditions weaken affected lands and threaten the benefits these lands provide, including clean water, clean air, habitat for wildlife, resistance to wildfire, and recreational opportunities for the public. "These Recovery Act projects will put people to work and advance the Obama Administration's vision for a balanced and cooperative approach to forest management that will provide for public health and safety by restoring forestlands and rangelands damaged by insects, disease, and invasive species," said Vilsack. "Proper forest management helps protect our forests for the benefit of current and future generations by restoring the vitality and productivity of the land." These Recovery Act funds will be used to complete high priority projects to restore forest health and resiliency by reducing insect and disease problems. Among the projects announced today will be efforts to thin understory trees and control spread of pests, which will reduce the risk of massive forest die-offs. Epidemic insect outbreaks, such as hemlock woody adelgid, Asian longhorn beetle and bark beetles have killed large expanses of forests and threaten to kill more. Additionally, workers will undertake efforts to control the spread of invasive plants by hand and with machinery, thus protecting and restoring healthy ecosystems. Invasive plants such as Cogan Grass, leafy spurge and cheatgrass threaten ecosystems by out-competing and displacing native plants. Finally, the funds will also help provide technical and financial assistance for care of lands owned by States, local governments, private organizations, and private individuals. These activities will protect highly valued forested areas, reduce the risks of vegetation mortality, increase landscape resilience, and prevent future disease and insect outbreaks. Steny H. Hoyer (MD) released the following statement tonight
after President Obama addressed a joint session of Congress on
health reform: Democrats have proposed building on the current system of employer-sponsored insurance. If Americans with insurance like their plans, they can keep them. But Americans with insurance will gain security and stability through coverage guaranteed even if they lose their jobs, a cap on out of pocket costs, and an end to denial of coverage against those with pre-existing conditions. Americans without insurance will have access to affordable coverage through an insurance exchange where plans will compete for their business. And an exchange for small businesses will give them a level playing field with their bigger competitors and enable them to cover their employees. I agree with President Obamas strong support for protecting and expanding Americans' choice of plans, while remaining open to various ways of ensuring that choice. I also applaud President Obama for proposing that reform be paid for primarily with savings within the health care system, and for making clear that he will only sign a bill that does not add to the deficit and that brings down costs in the long-term, a pledge he has backed up with a provision to require more spending cuts if the savings dont materialize. The distortions and scare tactics
that have been a part of this debate have been a disservice to
the American people. But the real needs of millions of our fellow
citizens are far too serious for those games. The American people
want bipartisan cooperation on this defining issue. It has been
evident, however, that Republicans have not been willing to move
in that direction, preferring to undermine progress rather than
facilitate agreement. I hope that they will change their minds,
because fixing our broken health care system is far too important
to every American to be used to gain political advantage. ### |

DNC Chairman Tim Kaine Applauds President Obama's Speech to Congress as "Stirring and Passionate" For Immediate Release DNC Chairman Tim Kaine Hails President Obama's Speech to Congress as "Stirring and Passionate" and Praises President's Comprehensive Plan for Health Insurance Reform Washington President Obama addressed a Joint Session of Congress tonight to talk about his plan to reform our health insurance system. Democratic National Committee Chairman Tim Kaine issued the following statement after the President finished his remarks: Tonight, in a stirring and passionate address to a Joint Session of Congress, President Obama clearly laid out his plan for comprehensive health insurance reform and made a compelling argument for passing reform this year. The core of his plan is simple provide more security and stability to those who have health insurance, guarantee quality, affordable insurance to those who dont, and rein in the high costs of health care for American families, businesses and our government. The Presidents plan wont add a dime to our deficit and its paid for up front. The President articulated his plan and a charted a clear path forward. The Obama plan will end once and for all unfair insurance industry practices, like discriminating against people with pre-existing conditions and dropping coverage when people get sick. It will cap out of pocket expenses, eliminate extra charges for preventive care, protect Medicare for seniors and make prescription drugs more affordable, by eliminating the donut hole gap in coverage. President Obamas plan will create an Insurance Exchange, which will allow small businesses and people without insurance to shop for plans and purchase coverage at competitive prices. It will provide a tax credit to individuals and small businesses to help them buy insurance. And it calls for the creation of a public insurance option, which the President continues to believe is the best way to expand choice, increase competition and lower costs. We are closer than ever to passing reform. Four out of five Congressional committees have already passed their version of legislation, and today, Senator Max Baucus, Chairman of the Senate Finance Committee, announced that his committee is moving forward. The Presidents plan includes ideas from Democratic and Republican members of Congress -- it represents the very best of what has been proposed. Unfortunately, Republicans have marched in lockstep opposition to anything the President suggests, in a concerted and coordinated attempt to hurt President Obama politically. They have recycled failed ideas and pushed risky proposals, like eliminating Medicare and giving our seniors vouchers instead. Well, opponents of reform have a decision to make. They can use tonight's speech as a reset button on their reflexive opposition to reform and quit playing partisan games -- or they can start explaining why its better to do nothing; why its better to stand idly by as American families and businesses are crushed under the weight of skyrocketing costs, and millions more Americans are denied coverage because of a pre-existing condition or lose their coverage when they get sick. Democrats will continue to work with President Obama to enact health insurance reform this year - we hope Republicans will join us. Now is the time to act - and we are going to get it done.

Recommendations for the Use of Antiviral Medications Tue, 08 Sep 2009 15:30:00 -0500 Objective: To provide updated guidance on the use of antiviral agents for treatment and chemoprophylaxis of influenza including 2009 H1N1 influenza infection and seasonal influenza, and assist clinicians in prioritizing use of antiviral medications for treatment or chemoprophylaxis for patients at higher risk for influenza-related complications. Additional revisions to these recommendations should be expected as the epidemiology and clinical presentation of 2009 H1N1 influenza is better understood. This guidance can be adapted according to local epidemiologic data, antiviral susceptibility patterns, and antiviral supply considerations. Clinical judgment is always an important part of treatment decisions. |
