NEW YORK (MarketWatch) -- U.S. stocks on Wednesday ended modestly higher, extending the market's winning streak into a fourth consecutive session. Financial and health-care stocks paced the gains, which moderated after the Federal Reserve's latest Beige Book offered a mixed view of the economy. "We're in a market-based meltup. We're up double-digits for the year, and a lot of people missed that," prompting still-nervous investors to step into equities, said Doug Roberts, chief investment strategist for Channel Capital Research. The Dow Jones Industrial Average added 49.88 points, or 0.5%, to 9,547.22. The S&P 500 advanced 7.98 points, or 0.8%, to 1,033.37. The Nasdaq Composite added 22.62 points, or 1.1%, to end at 2,060.39.

"The TLGP has been very effective at helping financial institutions bridge the uncertainty and dysfunction that plagued our credit markets last fall," said FDIC Chairman Sheila Bair in a statement. "As domestic credit and liquidity markets appear to be normalizing and the number of entities utilizing the Debt Guarantee Program has decreased, now is an important time to make clear our intent to end the program. It is also important to note that the FDIC has collected over $9 billion in fees associated with this program. The FDIC will be using some of this money to off set resolution costs associated with bank failures."

WASHINGTON - Debate over a national health care overhaul dominates the agenda as Congress returns from a summer break. Lawmakers also will work on other pressing issues, including energy policy and new rules for the financial industry.

Airline On-Time Performance Improved in July
The nation’s largest airlines had a rate of on-time flights this past July that was higher than both the same month last year and the mark posted in June 2009, according to the Air Travel Consumer Report released today by the U.S. Department of Transportation (DOT).
According to information filed with the Bureau of Transportation Statistics (BTS), a part of DOT’s Research and Innovative Technology Administration (RITA), the 19 carriers reporting on-time performance recorded an overall on-time arrival rate of 77.6 percent in July, better than both the 75.7 percent on-time rate of July 2008 and June 2009’s 76.1 percent.
The monthly report also includes data on lengthy tarmac delays, flight cancellations and the causes of flight delays by the reporting carriers, as well as reports of mishandled baggage filed with the carriers, and consumer service, disability and discrimination complaints received by DOT’s Aviation Consumer Protection Division. This report also includes reports of incidents involving pets traveling by air, as required to be filed by U.S. carriers.
Cancellations
The consumer report includes BTS data on the number of domestic flights canceled by the reporting carriers. In July, the carriers canceled 1.2 percent of their scheduled domestic flights, lower than both the 1.7 percent cancellation rate of July 2008 and the 1.5 percent rate posted in June 2009.

Tarmac Delays

In July, the carriers filing on-time performance data reported that .028 percent of their scheduled flights had tarmac delays of three hours or more, down from .0499 percent in June. There were 29 flights with tarmac delays of four hours or more in July.
Causes of Flight Delays
In July, the carriers filing on-time performance data reported that 6.89 percent of their flights were delayed by aviation system delays, compared to 7.69 percent in June; 7.33 percent by late-arriving aircraft, compared to 7.54 percent in June; 5.93 percent by factors within the airline’s control, such as maintenance or crew problems, compared to 5.94 percent in June; 0.74 percent by extreme weather, compared to 0.83 percent in June; and 0.04 percent for security reasons, the same percentage as June. Weather is a factor in both the extreme-weather category and the aviation-system category. This includes delays due to the re-routing of flights by DOT’s Federal Aviation Administration in consultation with the carriers involved. Weather is also a factor in delays attributed to late-arriving aircraft, although airlines do not report specific causes in that category.
Data collected by BTS also shows the percentage of late flights delayed by weather, including those reported in either the category of extreme weather or included in National Aviation System delays. In July, 39.42 percent of late flights were delayed by weather, down 11.16 percent from July 2008, when 44.37 percent of late flights were delayed by weather, and down 9.34 percent from June when 43.48 percent of late flights were delayed by weather.

Mishandled Baggage
The U.S. carriers reporting flight delays and mishandled baggage data posted a mishandled baggage rate of 3.98 reports per 1,000 passengers in July, an improvement over both July 2008’s rate of 4.87 and June 2009’s 4.17 rate.
Incidents Involving Pets
In July, carriers reported six incidents involving the loss, death or injury of pets while traveling by air, identical to the total reported in July 2008 and up from June 2009’s five reports. July’s incidents involved three deaths, two injuries and one lost pet.
Complaints About Airline Service
In July, the Department received 827 complaints about airline service from consumers, down 24.3 percent from the 1,093 complaints filed in July 2008 but up 10.7 percent from the 747 complaints received in June 2009.
Complaints About Treatment of Disabled Passengers
The report also contains a tabulation of complaints filed with DOT in July against airlines regarding the treatment of passengers with disabilities. The Department received a total of 53 disability-related complaints in July, lower than both the total of 65 complaints filed in July 2008 and the 54 received in June 2009.

Complaints About Discrimination

In July, the Department received 17 complaints alleging discrimination by airlines due to factors other than disability – such as race, religion, national origin or sex – up from both the total of nine recorded in July 2008 and 10 received in June 2009.

Democrats Discuss Reform with Constituents
During August District Work Period

Over the past month, Democrats made a concerted effort to engage their constituents on the critical issue of health care reform, holding more than 1000 health care events. Despite significant coverage of opposition to reform at some of these events, an incredible amount of substantive discussion occurred at town hall meetings around the country, and support for reform remains strong.

Agriculture Secretary Vilsack Visits Nashville-Area School to Watch President Obama's Speech and Discuss Educational Success

NASHVILLE, Tenn., September 8, 2009 - Agriculture Secretary Tom Vilsack today visited Madison, Tenn., as part of the Obama Administration's 'My Education, My Future' events. Secretary Vilsack joined students at Amqui Elementary School to watch President Obama's speech live and have a conversation about the importance working hard, setting educational goals and taking responsibility for their education.

"Our students have the opportunity to determine their individual futures and in turn the future of our nation and we must inspire them to take responsibility for their learning and support them as they rise to that challenge," said Vilsack. "For our students to meet their educational goals, we must make sure that no child arrives at school hungry and that nutritious meals and healthy communities are part of every educational program."

Vilsack's visit is part of the Obama Administration's 'My Education, My Future' Effort with Cabinet Secretaries participating in events throughout the country. The events are designed to help students get focused and begin the school year strong. In advance of the address, the Department of Education provided resources developed by and for teachers to help engage students and stimulate discussion around the importance of education. Secretary Vilsack applauded Amqui Elementary School as an example of students rising to the challenge of improving their education. Amqui is one of the top performing schools in Tennessee based on its value-added assessment performance, a state based assessment that measures gains by comparing each student's annual test score increase to his or her year-to-year increases in previous years.

Secretary Vilsack also emphasized the link between a successful education and healthy eating and living. The USDA Food and Nutrition Service has worked with Amqui Elementary on its path to achieving 'Team Nutrition' school status. Amqui Elementary has worked to make healthy changes in school meals, provide nutrition education programs, and promote physical activity consistent with the Dietary Guidelines for Americans and USDA's nutrition standards.

EPA Seeks Comment on Greener Site Cleanups

WASHINGTON - The U.S. Environmental Protection Agency is seeking public comment on a new strategy that would make cleanups at hazardous waste sites greener. The Superfund Green Remediation Strategy is an initial effort to outline key actions and related activities that can be undertaken to promote green remediation and to reduce energy use.

EPA is taking comment on action items that fall into three major categories: policy and guidance development, resource development and program implementation, and program evaluation. The strategy also contains several recommendations including a call for EPA to implement a series of near-term program initiatives, and to establish a baseline of Superfund energy usage. The public comment period is open for 60 days.

Reducing the demands placed on the environment during cleanup of contaminated land is a high priority for EPA. In addition to the new strategy, EPA has developed Principles for Greener Cleanups. The principles call for EPA’s cleanup programs to use greener approaches during any phase of site work and establish the goal of evaluating cleanup actions to ensure protection of human health and the environment while reducing the environmental footprint of cleanup activities, when feasible. Cleanups that do not satisfy threshold requirements for protectiveness or do not meet site specific cleanup objectives, are not considered greener cleanups.

Texas Tech University Student Democrats First Meeting!

Hello everyone, I know that this has been on your mind for some time as to when the Tech Dems will start meeting. Well, let me reassure you that though we have not have an official meeting, the group has never been forgotten and every day has been a day in preparation for out first meeting and as well as everything else that follows.

Okay, now, to many people's dismay our first meeting will be in the area outside of the Barnes and Noble book store inside of the Student Union in that little area that has a lot of tables where people sometimes eat. From there I will discuss why we're meeting there and all the other amazing stuff that has been going on for us as a group.

There are many things going on and much potential for everyone to get involved in the campaigns that are taking off and I'm pretty excited about them. More of that will be discussed but the first meeting is just to kick off everything and to welcome every Democrat back to Tech.

If you have any questions please feel free to call me at 956-437-8517, especially if you might be running late or want to get more information if you get lost where we're going to meet, don't fret just call.

Microsoft has released updates to address vulnerabilities in

I. Description

Microsoft has released multiple security bulletins for critical
vulnerabilities in Windows, and Windows Server. These bulletins are
described in the Microsoft Security Bulletin Summary for September
2009.

 

II. Impact

A remote, unauthenticated attacker could execute arbitrary code,
gain elevated privileges, or cause a vulnerable application to
crash.

 

III. Solution

Apply updates from Microsoft Microsoft has provided updates for
these vulnerabilities in the Microsoft Security Bulletin Summary
for September 2009. The security bulletin describes any known
issues related to the updates. Administrators are encouraged to
note these issues and test for any potentially adverse effects.
Administrators should consider using an automated update
distribution system such as Windows Server Update Services (WSUS).

Kelvin Roldan needs some volunteers to help out with his September 11 group’s event “Project Night Night” This event will be held at Costa del Sol, in Hartford, Friday September 11th. The event proceeds will to help Hartford’s 350 plus homeless children. The flyer for the event is attached. Also, the Tim O’Brien Campaign will be phone banking on Mondays & Wednesdays in the Hartford office at 31 Pratt Street where pizza and beverages will be served courtesy of Campaign Manager Rick Lopes. Phone banking will also take place on Tuesdays and Thursdays at the campaign's headquarters in New Britain at 46 Broad St. On Saturdays & Sundays, the campaign needs volunteers to door-knock and lit-drop. There are numerous events coming up this month and we need to regroup with the summer now over. With that said, we will be having our monthly meeting this Sunday Sept 13, at Panera Bread in West Hartford at 6pm to discuss new ideas, elections, and upcoming events.

Join Organizing for America-Louisiana and Young Democrats of Louisiana tomorrow Wednesday, September 8th for a strategy session and watch party for President Obama's Address to a Joint Session of Congress on Healthcare. Festivities will begin at 6pm with a volunteer strategy session and planning meeting followed by watching the POTUS speech.
