World Aviation Authorities Tackle Climate
Change
WASHINGTON Along with counterparts from around the world,
the Federal Aviation Administration (FAA) led the U.S. delegation
in recent meetings at the International Civil Aviation Organization
(ICAO) in Montreal that resulted in an agreement that will guide
the global aviation community as it tackles the challenge of
climate change.
The agreement reached on Oct. 9 at ICAO is a significant
milestone for the aviation sector in addressing its contribution
to greenhouse gas emissions, said FAA Acting Administrator
for Policy and Environment Nancy LoBue, who participated in the
meetings.
The countries participating in the agreement adopted a program
of action to reduce aviation greenhouse gas emissions. In particular,
it features an agreement to strive for a 2 percent annual fuel
efficiency improvement between 2012 and 2050, calculated on the
basis of volume of fuel used per revenue ton kilometer performed.
This commitment represents an improvement of more than 60 percent
over that period.
In addition, ICAO, the United Nations agency that oversees civil
aviation, identified a broad range of measures available to all
states that can be used to limit and reduce greenhouse gas emissions
from international aviation. The group also called for reporting
on air transport traffic and fuel consumption by all states,
which will allow ICAO to monitor progress toward the global goal.
This is the first time any industry sector in the world has made
such a commitment on a global level. The high- level meeting
also encouraged states to submit to ICAO reports on the measures
they are taking to contribute to the global goal.
The meeting of the worlds aviation authorities also agreed
to an ambitious program of action beyond these initial steps.
In the next year, ICAO will develop recommendations on carbon-neutral
growth and long-term emissions reductions for the international
aviation sector. States have agreed to develop an international
framework for the use of market-based measures in international
aviation and ICAO has committed to explore how best to address
the special needs of developing countries.
The United States will continue to work to find effective and
cooperative approaches for aviation to meet the challenge of
climate change.

FMCSA Conducts First National Drug and
Alcohol Strike Force
Commercial Drivers Found in Violation Taken Off the Road
WASHINGTON The Federal Motor Carrier Safety Administration
(FMCSA) today announced 77 commercial bus and truck drivers are
off the road and over 80 carriers face enforcement action as
a result of FMCSAs first national drug and alcohol strike
force.
From September 8 to September 18, 2009 FMCSA safety investigators
examined the drug and alcohol safety records of commercial drivers
employed by bus companies, including school bus drivers, interstate
passenger carriers, hazardous material transporters and general
freight long-haul trucking companies.
Safety is the number one priority for the Department of
Transportation. Parents need to know when they put their child
on a school bus that the driver will get them there safely and
that they are drug and alcohol free, said U.S. Transportation
Secretary Ray LaHood. Violators of our drug and alcohol
policies have no business driving a commercial vehicle. Programs
like the drug and alcohol strike force are helping remove the
most dangerous offenders from our roadways.
The 77 commercial drivers who face the prospect of civil penalties
for failing to adhere to federal drug and alcohol regulations
can no longer operate a commercial motor vehicle and will likely
face a monetary fine. Additionally, 84 commercial carriers face
pending enforcement action for violations such as using a driver
that has tested positive for illegal drugs and for not instituting
a drug and alcohol testing program.
The goals of the strike force were to identify motor carriers
in violation of federal drug and alcohol testing requirements
and to remove from the road commercial truck and bus drivers
who jump from carrier to carrier to try and evade federal drug
and alcohol testing and reporting requirements.
Both drivers and carriers will have an opportunity to contest
the alleged violations and the amount of the civil penalties.

Thats right -- its not working for many women and
their families.
In many states, insurance companies can
still discriminate on the basis of gender -- and not just on
costs. In some states, maternity care is not covered because
pregnancy can be seen as a pre-existing condition.
Its even legal in some states to deny a woman coverage
because shes been a victim of domestic violence!
Thats not right. Nobody in America
should be treated that way. Thats why First Lady Michelle
Obama is standing up for women and families in this newest video.

With health insurance reform, the days
of discrimination based on gender will be over. Insurance companies
will be banned from denying coverage because of a pre-existing
condition, or dropping your coverage when you get sick and need
it most. They will have to cover preventive care like mammograms
and pap smears. And they will be forced to abide by yearly caps
on how much they can charge you for out-of-pocket expenses.
But we cant make health insurance
reform a reality without your help. As the First Lady says, talk
to your family, your friends, your neighbors. Share this
video with them and help get the word out about whats
at stake. Itll take all of us working together to deliver
the change we need on health care.

USDA UNDER SECRETARY TONSAGER ANNOUNCES
$16 MILLION FOR WATER QUALITY IMPROVEMENT PROJECTS
ANCHORAGE, Alaska, Oct. 23, 2009 - Agriculture
Secretary Tom Vilsack today announced that nine communities,
many with populations that are predominantly Native, will receive
$16 million through the Rural Alaska Village Grant Program. Agriculture
Under Secretary for Rural Development Dallas Tonsager made the
announcement on Vilsack's behalf during a speech at the Alaska
Federation of Natives Convention.
"It is important to invest in repairing
America's infrastructure to ensure the long-term health and prosperity
of our rural communities," Vilsack said. "These funds
will help improve water service, provide 21st century waste disposal
systems and continue our efforts to retire the use of 'honey
buckets' in rural Alaska."
For example, the community of Pitka's Point
will use grant funds to provide a safe water supply to the washeteria
and water treatment plant, replacing a supply source that has
been contaminated by fuel oil spills. Funds will also be used
to provide water and sewer services to 35 homes, eliminating
the need for residents to haul water to their houses.
Thirty-seven homes in the community of
Kwigillingok will have tanks installed that will enable clean
water to be provided and waste water to be removed by a delivery
system. Currently, all of the affected homes lack indoor plumbing.
The funds are being provided through the
Rural Alaska Village Grant program. Since taking office earlier
this year, Under Secretary Tonsager has met with members of the
Alaska congressional delegation to identify ways to move forward
projects such as the ones announced today while guaranteeing
that the funds allocated are properly accounted for.
"We share the delegation's interest
in providing quality sanitary services to rural Alaska as quickly
as possible, while also ensuring that the funds appropriated
by Congress are efficiently used to provide service to as many
Alaskans as possible," Tonsager said.
Funding of each recipient is contingent
upon the recipient meeting the conditions of the grant agreement.
These grants are part of USDA Rural Development's budget and
are not funded through the American Recovery and Reinvestment
Act of 2009.
Communities receiving grant funds under
this announcement include:
Chignik Bay - $2,684,325
Hughes - $1,242,835
Koliganek - $26,250
Kwigillingok - $1,332,750
North Pole - $450,000
Pitka's Point (two projects) - $9,106,519
Stebbins - $512,798
Togiak - $375,000
Toksook Bay (two projects) - $836,116
Total: $16,566,953
Tonsager also announced that the City of
Kotlik, a predominantly Native community in western Alaska, has
been selected to receive a $288,390 grant to design a new landfill
and to design a water and sewer extension that will enable more
of the community's residents to get indoor plumbing.
USDA Rural Development's mission is to
increase economic opportunity and improve the quality of life
for rural residents. Rural Development fosters growth in homeownership,
finances business development, and supports the creation of critical
community and technology infrastructure. Further information

of Georgia to discuss USDA's new 'Know Your Farmer, Know Your
Food' initiative. Merrigan's 'Know Your Farmer, Know Your Food'
College Tour will help educate the next generation of farmers,

conversation about how to develop local and regional food systems
to support small and mid-sized farms and reinvigorate rural communities.
The 'Know Your Farmer, Know Your Food'
initiative includes such major agricultural topics as supporting
local farmers and community food groups; strengthening rural
communities; enhancing direct marketing and farmers' promotion
programs; promoting healthy eating; protecting natural resources;
and helping schools connect with locally grown foods. The 'Know
Your Farmer, Know Your Food' initiative emphasizes the need for
a fundamental and critical reconnection between producers and
consumers. The effort builds on the 2008 Farm Bill, which provides
for increases and flexibility for USDA programs in an effort
to promote local foods.

MESSAGE FROM THE MAJORITY LEADER
This Congress is making steady progress
on health insurance reform and is close to having a final bill
that ensures middle-class affordability, improved access and
stability of coverage, and greater protections for consumers.
This legislation would protect the interests of seniors by strengthening
Medicare to improve care, provide greater access to physicians,
and improve coverage by eliminating the donut hole
coverage gap. In addition, because the American people are rightly
concerned by the deep deficits and debt confronting our nation,
President Obama and Democratic Leadership remain committed to
passing fiscally responsible health reform that accomplishes
our reform goals without adding to the federal deficit. My hope
is that it will not be long before we can pass health reform
on the House Floor.
Democrats also continue to focus on job
creation. As part of that effort, we held an economic forum this
week to hear from experts about the state of the economy and
ways to keep saving and creating jobs. On Wednesday, I joined
President Obama in Landover, MD for the President's announcement
of new initiatives to give small businesses the tools they need
to thrive, create jobs and help drive the nations economic
recovery. Rebuilding our economy and getting Americans back to
work is the top priority of the Obama Administration and Congress,
but once we get our economy back on track and are steadily creating
jobs, we are committed to doing everything we can to be fiscally
responsible and bring down the deficit.
Creating clean energy jobs is another part of our economic recovery
and investing in our future. This week, the House passed legislation
that invests in solar energy research, helping to improve our
solar technologies and decrease their cost. We also passed the
Coast Guard Authorization Act, which strengthens the Coast Guard
in its role of keeping our nation safe.
Next week, Democrats are continuing to help small businesses
through this recession with a bill that will increase their access
to capital one more way Democrats are continuing to help
small business owners access credit and save and create jobs.
In addition, the House will take up a continuing resolution as
Congress completes its work on appropriations bills.
