Treasury details next week's bond, note sales

SAN FRANCISCO (MarketWatch) -- The U.S. Treasury Dept. said Thursday it plans to auction $128 billion in bills, notes and bonds next week. It plans to sell $38 billion in three-year notes, $20 billion in 10-year notes and $12 billion in 30-year bonds. The 10-year and 30-year auctions are reopenings. Treasury will also sell $29 billion in 13-week bills and $29 billion in 26-week bills. In a report ahead of the announcement, William O'Donnell, head of U.S. Treasury strategy at RBS Securities, said next week's "heavy supply calendar" and current Treasury rates were making him more cautious on Treasurys. Treasurys of most maturities held to losses, with 10-year note yields up 2 basis points at 3.328%.

Yesterday I attended a meeting in Speaker Pelosi’s office on Capitol Hill to discuss the Student Aid and Fiscal Responsibility Act (SAFRA). SAFRA represents one of the most significant investments in college aid in our nation’s history. YDA has worked with Speaker Pelosi over the past year to support the bill, and we will continue to promote SAFRA until it is signed into law by President Obama.

Staff representing Speaker Pelosi and House Education and Labor Committee Chairman George Miller (D-Calif.) briefed us yesterday on the status of the legislation in the House. The bill passed the Education Committee in July with support from all Democrats on the committee plus two Republicans. A floor vote has not yet been scheduled but could occur as early as the third week in September.

You may want to encourage the High School and College Caucuses within your state organizations to find ways to support the legislation by disseminating information on campus (especially to campus newspapers), writing letters to your members of Congress and of course posting information on blogs and Twitter. It’s important to highlight that this major investment in education is only happening because of a deep commitment from President Obama and Democrats in Congress to affordable higher education.

Pelosi and Miller’s staff provided the following summary of several key components of the legislation:

1. $40 billion to boost the maximum annual Pell Grant scholarship with dedicated funding increases each year to reflect cost-of-living increases. The maximum Pell Grant per student will increase from $5,500 in 2010 to $6,900 in 2019.

2. Lower interest rates on need-based (subsidized) federal student loans. About 5.5 million students receive these loans each year.

3. Greater access to Perkins loans by expanding the program to every college in the U.S. Last year approximately 495,000 students received a Perkins loan.

4. Simplify the FAFSA form to make applying for financial aid much easier. More than a million eligible students each year can’t receive aid because they find the FAFSA form to be too confusing.

5. $10 billion investment for renovation of community colleges to ensure students have access to modern, updated, state-of-the-art facilities.

6. $2.5 billion investment in Historically Black Colleges and Universities (HBCU’s) and Minority Serving Institutions (MSI’s).

7. Promotes early childhood development by creating an Early Learning Challenge Fund, which would award competitive grants to states that improve birth-to-five learning programs and standards.

8. Saves taxpayers $87 billion over ten years by switching to the cheaper Direct Loan program, including a net savings of $8 billion that is directed to the U.S. Treasury to help pay down the federal deficit.

Prior to serving as Administrator, Mr. D'Agostino served as the Deputy Administrator for Defense Programs at NNSA and directed the Stockpile Stewardship Program, which is responsible for maintaining the safety, security, and reliability of the nation's nuclear weapons stockpile. He was also previously the Deputy Director for the Nuclear Weapons Research, Development, and Simulation Program where he directed the formulation of the programs and budget for the research and development program that supports the Stockpile Stewardship Program. He spent over eight years on active duty in the Navy as a submarine officer to include assignments onboard the USS SKIPJACK (SSN 585) and with the Board of Inspection and Survey where he was the Main Propulsion and Nuclear Reactor Inspector. Michael Punke, Nominee for Deputy Trade Representative - Geneva, Office of the United States Trade Representative

Michael Punke has worked in the field of international trade law and policy for two decades. From 1995 to 1996, Punke served as Senior Policy Advisor at the Office of the United States Trade Representative.
There, he advised the USTR on issues ranging from agricultural trade to intellectual property protection. From 1993 to 1995, Punke served at the White House as Director for International Economic Affairs with a joint appointment to the National Security Council and the National Economic Council. His responsibilities included assisting in the management of the interagency process. From 1991 to 1992, Punke was International Trade Counsel to Senator Max Baucus, then Chairman of the Finance Committee's International Trade Subcommittee. Punke has also worked on international trade issues from the private sector, including as a partner at the Washington, D.C., office of Mayer, Brown, Rowe, & Maw. Hoyer Statement on 200 Days of the Recovery Act

WASHINGTON, DC – House Majority Leader Steny H. Hoyer released the following statement today after Vice President Joe Biden discussed the results of the American Recovery and Reinvestment Act after being in effect for 200 days as of this Saturday, September 5th:

“This Saturday marks the 200th day since the enactment of the American Recovery and Reinvestment Act, legislation designed to end the economic crisis inherited by the Obama Administration. Today, it is clear that it has had the intended effect of stopping the decline, and that our economy is on the way to recovery. In remarks today, Vice President Biden pointed out that implementation of the Recovery Act has met or exceeded all ten ambitious goals set earlier this summer, including expanding service at 1,129 health centers in 50 states and eight territories, funding 135,000 education jobs, and hiring or keeping on the job 5,000 law enforcement officers. While one goal called for the start of improvement projects at 98 airports and 1,500 highway sites, it was significantly surpassed: improvements have already begun at 192 airports and 2,200 highway locations.

“All of these projects, and more, are putting Americans back to work and creating jobs. The Recovery Act’s combination of tax relief, infrastructure projects, and help for Americans hurting the most in the downturn is a central reason why, as the Wall Street Journal reported last month, ‘The majority of the economists…surveyed during the past few days said the recession that began in December 2007 is now over.’

“Nevertheless, I recognize that the effects of the recession remain all too present for Americans who are still out of work. That is why the Recovery Act was designed to continue taking effect through the fall, so that there is sustained support for job creation that will return our economy to strength.”

SECRETARY DONOVAN ANNOUNCES NEARLY 100 MILLION DOLLARS IN RECOVERY ACT GRANTS TO IMPROVE PUBLIC HOUSING
Grants will transform and upgrade public housing projects while creating jobs

WASHINGTON - U.S. Department of Housing and Urban Development Secretary Donovan today announced that HUD is awarding $96 million in grants to 15 public housing authorities across the country to make substantial improvements to thousands of public housing units nationwide (see below for full list of grantees).

The Public Housing Capital Funds being awarded today are provided through The American Recovery and Reinvestment Act of 2009 (Recovery Act) and are specifically designated for public housing transformation, to help redevelop public housing that is blighted and distressing to the surrounding community. These grants will address the factors creating blighted public housing through renovation of existing housing or demolition and redevelopment of new public housing or a mixture of public housing and non-public housing on the site.

"The funding HUD is awarding to public housing authorities today will inject necessary capital funding into our economy, creating much-needed, quality jobs at a time when they are needed more than ever." said HUD Secretary Shaun Donovan. "These investments will not only provide quality housing for low-income residents, but will also encourage economic growth and development in communities across the county."

In February, just eight days after President Obama signed the Recovery Act into law, HUD allocated nearly $3 billion in Recovery Act funding to more than 3,100 public housing authorities across the U.S. Distributed by formula, that funding is already being put to work to improve public housing and create safer, more livable environments for lower income residents.

The funding being announced today is part of an additional $1 billion in Public Housing Capital Funds designated by the Recovery Act to be awarded competitively. HUD accepted applications under this program from public housing authorities from June 22 until August 18, 2009. HUD is reviewing applications and awarding grants to PHAs that effectively address the requirements in the Notice of Funding Availability (NOFA), which can be accessed at HUD's Recovery Act website, for the following four funding categories:

Public Housing Transformation: $100 million is available to transform obsolete public housing projects into newly built or renovated developments. The grants being awarded today fall under this category.
Financing Stalled Projects: $200 million is available to allow PHAs to develop or renovate public housing projects stalled due to lack of resources.
Housing for the Elderly/Persons with Disabilities: $95 million is available to improve public housing units and create community facilities for the delivery of medical and other services to this vulnerable population.
Energy Efficiency: $600 million is available for PHAs to create more energy efficient public housing units. Applications were due for this category on July 21, 2009.

HUD's Capital Fund Program provides annual funding to public housing authorities to develop, finance, and/or modernize the public housing in their communities. This funding can be used to make large-scale improvements such as new roofs and for the replacement of plumbing and electrical systems to increase energy efficiency.

Manhattan U.S. Attorney Announces Extradition of Leader of International Drug-Trafficking and Money Laundering Organization
SEP 03 - PREET BHARARA, the United States Attorney for the Southern District of New York, and MICHELE M. LEONHART, the Acting Administrator of the United States Drug Enforcement Administration ("DEA"), announced the arrival today of JESUS EDUARDO VALENCIA-ARBELAEZ, a/k/a "Padre," a/k/a "Pat," who was extradited from Romania this morning to face cocaine trafficking and money laundering charges in the Southern District of New York.
According to the Superseding Indictment filed on July 7, 2009, and other filed court documents: VALENCIA-ARBELAEZ was a leader of a sophisticated international cocaine trafficking organization (the "Organization") based in Colombia and Venezuela that operated worldwide, including in Bolivia, Spain, Holland, Sierra Leone, Guinea Conakry, Mauritania, Mali, Cyprus, and the United States.
Beginning in September 2007, members of the Organization sought to purchase a cargo airplane for the purpose of transporting metric tons of cocaine from Venezuela to West Africa. Between September 2007 and March 2009, MANUEL SILVA-JARAMILLO, a member of the Organization arrested earlier this year, conducted meetings in connection with the Organization's efforts to acquire the airplane in, among other places, Madrid, Spain, New York, and Virginia. SILVA-JARAMILLO arranged to finance the purchase of the airplane through a corporation based in Cyprus and to register it in Sierra Leone.
In a meeting in Europe in October 2007, SILVA-JARAMILLO delivered more than 1.25 million Euros in cash –- drug proceeds that represented a partial payment towards the airplane –- which he instructed were to be wire-transferred to different bank accounts in the United States. During one of these meetings, which was recorded, SILVA-JARAMILLO stated that the Organization had between 30 and 60 million Euros in Spain that it needed to launder.
In November 2008, VALENCIA-ARBELAEZ, who identified himself as a leader of the Organization, met in Madrid, Spain with a DEA confidential source who was assisting SILVA-JARAMILLO with the acquisition of the airplane. During this meeting, VALENCIA-ARBELAEZ stated that the Organization enjoyed land support and a private military airfield in Guinea Conakry, located in West Africa, where the Organization could deliver cocaine shipments originating from Venezuela. VALENCIA-ARBELAEZ also indicated that although he understood the airplane to be capable of carrying seven tons of cocaine at a time, the Organization wanted to start with shipments of two to three tons.
In January 2009, VALENCIA-ARBELAEZ met again with the confidential source in Europe. Among other things, VALENCIAARBELAEZ stated that the Organization was investigating the possibility of flying shipments of cocaine from Bolivia to West Africa. On the following day, VALENCIA-ARBELAEZ arranged the delivery of 250,000 Euros in cash to the confidential source, which represented an additional payment toward the purchase of the airplane.
On June 10, 2009, VALENCIA-ARBELAEZ traveled to Bucharest, Romania, to attend a meeting concerning the Organization's establishment of a new base of operations. Acting on a provisional arrest request from the United States, Romanian law enforcement authorities arrested VALENCIA-ARBELAEZ in Bucharest, whereupon he was detained pending extradition to New York. VALENCIA-ARBELAEZ arrived in the United States this morning and will be presented later today before United States District Judge ROBERT P. PATTERSON. VALENCIA-ARBELAEZ is the fifth member of the Organization to have been arrested and brought to the United States to face narcotics conspiracy charges.
In April 2009, GERALDO QUINTANA-PEREZ, a/k/a "El Viejo," a/k/a "German Quintero," and HARVEY STEVEN PEREZ, a/k/a "Miguel," were transferred from Sierra Leone to the United States, marking the first ever such transfer of defendants between the two countries.
In June 2009, JAVIER CARO, a/k/a "William Zabieh," a/k/a "El Ingeniero," a/k/a "Javier Gonzalez," was transferred to U.S. custody from the Government of Togo. Also in June 2009, SILVAJARAMILLO was arrested following a visit to the Dominican Republic. VALENCIA-ARBELAEZ, 43, and SILVA-JARAMILLO, 55, are both charged with conspiring to distribute at least five kilograms of cocaine in the United States; conspiring to import at least five kilograms of cocaine into the United States; and conspiring to launder narcotics proceeds. If convicted, VALENCIA-ARBELAEZ and SILVA-JARAMILLO each face life in prison for the drug charges and 20 years in prison for the money laundering charge. The remaining three defendants –- QUINTANAPEREZ, PEREZ, and CARO –- are charged with conspiring to distribute cocaine in the United States.
The arrest and extradition of VALENCIA-ARBELAEZ were the result of the close cooperative efforts of the United States Attorney's Office for the Southern District of New York, the DEA, the Department of State, the U.S. Department of Justice Office of International Affairs, the Romanian National Police, and the Danish National Police. "VALENCIA-ARBELAEZ is charged with participating in a highly sophisticated drug-trafficking network whose criminal activities spanned the globe," said United States Attorney PREET BHARARA. "Whether operating in Latin America, West Africa, Europe, or the United States, his Organization distributed vast quantities of cocaine and generated millions of dollars worth of illicit proceeds. VALENCIA-ARBELAEZ's extradition today reflects the remarkable successes that cooperation between the United States and its partners can produce in the our joint efforts to combat drug-trafficking and money-laundering crimes. We will bring drug kingpins to justice wherever in the world they may be found."
"Today's extradition, combined with preceding indictments and arrests, have put Valencia-Arbelaez and his coconspirators out of business and behind bars," said MICHELE M. LEONHART, Acting Administrator of the Drug Enforcement Administration. "Working closely with our partners in countries across four continents, most notably Romania, Denmark, Spain, Sierra Leone, and Togo, this sophisticated international criminal and his organization have been targeted successfully, and their plots to conduct cocaine flights from Venezuela, Bolivia, and elsewhere in Latin America to West Africa effectively disrupted."
Assistant United States Attorneys REBECCA M. RICIGLIANO, BRENDAN R. McGUIRE, and ANJAN SAHNI are in charge of the prosecution, which is being handled by the International Narcotics Trafficking Unit. The charges contained in the Indictment are merely accusations and the defendants are presumed innocent unless and until proven guilty.

In a guest post, Del Ali of Research 2000 says reports of President Obama's declining approval rates are skewed due to the use of robo polls and other poor survey techniques.

The biggest problems with them is that you do not know if you have a voter on the telephone. The other problem is that not all of these firms who use robo calls tell you exactly what they asked in terms of the question and when they asked the question. In other words, the robo call could spend the first minute or so trashing a particular point of view or a candidate before they ask the respondent on how they would vote on an issue on a race.

Opponents of health insurance reform have power. Some reap huge profits from the status quo. Others take large campaign contributions from those who profit.

So they'll do anything to keep the current system in place. When fact-based arguments don't work, they attack President Obama with outlandish lies about a government takeover and euthanizing the elderly. And once that doesn't work, they'll go even further.

We don't know what they'll do next. What we do know is that we'll have to be prepared for anything -- ready to set the record straight, ready to make sure the media and Congress see the overwhelming support for reform, and ready to pass real reform this year.

Discovery spacewalker Danny Olivas at work during the STS-128 mission's first spacewalk. During the six-hour, 35-minute spacewalk, Olivas and astronaut Nicole Stott, removed an empty ammonia tank from the station's truss and temporarily stowed it on the station's robotic arm. George W. Bush Electronic Records Now Part of the Electronic Records Archives

National Archives and Records Administration Reaches Another Milestone:
George W. Bush Electronic Records Now Part of the Electronic Records
Archives

Washington, DC. . . Acting Archivist of the United States Adrienne
Thomas announced today that the National Archives is well on its way to
loading the electronic records of President George W. Bush into the
Electronic Records Archives (ERA) system. To date, more than 85% of the
total volume has been ingested.

ERA is the National Archives signature program to ensure government
records with lasting value remain accessible into the future.

The incorporation of Bush records is the second increment of the five
increments planned for ERA. Called Search and Access, this second stage
was developed to take in, and provide search and retrieval functions for
key electronic records from the George W. Bush Administration.

The Presidential Records Act gives the National Archives the legal
custody of and responsibility for these records, and the task of
responding to special access requirements immediately after the end of
an administration. Therefore, on January 20th, when President Barack
Obama was sworn into office, the National Archives received legal
custody of the records created by the George W. Bush administration. In
an unprecedented move, made possible by intense collaboration between
National Archives archivists, the ERA development contractor, Lockheed
Martin Corporation, and White House administration IT personnel, the
data was delivered directly to ERA's facilities on storage area
network hardware, significantly easing the transfer process.

In the following months, National Archives IT specialists began the
process of loading approximately 77 terabytes of data into the ERA
system and preparing them for access. Seventy-seven terabytes is
roughly thirty-five times the amount of data received from the Clinton
administration, which itself was many times that of the previous George
H.W. Bush administration.

The intake of these records is proceeding at a rapid pace, and is
expected to be complete by the end of September, 2009. Currently, the
use of the system is limited to Presidential Libraries staff, who are
processing the records and responding to special access requests as
needed. Presidential records only become subject to Freedom of
Information Act requests five years after the end of the Presidential
administration as specified in the Presidential Records Act, 44 USC
2001.

Sharon Fawcett, Assistant Archivist for Presidential Libraries said,
"Given the volume of electronic records we received from the Bush
administration, our ability to have most of our prioritized sets of
records available for staff access is a significant achievement. This
accomplishment was only possible due to the close collaboration among
our archivists, our IT professionals and our contractors. We look
forward to continued cooperation and progress as we face the challenges
of making these records available to the public."

ERA is being developed incrementally with the support of Lockheed
Martin Corporation, with main system capabilities being developed and
released sequentially and designed to be flexible and interchangeable.
The first increment of ERA-known as ERA Base-deals with the lifecycle
management and transfer of Federal records.

U.S. Economy Gets Lift From Stimulus

WASHINGTON -- Government efforts to funnel hundreds of billions of dollars into the U.S. economy appear to be helping the U.S. climb out of the worst recession in decades.
But there's little agreement about which programs are having the biggest impact. Some economists argue that efforts such as the Federal Reserve's aggressive buying of Treasury debt and mortgage-backed securities, as well as government efforts to shore up banks, are providing a bigger boost than the administration's $787 billion stimulus package.
The U.S. economy is beginning to show signs of improvement, with many economists asserting the worst is past and data pointing to stronger-than-expected growth. On Tuesday, data showed manufacturing grew in August for the first time in more than a year. "There's a method to the madness. We're getting out of this," said Brian Bethune, chief U.S. financial economist at IHS Global Insight.
Much of the stimulus spending is just beginning to trickle through the economy, with spending expected to peak sometime later this year or in early 2010. The government has funneled about $60 billion of the $288 billion in promised tax cuts to U.S. households, while about $84 billion of the $499 billion in spending has been paid. About $200 billion has been promised to certain projects, such as infrastructure and energy projects.
Economists say the money out the door -- combined with the expectation of additional funds flowing soon -- is fueling growth above where it would have been without any government action.
Many forecasters say stimulus spending is adding two to three percentage points to economic growth in the second and third quarters, when measured at an annual rate. The impact in the second quarter, calculated by analyzing how the extra funds flowing into the economy boost consumption, investment and spending, helped slow the rate of decline and will lay the groundwork for positive growth in the third quarter -- something that seemed almost implausible just a few months ago. Some economists say the 1% contraction in the second quarter would have been far worse, possibly as much as 3.2%, if not for the stimulus.
For the third quarter, economists at Goldman Sachs & Co. predict the U.S. economy will grow by 3.3%. "Without that extra stimulus, we would be somewhere around zero," said Jan Hatzius, chief U.S. economist for Goldman.
Dave Anderson, chief financial officer of Honeywell International Inc., said the stimulus package actually froze business activity at first as firms tried to figure out how they could benefit from the government spending. The $787 billion package "created actually a slowdown in order activity in terms of the flow that we would normally have anticipated," Mr. Anderson said at a conference sponsored by Morgan Stanley. "We anticipate that that's going to actually pick up in the second half of the year. I think it's not unreasonable to see several hundred million dollars of orders."
Opinion, however, remains split about which program has had the biggest impact. "I don't think the stimulus was necessarily as effective as people claimed it to be or claim it will be," said Joseph LaVorgna, chief U.S. economist with Deutsche Bank Securities Inc. He credits the government's "stress tests" of banks, which helped boost confidence on Wall Street and allow banks to raise capital and resume lending.
Economists say other programs are having an impact, including an $8,000 tax credit for first-time home-buyers that has spurred home sales. The cash-for-clunkers program, which provided financial incentives for consumers to trade in older vehicles, did the same for cars.
One big question: Will the boost evaporate once the programs end?
Stuart Hoffman, chief U.S. economist for PNC Financial Services Group, said the stimulus package "caused this bit of a concentrated burst [that] probably will exaggerate the pace of economic growth," since some areas, such as auto sales, could fall back to low levels.

AHRQ Announces Intent to Publish Grant and Contract Solicitations for CER Projects
The Agency for Healthcare Research and Quality (AHRQ) supports comparative effectiveness research through AHRQ's Effective Health Care Program, which was authorized under Section 1013 of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003. The Effective Health Care program provides systematic reviews, supports new research to fill information gaps, and develops other translational information and tools designed to inform health care decision making. The Effective Health Care Program advances the methodology of comparative effectiveness research and provides training grants to enhance the pool of researchers who can perform CER.

9/02/2009 - The U.S. Commerce Department's Bureau of Industry and Security (BIS) is pleased to announce that the U.S.-China High Technology Working Group (HTWG) will take place on September 29 in Washington, DC. The public-private forum will be co-chaired by the People's Republic of China's Ministry of Commerce and in partnership with the National Association of Manufacturers (NAM).
The HTWG will enable U.S. and Chinese companies to interact directly with one another and government leaders to discuss export controls and high technology trade, with particular emphasis on the information technology and civil aviation-aerospace sectors.
