Spending Declined and Food Insecurity Increased for Middle-Income
and Low-Income Households from 2000 to 2007

New From 2000 to 2007, median spending on food by U.S. households
declined by 12 percent relative to the (rising) cost of USDAs
Thrifty Food Plan, and by 6 percent relative to the (rising)
Consumer Price Index (CPI) for Food and Beverages. Over the same
period, the national prevalence of very low food security increased
by about one-third, from 3.1 percent of households in 2000 to
4.1 percent in 2007. The deterioration in food security was greatest
in the second-lowest income quintile, in which the prevalence
of very low food security increased by about half. These estimates,
based on data from the nationally representative Current Population
Survey Food Security Supplement, are corroborated by corresponding
declines in food expenditures by middle- and low-income households
in the U.S. Bureau of Labor Statistics Consumer Expenditure
Survey. The decline was largest in the second-lowest income quintile,
in which average CPI-infl ation-adjusted spending for food declined
by 16 percent. The declines in food spending by middle- and low-income
households were accompanied by increases in spending for housing
and, in the two lowest income quintiles, by declines in income
and total spending.

USDA RURAL DEVELOPMENT CELEBRATES 60
YEARS OF FINANCING TELECOMMUNICATIONS AND HOUSING PROGRAMS THROUGHOUT
RURAL AMERICA
PALMER, Alaska, Oct. 24, 2009 - Under Secretary
for Rural Development Dallas Tonsager today participated in events
commemorating the 60th anniversary of the creation of the U.S.
Department of Agriculture's housing programs. The Under Secretary
went to Palmer and Wasilla, Alaska, where he visited with families
who have built and are currently constructing their own homes
through USDA's "Self Help" Housing program. Tonsager
was joined by U.S. Senator Mark Begich and by Alaska Rural Development
State Director Jim Nordlund. The Agency is also observing the
60th anniversary of the establishment of its telecommunication
program.
"In looking back over the last 60
years I can see how providing basic services like housing assistance
and telephone services to residents of rural communities like
these has played a fundamental part in shaping not only rural
America, but the whole fabric of the economy of the United States,"
said Tonsager. "The Obama Administration celebrates these
great milestones in America's history. Today, we are building
on the successes of the past by promoting infrastructure development
that helps families, and also deploying new technology like broadband
to make rural America a better place in which to live."
While in Wasilla, the Under Secretary met
with Mary Beall, a single mother of eight who spent a year building
her own home. Shortly after moving into her house, Ms. Beall
was involved in a serious auto accident. After learning of the
mishap, employees of the non-profit agency that oversaw construction
of the home volunteered to landscape the yard of the residence,
providing both materials and labor.
Under the Self Help program, families spend
up to a year under the guidance of a non-profit agency building
their own homes. After completion, their work becomes their "sweat
equity." The non -profit is funded by a grant from USDA.
In 1949, USDA's telecommunications loan
program was established to provide telephone service to rural
America. At the time, only one in three farms had access to telephone
service. As it did with the rural electrification program, the
Telephone Loan Program revolutionized the lives of millions of
rural families and businesses by providing connectivity, access
to emergency services and business activities that fueled economic
growth. Today, Rural Utilities Service (formerly REA), provides
loans and grants for telecommunication, electricity and water
and environmental services. It is also administering a program,
funded through the American Recovery and Reinvestment Act, to
provide broadband service to underserved communities.
Also in 1949, passage of the Housing Act
marked a turning point the nation's history by establishing the
Farmer's Home Administration. To date, three million rural Americans
have benefited by receiving housing loans, grants and guarantees
totaling $124.6 billion.
USDA Rural Development's mission is to
increase economic opportunity and improve the quality of life
for rural residents. Rural Development fosters growth in homeownership,
finances business development and supports the creation of critical
community and technology infrastructure. Further information

Heartland Renaissance Fund Expands Health and Education Opportunities
Across Arkansas
Little Rock, AR Speaking today alongside U.S. Senator
Blanche Lincoln and U.S Senator Mark Pryor, the Director of the
U.S. Department of the Treasurys Community Development
Financial Institutions Fund (CDFI Fund), Donna J. Gambrell, announced
an award of $70 million in tax credit allocation authority that
will spur private-sector investment in the economically distressed
communities of Arkansas. Heartland Renaissance Fund, LLC, a subsidiary
of Arkansas Capital Corporation, was awarded the $70 million
in tax credits under the 2009 round of the New Markets Tax Credits
(NMTC) Program. The national award announcement for the full
$5 billion in NMTCs available under the 2009 round will be made
late next week.
The announcement today was made in Arkansas to focus attention
on Heartland Renaissance Funds record of financing healthcare,
education, small businesses and other economic development projects
in low-income communities across Arkansas and to demonstrate
how the NMTC Program can benefit rural communities. The award
will enable the Heartland Renaissance Fund to raise critically
needed private-sector capital to provide financing as the country
continues its economic recovery.
It is a true honor to announce this award with Senator
Lincoln and Senator Pryor in Arkansas, where the Heartland Renaissance
Fund has so clearly shown the transformational potential the
New Markets Tax Credit Program has had for rural communities
across the state, said Director Gambrell. We have
seen again and again how the deep commitment of our partners
has put underserved communities on the path to recovery and revitalization.
I am proud to know that Heartland Renaissance Funds
economic development successes in Arkansas helped it secure this
award through the U.S. Treasurys New Markets Tax Credit
Program, Senator Lincoln said. When Congress was
at work writing the economic recovery bill, I fought to ensure
that additional funding was included in this program so that
organizations such as Heartland serving rural states like Arkansas
would receive their fair share. The $70 million in tax credits
awarded today, and the $55 million awarded through the Recovery

critical incentives to attract new investment for Arkansas's
businesses and for entrepreneurial development, particularly
in our rural communities."
Heartland Renaissance Fund will utilize its award to provide
flexible capital to health and education projects throughout
economically distressed areas of Arkansas, with an emphasis on
the Delta region. The $70 million in New Markets Tax Credits
allocated to Heartland will help make capital accessible to businesses
that cannot attract the necessary financing through customary
sources - a traditional challenge for many businesses operating
in low-income communities.
About New Markets Tax Credits
The New Markets Tax Credit Program promotes social investment
in underserved communities by permitting taxpayers to receive
a credit against federal income taxes for making qualified equity
investments in community development entities. In the seven rounds
to date, the CDFI Fund has made 396 allocation awards totaling
$21 billion in tax credit authority, including $1.5 billion in
Recovery Act awards and $1 billion that was specifically set
aside for recovery and redevelopment in the wake of Hurricane
Katrina.
