told Letterman last month that he would disclose the entertainers
dalliances with his shows staffers unless he paid the money.
Halderman is charged with first-degree
attempted grand larceny, and has been suspended from his CBS
job. Prosecutors at his arraignment in Manhattan Criminal Court
had sought a $500,000 bond, calling Halderman a flight risk.

Thank you for the opportunity to discuss
the employment and
unemployment data we released this morning.
Job losses continued in September, and
the unemployment rate
continued to trend up, reaching 9.8 percent. Nonfarm payroll
employment fell by 263,000 over the month, and losses have
averaged 307,000 per month since May. Payroll employment has
fallen for 21 consecutive months, with declines totaling 7.2
million. In September, notable job losses occurred in
construction, manufacturing, government, and retail trade.
Construction employment decreased by 64,000
in September.
Job losses averaged 66,000 per month from May through September,
compared with an average of 117,000 per month from November 2008
through April.
Employment in manufacturing declined by
51,000 in September.
Job losses in factories averaged 53,000 per month over the past
3
months, about one-third the average monthly decline from October
through June.
In September, retail trade employment fell
by 39,000. The
industry has lost an average of 29,000 jobs per month since
April, down from an average loss of 68,000 for the prior 6-month
period. Employment in government decreased by 53,000 in
September. Much of the decline was in local government.
Employment continued to increase in health
care (19,000).
The average monthly job gain thus far in 2009 is 22,000, compared
with an average monthly gain of 30,000 during 2008.
Average hourly earnings of production and
nonsupervisory
workers in the private sector were up by one cent in September
to
$18.67. This followed a gain of 7 cents in August. Over the
past 12 months, average hourly earnings have risen by 2.5
percent. From August 2008 to August 2009, the Consumer Price
Index for Urban Wage Earners and Clerical Workers (CPI-W)
declined by 1.9 percent.
Turning now to some measures from our household
survey, the
unemployment rate continued to trend up in September. The
jobless rate has doubled since the start of the recession to
9.8
percent. A total of 15.1 million persons were unemployed in
September, twice the number at the start of the recession.
The number of long-term unemployed rose
to 5.4 million in
September. This group has grown more than four-fold since the
start of the recession.
In September, the employment-population
ratio continued to
decline. At 58.8 percent, the ratio has fallen by 3.9 percentage
points since the recession began and is at its lowest level since
January 1984.
Among the employed, there were 9.2 million
persons working
part time in September who would have preferred full-time work.
While the number of such workers has been little changed since
March, it has nearly doubled since the start of the recession.
In keeping with standard practice, we are
announcing the
preliminary estimate for the next benchmark revision to payroll
employment. The benchmark process annually revises the payroll
surveyzs sample-based employment estimates to incorporate
universe employment counts derived primarily from unemployment
insurance tax reports.
Preliminary tabulations indicate that the
estimate of total
nonfarm payroll employment for March 2009 will require a downward
revision of approximately 824,000, or six-tenths of one percent.
The historical average for the benchmark revision over the prior
10 years has been plus or minus two-tenths of one percent. Most
of the additional job loss occurred in the first quarter of 2009,
when payroll employment was declining most steeply, and appears
to be due in part to an increase in the number of business
closings.
The final benchmark revision will be incorporated
into the
payroll survey with the publication of January data on February
5, 2010. Historical data series will be revised at that time.
In summary, the labor market remained weak
in September.
Payroll employment fell, and the unemployment rate continued
to
trend up.

Hoyer Statement on September Jobs Report
WASHINGTON, DC House Majority Leader
Steny H. Hoyer (MD) released the following statement today after
the Department of Labor announced unemployment numbers for September:
Todays report on September job losses is disappointing
news. Though economists largely agree that the recession that
began in December 2007 has ended, that brings little comfort
to Americans who are still out of work. Because employers look
for signs of a lasting recovery before hiring again, jobs are
often the last part of an economy to rebound. Nevertheless, with
stronger stock and housing markets, a GDP that appears to have
stabilized, and the Recovery Act set to continue pumping money
and jobs into the economy through the fall, I am hopeful that
we are regaining a solid footing, and that more hiring will soon
follow.
Its also important to remember that, if Congress
and President Obama had not taken action with the Recovery Act,
the jobs picture would be far worse. Recently, the Congressional
Budget Office, Moodys, and the Council of Economic Advisors
all estimated that our economy would have lost 1 million more
jobs if we had done nothing. Jobs continue to be the top priority
of this Congress: last week, the House passed legislation to
extend the unemployment benefits of Americans still looking for
work in the hardest-hit states. Congress will continue to stay
focused on unemployment and economic growth until the recovery
extends to all of our countrys workers and the monthly
job losses end.

TAKES FINAL ACTION ON SIX CASES

WASHINGTON -The Federal Election Commission recently made public
its final action on six matters under review (MURs). In two matters,
the Commission found no reason to believe the respondents violated
the Federal Election Campaign Act of 1971, as amended (the Act).
The Commission exercised its prosecutorial discretion and took
no further action in another matter, and dismissed three other
matters.

ECONOMY WEEKLY WEEK OF SEPTEMBER 28,
2009
Transportation projects especially highway projects
have been one of the great success stories of the Recovery
Act. The Federal Highway Administration has approved 7,965 projects
worth just more than $19.2 billion 72% of all available
highway recovery funds in the seven months since President
Obama signed the act into law.

Economy Highlights:
Today's report on unemployment from the Department of Labor is
disappointing and while the numbers are better than they were
a year ago, they are still far too high. So, Congress will continue
working to spur economic growth and get Americans back to work.
Despite today's news, there are glimmers of hope across the economy.
Read on for some of the positive indications that our economy
is starting to recover.
This week, the Commerce Department
reported that the gross domestic product (GDP) shrank by an annual
rate of 0.7% from April through June, a revision from earlier
estimates of a 1% contraction and a sizable improvement
from the pace of decline in the first quarter of the year. The
numbers for the second quarter appeared to get a lift from the
governments $787 billion stimulus package. [New

A Department of Commerce report shows that Consumer spending
surged in August compared with July, with spending increasing
by 1.3%. About a third of the spending increase was from auto
sales. [Wall

According to The National Association
of Realtors, pending home sales rose 6.4 percent from July to
103.8 in August, the highest since March 2007 and 12% above a
year ago. Another sign the real estate market is recovering from
its four-year slump, Construction spending also rose unexpectedly
in August on the biggest jump in housing activity in nearly 16

Recovery Highlights:
Joe Biden announced nine new targets for Recovery Act
progress through the end of 2009. The nine spotlighted targets
include investments in electric vehicles, military hospitals,
national parks, small business assistance, housing loans and
rehabilitation, renewable energy, and road projects. In addition,
the announcement included a new Administration-wide goal of obligating
60 percent of the CBO estimated $499 billion in spending under
the Recovery Act by December 31, 2009. Click

This week, President Obama announced
that the National Institutes of Health (NIH) was awarded $5 billion
in grants from the American Recovery and Reinvestment Act to
support research into cures for cancer and other diseases, and

'RURAL TOUR' TO SOUTH DAKOTA
WASHINGTON, October 2, 2009 - On Monday,
October 5, Agriculture Secretary Tom Vilsack will hold a rural
community forum in Bath, S.D., as part of the Obama Administration's
Rural Tour. Vilsack will discuss efforts the Obama Administration
is taking to rebuild and revitalize rural America, listen to
local residents talk about how the federal government can assist
them, and discuss solutions to challenges facing their communities.
Secretary Vilsack will also highlight American Recovery and Reinvestment
Act projects improving communities in South Dakota and benefiting
people throughout rural America.
In June, President Obama announced that
Secretary Vilsack will lead the Administration's Rural Tour to
visit rural communities in states throughout the country. Secretary
Vilsack is scheduled to lead Rural Tour events with other top

Secretary Chu Announces First Awards from
$1.4 Billion for Industrial Carbon Capture and Storage Projects
Washington, DCU.S. Energy Secretary Steven Chu today announced
the first round of funding from $1.4 billion from the American
Recovery and Reinvestment Act for the selection of 12 projects
that will capture carbon dioxide from industrial sources for
storage or beneficial use. The first phase of these projects
will include $21.6 million in Recovery Act funding and $22.5
million in private funding for a total initial investment of
$44.1 million. The remaining Recovery Act funding will be awarded
to the most promising projects during a competitive phase two
selection process.
This is a major step forward in the fight to reduce carbon
dioxide emissions from industrial plants. These new technologies
will not only help fight climate change, they will create jobs
now and help position the United States to lead the world in
carbon dioxide capture technologies, which will only increase
in demand in the years ahead, said Secretary Chu.
The successful development of advanced technologies and innovative
concepts that reduce emissions of carbon dioxide into the atmosphere
is a key objective of the Obama Administrations effort
to help mitigate the effects of climate change. Carbon dioxide
is a major greenhouse gas and contributor to global climate change.
Projects announced today include large-scale industrial carbon
capture and storage projects that capture carbon dioxide emissions
from industrial sourcessuch as cement plants, chemical
plants, refineries, , paper mills, and manufacturing facilitiesand
store the carbon dioxide in deep saline formations and other
geologic systems.
The initial duration of each project selected is approximately
seven months. Projects will be subject to further competitive
evaluation in 2010 after successful completion of their Phase
1 activities. Projects that best demonstrate the ability to address
their
mission needs will be in the final portfolio that will receive
additional funding for design, construction, and operation.
Large-scale industrial carbon capture and storage selections
announced today include:
· Air Products and Chemicals Inc. (Allentown, Pa.)A
state-of-the-art system to concentrate CO2 from two steam methane
reformer waste streams will be designed, constructed, and demonstrated
at Port Arthur, Texas. More than 1 million tons of CO2 will be
delivered per year via pipeline for sequestration into the Oyster
Bayou oilfield for enhanced oil recovery by Denbury Onshore LLC.

· Archer Daniels Midland Corporation (Decatur, Ill.)Archer
Daniels Midland Company, a member of DOEs Midwest Geological
Sequestration Consortium, will partner with other research organizations
to demonstrate Dow ALSTOMs advanced amine process to capture
CO2 from industrial flue gases and sequester the CO2 in the Mt.
Simon Sandstone reservoir. (DOE Share: $1,480,656)
· Battelle Memorial Institute, Pacific Northwest Division
(Richland, Wash.)Battelle researchers will partner with
Boise White Paper LLC and Fluor Corporation to demonstrate geologic
CO2 storage in deep flood basalt formations in the State of Washington.
Fluor Corporation will design a customized version of its Econamine
Plus carbon capture technology for operation with the specialized
chemical composition of exhaust gases produced from combustion
of black liquor fuels. (DOE Share: $500,000)
· C6 Resources (Salno, California) Objective is
to capture and transport by pipeline approximately 1 million
tons per year of CO2 streams from facilities located in the Bay
Area, Calif., to be injected more than 2 miles underground into
a saline formation. C6 Resources, an affiliate of Shell Oil Company,
will conduct the project in collaboration with Lawrence Berkeley
National Laboratory and Lawrence Livermore National Laboratory.
(DOE Share: $3,000,000)
· CEMEX Inc. (Houston, Texas)CEMEX USA will partner
with RTI International to demonstrate a dry sorbent CO2 capture
technology at one of its cement plants in the United States.
CEMEX will design and construct a dry sorbent CO2 capture and
compression system, pipeline (if necessary), and injection station.
This commercial-scale carbon capture and sequestration demonstration
project will remove up to 1 million tons of CO2. (DOE Share:
$1,137,885)
· ConocoPhillips (Houston, Texas)ConocoPhillips
will demonstrate new advancements that improve conversion efficiency
and economies of scale for carbon capture systems at a petcoke-based
683-megawatt integrated gasification combined cycle (IGCC) power
plant adjacent to its existing refinery in Sweeny, Texas. About
85 percent of the CO2 from the process stream will be captured
and over 5 million tons sequestered into a depleted oil or gas
field. (DOE Share: $3,014,666)
· Leucadia Energy LLC (New York, N.Y.)Partnered
with Denbury Onshore, Leucadia Energy will demonstrate advanced
technologies that capture and sequester more than 4 million tons
of CO2 emissions at the Lake Charles co-generation petroleum
coke-to-chemicals (methanol) project to be located near Lake
Charles, La. The project will transport compressed CO2 through
a 12-mile pipeline that connects to Denburys Green Line

capture and sequester CO2 emissions from an industrial source.
Mississippi Gasification LLC, a Leucadia affiliate, is building
a petcoke-to-substitute natural gas plant in Moss Point, Miss.,
to demonstrate large-scale recovery, purification and compression
of 4 million tons per year of CO2. (DOE Share: $840,000)
· Praxair Inc. (Danbury, Conn.)Praxair will partner
with BP Products North America, Denbury Resources, and Gulf Coast
Carbon Center to demonstrate capture and sequestration of CO2
emissions from an existing hydrogen-production facility in an
oil refinery into underground formations for CO2 enhanced oil
recovery. This demonstration will be performed at the BP refinery,
and a lateral pipeline will be built to connect to Denburys
Green Pipeline to transport 1 million tons of CO2 per year. (DOE
Share: $1,719,464)
· Shell Chemical Capital Company (Houston, Texas)The
objective of this project is to capture, condition, and transport
by pipeline approximately 1 million tons per year of by-product
and off-gas CO2 streams from facilities located along the Mississippi
River between Baton Rouge and New Orleans for geologic storage.

· University of Utah (Salt Lake City, Utah)More
than 1 million tons of CO2 per year will be captured from various
industrial sources, compressed, and transported via two new intra-state
pipelines for CO2 enhanced oil recovery and deep saline sequestration
research in Kansas. Beneath each enhanced oil recovery target,
a major saline aquifer spanning most of the State of Kansas will
be used for CO2 injection. (DOE Share: $2,696,556)
· Wolverine Power Supply Cooperative Inc. (Cadillac, Mich.)Investigators
will demonstrate advanced amines and additives supplied by Hitachi
and Dow to capture 300,000 tons of CO2 per year. Wolverine Power
Supply Cooperative will be building a 600-megawatt circulating
fluidized bed power plant near Rogers City, Mich. (DOE Share:
$2,723,512)
Additionally, the Department has also made conditional selections
of 16 projects that demonstrate innovative concepts for beneficial
carbon dioxide use. These conditional selections are subject
to additional merit reviews and technical evaluation.

MESSAGE FROM THE MAJORITY LEADER
This past week, Democrats made steady progress
on health insurance reform legislation that provides access to
affordable, quality health care to all Americans. House Democrats
continued discussions on merging the three bills passed by our
committees, and with the Senate Finance Committee nearly finished
marking up their bill and expecting to vote as early as Tuesday,
we have brought health reform farther than it's ever been in
the last 50 years. Next week, when all five committees of jurisdiction
have passed their bills, we will be one momentous step closer
to meeting our goal of health reform for Americans.
As we continue to fight for health care reform, todays
unemployment report showing continued job losses is an important
reminder that many Americans are still struggling under the severe
economic downturn. While things are improving, we remain focused
on helping those who are still looking for work, and the more
than 15% of Americans who lack health insurance. The failure
to cover them imposes a high cost on all of us: Americans with
insurance pay an extra $1,100 in premiums per year to subsidize
the care of the uninsured, contributing to the rapidly rising
cost of health care. During these difficult economic times, and
beyond, health reform will bring stability and peace of mind
to all Americans.
Next week, the House will continue its work on the Fiscal Year
2010 appropriations bills. The Agriculture appropriations conference
report makes investments in rural housing projects, helps those
hardest hit by the recession, and protects public health through
inspections and oversight of the food we eat to keep Americans
safe from illnesses. The Homeland Security appropriations conference
report invests in our national security priorities including
protecting our borders, supporting our first responders, securing
our ports and airports and preparing for natural disasters.

(HHS) and the White House Office for Faith-based and Neighborhood
Partnerships began distributing a new flu-response guide for
community and faith-based organizations this week in an effort

access to this public health information in other ways.

AGENDA:
On Sunday, October 4th, we will be hosting a CYD REGIONAL MEETING.
Here's what we'll have going on:
1) CHAPTER LEADERS' MEETING: All Chapters
are asked to have one Executive Board member (preferably the
President/Chair), as well as any other interested club members,
participate in a Region 2 Leadership Meeting. This meeting is
a chance for chapter leaders/activists across the CBAY Region
to meet one another, speak about what their club is working on
and give a chance for chapter leaders to ask questions about
CYD.
2) PLATFORM COMMITTEE MEETING -- HUMAN
RIGHTS/SOCIAL JUSTICE: All Chapters are asked to invite their
members and have representatives at the official CYD Region 2
Platform Committee meeting. CYD Political Director Julie Lind
and CYD VP-Membership Jen Longley will lead members in a review
and update of the Human Rights/Social Justice portion of the
CYD Platform. The changes that are recommended from our region
will be taken up by the full CYD membership at the biannual retreat
in October in Tahoe.
3) CYD MEMBER TRAINING -- ROBERT'S RULES
OF ORDER AND PARLIAMENTARY PROCEDURE: CYD Parliamentarian Omar
Torres will be walking us through the ins and outs of Robert's
Rules, and teaching us how to run more effective meetings.

OCC Appoints Receiver for Southern Colorado
National Bank
WASHINGTON The Office of the Comptroller of the Currency
(OCC) today appointed the Federal Deposit Insurance Corporation
(FDIC) as receiver for Southern Colorado National Bank, Pueblo,
Colorado. As of September 2, 2009, the bank had approximately
$39 million of total assets.
The OCC acted after finding that the bank had experienced substantial
dissipation of assets and earnings due to unsafe and unsound
practices. The OCC also found that the bank incurred losses that
depleted its capital, the bank is critically undercapitalized,
and there is no reasonable prospect that the bank will become
adequately capitalized without Federal assistance.
The FDIC will release information about the resolution of the
bank.
