This week in Los Angeles, California, the Justice Departments
National Institute of Justice (NIJ) and Bureau of Justice Assistance
(BJA) hosted the Nations first symposium on Predictive
Policing. Predictive policing is a relatively new law enforcement
concept that integrates approaches such as cutting-edge crime
analysis, crime fighting technology, intelligence-lead policing
and more to inform forward thinking crime prevention strategies
and tactics.

VA is studying of Vietnam-era women veterans
WASHINGTON (AFRNS) -- Secretary of Veterans Affairs Eric K. Shinseki
said the Department of Veterans Affairs is launching a comprehensive
study of women veterans who served in the military during the
Vietnam War. The study will explore the effects of their military
service upon their mental and physical health.
"One of my top priorities is to meet the needs of women
veterans," said Secretary Shinseki. "Our veterans have
earned the very best care. VA realizes that women veterans require
specialized programs, and this study will help VA provide high-quality
care for women veterans of the Vietnam era."
The study, which begins in November and lasts more than four
years, will contact approximately 10,000 women in a mailed survey,
telephone interview and a review of their medical records.
As women Vietnam veterans approach their mid-60s, it is important
to understand the impact of wartime deployment on health and
mental outcomes nearly 40 years later, said officials. The study
will assess the prevalence of post-traumatic stress disorder
and other mental and physical health conditions for women Vietnam
veterans, and explore the relationship between PTSD and other
conditions.
VA will study women Vietnam veterans who may have had direct
exposure to traumatic events, and for the first time, study those
who served in facilities near Vietnam. These women may have had
similar, but less direct exposures. Both women veterans who receive
their health care from VA and those who receive health care from
other providers will be contacted to determine the prevalence
of a variety of health conditions.
About 250,000 women veterans served in the military during the
Vietnam War and about 7,000 were in or near Vietnam. Those who
were in Vietnam, those who served elsewhere in Southeast Asia
and those who served in the United States are potential study
participants.
The study represents to date the most comprehensive examination
of a group of women Vietnam veterans, and will be used to shape
future research on women veterans in future wars. Such an understanding
will lay the groundwork for planning and providing appropriate
services for women veterans, as well as for the aging veteran
population today.
Women veterans are one of the fastest growing segments of the
veteran population. There are approximately 1.8 million women
veterans among the nation's total of 23 million living veterans.
Women comprise 7.8 percent of the total veteran population and
nearly 5.5 percent of all veterans who use VA health care services.
VA estimates women veterans will constitute 10.5 percent of the
veteran population by 2020 and 9.5 percent of all VA patients.
In recent years, VA has undertaken a number of initiatives to
create or enhance services for women veterans. Initiatives include
implementing comprehensive primary care nationwide, staffing
every VA medical center with a women veterans program manager,
supporting a multifaceted research program on women's health,
and improving communication and outreach to women veterans. VA
organizations like the Center for Women Veterans and the Women
Veterans Health Strategic Healthcare Group will continue operating.

Economy Highlights:
With the holiday season right around
the corner, the Commerce Department reported this week that some
of the nations largest retailers, discount and luxury chains
alike, posted better- than-expected earnings
and said
they were seeing signs of broader stabilization [New
York Times, 11/17/09]. In addition, the improvement in overall
retail sales in October was in part driven by higher auto sales,
as demand returned following a sharp drop after the expiration
of the government's cash-for-clunkers program. [Wall

This week, General Motors announced that they are seeing
signs of life following their brief bankruptcy and while
it was still losing money, it had stabilized enough that it could
take an important symbolic step and begin returning some of the
$50 billion that the federal government provided to help
G.M. take a big step toward a lasting recovery. [New

Recovery Highlights:
With unemployment at double digits, House Leaders are
looking at a variety of options to help create jobs and grow
the economy. In addition to Congressional action, the White House
announced that President Obama will hold a December 3rd forum
on job creation with business leaders and embark on a cross-country
tour to highlight Democratic efforts to boost the economy. Economists
say a $787 billion stimulus bill passed in February has helped
ease the worst recession since the Great Depression of the 1930s,
but Democrats understand that there needs to be more done to
address unemployment and create jobs. [Reuters,

OCC Releases CRA Evaluations For 27 National
Banks
WASHINGTON The Office of the Comptroller of the Currency
(OCC) today released a list of Community Reinvestment Act (CRA)
performance evaluations that became public during the period
of October 15, 2009 through November 14, 2009. The list contains
only national banks and insured federal branches of foreign banks
that have received ratings. The possible ratings are outstanding,
satisfactory, needs to improve, and substantial noncompliance.
Of the 27 evaluations made public this month, 2 were outstanding,
25 were satisfactory, none were needs to improve, and none were
substantial noncompliance. Evaluations are available from links
on http://www.occ.treas.gov/cra/nov09.htm.
The OCCs World Wide Web site (http://www.occ.treas.gov)
also offers access to a searchable list of all public CRA evaluations
(http://www.occ.treas.gov/cra/crasrch.htm).
Copies of the actual evaluations may be obtained by submitting
a request electronically through the OCC's online FOIA site https://appsec.occ.gov/publicaccesslink/.

MESSAGE FROM THE MAJORITY LEADER
This week, the House passed the Medicare
Physician Payment Reform Act, a bill to protect seniors
access to doctors by permanently reforming the way Medicare pays
physicians. The legislation repeals a 21% reduction in physician
payments scheduled to take place in January 2010, and replaces
it with a sustainable system that ends the cycle of short-term
patches and threats of payment cuts.
Attached to the Medicare Physician Payment Reform Act is Statutory
Pay-As-You-Go legislation, a proven tool for turning
deficits to surpluses. Under PAYGO, Congress will be forced to
make the tough decisions necessary to ensure our nation pays
for what it buys. Restoring our nations fiscal health will
not be quick or easy and the enactment of PAYGO will not erase
our nation's deficits on its own, but reinstating this common-sense
principle is a key first step. I hope the Senate will join us
and act quickly to put PAYGO into law.
The Senate is expected to take a procedural vote this weekend
in order to proceed with debate on its version of health reform
legislation. House Democrats remain committed to reform that
will make health care more affordable, accessible and secure
for all Americans. I look forward to working with the Senate
in the weeks ahead to accomplish these goals.
Next week, House Members will return to their Districts to be
with their families and constituents as our Nation celebrates
Thanksgiving. When we return, we will keep discussing options
to help create jobs and grow the economy and continue our work
on health reform.

McKesson HBOC Chairman Convicted in $8 Billion Securities Fraud

in San Francisco of four counts of securities fraud and one count
of circumventing internal accounting controls at a public company.
As a result of his actions, defrauded investors lost more than
