Department sold $12 billion in 30-year bonds on Thursday at a
yield of 4.009%, the lowest level since the March auction. Bidders
offered $2.37 for every $1 of notes available, compared to $2.65
on average in the last three reopenings, where the debt sold
has the same maturity and coupon as the original issue. Indirect
bidders, a class of investors that includes foreign central banks,
bought 34.5% of the auction, compared to an average of 48.6%
at the last three reopenings. After the auction, yields on the
benchmark 10-year note , which move inversely to prices, turned
higher and rose 2 basis points at 3.21%.

stocks rose modestly on Thursday amid mixed performance in the
banking center after analysts at UBS began coverage of a large
group of American banks. Among them, UBS rated Wells Fargo a
sell, saying the bank still faces meaningful credit headwinds
and it expects fundamentals to fall short of consensus expectations
in 2010 and 2011. The broker started coverage of U.S. Bancorp
at neutral, saying the bank has stronger revenue generation than
its peers to offset credit losses, but that the stock's sharp
rebound since March already reflects this strength. Among other
banks, UBS initiated coverage of BB&T Corp. , Comerica Inc.
, Fifth Third Bancorp. , PNC Financial and SunTrust Banks with
a sell rating. It started coverage of KeyCorp , M&T Bank
and Regions Financial at neutral. The Financial Select Sector
SPDR , which tracks the financial stocks in the S&P 500,
added 0.4%.

It would also reduce the deficit by over $80 billion, the office

EPA Recognizes Leaders in Water Efficiency
WaterSense Partners of the Year named
WASHINGTON - More than 1,000 WaterSense partners helped Americans
save 9.3 billion gallons of water in 2008. The U.S. Environmental
Protection Agency named five of them as the 2009 WaterSense Partners
of the Year.
Our partners have demonstrated how collaboration and commitment
to water efficiency can result in major savings for Americans,
said Peter S. Silva, assistant administrator for EPAs Office
of Water.
By working together to promote WaterSense labeled products
and other water-efficient behaviors, they are helping Americans
save tremendously on water, energy and money on their utility
bills.
The following utilities, manufacturer, retailer and individual
were recognized for their extraordinary efforts promoting WaterSense
in 2008:
· Promotional Partners of the Year: Cobb County Water
System, Marietta, Ga. (large utility)
· James City Service Authority, Williamsburg, Va. (small
utility)
· Manufacturer Partner of the Year: Kohler Co., Kohler,
Wis.
· Retailer Partner of the Year: Lowes Companies,
Inc., Mooresville, N.C.
· Irrigation Partner of the Year: Brian Vinchesi, Pepperell,
Mass.
Following are just a few ways these partners have worked to save
water for future generations:
· Cobb County Water System worked with Kohler, Lowes
and other WaterSense partners to promote the state of Georgias
first sales tax holiday on WaterSense labeled products.
· Kohler earned the WaterSense label on 40 percent of
its faucets and 25 percent of its toilets. They used mobile restrooms
to showcase these products at events nationwide.

USDA Reminds Tobacco Quota Holders and
Producers of Sign-Up Deadline for 2010 Payment
Nov. 2, 2009, Deadline also Applies to
Sales of Remaining Payments
WASHINGTON, Oct. 8, 2009 - Agriculture
Secretary Tom Vilsack today reminded tobacco quota holders and
producers not currently enrolled in the Tobacco Transition Payment
Program (TTPP) that they have until Nov. 2, 2009, to sign-up
to receive a 2010 TTPP payment.
The TTPP, also known as the tobacco buy-out,
provides approximately $10 billion in ten annual installments
to eligible tobacco quota holders and producers from 2005 through
2014. Payments for 2010 through 2014 will be issued annually
in January.
USDA also reminds tobacco quota holders
and producers that they have until Nov. 2, 2009, to sell their
remaining five annual payments to a successor to receive a lump-sum
payment. Certain requirements must be met to qualify for lump-sum
payments. More information on lump-sum payments is available
at www.fsa.usda.gov/tobacco or by calling the USDA Farm Service
Agency at (202) 720-7901. Contract holders who do not complete
this process by Nov. 2, 2009, can arrange for the sale of their
remaining four payments beginning Jan. 19, 2010.
The TTPP marks the end of federal tobacco
marketing quota and price support loan programs. This program
helps American tobacco quota holders and producers transition
to the free market. Payments are made from assessments on tobacco
product importers and manufacturers.

The U.S. current-account deficit-the combined balances on trade
in goods and services, income, and net unilateral current transfers-decreased
to $98.8 billion (preliminary) in the second quarter of 2009,
the smallest deficit since the fourth quarter of 2001, from $104.5
billion (revised) in the first quarter. The decrease was more
than accounted for by a decrease in the deficit on goods. A small
increase in the surplus on services also contributed to the lower
current-account deficit. An increase in net unilateral current
transfers to foreigners and a decrease in the surplus on income
were partly offsetting.

and Tourism Satellite Accounts, 2nd quarter 2009

Real spending on travel and tourism declined at an annual rate
of 1.4 percent in 2009:2 (that is, from the first quarter to
the second quarter) after declining 8.9 percent (revised) in
2009:1. By comparison, real gross domestic product (GDP) decreased
1.0 percent (second estimate) in 2009:2 after decreasing 6.4
percent in 2009:1. Travel and tourism prices continued to decline
but at a slower rate-decreasing 3.5 percent in 2009:2 after decreasing
10.6 percent (revised) in 2009:1. Transportation and traveler
accommodations made the largest contributions to the decrease
in real spending in 2009:1 despite price declines for both.

by Metropolitan Area, Accelerated 2008, 2007, and Revised 2005-2006

New statistics released today by the U.S. Bureau of Economic
Analysis show that the slowdown in U.S. economic growth was widespread:
60 percent of metropolitan areas saw economic growth slow down
or reverse. Real GDP growth slowed in 220 of the nation's
366 metropolitan statistical areas (MSAs) in 2008 with downturns
in construction, manufacturing, and finance and insurance restraining
growth in many metropolitan areas. Growth in real U.S. GDP by
metropolitan area slowed from 2.0 percent in 2007 to 0.8 percent
in 2008.

Domestic Product, 2nd quarter 2009 (third estimate)

Real gross domestic product -- the output of goods and services
produced by labor and property located in the United States --
decreased at an annual rate of 0.7 percent in the second quarter
of 2009, (that is, from the first quarter to the second quarter),
according to the "third" estimate released by the Bureau
of Economic Analysis. In the first quarter, real GDP decreased
6.4 percent.

Personal income increased $19.3 billion, or 0.2 percent, and
disposable personal income (DPI) increased $15.5 billion, or
0.1 percent, in August, according to the Bureau of Economic Analysis.
Personal consumption expenditures (PCE) increased $129.6 billion,
or 1.3 percent. In July, personal income increased $19.4 billion,
or 0.2 percent, DPI decreased $2.0 billion, or less than 0.1
percent, and PCE increased $25.2 billion, or 0.3 percent, based
on revised estimates.

milder weather than last winter will also contribute to less

updated energy projections for 2009 that imply a 5.9 percent
reduction in U.S. carbon dioxide (CO2) emissions from fossil
fuels from the 2008 level. Several factors contribute to
a projected reduction of nearly 6 percent in U.S. carbon dioxide
emissions from fossil fuel use in 2009, primarily associated
with the economic downturn, stated EIA Administrator Richard
Newell. Seventy percent of the expected declinean
estimated 242 million metric tonsis from reduced coal and
natural gas use in industry and buildings, substitution of natural
gas for coal in electric power, and an increase in carbon-free
electricity, said Newell. The remaining 30 percent

due to reduced consumption of jet fuel and distillate fuel oil,

Agriculture Secretary Vilsack Announces
$1.7 Billion in Conservation Reserve Program Rental Payments
WASHINGTON, Oct. 7, 2009 - Agriculture
Secretary Tom Vilsack today announced that USDA will distribute
approximately $1.7 billion in Conservation Reserve Program (CRP)
rental payments to participants across the country in fiscal
year 2010.
"President Obama and I are committed
to conservation and environmental stewardship and this program
provides the tools and resources to enable America's producers
to be responsible caretakers of their land," said Vilsack.
"I encourage interested producers to consider enrolling
their land through continuous sign-up opportunities."
Producers holding about 758,000 contracts
on 424,000 farms will receive an average of $51.52 per acre.
The number of contracts is higher than the number of farms because
producers may have multiple contracts on a single farm. The payments
allow producers to earn an average of $4,104 per farm enrolled
in the program.
Included in the totals are 391,000 contracts,
approximately 4.4 million acres, for CRP's continuous sign-up
and 369,000 contracts, approximately 29.4 million acres, for
general sign-up. Under continuous sign-up, producers may enroll
high priority conservation practices such as filter strips, riparian
buffers and wetland restorations at any time.
Currently, enrollment stands at approximately
31 million acres, making CRP the largest public-private partnership
for conservation and wildlife habitat in the United States. This
voluntary program helps agricultural producers safeguard environmentally
sensitive land. Producers enroll in CRP and plant long-term,
resource-conserving covers to improve water quality, control
soil erosion and enhance habitats for waterfowl and wildlife.
In return, USDA provides producers with annual rental payments.
CRP contract duration is from 10 to 15 years.
USDA issues other CRP payments throughout
the year. These payments include a 50 percent expense reimbursement
for establishing and managing cover as well as incentive payments
for enrolling eligible high priority conservation practices.
The table, located at www.fsa.usda.gov/Internet/FSA_File/apportstate.pdf,
lists acreage enrollments by state, number of contracts, number
of farms, acres enrolled and CRP projected rental payments for
fiscal year 2010.

Vilsack, Kirk Comment on Canadian Panel
Request Regarding Country-of-Origin Labeling
WASHINGTON, October 7, 2009 - Agriculture
Secretary Tom Vilsack and United States Trade Representative
Ron Kirk today issued a statement regarding Canada's request
to establish a dispute settlement panel at the World Trade Organization
(WTO) to review their claims in a dispute regarding country of
origin labeling (COOL) required by the 2008 Farm Bill for certain
agricultural products. The panel request will be considered at
the October 23, 2009, meeting of the WTO's Dispute Settlement
Body.
From Secretary Vilsack and Ambassador Kirk:
"We regret that formal consultations
have not been successful in resolving Canada's concerns over
country of origin labeling (COOL) required by the 2008 Farm Bill
for certain agricultural products.
"We believe that our implementation
of COOL provides information to consumers in a manner consistent
with our World Trade Organization commitments.
"Countries have agreed since long
before the existence of the WTO that country of origin labeling
is a legitimate policy. It is common for other countries to require
that goods be labeled as to their origin.
"We hope to continue to work with
Canada to resolve this issue amicably."
Background: The Food, Conservation and
Energy Act of 2008 (the 2008 Farm Bill) mandates country-of-origin
labeling (COOL) at the retail level for beef, lamb, pork, chicken,
goat, perishable agricultural commodities, and certain nuts as
of September 30, 2008. The statute sets out four categories of
country of origin for meat: A) exclusively U.S. origin; B) multiple
countries of origin; C) animals imported for immediate slaughter;
and D) exclusively foreign origin. On August 1, 2008, USDA published
an Interim Final Rule to implement the COOL statutory requirements.
On December 1, 2008, Canada requested WTO dispute settlement
consultations on the COOL interim rule, and Mexico similarly
requested consultations on December 17, 2008. Pursuant to a January
7, 2009 procedural agreement, Canada committed not to pursue
WTO dispute settlement until September 2009 if the Final Rule
contained certain flexibilities in meat labeling. On January
15, 2009, USDA published the Final Rule on COOL. On February
20, 2009, Secretary Vilsack announced that the Final Rule would
take effect as originally scheduled on March 16, 2009. Canada
and Mexico sent a new consultations request regarding the Final
Rule to the United States on May 7, 2009.

Hoyer Statement at the Unveiling of
the Helen Keller Statue
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) spoke at a ceremony today to unveil the Helen
Keller statue in the Capitol Rotunda. Below are his remarks as
prepared for delivery:
She will be as famous a thousand years from now as
she is today.
Mark Twain, who was her friend, made that prediction for
Helen Adams Keller. He was speaking of the fame that runs far
deeper than celebritythe kind that no statue can bestow.
We are here today in the faith that this statue, even years after
we are gone, will need no explanation. It will be enough to point
and say: This is Helen Keller.
Her story speaks even to us with eyes to see and ears to
listen, even to us who find it almost unimaginable. Her story
will still speak to us even in a far-off age when there is no
more blindness. Because her journey was a universal one: from
silence to speech; from isolation to communication; from self
to service.
To be blind and deaf, observed a contemporary of Helens,
was to be locked in a marble cell that shut out all light and
every sound. But Helen Kellers insight was that the same
cell is waiting for us whenever we allow ourselves to be absorbed
by our own thoughts and ambitions, whenever we give ourselves
over to selfishness, whenever we deny the living reality of others.
Every one of us can find ourselves in an isolation every bit
as profound as hers.
But she also found a way out: first, in communication with
her remarkable teacher, Annie Sullivan, who helped her out of
her darkness; then, as a writer and a speaker, and an advocate
for the disabled and dispossessed. The first words Annie Sullivan
spelled into her palm stood for simple, concrete things, like
water and sun. But Helen soon learned
that words are also our most powerful key to the minds and struggles
and lives of others. Just as we can see ourselves in her loneliness,
we can see ourselves in her escape from it, into the world of
communication and community.
This statue can speak to us as long as we understand the
truth in these words that Helen wrote when she was nine: I
cannot see the lovely things with my eyes, but my mind can see
them all, and so I am joyful.
Because, in the same spirit, St. Paul wrote: We fix
our eyes not on things that are seen, but on things unseen. For
what is seen is temporarybut what is unseen endures.

NRCS ANNOUNCES STRONG INTEREST IN NEW
CONSERVATION STEWARDSHIP PROGRAM (CSP)
WASHINGTON, Oct. 7, 2009- Natural Resources
Conservation Service (NRCS) Chief Dave White today announced
that NRCS has received nearly 21,300 applications to participate
in the new Conservation Stewardship Program (CSP). These applications
cover more than 33 million acres, nationwide.
"NRCS has received enough applications
to carry out conservation activities on more than twice the number
of acres Congress authorized for CSP this year," White said.
"This incredible response shows that conservation-minded
producers and landowners want to attain higher levels of conservation
stewardship."
White made the announcement at a hearing
on farm bill conservation title implementation before the Conservation,
Credit, Energy and Research Subcommittee of the House Agriculture
Committee.
Congress capped the annual acreage enrollment
nationally at 12,769,000 for each fiscal year. A state-by-state
breakdown of applications and estimated acreage can be found
at www.nrcs.usda.gov/new_csp.
The final national and state-by-state numbers on acreage nationwide
will be available in November 2009.
CSP provides financial and technical assistance
to eligible agricultural and forestry producers to conserve and
enhance soil, water, air and related natural resources on their
land, and encourages producers to voluntarily implement more
conservation practices and improve, maintain and manage existing
ones.
Lands accepted into CSP include cropland,
pastureland, rangeland and non-industrial private forestland-a
new land use for the program-and agricultural land under the
jurisdiction of an Indian tribe. Individual landowners/operators,
legal entities, corporations and Indian tribes are eligible to
apply for CSP assistance.
Those who are not approved for funding
through this first sign-up will have the option to participate
in the second sign-up period, which will be held from Oct. 1
through January 2010.

HHS Secretary Kathleen Sebelius today unveiled
several new resources on
the federal government's one-stop resource for flu information
--
www.flu.gov. The Web site now features a new H1N1 Flu Self-Evaluation
guide for adults 18 and older along with a new Flu Myths and
Facts
section, which provides the public with the latest and most accurate
information about the flu.
"Flu.gov is a one-stop clearinghouse
for the latest news about the flu,"
said Secretary Sebelius. "These new resources on flu.gov
will help
individuals get critical information on how to protect themselves
and
their families from the H1N1 virus. They will also help us to
get
accurate information out into the public realm so people know
what the
facts are about the flu."
The new Flu Myths and Facts section on
www.flu.gov debunks some of
the
myths about the H1N1 virus and vaccine, and provides accurate
information on vaccinations, the flu, and public health.
The H1N1 Flu Self-Evaluation guide (http://www.flu.gov/evaluation/)
on
flu.gov will give individuals 18 and older more information about
what
they can do to take care of themselves, prevent the spread of
the flu to
other members of their families, and identify the warning signs
of more
serious flu symptoms -- symptoms that require the attention of
a medical
professional.
The information in the H1N1 Flu Self-Evaluation
guide is designed for
educational purposes only and is not a substitute for your doctor's
advice. It does not capture identifiable information in any manner
and
is completely anonymous. Organizations providing public health
education, blogs, and members of the media can add it to their
Web
sites.
"One way that we can help relieve
some of the burden on the states and
local providers this flu season is by helping people understand
what the
warning signs are when it comes to the flu," said Secretary
Sebelius.
"In addition to the Self-Evaluation guide, we have also
created some
handy one-page information sheets called Flu Essentials that
people can
share with family, friends and neighbors."

The U.S. Department of Health & Human
Services will release flu related b-roll footage via satellite
tomorrow, Thursday, October 8, 2009. The footage includes images

John Thune voted yesterday against rape
victims
If you haven't heard yet, John Thune voted
yesterday against the Franken amendment to the Defense Appropriations
Bill. The amendment (which passed, 68-30) prevents military contractors
from getting federal contracts if they restrict their employees
from filing sexual assault charges in court.
John Thune voted against this amendment,
apparently putting Halliburton's interests before rape victims.

Every Democrat in the Senate voted for
the Amendment (minus two who were absent), as did 10 Republicans.
I don't know about you, but I've had friends try to tell me that

Hoyer Statement on New Deficit Estimate
WASHINGTON, D.C. - House Majority Leader
Steny H. Hoyer (MD) released the following statement after the
Congressional Budget Office (CBO) issued a new deficit estimate
for fiscal year 2009 today:
"Today's new deficit estimate for fiscal year 2009 shows
the result of two things: fiscally reckless policies by the Bush
Administration, and actions taken to rescue our nation's economy
from collapse. While the latter was absolutely necessary, the
former was both unnecessary and incredibly damaging to our nation's
fiscal outlook.
"Even after we recover from this recession, we will have
a long fight ahead of us to turn around the massive deficits
left behind by President Bush and Congressional Republicans.
Democrats remain committed to fiscal responsibility, and will
take on that fight. An important element is restoring statutory
'pay-as-you-go,' and I hope the Senate will act quickly to pass
it."
