HONG KONG (MarketWatch) -- Chinese stocks advanced in early trading Wednesday, shrugging off weakness in regional markets and on Wall Street overnight, with refiners rising after the National Development and Reform Commission announced an increase in motor fuel prices. The Shanghai Composite rose 0.2% to 2,689.52. Shares of China Petroleum & Chemical Corp., or Sinopec , rose 1.4% and PetroChina gained 2.3% after the NDRC announced an increase of 4.6% in gasoline prices and a 5.2% hike in diesel prices.

Last week, in the wake of losing our biggest health insurance reform advocate, Senator Ted Kennedy, YDA Executive Vice President Rod Snyder and Political Director Hailey Snow met at the White House with the Administration to learn about the impact the health care epidemic is having on young Americans.

Rod sent me this text from the meeting: "The White House briefer just said: November 4th was just the election day. Our victories meant nothing unless we are able to mobilize young people around meaningful reform that will help all Americans."

It's as simple as that. We can't afford to wait on health insurance reform. The White House explained that health insurance reform is the building block to obtain momentum for all future issues on the President's agenda. This is the first major test of our ability to bring about real change.

14,000 Americans lose their health insurance on a daily basis and those fortunate enough to have health insurance have seen their premiums double. President Obama has asked for our help. So, the question is: What are you doing to make sure Congress hears that young Americans are demanding health insurance reform now?

We need to be writing our legislators, sending letters to our local papers, showing our presence at the town hall meetings, and talking to anyone that will listen about the importance of quality affordable health care. Can you pledge to take at least one action to help fight for health care?

This is our first major test. Let's not fail President Obama, the Americans that voted for change, and most importantly let's not let ourselves down. Don't sit idly by and live the rest of your life knowing that you didn't take the time to do something important for yourself and your entire generation.

WASHINGTON - Five months after President Barack Obama ordered a dramatic increase in American civilian experts in Afghanistan to undergird a new military push, the so-called civilian surge is moving too slowly, U.S. officials and outside experts warn.

Treasury, Energy Announce $500 Million IN AWARDS for Clean Energy Projects
Initial Round of Cash Assistance for Wind, Solar Projects in Eight States
Will Create Jobs, Increase Development

WASHINGTON– Marking a major milestone in the effort to spur private sector investments in clean energy and create new jobs for America’s workers, Treasury Secretary Tim Geithner and Energy Secretary Steven Chu today announced $502 million in the first round of awards from an American Recovery and Reinvestment Act (Recovery Act) program that provides cash assistance to energy production companies in place of earned tax credits. The new funding creates additional upfront capital, enabling companies to create jobs and begin construction that may have been stalled until now.

“The Recovery Act is investing in our long-term energy needs while creating jobs in communities around the country,” said Treasury Secretary Tim Geithner. “This renewable energy program will spur the manufacture and development of clean energy in urban and rural America, allowing us to protect our environment, create good jobs and revitalize our nation’s economy.”

Said Secretary Chu: “These grants will help America's businesses launch clean energy projects, putting Americans back to work in good construction and manufacturing jobs. The initiative will help double our renewable energy capacity over the next few years and make sure America leads the world in creating the clean energy economy of the future.”

Created under Section 1603 of the Recovery Act, the program is expected to provide more than $3 billion in financial support for clean energy projects by providing direct payments in lieu of tax credits. These payments will support an estimated 5,000 bio-mass, solar, wind, and other types of renewable energy production facilities in all regions of the country over the life of the program. As a result of this first round of funding, more than 2,000 Americans will have access to jobs in the renewable energy industry – both in construction and in manufacturing – while moving the nation closer to meeting the Administration's goal of doubling renewable energy generation in the next few years.

The Treasury Department opened the application process for the 1603 program on July 31, 2009 and is today making the first awards in half the statutorily mandated turnaround time of 60 days. The following is a chart of projects funded as part of today’s announcement. Additional awards under the program will be announced in the coming weeks.

AHRQ Public Health Emergency Preparedness Web Conference

During an influenza pandemic, home health care workers can expect to be called on to provide care for hospital patients who are well enough to be discharged but who still need care, as well as patients who need home health care services. On any given day, there are approximately 500,000 patients in home care—three times the number of patients in hospitals. In a pandemic influenza outbreak, the existing home health care population combined with new patients from hospitals is likely to exceed the industry’s current capacity to respond.
To showcase resources that can support emergency preparedness planning within the home health care sector, particularly in the face of a potential H1N1 pandemic, AHRQ will host a Web conference, Planning for an Influenza Pandemic in the Home Health Care Sector, on September 23, 2009. Emergency preparedness planners and providers, as well as Federal, State, and local community health and home care planners, are all invited to attend.
This free event will feature a 90 minute panel discussion and insights from home health care emergency preparedness planners representing different perspectives: health system, Government, health policy, and industry. During the Web conference, participants will learn about AHRQ’s resources for emergency preparedness involving home health care, including:

Secretary Chu Announces Completion of Critical Energy Conservation Appliance Standards
Final energy efficiency standards for beverage vending machines released

Washington, DC – U.S. Energy Secretary Steven Chu announced today that the Department of Energy has completed energy efficiency standards for a critical group of appliances that will together save up to 1.1 billion metric tons of carbon dioxide once in effect. In February 2009, President Obama visited the Department of Energy to emphasize the importance of quickening the pace of energy conservation standards for appliances, while continuing to meet legal and statutory deadlines. Yesterday, the minimum energy efficiency standards for beverage vending machines – the last of the five energy conservation standards the President highlighted in his memorandum to DOE – were published in the Federal Register.

“These energy efficiency appliance standards will play an important role in lowering energy use in homes and business across the country,” said Secretary Chu. “By improving the energy efficiency of each of these appliances – from lighting to ovens to vending machines – we can save money, reduce carbon pollution and increase our energy security.”

This is the first time the Department of Energy is regulating energy consumption for the approximately 2.3 million beverage vending machines in use in the U.S. The final rule published on Monday will reduce carbon dioxide emissions by up to 9.6 million metric tons from 2012 through 2042 - roughly equivalent to removing over 2 million automobiles from the road for a year – and will save commercial customers of the machines between $38 and $52 million per year over the same time period. The efficiency standards, which take effect in 2012, apply to both glass-front type and solid-front type beverage vending machines that are commonly found in office buildings, schools, colleges, retail sites, and manufacturing facilities.

This year, DOE has also released energy conservation standards for:

· Dishwashers and general service incandescent lamps
· Microwaves and electric and gas kitchen ranges and ovens
· General service fluorescent lamps and incandescent reflector lamps
· Commercial boilers and air conditioning equipment

Each of the final standards was issued on time and ahead of any applicable deadlines. To ensure that the appliance standards are as effective as possible, DOE will work to aggressively and consistently enforce energy efficiency standards across the country.

U.S. stocks end with August gains

NEW YORK (MarketWatch) -- U.S. stocks on Monday tallied monthly gains and daily losses, with energy and consumer discretionary shares fronting the declines that followed a sharp drop in Chinese equities. Up 3.5% for August, the Dow Jones Industrial Average fell 47.92 points, or 0.5%, to end at 9,496.28. The S&P 500 Index declined 8.31 points, or 0.8%, to stand at 1,020.62, leaving it with a 3.4% advance for August. The Nasdaq Composite dropped 19.71 points, or 1%, to rest at 2,009.06, a level that leaves the technology-laden index with a 1.5% monthly gain.

DOE Selects Biofuels Projects to Receive up to $21 Million in Funding

WASHINGTON, DC— U.S. Department of Energy Secretary Steven Chu announced today that up to $21 million will be made available for the selection of five projects that will develop supply systems to handle and deliver high tonnage biomass feedstocks for cellulosic biofuels production. The awards announced today are part of the department’s ongoing efforts to reduce U.S. dependence on foreign oil, spur the creation of the domestic bio-industry and provide new jobs in many rural areas of the country.

“Biofuels will play an important role in America’s clean energy portfolio,” Secretary Chu said. “These projects will allow us to decrease our dependence on foreign oil, support the growth of the biofuels industry and create jobs here at home.”

Today’s announcement is in response to a funding opportunity announcement issued by DOE back in March. The chosen awards were selected as the best projects to stimulate the design and demonstration of a comprehensive system to handle the harvesting, collection, preprocessing, transport, and storage of sufficient volumes of sustainably produced feedstocks. Feedstocks or combinations of feedstocks that were considered include: agricultural residues, energy crops (e.g., switchgrass, miscanthus, energycane, sorghum, poplar, willow), forest resources (e.g., forest thinnings, wood chips, wood wastes, small diameter trees), and urban wood wastes.

Projects selected for negotiation of awards:
Agco Corporation of Duluth, GA (up to $5 million) will seek to demonstrate the viability of the densified, large square bale (LSB) as a least-cost, near-term means for supplying high tonnage biomass feedstocks to cellulosic biofuel processors. Agco plans to use the LSB supply system to fulfill the feedstocks needs of biorefineries in Emmetsburg, IA, Hugoton, KS (Abengoa), and the Terrabon biorefinery in Bryan, TX. The project will deploy, evaluate, and improve upon an industrial-scale feedstock supply chain capable of provisioning crop residues and herbaceous energy crops to biorefineries in the densified format. Throughout the course of the project, demonstration will include all stages of the biomass supply chain, beginning with field harvest and continuing through storage and preprocessing.

Auburn University of Auburn, Alabama (up to $4.9 million) will work with leading producers of forest biomass for energy in Alabama to design and demonstrate a high productivity system to harvest, process, and transport woody biomass from southern pine plantations. Specific project objectives are to develop design improvements in tree-length harvesting machines for energy plantations, configure and assemble a high-productivity, lowest-cost harvesting and transportation system for biomass, and demonstrate at full industrial scale and document performance of the harvesting, storage, pre-processing, and transportation system.

FDC Enterprises Inc. of Columbus, Ohio (up to $4.9 million) will primarily target Abengoa Bioenergy’s cellulosic biorefinery, which is currently under development in Hugoton, Kansas. FDC Enterprises Inc.’s project plans to complete design, fabrication, and demonstration of three types of innovative new harvest and biomass handling machines, including a single-pass mowing and baling operation, a Bale Picking Truck, and a Self Loading Trailer. Annual demonstration harvests will be performed on large-acre tracts of biomass feedstocks. Available plots of high yielding energy crops, including miscanthus and biosorghum, will also be harvested.

Genera Energy, LLC of Knoxville, Tennessee (up to $4.9 million) will supply low-moisture switchgrass with an efficient bulk-format system that maximizes automated conveyance and handling. The project aims to achieve an overall process where switchgrass is dry chopped into bulk format on the farm, hauled to a nearby satellite location, stored in a protective facility, bulk compacted into trailer, and efficiently hauled (80 km) for unloading at the handling unit of the biorefinery.

The SUNY College of Environmental Science and Forestry of Syracuse, New York (up to $1.3 million) plans to build on existing collaborative efforts among the project partners to develop, test, and deploy a single-pass cut-and-chip harvester combined with a handling, transportation, and storage system that is effective and efficient in a range of different short-rotation wood crops (SRWC) production systems throughout North America. The system aims to reduce the costs associated with harvesting and transportation, provide consistent quality material to meet end user specifications, improve environmental attributes, and accelerate the deployment of SRWC.

OCC Allows National Bank Offices Affected by California Fires to Close
WASHINGTON — The Office of the Comptroller of the Currency today issued a proclamation allowing national bank offices affected by the fires in California to close at their discretion.
In issuing the proclamation, Tim Long, Senior Deputy Comptroller and Chief National Bank Examiner, said he expects that only those bank offices directly affected by the fires will close. Those offices should make every effort to reopen as quickly as possible to address the banking needs of their customers, he added.
The OCC encourages national banks to take steps to deal with natural disasters or other emergencies. Those steps are outlined in the attached OCC banking bulletin.

FDIC Issues Fourth Quarter 2009 CRA Examination Schedule

The Federal Deposit Insurance Corporation (FDIC) has issued the public list of institutions that it has scheduled for a Community Reinvestment Act (CRA) examination during the fourth quarter of 2009. This list is published pursuant to revised CRA regulations published in May 1995 that require each federal bank and thrift regulator to publish a quarterly CRA examination schedule at least 30 days before the beginning of each quarter.
The examination schedule reflects the effects of an institution's size and CRA rating on examination frequency. Absent reasonable cause, an institution with $250 million or less in assets and a CRA rating of Satisfactory can be subject to a CRA examination no more frequently than once every 48 months. Absent reasonable cause, an institution with $250 million or less in assets and a CRA rating of Outstanding can be subject to a CRA examination no more frequently than once every 60 months.
The schedule of institutions to be examined October 1, 2009, through December 31, 2009, is based on the best information now available. Examination schedules may change. For example, a regulated financial institution not otherwise scheduled for an examination may be examined in connection with the application for a deposit facility. Alternatively, some institutions may require more time and resources than originally allotted, thus delaying other scheduled examinations. If an institution is rescheduled for a different quarter, that information will be included on a later list.
The regulators encourage public comment on the institutions to be examined under the CRA. Comments about FDIC-supervised institutions should be directed to the institutions themselves or to the Deputy Regional Director of the appropriate FDIC regional office (a list of those locations is attached). All public comments received prior to completion of a CRA examination will be considered.

Federal Transit Administration Reaches Major Recovery Act Milestone, Awards $6.7 Billion To Nearly 600 Transit Providers Across the U.S.

U.S. Transportation Secretary Ray LaHood today announced that the Federal Transit Administration last week achieved a crucial milestone: it beat the September 1st deadline to provide all states and local communities 50 percent of their Recovery Act transit formula dollars.

In fact, FTA provided nearly 90 percent of its $7.5 billion transit stimulus money to states and local communities. FTA is managing an additional $900 million in discretionary funds for New Starts projects, the Greenhouse Gas and Energy Reduction and Tribal Transit programs and oversight for a total of $8.4 billion.

“This money will not only create jobs, it will also allow people to get to and from those jobs safely, reliably, and comfortably,” LaHood said. “As we put America back to work, we will also be creating a cleaner environment and reducing our nation’s dependence on foreign oil.”

Since President Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA) into law on Feb. 17, grants totaling more than $6.7 billion have been made available for transit improvements throughout the country. The majority of these grants will be used to purchase new vehicles, increase safety and security initiatives and construct, rehabilitate, and maintain the various transit systems.

“These funds come at a critical time for the economy and the transit industry,” said Federal Transit Administrator Peter Rogoff. “Our nation’s transit providers are putting this money to work to maintain, expand, and improve service. As transit ridership continues to grow, Americans will enjoy public transportation that is cleaner, faster, and more reliable as a result of this effort.”

The U.S. Department of Transportation has made $48.1 billion available for highway, road, transit, bridge and airport construction and repairs nationwide. Of that, $26.5 billion already has been obligated to fund more than 7,988 approved projects in 55 U.S. States and Territories. Specific grant information can be found on FTA’s ARRA Grants Digest.

Microsoft Internet Information Services (IIS) FTP Service
Vulnerability

US-CERT is aware of a public report of a vulnerability affecting the
Microsoft Internet Information Services (IIS) FTP service. This
vulnerability may allow a remote attacker to execute arbitrary code.

US-CERT encourages administrators to disable anonymous write access to
the FTP server to help mitigate the vulnerability, although a proper
impact analysis should be performed prior to taking defensive
measures.

US-CERT will provide additional information as it becomes available.

HUD's Office of Policy Development and Research (PD&R)
has released outcome data on verification testing
conducted on conventional ground anchor assemblies for
manufactured housing installations. The performance of
these assemblies is critical to the overall quality and
structural integrity of manufactured home installations.

The testing sought to verify the draft Ground Anchor
Assembly Test Protocol (GAATP), which was developed to
serve as a nationally recognized test protocol as called
for in the Model Manufactured Home Installation Standard.
This study assesses the proposed GAATP based on actual
implementation of the test protocol using a variety of
conventional ground anchor assemblies, test
configurations, and site soil conditions. In addition, a
new test rig was developed in compliance with the GAATP
rig requirements and implemented to facilitate an
efficient and repeatable method of ground anchor testing.

The results are published in Research and Analysis for
Manufactured Housing Foundations: Ground Anchor
Verification Testing. The report and supplemental data
are available online and can be downloaded at no cost

Last week, in the wake of losing our biggest health insurance reform advocate, Senator Ted Kennedy, YDA Executive Vice President Rod Snyder and Political Director Hailey Snow met at the White House with the Administration to learn about the impact the health care epidemic is having on young Americans.

Rod sent me this text from the meeting: "The White House briefer just said: November 4th was just the election day. Our victories meant nothing unless we are able to mobilize young people around meaningful reform that will help all Americans."

It's as simple as that. We can't afford to wait on health insurance reform. The White House explained that health insurance reform is the building block to obtain momentum for all future issues on the President's agenda. This is the first major test of our ability to bring about real change.

14,000 Americans lose their health insurance on a daily basis and those fortunate enough to have health insurance have seen their premiums double. President Obama has asked for our help. So, the question is: What are you doing to make sure Congress hears that young Americans are demanding health insurance reform now?

We need to be writing our legislators, sending letters to our local papers, showing our presence at the town hall meetings, and talking to anyone that will listen about the importance of quality affordable health care. Can you pledge to take at least one action to help fight for health care?

This is our first major test. Let's not fail President Obama, the Americans that voted for change, and most importantly let's not let ourselves down. Don't sit idly by and live the rest of your life knowing that you didn't take the time to do something important for yourself and your entire generation.
