for the Advancement of Structural Information Standards (OASIS)
voted to approve the OASIS Common Alerting Protocol (CAP) v1.2
USA IPAWS Profile as a technical specification for public alert
systems. The profile will enable emergency managers across the
country to use a common format for creating emergency alert messages
that can travel across multiple alert systems. The availability
of such a profile furthers FEMA?s objective of increasing interoperability
across federal, state and local alert systems.

HANGZHOU, China, Oct. 29, 2009- U.S. Trade
Representative Ron Kirk and Agriculture Secretary Tom Vilsack
today announced that China intends to re-open the Chinese market
to United States pork and live swine, consistent with science-based
international standards. The announcement was made at the conclusion
of meetings with Chinese officials at the US-China Joint Commission
on Commerce and Trade (JCCT).
"Two-way trade of agricultural, fish,
and forest products between the U.S. and China has grown in recent
years to over $21 billion per year, opening increasingly important
connections that can benefit farmers, ranchers and consumers
in both countries," said Vilsack. "China's intent to
remove its H1N1-related ban on U.S. pork marks an important step
forward in cooperation between the countries on agriculture issues."
"I look forward to China resuming
imports of U.S. pork products and live swine," said Kirk.
"Based on our discussions, we expect China to base its opening
on science and internationally agreed standards."
In 2008, China was the U.S. pork industry's
fastest growing market, accounting for $560 million in U.S. exports.
China's May 2009 A/H1N1 restrictions have stopped U.S. pork exports
to China. In discussions with Vice Premier Wang Qishan and Agriculture
Minister Sun Zhengcai, Vilsack stressed the need for China to
remove all restrictions on trade in pork products related to
the H1N1 virus, given clear guidance from international bodies
like the World Organization for Animal Health (OIE), World Health
Organization (WHO), and Food and Agriculture Organization (FAO),
that there is no risk to humans from consuming properly prepared
pork and pork products.
In his first visit to China as Agriculture
Secretary, Vilsack took part in the meeting of the JCCT, a bilateral
forum for resolving trade issues, co-chaired by U.S. Trade Representative
Ron Kirk and Commerce Secretary Gary Locke. Leading the delegation
for China was Vice Premier Wang Qishan.
Throughout his travels in China, and earlier
in the trip for a trade mission to the Philippines, Vilsack emphasized
the need to keep markets open and promote food safety and workable
international regulatory standards that protect consumers without
creating artificial trade barriers.

WASHINGTON (CNN) - A long-awaited
House health care bill will likely include a negotiated
rate public health insurance option, Rep. Chris Van Hollen
told CNN after a closed-door meeting Wednesday with members of
the House leadership to finalize their version of the legislation.
The House leadership announced after the
meeting they will unveil their bill on Thursday. It will include
a more moderate version of a public option, and Van Hollen -
the Democratic Congressional Campaign Committee chairman from
Maryland - said the entire bill will cost under $900 billion
and reduce the deficit.

(CNN) - There is a well-known saying in
Afghanistan: "You can rent an Afghan, but you can't buy
him."
Some experts on the region believe a U.S.
program to pay Taliban fighters to quit the organization is buying
temporary loyalty.
President Obama on Wednesday signed a $680
billion defense appropriations bill, which will pay for military
operations in the 2010 fiscal year. The bill includes a Taliban
reintegration provision under the Commander's Emergency Response
Program, which is now receiving $1.3 billion. CERP funding also
is intended for humanitarian relief and reconstruction projects
at commanders' discretion.
The buyout idea, according to the Sen.
Carl Levin, chairman of the Senate Armed Services Committee,
is to separate local Taliban from their leaders, replicating
a program used to neutralize the insurgency against Americans
in Iraq.

A new Quinnipiac poll in New Jersey finds Gov. Jon Corzine leading
challenger Chris Christie (R) for the first time in five months,
43% to 38% among likely voters. Independent candidate Christopher

First Read: "While impressions of Obama's professional performance
are mixed, the same can't be said of the Republican Party at
large. Put simply, the GOP's brand is still a mess. According
to the poll, just 25% have a positive opinion of the party (compared

in the survey and which is a worse score than it ever had during
the Bush presidency. (Honest question: Can the party still blame
Bush for their problems if their numbers have gotten lower since
he left the scene?) In addition, only 23% approve of the way

with 43% for Obama). And looking ahead to the 2010 midterms,
46% prefer a Democratic-controlled Congress, versus 38% who want

multiple vulnerabilities. Exploitation of these vulnerabilities

- We're All In!
One year ago, where were you? Whether you
were making calls at a phone-bank in Virginia Beach or hitting
doors at a canvass in Arlington, you were part of the movement
that elected a President and changed the world. Not every election
is going to be like last year. But every election is just as
important. This year, Virginians have a choice: Do we elect Creigh
Deeds and continue the tradition of smart, fiscally responsible

WASHINGTON, Oct. 28 - Confused about what
a serving-size portion of different foods look like? Want to
find out how to cook butternut squash soup? Or perhaps, you just
want to pick up some fresh fruits, vegetables, herbs, baked goods,
cut flowers, or homemade soap from your favorite farmer.
On Friday, Oct. 30, USDA will hold a Fall
Harvest Festival at the corner of Jefferson Drive and 12th St.,
SW., from 10 a.m. to 2 p.m. to celebrate the end of the Farmers
Market season at USDA for 2009. The festival will feature demonstrations
at the People's Garden, exhibits and demonstrations by USDA agencies,
the USDA Farmers Market, and information about USDA's new 'Know
a Farmer, Know Your Food' initiative.
The People's Garden will have an antique
cider press demonstration and an apple taste test. From noon
to 1 p.m., DC Central Kitchen will be preparing a Roasted and
Curried Butternut Squash Soup for sampling, as well as providing
the recipe for the soup.
Local farmers from Pennsylvania, Maryland,
and Virginia at the USDA Farmers Market will be selling fresh
fruits, vegetables, herbs, baked goods, cut flowers, homemade
soaps, fresh made kettle corn, and more. The Farmers Market is
next to the People's Garden, at the corner of 12th St. and Independence
Ave. SW.
Staff from a number of USDA agencies will
be available to provide information to the public on nutritional
and agricultural issues. Examples include:

Hoyer Speaks on Community Schools at
Center for American Progress
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) joined Prime Minister Tony Blair and Secretary
Arne Duncan today to discuss the need for community schools at
the Center for American Progress's event entitled, Community
Schools: Connecting Schools and Communities to Improve Student
Outcomes. Leader Hoyer and Sen. Ben Nelson recently introduced
legislation to increase federal funding for full-service community
schools. Below are his remarks as prepared for delivery:
I am proud to join Prime Minister Blair and Secretary Duncan
on this important day for the community schools movement. I am
using the word movement deliberately, because what
we are engaged in is nothing less than a project to re-imagine
what a school can be. And I have confidence in our success, because
we are working in the long tradition of great educators and civic
leaders who re-imagined schools for their own times.
There was a time when school buildings werent expected
to contain much beyond classrooms, chalkboards, and chairs. But,
more than a century ago, faced with the demands of urbanization,
immigration, and universal education, the first community schools
reformers came to realize that schools can beand often
must bemore than just places for instruction. They can
be the center of their communities. As the educator John Dewey
put it, in 1902, the conception of the school as a social
center is born of our entire democratic movement. That
spirit gave us so many of the features of the educational landscape
we take for granted today: schools with auditoriums; schools
with playing fields; schools where neighbors come together to
cheer at games, to participate in civic clubs, and even to vote.
Our work is a revival of that tradition. And it is not
a movement simply because its ambitions are large, but because
it is being driven from the ground up, by teachers, by innovative
administrators, and by partners in the private sector. Im
proud to say that one of those reformers was my late wife, Judy,
a teacher who worked hard to combine education and social services
at the Early Childhood and Family Learning Center in Adelphi,
Maryland. Teachers like Judy see the need for change first-hand,
every day. Every day, they work hard to reach students whose
struggles begin before they set foot in the classroom. They are
students missing out on three square meals a day, or regular
doctor visits, or even safety on the way back home from school.
And while our teachers understand that there can be no excuses
in education, they also know that even the most sheltering schools,
the most dedicated instructors, and the most motivated students
cant erase the effects of those challenges without help.
They understand that students who start behind often fall further
and further behind with each new yearand that success in
school depends on more than the classroom.
So community schools are designed to remove roadblocks
to academic success. They work with local organizations and the
private sector to coordinate a wide range of services for students
and familiesservices that help prepare children to learn
and help prepare families to support learning. At a full-service
community school, you might find health clinics or dental care,
mental health counseling, English lessons for parents, adult
courses, nutrition education, career advice, or childcare before
and after school. Many of these services already exist in high-need
communitiesbut there are few places more welcoming to house
them than in a neighborhood school, and few places where they
can be accessed and run more efficiently. Schools like these
stay open long after school hours and on weekends, too. They
are places for neighbors to learn together, work together, andcruciallyplaces
for parents to participate in their childrens education.
Schools like these quickly become the hearts of their communities.
And the reason that community schools now have such strong
political support is that these results dont just happen
in theory. They have happened again and again when parents, teachers,
administrators, communities, and the private sector have worked
to put the community schools model in place.
In Arlington, Virginia, Carlin Springs Elementary serves
many low-income and immigrant families; as a community school,
its begun working closely with 29 partner organizations
and more than 80 parent and neighborhood volunteers. In one innovative
program, second- through fifth-grade students run a school-based
branch of a local credit union, learning about budgets, saving,
and basic economics. Parents can take advantage of workshops,
summer family programs, family library nights, and much more.
Largely as a result, attendance and parental involvement have
increased. Not surprisingly, math and reading scores are up,
as well.
In New York City, the Mirabal Sisters Campus is a group
of public schools serving sixth- through eighth-graders. It offers
a full-service school-based health center with medical and mental
health clinics; after-school and summer programs that include
athletics, performing and visual arts, technology, design, and
leadership training; and English language, computer, GED, and
vocational classes for parents and the community. There, too,
parents involvement in their childrens education
is on the rise, and so is student achievement.
And in Maryland, Judy Centers have provided
full-day, full-year wraparound services to at-risk children and
their families for almost a decade. Im proud that community
schools have shown growing strength in my state, with the city
of Baltimore working to turn every school into a community school.
Community schools have succeeded across America and, as
Prime Minister Blair pointed out, across the Atlantic, as well.
A decade of research on full-service community schools has consistently
shown that they promote higher student achievement and literacy,
stronger discipline, better attendance and parental participation,
a reduction in dropouts, and increased access to preventive health
care. Id point out that that last factor is especially
important in light of a possible flu epidemic.
Politicians cannot claim to have started the community
schools movement. But we have paid attention to the results,
and many of us are thoroughly convinced. Thats why President
Obama and Secretary Duncan are strong supporters of community
schools; thats why every public school in England will
provide extended services by 2010. And its why I introduced
legislation that will make a strong commitment to community schools
here in the United States. That legislation would mean grants
for states and school districts to work with community organizations
and businesses to create the kind of programs that have had success
at Carlin Springs, Mirabal Sisters, and the Judy Centers. It
would greatly expand the number of full-service community schools
in America. Its a bill I believe in both as a Congressman
committed to education, and as one committed to fiscal responsibility.
Stronger services in schools are clearly an investment up-front;
but if they keep a child from delinquency, or help a child get
vaccinated, they can save us the much higher cost of a jail cell
or an emergency room visit down the road.
For me, this movement is both an obligation and an opportunity.
It is an obligation because the inequality that still cripples
our schools and our students futures is an affront to the
promise of public education. And it is an opportunity because,
just like John Deweys generation of reformers, we can create
new ways of thinking about schools that the parents and students
to come may one day take for granted.

Energy Secretary Chu to Visit PECO in Philadelphia
on Thursday to Discuss New Smart Energy Grid Investments
PECO recently awarded $200 million in Smart Grid grants; projects
will save customers $1.5 billion and create 4,300 jobs
Washington DC ---- Following President Obamas recent announcement
of $3.4 billion in Smart Grid investment grants across the country,
U.S. Energy Secretary Steven Chu will visit PECO in Philadelphia
on Thursday, October 29, to discuss the companys plans
to invest $200 million in rapid deployment of smart meters and
Smart Grid technology.
According to PECO, the new projects will save customers $1.5
billion and create 4,300 jobs.
As part of his visit, Secretary Chu will tour PECOs new
electric substation and system operations control room. A media
availability will take place following the tour.
On Tuesday, President Obama announced the largest single energy
grid modernization investment in U.S. history, funding a broad
range of technologies that will spur the nations transition
to a smarter, stronger, more efficient and reliable electric
system. The end result will mean cost-saving choices for consumers,
increased efficiency, and accelerated growth of renewable energy
sources like wind and solar.
The $3.4 billion in grant awards are part of the American Reinvestment
and Recovery Act, and will be matched by industry funding for
a total public-private investment worth over $8 billion. Applicants
state that the projects will create tens of thousands of jobs,
and consumers in 49 states will benefit from these investments
in a stronger, more reliable grid.

Three Chicago Area Institutions to Receive New Markets Tax Credit
Awards
WASHINGTON As part of an effort to highlight the local
impact of the American Recovery and Reinvestment Act (Recovery
Act) and the need to rebuild the foundation of the economy, Treasury
Secretary Tim Geithner will travel to Chicago to announce billions
of dollars in awards to spur private sector investment in communities
facing economic challenges.
The Secretary will make the announcement at 10:30am CT on Friday,
October 30th at the Greater West Town Community Development Project,
a job training center providing unemployed and underemployed
individuals with the skills they need to compete. This center
has benefitted from funding under the New Markets Tax Credit
(NMTC) Program, which helps communities across the nation complete
real estate development projects and fund local business development.
As part of this round of NMTC Program awards, three Chicago area
institutions will receive funds to invest in local development
projects.

Hoyer Speaks at Congressional Gold Medal

Honoring Former Sen. Edward Brooke
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) spoke in the Capitol Rotunda today at the
Congressional Gold Medal ceremony in honor of former Sen. Edward
Brooke. Below are his remarks as prepared for delivery:
On his arrival in the Senate, Edward Brooke tells us in
his autobiography, the same Senators who spoke out so forcefully
for segregation were happy to invite their new colleague into
the Senate swimming pool. The same men who stoked the racial
fears of their constituents, who did so much to hold back equality
in this country, had no qualms about sharing their own pool with
a black man. If a Senator truly believed in racial separatism,
I could live with that, Brooke wrote, but it was
evident
that some members of the Senate played on bigotry purely for
political gain.
In that small incident, Senator Brooke saw how easy, how
politically profitable, it can be for leaders to foster the worst
in those they representto be the representative from Fear,
from Suspicion, from Prejudice. As long as there are legislatures,
there will be some who find that path all too tempting. As long
as there are legislatures, our best defense lies in men and women
who resist that choice; decent men and women who set out to represent
the better angels of our nature; people like Senator Edward Brooke.
In this building, built with the hands of slaves, Edward
Brooke made his name as a champion of equal education and equal
voting rights; of social justice; of the unique dignity that
comes from having a safe, clean, affordable home.
But most of all, even as he looked injustice squarely in
the face, Edward Brooke saw what was best in America and strove
to represent it. In 1870, when Hiram Rhodes Revels, the first
black Senator, took his seat in this building, his colleague
Charles Sumner said this: Today we make the Declaration
a reality
.The Declaration was only half established by
Independence. The greatest duty remained behind. In assuring
the equal rights of all, we complete the work.
Our greatest challenge here is to remain devoted to our
nations founding promise, even when we see it only half
establishedand to work for the day when it will be established
in full. For carrying that work forward, we honor Edward Brooke.

Hoyer Statement on Signing of National
Defense Authorization Act
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
President Obama signed the National Defense Authorization Act
into law:
I am pleased that President Obama signed into law today
the National Defense Authorization Act for the 2010 Fiscal Year,
legislation that enhances our nations security and the
well-being of those who serve it. The Defense Authorization bill
invests significant funds to rebuild our Armed Forces, which
are worn down after years of war; in line with President Obamas
request, it also increases the size of the Army, Air Force, Marines,
and Navy. At the same time, the legislation strengthens the health
care of our Armed Services members.
Other important policies present in the bill include a
commitment to the stability of Afghanistan and Pakistan, expanded
programs to keep nuclear weapons out of the hands of rogue states
and terrorists, and a reformed system of defense acquisition
to save taxpayer money.
Finally, the legislation includes a landmark provision
to strengthen the enforcement of laws against hate crimes, which
now cover victims who are targeted on account of their gender,
disability, sexual orientation, or gender identity. Such crimes
sow fear and division in our communities, and this bill helps
ensure that they will be investigated and prosecuted with vigor.
I want to thank President Obama for signing this important
bill into law, along with House Armed Services Committee Chairman
Ike Skelton, whose hard work was vital to its passage.
