and ONC are pleased to announce the release of the Consumer Preferences
Draft Requirements Document for public input. The document will
be available for public feedback for a period of 10 business
days, ending October 16, 2009. The Requirements Document and
instructions for providing feedback can be found at http://healthit.hhs.gov/consumerpreferences.
The Consumer Preferences Draft Requirements
Document addresses the processes, information exchanges, stakeholders,
functional requirements, and issues and obstacles surrounding
consumer preferences. This requirements document is intended
to address the various types of consumer preferences and be supportive
of current and potential future policies. This requirements document
will assist the Healthcare Information Technology Standards Panel
(HITSP) in identifying, harmonizing, and/or facilitating the
development of standards which address consumer preferences.
The OIS Consumer Preference Team would
greatly appreciate your feedback on the requirements document.
Please review the requirements document at your convenience and
provide any feedback you may have by October 16, 2009. Please
note that submissions should not contain any proprietary or private
information as they may be made available for public inspection.
All comments will be analyzed, dispositioned
and utilized where appropriate in the development of the final
Consumer Preferences Requirements Document. A disposition report
outlining how comments were addressed will be made publicly available
after the publication of the final document.

Agriculture Secretary Vilsack Discusses
Administration Efforts, Collects Ideas on Revitalizing and Rebuilding
Rural America
BATH, S.D., October 5, 2009 - Agriculture
Secretary Tom Vilsack visited the Jim Hundstad Farm today and
held a 'Rural Tour' community forum to discuss efforts by the
Obama Administration to rebuild and revitalize rural America,
listen to local residents talk about how the federal government
can assist them, and discuss solutions to challenges facing their
communities.
"To overcome challenges and be successful
in a new, 21st century economy, President Obama has asked that
we reach out to people in rural communities across the country
to listen, learn and facilitate problem-solving," said Secretary
Vilsack. "It is critically important to hear the thoughts,
concerns and stories about South Dakota's vision for its future
and to collect ideas about how USDA can better serve these communities.
The thoughts, ideas and concerns for the future I heard in Bath
were a reminder of the strength and optimism I have seen in communities
throughout rural America."
At today's rural community forum, Vilsack
discussed how the USDA is working to promote a sustainable, safe,
sufficient and nutritious food supply, ensure that America leads
the global fight against climate change, and revitalize rural
communities by expanding economic opportunities.
Secretary Vilsack also highlighted the
USDA's American Recovery and Reinvestment Act efforts that are
underway in South Dakota and across the country, including the
following:
USDA Rural Development is providing over
$26.7 million to help make improvements at eight water and waste
treatment projects.
USDA's Farm Service Agency is providing
$10.2 million through 176 Direct Operating Farm Loans. These
loans help farms purchase items such as livestock, farm equipment,
feed, seed, fuel, farm chemicals, insurance, and other operating
expenses.
USDA's Forest Service is providing $5.27
million for 5 projects. This work will reduce sedimentation in
streams, restore water quality and fish habitat and provide safe
public transportation.
Through USDA Rural Development, $5.47 million
will be made available for 15 community facilities projects.
Community Facility Grants will allow towns across South Dakota
to purchase critical emergency service vehicles and equipment,
build Emergency Operations Centers and community centers.
USDA's Natural Resources Conservation Service
announced $1.9 million for three watershed operations projects.
USDA Rural Development has helped guarantee
13 loans worth more than $1.7 million in the state of South Dakota
through the Single Family Housing Loan program. These loans help
residents and producers to have access to the capital they need
to keep rural communities strong.
USDA Rural Development has issued eight
Rural Business and Enterprise Grants for a total of $871,382.
USDA Rural Development has issued one Business
and Industry loan guarantees for a total of $5 million.
Through USDA, the Recovery Act provided
for an estimated increase of more than $10.7 million in Supplemental
Nutrition Assistance Program (SNAP) benefits in South Dakota.
Most four-person households will receive an $80 increase in their
monthly SNAP benefit. Eligibility limits on jobless adults will
be suspended in most areas.
USDA is also helping low-income South Dakota
residents to receive healthy, nutritious meals through $266,000
in funding from The Emergency Food Assistance Program. Kids in
South Dakota also will benefit from $255,000 through the National
School Lunch Program.
In June, President Obama announced that
Secretary Vilsack will lead the Administration's Rural Tour to
visit rural communities in states throughout the country. Secretary
Vilsack is scheduled to lead Rural Tour events with other top
administration officials over the coming weeks. Monday's event
is the twenty-second similar forum Secretary Vilsack has led
since being sworn in, and follows rural listening sessions held
in Las Cruces, N.M., Scottsbluff, Neb.; El Reno, Okla.; Zanesville,
Ohio; Modesto, Calif.; Sedalia, Mo.; Des Moines, Iowa; Hamlet,
N.C.; Bethel, Alaska; St. John Parish, La.; Blairs, Va.; West
Salem, Wis.; Charlotte, Mich.; Concord, N.H.; Wattsburg, Pa.;
Danville, Ind.; Geneseo, Ill.; Harrodsburg, Ky.; Ludowici, Ga.;
Portageville, Mo. and Brush, Colo.
USDA recently launched a new website and

USDA Joins FDA Efforts on New Food Safety
Regulations
Agencies Unite on Outreach to Produce Industry
WASHINGTON, October 5, 2009 -- USDA's fresh
produce chief will join FDA to develop new food safety rules,
as part of a cooperative initiative between FDA and the U.S.
Department of Agriculture (USDA). Today's announcement comes
amid beefed up outreach efforts with key agriculture and safe
food stakeholders to better share and exchange produce safety
"best practices" and ideas.
Leanne Skelton, chief of the Fresh Products
Branch of the USDA's Agriculture Marketing Service (AMS), has
extensive experience working with the fruit and vegetable industry.
Skelton has been with the Fresh Products Branch at AMS for more
than 22 years, working in inspections, grading and certification,
standardization, training, and managing the Branch's financial
and information technology activities. Skelton will be on detail
with the FDA for six months as she helps the FDA develop new
safety regulations for produce.
"President Obama, like most Americans,
wants immediate improvements in our food safety system,"
said Kathleen Sebelius, secretary of the U.S. Department of Health
and Human Services. "As such, we are pulling together all
our best resources -state and federal - to improve the safety
of our foods and to work with growers protect and promote the
health of our nation."
"USDA is committed to working with
our partners to ensure that Americans have access to safe, healthy,
and nutritious food," said Agriculture Secretary Tom Vilsack.
"Today's announcement is another example the Obama Administration's
innovative and aggressive effort to strengthen protections against
unsafe food and food-borne illness."
Through the initiative, FDA is gathering
information and seeking feedback from the fresh produce industry,
including small and organic farmers, on the impact such rules
may have on their businesses and lives. In addition, USDA and
FDA officials have been traveling together to meet with farmers
and local food safety officials. Most recently, FDA and USDA
visited farms in North Carolina and will soon visit Florida.
"We are delighted that the FDA sought
USDA's counsel and cooperation as they tackle the challenges
of ensuring the safety and availability of fresh produce and
healthy foods," said AMS Administrator Rayne Pegg. "The
USDA and the FDA have joined together on listening sessions and
farm tours, and are eager to develop a system of regulation that
will work for American families and the growers."
FDA Commissioner Margaret Hamburg iterated
the agency's commitment to listen and learn from all those with
a role in protecting the safety of the food system.
"It is vitally important for us to
hear ideas, concerns, and experiences directly from local growers
around the country as we develop rules to help protect the safety
of fresh produce from the farm to the table," she said.
"We will be that much more effective by working closely
with farmers, our USDA partners and with state and local food
safety agencies."
The detail and the joint outreach efforts
further underscore the two agency's commitment to work cooperatively
on food safety.

ACHIEVE OPEN GOVERNMENT MILESTONE

Government Printing Office
(GPO) and the Office of the Federal Register (OFR) achieved a
breakthrough in making Government information available and usable
by
the public. GPO converted the text of the Federal Register (2000-2009)
into XML (extensible markup language) and placed it online in
numerous
Federal Government portals, which include: GPO's Federal Digital
System (www.gpo.gov/fdsys/bulkdata/FR),
The Federal Register Web site
(www.federalregister.gov) and the Government's new portal for
Government data (www.data.gov).
This project began when President Barack
Obama challenged Federal agencies to create a more open and transparent
Government. GPO's Federal Digital System (FDsys), a world-class
information management system for Federal publications, is instrumental
in enabling this enhanced capability for the Federal Register.
"The transformation, undertaken by
the Government Printing Office and
the National Archives and Records Administration, vastly increases
the
Federal Register's usefulness to the American public and further
opens
the curtains on the inner workings of Government, a major goal
of the
Obama Administration," said Beth Noveck, Director of the
White House
Open Government Initiative.
The change supplements the official publishing
formats with XML, a form
of text that can be manipulated in virtually limitless ways with
digital
applications. For example, people who want to know about the
workings
of the Executive branch of the Federal Government no longer need
to sift
through the Federal Register in its traditional Department-by-Department
and Agency-by-Agency format. This new format will allow applications
to
be developed that will support user needs and can rearrange the
Federal
Register's contents in personalized ways to match their particular
interests. In this new format users can rearrange the Federal

particular interests. It is now possible, for example, to download
the
Federal Register and easily see what proposed actions might affect
one's community or region, or what actions might have an impact
on
one's profession or business interests.
"Providing ten years of Federal Register
data in a format that is
easy to manipulate is an exciting and ground-breaking development,"
said Ray Mosley, Director of the Federal Register. "This
paves the
way for consumers, rather than Government officials to be in
charge of
deciding how to access critical information. The Government Printing
Office and the Office of the Federal Register accomplished a
minor
miracle in warp-speed time."
"I want to congratulate GPO employees
who worked with The White House
and the Office of Federal Register in providing the American
people the
tools to provide openness and transparency to the documents of
our
democracy," said Public Printer Bob Tapella. "GPO's
Federal
Digital System not only provides transparency to our Government,
but
provides Americans a permanent repository of authentic Federal
Government information."

the National Archives and
Records Administration publishes seven major publications containing
the
official text of Federal laws, Presidential documents, administrative
regulations, public notices, and the descriptions of Federal

Oct. 10th: Pow Wow with special guest EVP Rod Snyder, held in
Rapid City
November 8th: Next Statewide meeting which will include elections
for a new national committee woman. Devon Muko was temporarily
appointed in order to complete our charter packet. Per our constitution,
we will have official elections to fufill the vacancy. Will be
held in Chamberlain.

Mayor Pro Tem, Others Guilty in Dallas City Hall Corruption Case

Following a trial that began in June 2009, and after several
days of deliberation, a federal jury convicted former Dallas
Mayor Pro Tem Don Hill; his wife, Sheila Farrington Hill; DAngelo
Lee, Hills Plan Commission Appointee; and others who were
involved in a bribery and extortion scheme, in what was referred
to locally as the "Dallas City Hall Corruption Case."

Doctor, Wife, Former Employee Convicted in Prescription Fraud

Tandy McElwee, Jr., of Natchitoches, Louisiana, was convicted
along with his wife, Ava Cates McElwee, and a former employee,
Catherine Cockrell, of Keithville, Louisiana, for participating
in a wide-ranging scheme to obtain controlled substances by fraud.

Bureau
of Land Management Employee Indicted on Public Corruption Charges

Luis Ramirez, of Medford, Oregon, a Bureau of Land Management
employee, was indicted by a federal grand jury on charges of
wire fraud, personal financial conflict of interest, and making
of a false tax return statement.
