The goal of USTDA's Clean Energy Exchange
Program for the Americas is to familiarize leading Latin American
and Caribbean energy sector officials and project sponsors with
U.S. clean energy technologies through a series of six Orientation
Visits (OVs) to the United States, beginning in January/February
2010. Each OV will include meetings with U.S. industry, financial
institutions and U.S. government agencies to exchange information
with regard to the commercial, technological, regulatory and
financial aspects associated with clean energy project development.
Each OV will be organized around a single clean energy issue
or technology, such as wind, solar, geothermal, mini-hydroelectric
and waste-to-energy. This series directly supports the Energy
and Climate Partnership of the Americas that was launched by
President Obama in April 2009. USTDA is working with Koeppen,
Elliott & Associates, Ltd. to organize this series.

The Farm Household Economics and Well-Being briefing room focuses
on indicators of the economic well-being of the households of
the principal operators of family farms. It includes USDA's latest
forecast for 2009. Indicators of well-being include household
income and wealth (from both farm and off-farm sources), and
indicators of health insurance coverage. The briefing room compares
the financial well-being of farm households relative to all U.S.
households, identifies the contributions of off-farm employment,
non-farm self-employment, transfer payments, and financial market
investments in household income, and discusses how taxes influence
both income and wealth. The briefing room also describes the
demographic characteristics of the principal farm operator households
and how members of these households allocate their time to farm
and off-farm work.

This release is an update of 2009 farm income forecasts first
released on February 12, 2009, to include new information from
USDA's August Crop Production report and other recently available
data. The update builds upon the August 6, 2009 release of USDA's
estimates of 2008 calendar year income for the United States.
The August 27 release also includes a forecast of the farm sector
balance sheet for 2009 along with the annual estimates prepared
for 2008 and earlier years. The 2008 estimate incorporates estimates
of land values released by NASS on August 4, 2009. The release
also includes the first estimates of 2008 farm business and household
incomes based on reported farm survey data.

The official in charge of closing the Guantanamo Bay, Cuba, detention
center has resigned, the Pentagon said Wednesday.
Washington (CNN) - The official in charge of closing the Guantanamo
Bay, Cuba, detention center has resigned, the Pentagon said Wednesday.
Phillip Carter had submitted his resignation
letter on Friday, after just under seven months in the post,
Pentagon spokesman Geoff Morrell said.
Morrell said Carter's move was prompted
by personal and family reasons.
The Obama administration has vowed to close
the Guantanamo facility, but acknowledges it is unlikely to happen
by its self-imposed deadline of January 22, 2010.
About 215 men are held there. They include
alleged 9/11 mastermind Khalid Sheikh Mohammed, who, officials
said on November 13, will be transferred to New York to go on
trial in civilian court.

I just wanted to send a note to invite

Department of the Interior Library on Wednesday, December 2nd
from 2:00 to
4:00 pm for a free DOI Library Training Session entitled "Compiling
a
Federal Legislative History: A Step-by-Step Example."
In order to find the legislative intent
of a bill or public law,
researchers need to compile reports, testimony, debate, and other
materials
related to that piece of legislation to find keys as to what
Congress hoped
to accomplish by passing this bill. The final compilation of
all these
materials provides the researcher with a complete "legislative
history" of
the bill or law in question and hopefully will answer the question
of what
Congress intended with this legislation.
Those interested in learning the process
involved in compiling an official
federal legislative history will find this program invaluable.
A specific
Public Law will be the focus of a step-by-step piecing together
of a
legislative history, using print resources such as the U.S. Statutes
at
Large, Congressional Record, and U.S. Congressional Serial Set.
Online
sources of federal legislative history information will also
be
highlighted. This program will be conducted by DOI Law Librarian
Maureen
Booth and Reference Librarian Shyamalika Ghoshal.
All that are interested are invited. The
DOI Library is located in the

Secretary Chu Announces $620 Million for
Smart Grid Demonstration and Energy Storage Projects
Recovery Act funding will upgrade the electrical grid, save energy
and create jobs
COLUMBUS, OHIO At an event in Columbus, Ohio this afternoon,
Secretary Chu announced that the Department of Energy is awarding
$620 million for projects around the country to demonstrate advanced
Smart Grid technologies and integrated systems that will help
build a smarter, more efficient, more resilient electrical grid.
These 32 demonstration projects, which include large-scale energy
storage, smart meters, distribution and transmission system monitoring
devices, and a range of other smart technologies, will act as
models for deploying integrated Smart Grid systems on a broader
scale. This funding from the American Recovery and Reinvestment
Act will be leveraged with $1 billion in funds from the private
sector to support more than $1.6 billion in total Smart Grid
projects nationally.
Secretary Chu also released a video today on YouTube, which explains
what investments in the Smart Grid can mean for American consumers.

These demonstration projects will further our knowledge
and understanding of what works best and delivers the best results
for the Smart Grid, setting the course for a modern grid that
is critical to achieving our energy goals, said Secretary
Chu. This funding will be used to show how Smart Grid technologies
can be applied to whole systems to promote energy savings for
consumers, increase energy efficiency, and foster the growth
of renewable energy sources like wind and solar power.
These efforts will provide invaluable data on the benefits and
cost-effectiveness of the Smart Grid, including energy and cost
savings. An analysis by the Electric Power Research Institute
estimates that implementing Smart Grid technologies could reduce
electricity use by more than 4 percent by 2030. That would mean
a savings of $20.4 billion for businesses and consumers around
the country, and $700 million for Ohio alone -- or $61 in utility
savings for every man, woman and child in Ohio.
The demonstration projects announced today will also help verify
the technological and business viability of new smart technologies
and show how fully integrated Smart Grid systems can be readily
adapted and copied around the country. Applicants say this investment
will create thousands of new job opportunities that will include
manufacturing workers, engineers, electricians, equipment installers,
IT system designers, cyber security specialists, and business
and power system analysts.
The funding awards are divided into two topic areas. In the first
group, 16 awards totaling $435 million will support fully integrated,
regional Smart Grid demonstrations in 21 states, representing
over 50 utilities and electricity organizations with a combined
customer base of almost 100 million consumers. The projects include
streamlined communication technologies that will allow different
parts of the grid to talk to each other in real time;
sensing and control devices that help grid operators monitor
and control the flow of electricity to avoid disruptions and
outages; smart meters and in-home systems that empower consumers
to reduce their energy use and save money; energy storage options;
and on-site and renewable energy sources that can be integrated
onto the electrical grid.
In the second group, an additional 16 awards for a total of $185
million will help fund utility-scale energy storage projects
that will enhance the reliability and efficiency of the grid,
while reducing the need for new electricity plants. Improved
energy storage technologies will allow for expanded integration
of renewable energy resources like wind and photovoltaic systems
and will improve frequency regulation and peak energy management.
The selected projects include advanced battery systems (including
flow batteries), flywheels, and compressed air energy systems.

Energy Sec. Chu to Travel to South Carolina
on Monday, November 30
WASHINGTON, D.C. - Next Monday, November 30, Secretary Chu will
join with U.S. Senator Lindsey Graham, Governor Mark Sanford,
U.S. Rep. Gresham Barrett, U.S. Rep. John Barrow, U.S. Rep. James
Clyburn and U.S. Rep Joe Wilson to celebrate the groundbreaking
of a new biomass cogeneration project at the Savannah River Site.
The plant, which will be one of the largest biomass facilities
in the country, will use clean energy resources to produce steam
for industrial processes and building heating systems, along
with the electricity needed to power much of the Savannah River
Site (SRS). This is Secretary Chus first visit to the Savannah
River Site.
Later that day, Secretary Chu will also travel to Greenville,
S.C. to tour the GE Energy Greenville Site and participate in

LATEST USDA STUDY SHOWS STATE PARTICIPATION
RATES FOR SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM VARY WIDELY
WASHINGTON, November 24, 2009 - USDA today
issued a study which shows how successful each State is in reaching
families eligible for the Supplemental Nutrition Assistance Program
(SNAP) and that state-by-state participation rates in SNAP varied
widely. According to Reaching Those in Need: State Supplemental
Nutrition Assistance Program Participation Rates in 2007, the
latest annually released report, 66 percent of eligible persons
received SNAP benefits. Among states, SNAP participation rates
varied widely from an estimated low of 47 percent to a high of
100 percent.
"These figures underscore the importance
of continuing USDA's efforts, in partnership with the States
that operate the program directly, to ensure that potential clients
are aware of the benefits of SNAP and can access those benefits
easily," said Under Secretary for Food, Nutrition and Consumer
Services Kevin Concannon. "We will continue to work across
the country to encourage the most effective outreach and customer
service strategies so that eligible families in every State can
make use of the program to improve their diets and promote good
health."
Concannon emphasized the importance of
ensuring that eligible low-income families understand that SNAP
offers an option to supplement their food budgets, and that the
program operates in every State to serve them effectively. Nationally,
SNAP served 36.5 million in August 2009, up from 29.4 million
the previous year.
"Programs like SNAP are essential
to good nutrition and well-being, especially in tough economic
times, and participation not only helps these households with
food at home, but also provides their children, through direct
certification, with access to nutritious meals at school,"
said Concannon.
USDA recently released a report that shows
schools have increased their use of direct certification. In
SY 2008-2009, 78 percent of all local educational agencies (LEAs)
directly certified some SNAP participants. These LEAs enroll
96 percent of all students in schools that participate in the
NSLP. This is an increase from SY 2004-2005, when 56 percent
of LEAs, enrolling 79 percent of all students in NSLP schools,
directly certified SNAP-participant students.
SNAP participation rates for all eligible
people and the working poor suggest that some States have fairly
consistently been in the top of the distribution of rates in
recent years. In all 3 years from 2005 to 2007, Arkansas, Illinois,
Kentucky, Maine, Missouri, Oregon, Tennessee, and West Virginia
had significantly higher participation rates for all eligible
people than two-thirds of the States.
The Supplemental Nutrition Assistance Program
(SNAP)-formerly the Food Stamp Program-is a central component
of American policy to alleviate hunger and poverty. The program's
main purpose is "to permit low-income households to obtain
a more nutritious diet...by increasing their purchasing power"
(Food and Nutrition Act of 2008). SNAP is the largest of the
domestic food and nutrition assistance programs administered
by the U.S. Department of Agriculture's Food and Nutrition Service
serving 36.5 million Americans in August 2009, half of whom are

OCC Community Developments Newsletter
Focuses on Bank Stabilization Activities
WASHINGTON The Office of the Comptroller
of the Currency (OCC) today released the fall 2009 edition of
Community Developments focusing on bank strategies to mitigate
the impacts of foreclosed properties on communities across the
country.
Thanks in large part to new community partnerships, neighborhoods
hard hit by foreclosures are being rebuilt and renewed,
said Comptroller of the Currency John C. Dugan. These initiatives
provide the critical leadership, creativity and financing needed
to help revitalize neighborhoods across the nation. Their efforts
come at a critical time for financial institutions and the communities
they serve.
This issue of Community Developments highlights the emerging
work of innovative community partnerships and the tools and resources
available to help them return foreclosed properties to the productive
housing stock. It describes multiple strategies for managing
and renewing real estate owned properties held by national banks
and other lenders, including donations, discounted sales, and
property rehabilitation. It also describes how federal funds
are being used to stabilize neighborhoods nationwide. In some
cases, the community stabilization efforts of national banks
can also receive positive CRA consideration.
In the Minnesotas twin cities, nonprofit housing organizations
are enabling low-and moderate-income households to buy foreclosed
homes with support from national foundations and the recently
created National Community Stabilization Trust.
In Essex County, New Jersey, neighborhoods are being helped by
a community development corporation using the bulk purchase of
defaulted mortgage notes from a bank to speed the transfer of
vacant properties.
In Charlotte, North Carolina, homebuyers have a chance to rent
a home until they can qualify to buy it through a lease-purchase
program. A nonprofit will manage these properties until they
are resold.
In Maricopa County, Arizona, a nonprofit is providing first-time
home buyers with prepurchase education and counseling. The nonprofit
organization repairs foreclosed properties for resale to these
buyers when they complete their training and qualify for affordable
financing.
The goal of all of these programs is to ensure that neighborhoods
affected by foreclosures continue to be desirable and sustainable
places to live. We hope that these examples and the other successes
described in this newsletter will inspire the launch of new stabilization
partnerships to serve other neighborhoods in need across the
country, stated Comptroller Dugan.

The Federal Deposit Insurance Corporation
(FDIC) Advisory Committee on Economic Inclusion (ComE-IN) will
meet on Wednesday, December 2nd, to discuss the results of the
FDIC's National Survey of Unbanked and Underbanked Households,
issues related to overdrafts, and the strategic focus of ComE-IN's
future work.
The FDIC conducted its National Survey
of Unbanked and Underbanked Households earlier this year as a
supplement to the Bureau of the Census' Current Population Survey.
"The data obtained from the FDIC/Census survey are the most
comprehensive ever obtained about the demographic characteristics
of who is considered underserved, and why," said FDIC Chairman
Sheila C. Bair. "Armed with this groundbreaking information,
policymakers and the industry will be better positioned to help
broaden all consumers' access to the financial mainstream."
FDIC Vice Chairman Martin J. Gruenberg observed, "This survey
will provide the information base for future efforts to address
the financial services needs of unbanked and underbanked households
in the United States."
The Committee will also hear a summary
of the FDIC Study of Overdraft Programs and an overview of current
and pending guidance regarding overdrafts.
Finally, ComE-IN members will discuss the
strategic focus of the Committee's activities going forward,
including future agenda topics, and policy and project options
for increasing access to the financial mainstream. As part of
this discussion, the Committee will address ways to use the lessons
learned from the FDIC Small-Dollar Pilot, a two-year case study
initiated in February 2008, and other small-dollar loan programs
to help banks incorporate affordable small-dollar loans into
their mainstream banking services.
The meeting, open to the general public
and the media, will be held from 8:45 a.m. to about 4:45 p.m.
in the FDIC Board Room, located on the sixth floor of the FDIC
headquarters building at 550 17th Street, N.W., Washington, D.C.

Tomorrow, Thanksgiving Day, Americans across
the country will sit down together, count our blessings, and
give thanks for our families and our loved ones.
American families reflect the diversity
of this great nation. No two are exactly alike, but there is
a common thread they each share.
Our families are bound together through
times of joy and times of grief. They shape us, support us, instill
the values that guide us as individuals, and make possible all
that we achieve.
So tomorrow, I'll be giving thanks for
my family -- for all the wisdom, support, and love they have
brought into my life.
But tomorrow is also a day to remember
those who cannot sit down to break bread with those they love.
The soldier overseas holding down a lonely
post and missing his kids. The sailor who left her home to serve
a higher calling. The folks who must spend tomorrow apart from
their families to work a second job, so they can keep food on
the table or send a child to school.
We are grateful beyond words for the service
and hard work of so many Americans who make our country great
through their sacrifice. And this year, we know that far too
many face a daily struggle that puts the comfort and security
we all deserve painfully out of reach.
So when we gather tomorrow, let us also
use the occasion to renew our commitment to building a more peaceful
and prosperous future that every American family can enjoy.
It seems like a lifetime ago that a crowd
met on a frigid February morning in Springfield, Illinois to
set out on an improbable course to change our nation.
In the years since, Michelle and I have
been blessed with the support and friendship of the millions
of Americans who have come together to form this ongoing movement
for change.
You have been there through victories and
setbacks. You have given of yourselves beyond measure. You have
enabled all that we have accomplished -- and you have had the
courage to dream yet bigger dreams for what we can still achieve.
So in this season of thanks giving, I want
