Data released today by the Commerce Department
show that real GDP grew at an annual rate of 3.5 percent in the
third quarter of the year. This is in stark contrast to the decline
of 6.4 percent annual rate just two quarters ago. Indeed, the
two-quarter swing in the rate of growth of 9.9 percentage points
was the largest since 1980. Analysis by both the Council of Economic
Advisers and a wide range of private and public-sector forecasters
indicates that the American Recovery and Reinvestment Act of
2009 contributed between 3 and 4 percentage points to real GDP
growth in the third quarter. This suggests that in the absence
of the Recovery Act, real GDP would have risen little, if at
all, this past quarter.

quarter the largest contribution to quarterly growth in
over a decade Edmunds.com has released a faulty analysis
suggesting that the Cash for Clunkers program had no meaningful
impact on our economy or on overall auto sales. This is the latest
of several critical analyses of the Cash for Clunkers
program from Edmunds.com, which appear designed to grab headlines
and get coverage on cable TV. Like many of their previous attempts,
this latest claim doesnt withstand even basic scrutiny.

reports that were posted earlier this month on Recovery.gov.

who opposed economic rescue from the beginning are now trying
use this misleading story to twist the truth about the early
success of the Recovery Act.

Under 'Know Your Farmer, Know Your Food' Initiative
WASHINGTON, October 29, 2009 - TOMORROW,
October 30, Agriculture Deputy Secretary Kathleen Merrigan will
travel to Portland, Maine, to announce funding to grantees across
the country that will address the critical organic agriculture
issues through the integration of research, education and extension
projects. The funding, including a Maine grant recipient, is
part of the Organic Agriculture Research and Extension Initiative,
administered by USDA's National Institute of Food and Agriculture
(NIFA). Deputy Secretary Merrigan will be hosted by Borealis
Breads proprietor, Jim Amaral, a local businessman benefiting
from the USDA funded research. As part of her visit, Merrigan
will continue her national conversation on USDA's new 'Know Your
Farmer, Know Your Food' initiative - to help develop local and
regional food systems and spur economic opportunity.
Launched in May, 2009, the 'Know Your Farmer,
Know Your Food' initiative emphasizes the need for a fundamental
and critical reconnection between producers and consumers. 'Know
Your Farmer, Know Your Food' includes such major agricultural
topics as supporting local farmers and community food groups;
strengthening rural communities; enhancing direct marketing and
farmers' promotion programs; promoting healthy eating; protecting
natural resources; and helping schools connect with locally grown
foods. The effort builds on the 2008 Farm Bill, which provides

Majority Leader Hoyer: GDP Encouraging,
More Work Ahead
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the announcement that GDP rose 3.5% in the third quarter of 2009:
Todays announcement that GDP grew by 3.5% in the
last quarter is encouraging news, adding another sign that our
economy is slowly recovering from the deepest recession in 75
years. This is a turnaround of nearly 10% in just two quarters,
when the economy contracted by 6.4% - the largest reversal of
GDP since 1980, and the first increase since last year. A wide
range of economists have stated that the Recovery Act added between
3 and 4 percentage points to the GDP, making it a key part of
bolstering economic growth.
While todays news is welcome, we still have a long
way to go as we continue working to create jobs and ease the
pain of the recession. Job losses have decreased dramatically
this year, but that is little comfort to Americans who remain
unemployed. Even though jobs are widely known to be the last
piece of an economic recovery, Democrats are looking at all options
to spur job growth and get Americans back to work.

BTS Releases North American Surface Trade
Numbers for August:
August 2009 Surface Trade with Canada and Mexico Fell 24.9 Percent
from August 2008
Trade using surface transportation between the United States
and its North American Free Trade Agreement (NAFTA) partners
Canada and Mexico was 24.9 percent lower in August 2009 than
in August 2008, dropping to $54.3 billion, according to the Bureau
of Transportation Statistics (BTS) of the U.S. Department of
Transportation.
BTS, a part of the Research and Innovative Technology Administration,
reported that the value of U.S. surface transportation trade
with Canada and Mexico rose 5.3 percent in August 2009 from July
2009. Month-to-month changes can be affected by seasonal variations
and other factors.
Surface transportation consists largely of freight movements
by truck, rail and pipeline. About 88 percent of U.S. trade by
value with Canada and Mexico moves on land.

WASHINGTON - Senators agreed Wednesday to extend a popular tax
credit for first-time homebuyers and to offer a reduced credit
to some repeat buyers.
The tax credit provides up to $8,000 to first-time homebuyers
but is set to expire at the end of November. The Commerce Department
said Wednesday that new home sales fell 3.6 percent in September,
and some industry representatives blamed uncertainty about the
tax credit.

Deputy Secretary Kathleen Merrigan twill host her second Facebook
chat about the 'Know Your Farmer, Know Your Food' initiative
on Thursday, Nov. 5, at 3 p.m. The topic of this chat will be
farm to school, which involves getting and using fresh produce
and other farm products from local and regional farmers for use
in local schools. The effort not only supports increasing economic
opportunities for local farmers but also helps school children
make healthy food choices.
The 'Know Your Farmer, Know Your Food'
initiative emphasizes the need for a fundamental and critical
reconnection between producers and consumers. The effort builds
on the 2008 Farm Bill, which provides for increases and flexibility
for USDA programs in an effort to promote local foods.
Merrigan hosted her first Facebook chat
on the initiative on Oct. 1. Questions were submitted from people
across the nation about beginning farmer and rancher programs,
interest in school nutrition, food safety and supporting local
and regional food systems. During the 30 minute session, more
than 115 questions and comments were submitted.

Fraudulent Work-at-Home Funds Transfer
Agent Schemes
Summary: Individuals are using deposit accounts to receive unauthorized
electronic funds transfers and forward funds overseas to criminals.
The Federal Deposit Insurance Corporation
(FDIC) is warning financial institutions of an increase in schemes
to recruit individuals to receive and transmit unauthorized electronic
funds transfers (EFTs) from deposit accounts to individuals overseas.
These funds transfer agents, often referred to as "money
mules," are typically solicited on the Internet by criminals
who have gained unauthorized access to the online deposit account
of a business or consumer. In a typical scenario, the criminal
will originate unauthorized EFTs from a victim's account to a
money mule's deposit account. The money mule is then instructed
to quickly withdraw the funds and wire them overseas after deducting
a "commission" (commonly eight to ten percent).
Criminals target online deposit accounts
at institutions where business customers can originate EFTs,
such as automated clearing house (ACH) and wire transfers, over
the Internet. Money mules, however, can be customers at any depository
institution where EFTs can be received and funds withdrawn. In
some cases, the money mule may be an unknowing accomplice in
a fraud scheme.
Because EFTs are often made immediately
available by the receiving institution, funds may be removed
and wire transferred overseas before the fraud is detected. Refer

Money mule schemes can take many different
forms, but most involve receiving unauthorized EFTs into a deposit
account and then withdrawing the funds or forwarding them on
to another party via another EFT. The following are common scenarios:
Online job posting Web sites are used by
criminals to locate individuals seeking employment with flexible
work hours that can be performed from home. These work-at-home
schemes often involve written employment contracts, job descriptions
and procedures to legitimize the scam.
Advance fee scams promising large monetary
rewards for acting as a financial intermediary can entice individuals
to participate in this activity.
Mystery shopping jobs may be used that
require the employee to assess the performance of money service
businesses by completing EFTs and then evaluating the service
using customer satisfaction forms.
Social networking sites may be used to
recruit individuals to act as money mules. Criminals conjure
up various imaginative stories to befriend and persuade individuals
to receive and forward stolen funds.
Some hesitant or skeptical money mules have been intimidated,
harassed and threatened by their criminal "employers"
to process the funds transfers quickly and with secrecy.
The personal identifiable information provided
by the money mule might later be used to commit identity theft
or account takeover.
The following are examples of events that
may indicate money mule account activity:
A deposit account opened with a minimal deposit soon followed
by large EFT deposits.
Deposit customers who suddenly begin receiving and sending EFTs
related to new employment, investments, business opportunities
or acquaintances (especially opportunities found on the Internet).
A newly opened deposit account with an unusual amount of activity,
such as account inquiries, or a large dollar amount or high number
of incoming EFTs.
An account that receives incoming EFTs
then shortly afterward originates outgoing wire transfers or
cash withdrawals approximately eight to ten percent less than
the incoming EFTs.
A foreign exchange student with a J-1 Visa
and fraudulent passport opening a student account with a high
volume of incoming/outgoing EFT activity.
Money mule activity is essentially electronic
money laundering addressed by the Bank Secrecy Act and Anti-Money
Laundering Regulations. Strong customer identification, customer
due diligence, and high-risk account monitoring procedures are
essential for detecting suspicious activity, including money
mule accounts. Financial institutions can find additional guidance

Hoyer Statement on the Affordable Health
Care for America Act
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) spoke at an event on the West Front Steps
of the Capitol today to introduce the Affordable Health Care
for America Act. Below are his remarks as prepared for delivery:
Today, we are one step further on
a long, hard roadthe road to bringing quality, affordable
health care to every American. Health insurance reform will mean
greater stability and lower costs for Americans, including affordability
for the middle class and small businesses, and security for our
seniors.
Our country has been on this road,
in one way or another, since the days of Teddy Roosevelt. But
in this Congress, we are here to introduce a new health insurance
reform bill thanks to the commitment to this cause shared by
every Member of our caucus. For Americans struggling with the
cost of health care, this is an urgently-needed bill. But befitting
the importance of this legislation, the process of putting it
together has been deliberative, transparent, and openthe
most deliberative, transparent, and open process I have seen
for any bill in my 29-year career.
Democrats have held 100 hearings
on health care since 2007. This year alone, we held close to
3,000 health care events in our districts. Three committees have
spent 160 hours on hearings and markups of health care legislation.
Much of the legislation that is being announced today has been
available for review and comment for more than three months.
And we will keep our commitment to the integrity of this process
by making the bill's full text and managers amendment publically
available for 72 hours before Members are asked to vote, and
by ensuring a full floor debate.
Health insurance reform has come
through all of that scrutiny and debate stronger, because this
is an idea whose time has truly come.

China Agrees to Improve Access for U.S.
Energy Companies, Reopen Market to U.S. Pork, Clamp Down on Internet
Piracy at the 20th Session of the U.S.-China Joint Commission
on Commerce and Trade
HANGZHOU, Oct. 29, 2009 - China agreed
today to reopen its market to U.S. pork and live swine, remove
barriers for American firms to China's growing clean energy market,
and clamp down on Internet piracy at the 20th session of the
U.S.-China Joint Commission on Commerce and Trade (JCCT) in Hangzhou,
China, co-chaired by U.S. Secretary of Commerce Gary Locke and
U.S. Trade Representative Ron Kirk along with Chinese Vice Premier
Wang Qishan. U.S. Secretary of Agriculture Tom Vilsack led the
discussions on key agricultural issues.
"The 20th JCCT gave us the chance
to see the great things our two countries have accomplished as
well as the significant challenges that lie ahead," Kirk
said. "Today, we made good progress on these challenges,
creating more economic opportunities to make trade work better
for American workers, families and businesses. China committed
to reenergize its efforts to open up its government procurement
process, worth billions of dollars a year. China also announced
a new campaign to clamp down on Internet piracy. This added protection
is good news for America's creative industries. Our work here
has built momentum for future successes, and our priority of
creating and saving American jobs."
"Two-way trade of agricultural, fish,
and forest products between the United States and China has grown
in recent years to over $21 billion per year, opening increasingly
important connections that can benefit farmers, ranchers and
consumers in both countries," said Vilsack. "China's
intent to remove its H1N1-related ban on U.S. pork marks an important
step forward in cooperation between the countries on agriculture
issues."
"We are pleased that China agreed
to remove local content requirements for foreign participation
in China's wind farm market, opening up China's energy market
to U.S. companies and creating jobs in America," Locke said.
"China's renewable energy market is expected to reach $100
billion by 2020, and wind energy is its fastest growing sector.
We hope this progress builds a solid foundation for President
Obama's visit in November," Locke said.
The U.S. and Chinese governments signed
nine agreements, including a Memorandum of Understanding establishing
the U.S. China Energy Cooperation Program (ECP), and witnessed
two commercial signings. The ECP is an innovative new public-private
partnership administered by the U.S. Trade and Development Agency
that will leverage the expertise of U.S. companies to help develop
clean energy solutions in China. The two governments also agreed
to cooperate on initiatives in the areas of the environment,
transparency, global distribution services, and standards.
Established in 1983, the JCCT is the main
forum for addressing bilateral trade matters and promoting commercial
opportunities between the United States and China. The 2009 JCCT
marks the first time three Cabinet officials in the Obama Administration
have traveled together to a key economic summit abroad.

U.S. Commerce Secretary Gary Locke and
U.S. Trade Representative Ron Kirk, together with Chinese Vice
Premier Wang Qishan, co-chaired the 20th JCCT in Hangzhou, China,
on October 28-29, 2009. U.S. Secretary of Agriculture Tom Vilsack
also participated. Other participants included U.S. Ambassador

A full range of Ministers from China attended,
including Commerce Minister Chen Deming, Agriculture Minister
Sun Zhengcai, National Energy Bureau Director Zhang Guobao, National
Tourism Administration Chairman Shao Qiwei, and General Administration
of Quality Supervision, Inspection and Quarantine (AQSIQ) Administrator
Wang Yong. Vice Ministers from the following Chinese agencies

Outlined below are outcomes of the topics

Agriculture
China announced its intent to re-open the
Chinese market to U.S. pork products and live swine. The United
States awaits China's official announcement to ensure that the
measure is consistent with science-based, international standards.
Two-way trade of agricultural, fish, and
forest products between the United States and China has grown
in recent years to over $21 billion per year.
Clean Energy
China agreed to remove local content requirements
on wind turbines.
China's renewable energy market is expected
to reach $100 billion by 2020, and wind energy is the fastest
growing component.
Distribution Services
The United States welcomes news that China
is in the process of concluding its licensing procedures for
certain qualified direct selling services companies.
Government Procurement
China will require that products produced
in China by foreign invested enterprises (FIEs) are treated as
domestic products and will issue rules in this regard.
The United States and China will establish
a multi-agency working group to regularly conduct discussions
on issues involving government procurement and purchases by state-affiliated
enterprises and organizations and private parties that make purchases
in accordance with national strategic objectives.
China committed to submit a revised offer
as early as possible in 2010 to accede to the WTO Government
Procurement Agreement (GPA).
Information Security
China confirmed in working group discussions
that the April 29, 2009, announcement by AQSIQ, MOF and CNCA,
that China's Compulsory Certification (CCC) testing and certification
rules for 13 categories of information security products apply
only to products procured by Chinese government agencies.
China agreed to establish a dialogue with
the United States regarding global practices for trade in information
security products.
Intellectual Property Rights (IPR)
China gave assurances that it will impose
maximum administrative penalties on Internet infringers and has
begun a four-month campaign to clamp down on Internet piracy.
China announced its public notice, published
yesterday, conveying to state-run libraries the importance of
strengthening protection of copyright-protected academic and
medical journals.
China agreed that it will work closely
with the United States to resolve U.S. concerns about a new Ministry
of Culture circular relating to online music distribution that
is creating serious problems for the U.S. music industry.
The Intellectual Property Working Group
identified next steps on key issues, including: China's further
promotion of software legalization of enterprises and exchanges
of information on measures for promoting software legalization;
China's establishment of a Broadcast Tariff Rate as soon as possible;
and opportunities for interested rights holders and government
experts to provide feedback on China's new Patent Law amendments
and new implementing regulations.
These outcomes will bring significant benefit
to U.S. rights holders, given the importance of intellectual
property rights to the U.S. economy and the dynamic growth of
the Internet in economies around the globe. The copyright industry
estimates losses in 2008 due to piracy reached approximately
$7 billion, of which over $500 million in revenues were lost
to Internet music piracy.
Medical Devices
China committed that product recall regulations
will not be duplicative or redundant and the Ministry of Health
and the State Food and Drug Administration will be the relevant
authorities for medical device recalls.
China will adopt a risk-based approach
that will not automatically lead to clinical trials for medical
devices in a given class, and consider the use of results from
a clinical trial conducted outside of China to support a local
clinical trial exemption.
China will accept a prior approval document
of a medical device issued by a foreign country regardless of
its exporting origin, country of manufacture or legal manufacture
to satisfy any prior approval registration requirement.
China will consider an exemption of requiring
product samples to be tested in Chinese test labs prior to approval
if the manufacturer demonstrates compliance with international
standards and provides sound scientific evidence.
China will strive to implement regulations,
rules, and notices that are consistent with guidance documents
for medical devices issued by the Global Harmonization Task Force
and the Asia Harmonization Working Party.
According to industry, China's prior approval
requirement could have impacted over $350 million in U.S. products.
The clinical trials outcome will save U.S. companies hundreds
of millions of dollars.
Pharmaceuticals
China will continue to strengthen its oversight
and enforcement of active pharmaceutical ingredients (APIs) and
counterfeit pharmaceuticals by undertaking initiatives such as
the establishment of a Drug Master File system, enforcement of
record-keeping requirements for companies that manufacture and
sell APIs, and regulation of unregistered Chinese companies advertising
and marketing APIs at foreign trade shows and on the Internet.
China identified SFDA as its single point
of contact for the Interagency Coordination Conference for Fighting
the Production and Sales of Counterfeit Drugs.
China agrees to share information with
the U.S. Food and Drug Administration on the activities of the
Interagency Coordination Conference.
China and the United States agree to continue
the dialogue on pharmaceutical data protection.
The U.S. pharmaceutical industry loses billions of dollars of
annual revenues due to counterfeit medicines. The average reported
value of counterfeit medicines seized in 2008 was over $5 million.
Travel and Tourism
The United States and China agreed to implement
Phase II of the Memorandum of Understanding (MOU) that opened
the market for the sale of packaged leisure travel from China
to the United States to include an additional 12 jurisdictions,
bringing the total to 21.
The United States and China have agreed
to hold a high-level meeting of the JCCT Tourism Working Group
in January 2010 to sign a program of work that will enhance travel
under the MOU.
The United States anticipates that inbound
travel from China will increase by 15 percent in 2010.
COOPERATIVE ACTIVITIES
Agriculture: The U.S. Department of Agriculture
and China's Ministry of Agriculture (MOA) announced a Memorandum
of Understanding on Cooperation in Agriculture, which renews
the Joint Committee on Cooperation in Agriculture (JCCA) and
provides additional opportunities for MOA and USDA to engage
on cooperative agricultural issues.
In 2008, the United States exported over
$13 billion in agricultural products to China, of which the majority
were derived from biotechnology.
Anti-Monopoly Law: The United States and
China committed to continuing the Anti-Monopoly Law dialogue
under the U.S. Trade and Development Agency.
Dietary Supplements: The United States
and China agreed to hold a government-to-government exchange
of information on dietary supplement regulation by March 31,
2010.
Energy Cooperation Program: The United
States and China supported the launch of the Energy Cooperation
Program (ECP), a public-private partnership focused on commercialization
of clean energy solutions. This effort reflects an ongoing partnership
among the Departments of Commerce and Energy, TDA, and U.S. industry
with respective Chinese counterparts.
Environmental Cooperation: The United States
and China agreed to hold the second U.S.-China Environmental
Industries Forum in October, 2010, and a second U.S.-China E-Scrap
Recycling Summit in May, 2010.
China's rapidly growing environmental market
is currently estimated at over $25 billion.
Global Distribution Services Forum: The
United States and China agreed to hold a forum addressing the
expansion of travel distribution services in China, including
computer reservation system technology.
Green Building Standards: The United States
and China agreed to hold a Green Building Standards Seminar by
March 2010.
Healthcare: TDA funded two grants in Sichuan
province to assist in the development of provincial healthcare
IT strategy and emergency response capabilities to enable quality
healthcare to reach rural communities.
Industries and Competitiveness Dialogue:
The United States and China launched a new Vice Minister-level
dialogue focused on innovation and industrial policy.
Intellectual Property Rights:
Intermediary Liability on the Internet:
China and the United States will jointly hold a program with
public and private participants to discuss the issue of intermediary
legal liability on the Internet.
Trademark Filing: China and the United
States will exchange information about handling bad faith trademark
registration practices through holding seminars or forming a
task force under the JCCT IPR Working Group.
Legal Exchange: China and the United States
agreed to hold the U.S.-China Legal Exchange next year.
Standards and Conformity Assessment: China
and the United States will convene a public-private meeting by
February 2010 on standards and conformity assessment procedures.
In addition, TDA intends to fund additional workshops on priority
standards issues over the next three years.
Transparency: The United States and China
agreed to continue cooperation on transparency and administrative
rulemaking and formulated a 2009-2010 work plan to enhance transparency
and predictability for market participants.

EPA Requests Comments on Survey for Stormwater
Rule
WASHINGTON - The U.S. Environmental Protection Agency is proposing
a survey to help strengthen stormwater regulations and reduce
stormwater discharges from newly developed and redeveloped sites.
Stormwater discharges can harm water quality through increases
in stormwater volume and pollutant loadings into nearby waterways.
Generally, as sites are developed, less ground area is available
for rain to soak into, which increases stormwater volume. This
stormwater flows across roads, rooftops and other surfaces, picking
up pollutants that then flow into waterways. The draft survey
would require detailed information about stormwater management
and control practices, local regulations, and baseline financial
information.
EPA plans to propose a rule to control stormwater from newly
developed and redeveloped sites and to take final action no later
than November 2012. In support of this rulemaking, EPA is proposing
to require three different groups to complete questionnaires
about current stormwater management practices: 1) the owners,
operators, developers, and contractors of newly and redeveloped
sites; 2) the owners and operators of municipal separate storm
sewer systems; and 3) states and territories.
The proposed survey will be open for public comment for 60 days
following publication in the Federal Register.

to be here today. And I am genuinely honored to have the opportunity
to join you in celebrating the 25th anniversary of Opportunity
Finance Networks annual conference.
Over the past two decades, OFN and its more than 170 member organizations
have helped to transform a budding opportunity finance movement
into a thriving industry. On behalf of everyone at the CDFI Fund,
I would like to thank all of you for your hard work and commitment
to serving low-income people and communities across the nation.
And I offer our best wishes for your continued success over the
next 25 years.
At the CDFI Fund, we are celebrating an anniversary of our own
this year. Fifteen years ago, on September 23, 1994, Congress
created the CDFI Fund to promote economic revitalization and
community development in our nations underserved communities.
Since then, we have helped to build a nationwide network of more
than 800 CDFIs and have awarded over $1.2 billion to CDFIs, community
development organizations, and financial institutions through
our CDFI Program, Native Initiatives, and Bank Enterprise Award
Program. In addition we have now awarded $21 billion in allocation
authority through the New Markets Tax Credit Program. We share
with OFN and its members a vision of an America in which all
people have access to affordable credit, capital, and financial
services, and we look forward to continuing to work with you
to make that vision a reality.
New opportunity in the New Normal
The theme that OFN has chosen for this years conference
is The New Normal, and I must say, I admire the spirit behind
those three words.
As we all well know, the nations economic crisis has presented
extraordinary challenges over the past 12 months. We are indeed
living and working in a new environment.
But the fact that OFN and its members have chosen to accept this
environment as normalas something not simply to endure
but to face head on, to understand, and to navigate as skillfully
and effectively as possiblespeaks volumes about this industrys
resilience, your commitment, and your creativity. You are setting
a wonderful example for everyone in the CDFI industry.
Today I would like to offer a few thoughts of my own on The New
Normal. I do not want to minimize the challenges confronting
the CDFI industry in the wake of the economic downturn, but I
am certain that there is another side to the story, a very positive
one. Indeed, I can assure you that, despite the very real challenges
it presents, the New Normal also offers very real opportunities
for CDFIs to expand their impact in the communities they serve.
Ironically, these new opportunities have been born from the economic
downturn itself. Over the past year and a half, there has been
a serious decline in lending originations within the mainstream
community. With traditional lenders unable to meet the demand,
CDFIs have stepped forward, offering their ideas and best practices,
and demonstrating that lending to low-income people can be good
for the community and for the bottom line.
The role of CDFIs was given an even greater boost by the arrival
of the new Administration in January. President Obama views the
CDFI industry as a key part of his strategy to address the economic
crisis, and Congress and the Administration have taken major
steps to expand our mission and impact.
The first of these steps was the passage of the American Recovery
and Reinvestment Act on February 17, 2009. The Recovery Act provided
the CDFI Fund extra funding$100 million beyond our annual
appropriation for fiscal year 2009to enhance the lending
capacity of CDFIs. $90 million of this amount was designated
for our CDFI Program, $8 million for our Native Initiatives,
and the final $2 million for administrative expenses. The new
legislation also contained an additional $3 billion of New Markets
Tax Credit allocation authority that is being evenly divided
between the 2008 and 2009 rounds of the program.
In addition to providing extra funding, the Recovery Act also
waived the matching funds requirement for all applicants in 2009.
At the CDFI Fund, we realized that, as the philanthropic and
lending communities tightened their belts, many recipients of
our CDFI Program awards were finding it more difficult to meet
their matching requirements. By waiving those requirement for
awards made through the Recovery Act, Congress has enabled CDFIs
to put federal funds to work in their communities much more quickly.
On February 26, 2009, the new Administration took a second important
step to support CDFIs when it released President Obamas
budget for the 2010 fiscal year. Entitled A New Era of Responsibility
Renewing America's Promise, the new budget raises the
CDFI Funds current budget of $107 million for 2009 to $243.6
million for 2010an increase of 127 percent.
The 2010 budget also provides $113.6 milliona 90 percent
increasefor the CDFI Program, and $80 million for the Capital
Magnet Fund, a new program to increase capital investment for
affordable housing for low-income families.
President Obamas budget is also the first Administration
budget to specifically include funding$10 millionfor
the CDFI Funds Native Initiatives, which assist Native
American, Alaskan Native, and Native Hawaiian communities to
overcome certain barriers to financial services.
Finally, just last week, on October 21, the President took a
third important step, announcing a series of new initiatives
to help small businesses access credit and create jobs. The Administration
had already launched several initiatives to restore the flow
of credit to small businesses, and these have been quite effective.
Still, the Administration recognizes that much work remains to
be done, and so it has designed these new initiatives to provide
even more support for Americas small businesses. One initiative
in particular will provide lower-cost capital to CDFIs that lend
to small businesses in rural and urban areas hardest hit by the
recession. Capital will be available at a rate of 2 percent for
up to eight years, and CDFI banks, thrifts, credit unions will
be eligible to apply.
In addition, the Administration will actively explore ways to
increase access to liquidity for CDFI loan funds. I want to assure
you that Treasury is very committed to actively exploring all
ways in which CDFI loan funds might receive assistance in increasing
liquidity for their lending activities. The discussions are ongoing,
and Im confident that we are making progress.
These three stepsthe Recovery Act, the Presidents
2010 budget, and the new small business lending initiativesrepresent
an acknowledgment by Congress and the Obama Administration of
the CDFI industrys role in promoting economic revitalization
in the most underserved communities across our nation. And they
are helping to create a new world of opportunityboth for
CDFIs and for the communities they serve.
I believe thats a New Normal that we can all get used to.
CDFI Fund accomplishments
At the CDFI Fund, we have been mindful of both the tremendous
opportunity and the tremendous responsibility that we have been
given in the midst of the economic crisis, and we have been committed
to moving as quickly and effectively as possible to implement
the new Administrations agenda.
Just four and a half months after the enactment of the Recovery
Act in February, we announced the financial assistance awards
through the Recovery Act to 59 CDFIs and to 10 Native CDFIs.
Just two months laterin record timewe disbursed all
$98 million to these CDFIs. Today, 100 percent of the funds awarded
to CDFIs through the Recovery Act has been disbursed, and the
money is hard at work, helping to generate capital for small
businesses, mortgage loans for homebuyers, and funding for affordable
housing projects and other community facilities.
In addition to disbursing the Recovery Act awards, we solicited
and reviewed more than 200 new applications submitted under supplemental
rounds of our CDFI and Native American CDFI Assistance (NACA)
programs. On September 28, we announced $4.4 million in financial
assistance awards to 10 CDFIs through the NACA Program. And on
October 2, we announced additional awards totaling $52.7 million
to 62 organizations through our CDFI Program. Award closings
and disbursements are already underway.
We also made awards under our Bank Enterprise Program. On August
20, the we announced awards totaling over $22 million for 55
depository institutions serving economically distressed communities.
Collectively these 55 awardees increased their loans and investments
in distressed communities by $214.2 million, their loans, deposits,
and technical assistance to CDFIs by $74.6 million, and their
provision of financial services in distressed communities by
$3.5 million.
We also re-opened the 2008 New Markets Tax Credit Program application
round to award an additional $1.5 billion of Recovery Act allocation
authority within 100 days of enactment, and closed all of the
award agreements within 30 days of the award announcement. We
will announce an additional $5 billion in New Markets Tax Credits
awards for the 2009 round tomorrow.
But awarding funds is not the only way we have been helping to
address the economic crisis. Last fall, as the crisis deepened,
I spoke with Bill Bynum, Chairman of the Community Development
Advisory Board, to explore how the CDFI Fund could respond. We
agreed to form a new Advisory Board Subcommittee to determine
the impact of the crisis on the institutions that the CDFI Fund
supports and to offer policy recommendations to increase that
support.
After gathering information from a broad spectrum of the CDFI
industry, the Subcommittee formulated a wide range of policy
recommendations and on March 5, 2009, presented them to the full
Advisory Board and the CDFI Fund.
I am pleased to report that the CDFI Fund has made significant
progress implementing the Subcommittees recommendations.
For example:
In July we created a new Office of Training and Outreach that
will focus on expanding training and outreach by coordinating
activities with government and non-governmental organizations
interested in improving conditions in low-income communities.
In August we launched a new Capacity-Building
Initiative that will make new, specialized technical assistance
and training available to CDFIs nationwide, enabling them to
expand their lending activities and to spur economic growth in
the communities they serve.
As I mentioned, we also succeeded in securing
direct funding$80 millionfor the Capital Magnet Fund
in the Presidents 2010 budget. The Capital Magnet Fund
will provide grants to CDFIs and qualified nonprofit housing
organizations to finance affordable housing and related community
development projects, and we are now in the process of developing
the program, with plans to implement it in FY 2010.
These are just a few examples of some of the Subcommittees
recommendations that the CDFI Fund has already begun to implement.
You will find much more information about our progress on our
Web site..
There is one more recent initiatives that I would like to mention.On
October 13th, we launched a new Financial Education and Counseling
Pilot Program that will provides support for a wide range of
financial education and counseling services to prospective homebuyers,
and will address critical financial literacy needs in the wake
of the crisis in the housing market. Under this new program,
the CDFI Fund will make awards to organizations that provide
financial education and counseling to prospective homebuyers.
The deadline for applications is November 19.
We are very proud of the role that the CDFI Fund has been called
upon to play in helping to revitalize our nations economy.
And we are pleased that our effortsin particular, our efforts
to implement the Presidents Recovery Act agendahave
not gone unnoticed. Upon release of our implementation plan,
Vice President Biden commented, I commend Secretary Geithner
and the Treasury Department for moving quickly to implement these
innovative programs to help underserved communities. They are
exactly what the President and I had in mind when we put forth
the American Recovery and Reinvestment Act.
Going forwardtogether
Despite all the new opportunities that The New Normal has generated
for CDFIs, despite all the progress that the CDFI industry has
made, we must remember that many challenges still remain.
And while the CDFI Fund is committed to doing our part to advance
the economic recovery, we recognize that we cant fulfill
every need. We recognize that, unfortunately, even with the increased
appropriations, we wont be able to provide an award to
every highly qualified organization. But what we can doand
will dois to begin developing and implementing new strategies
that will include joining forces with our federal partners to
determine how we can revitalize entire regions, not just blocks,
and not just neighborhoods. It will not be easybut doing
community and economic development work has never been easy.
The road to economic recovery will be long. But as I look down
that road, I find that there is one thing that gives me hope,
one thing that always inspires me, and that is your extraordinary
commitment to the communities you serve.
I have seen the impact of your commitment so many times in the
past few months as I have visited communities around the country.
I have seen it in New Orleans, where the Housing Resource Center
Network is helping the residents of Orleans Parish get back into
their homes.
I have seen it in Los Angeles, at the grand opening of the Ánimo
Watts Charter High School, an innovative college-preparatory
charter school located in a neighborhood where such signs of
hope are desperately needed.
And I have seen it on the Pine Ridge Reservation, and in Native
communities across the nation, where Native CDFIs are flourishing,
Native businesses are emerging, and Native people are becoming
stronger and more self-reliant every day.
I thank each of you for your commitment to the communities you
serve. I know that, by attending this conference, you have acquired
an abundance of knowledge and skill that will enable you to act
upon that commitment in new and innovative ways.
And, as you travel the road before you, I encourage you to remember
that the CDFI Fund is a partner that you can count on every step
of the way.
So let us travel this road together. Now more than ever, let
us work together to fulfill our shared mission.
Let us work together to ensure that opportunity and prosperity
are not the story of a select few but the provision of all Americans.

Department of Energy Awards $338 Million
to Accelerate Domestic Geothermal Energy
Innovative geothermal projects are funded in support of project
deployment, technology development, and data collection
WASHINGTON, DC U.S. Department of Energy Secretary Steven
Chu today announced up to $338 million in Recovery Act funding
for the exploration and development of new geothermal fields
and research into advanced geothermal technologies. These grants
will support 123 projects in 39 states, with recipients including
private industry, academic institutions, tribal entities, local
governments, and DOEs National Laboratories. The grants
will be matched more than one-for-one with an additional $353
million in private and non-Federal cost-share funds.
The United States is blessed with vast geothermal energy
resources, which hold enormous potential to heat our homes and
power our economy, said Secretary Chu. These investments
in America's technological innovation will allow us to capture
more of this clean, carbon free energy at a lower cost than ever
before. We will create thousands of jobs, boost our economy and
help to jumpstart the geothermal industry across the United States.
These grants are directed towards identifying and developing
new geothermal fields and reducing the upfront risk associated
with geothermal development through innovative exploration and
drilling projects and data development and collection. In addition,
the grants will support the deployment and creative financing
approaches for ground source heat pump demonstration projects
across the country.
Collectively, these projects will represent a dramatic expansion
of the U.S. geothermal industry and will create or save thousands
of jobs in drilling, exploration, construction, and operation
of geothermal power facilities and manufacturing of ground source
heat pump equipment.
The projects selected for negotiation of awards fall in six categories:
· Innovative Exploration and Drilling Projects (up to
$98.1 million): Twenty-four projects have been selected focusing
on the development of new geothermal fields using innovative
sensing, exploration, and well-drilling technologies.
· Coproduced, Geopressured, and Low Temperature Projects
(up to $20.7 million): Eleven projects have been selected for
the development of new low-temperature geothermal fields, a vast
but currently untapped set of geothermal resources. This includes
geothermal heat found in the hundreds of thousands of oil and
gas wells around the U.S., where up to ten barrels of hot water
are produced for every barrel of oil.
· Enhanced Geothermal Systems Demonstrations (up to $51.4
million): Three projects have been selected for the exploration,
drilling and development of enhanced geothermal systems (EGS)
to validate power production from deep hot rock resources using
innovative technologies and approaches.
· Enhanced Geothermal Systems Components Research and
Development / Analysis (up to $81.5 million): Forty-five projects
have been selected to focus on research and development of new
technologies to find and drill into deep hot rock formations,
stimulate enhanced geothermal reservoirs, and convert the heat
to power.
· Geothermal Data Development, Collection and Maintenance
(up to $24.6 million): Three projects have been selected for
the population of a comprehensive nationwide geothermal resource
database to help identify and assess new fields.
· Ground Source Heat Pump Demonstrations (up to $61.9
million): Thirty-seven projects have been selected to demonstrate
the deployment of ground source heat pumps for heating and cooling
of a variety of buildings for a variety of customer types, including
academic institutions, local governments and commercial buildings.

with U.S. industry to establish geothermal energy as an economically

Majority Leader Hoyer: House to Take
Up Permanent SGR Fix
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement after House
Democrats introduced a permanent fix for the Sustainable Growth
Rate:
Today, Democrats are showing our commitment to our nations
doctors and seniors by introducing legislation that permanently
fixes the sustainable growth rate. This will ensure that doctors
are fairly compensated for seeing Medicare and TRICARE patients.
It will also put an end to the hasty patches done at the end
of each year that are paid for by requiring even
deeper reduction in future year. A permanent fix will allow doctors
to accurately plan for the coming year and give seniors the peace
of mind that they will have access to their doctors and receive
quality care.
At the same time we look to fix the SGR, we will also demonstrate
our continued commitment to fiscal responsibility. Earlier this
year, Speaker Pelosi and I made it very clear that a permanent
SGR fix must be paid for, or statutory PAYGO must be passed.
We stand firm to that pledge, and will send statutory PAYGO to
the Senate again with the SGR bill. I look forward to bringing
this bill to the House Floor for a vote very soon.

Hoyer Statement on the Small Business
Financing and Investment Act
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) released the following statement on the Small
Business Financing and Investment Act, which passed the House
today:
Today, the House passed the Small Business Financing and
Investment Act of 2009, a measure to improve lending and access
to credit for small businesses. The bill will support $44 billion
in small business lending every year, helping to save or create
1.3 million jobs annually.
Small businesses are responsible for nearly two-thirds
of the American jobs created over the past 15 years; but in the
recession, they have struggled to access the loans they need
to pay current employees and hire new ones. That is why this
bill is a significant contribution to the health of Americas
job-creators, and to our economy as a whole.
Todays news that the economy grew at a rate of 3.5
percent between July and Septemberthe best growth in two
yearsgives reason to believe that we are well on the road
to recovery. But the recovery will not be complete until millions
of Americans are back at work, which is what makes todays
small business bill so important.

HHS Secretary Sebelius Announces Senate
Confirmation of Dr. Regina Benjamin as U.S. Surgeon General
U.S. Department of Health and Human Services
(HHS) Secretary Kathleen Sebelius announced today that the United
States Senate unanimously confirmed Dr. Regina Benjamin as the
nations Surgeon General.
"Dr. Benjamin will quickly become
America's doctor as our next Surgeon General. Her deep knowledge
and strong medical skills, her commitment to her patients, and
her ability to inspire the people she interacts with every day
will serve her well as Surgeon General," said Secretary
Sebelius. "She will be an integral part of our H1N1 response
effort, and America can expect to see her very soon communicating
important information about how to stay healthy and safe this
flu season. I commend the Senate for their unanimous vote, and
I look forward to working with Dr. Benjamin in the days ahead."
A brief biography of Dr. Benjamin is below:
Dr. Regina M. Benjamin, Surgeon General,
Department of Health and Human Services
Regina M. Benjamin, MD, MBA, is Founder and CEO of the Bayou
La Batre Rural Health Clinic in Bayou La Batre, Alabama. She
is the Immediate Past-Chair of the Federation of State Medical
Boards of the United States, and previously served as Associate
Dean for Rural Health at the University of South Alabama College
of Medicine. In 2002, she became President of the Medical Association
of the State of Alabama, making her the first African American
woman to be president of a State Medical Society in the United
States. Dr. Benjamin holds a BS in Chemistry from Xavier University,
New Orleans. She was in the 2nd class at Morehouse School of
Medicine and received her MD degree from the University of Alabama,
Birmingham, as well as an MBA from Tulane University. She completed
her residency in family medicine at the Medical Center of Central
Georgia. Dr. Benjamin received the Nelson Mandela Award for Health
and Human Rights in 1998, and was elected to the American Medical
Association Board of Trustees in 1995, making her the first physician
under age 40 and the first African-American woman to be elected.
Dr. Benjamin was previously named by Time Magazine as one of
the "Nation's 50 Future Leaders Age 40 and Under.
She was also featured in a New York Times article, "Angel
in a White Coat", as "Person of the Week" on ABC's
World News Tonight with Peter Jennings, and as "Woman of
the Year" by CBS This Morning. She received the 2000 National
Caring Award which was inspired by Mother Teresa, as well as
the papal honor Pro Ecclesia et Pontifice from Pope Benedict
XVI. She is also a recent recipient of the MacArthur Genius Award.

Yesterday, Secretary Napolitano and Secretary
Sebelius updated the nation on the spread of the H1N1 virus and
current efforts underway to respond to this outbreak.
Federal, state, and local authorities continue
to aggressively coordinate assistance, increase preparedness,
and ensure resources are reaching impacted communities.
Over the weekend, President Obama enacted
national emergency authorities that will allow our health care
system to respond to H1N1. Putting these authorities in motion
will cut through red tape and make sure we are prepared in the
event of a sudden increase in illness.
We continue to monitor the spread of the
virus and work with the public health community and private sector
to make the H1N1 vaccine available. We know there has been some
confusion and frustration about the vaccine. Vaccine is reaching
high-priority populations. More is arriving every day and there
will be enough for everyone.
In the meantime, there are concrete steps
every parent can take to protect yourselves and your families
from the virus, including talking to your children about H1N1.
One of our best defenses remains practicing good flu hygiene:
covering your cough or sneeze, washing your hands frequently,
staying home if youre sick or have a high fever.
These are all things weve recommended
over the past several months, people have acted on them, and
theyve made a difference. You are still the best weapon
against the spread of this disease.
