1941, the United States entered World War II. In June 1942, President
Franklin Roosevelt created the Office of Strategic Services (OSS)
the forerunner of todays CIA to collect and

SECRETARY NAPOLITANO PROMOTES HOLIDAY TRAVEL
TIPS FOR SAFETY, SECURITY AND HEALTH
WASHINGTONDepartment of Homeland Security (DHS) Secretary
Janet Napolitano today was joined by the Centers for Disease
Control and Preventions (CDC) Dr. Anne Schuchat and Transportation
Security Administration (TSA) Acting Administrator Gale Rossides
to promote holiday travel tips and highlight the simple steps
travelers can take to prevent the spread of the flu.
Following these simple travel tips will help expedite the
screening process at airports and keep travelers healthy and
safe throughout the holiday travel season, said Secretary
Napolitano.
TSAs holiday travel tips will help decrease the amount
of time passengers spend in line at airport security checkpoints,
increase the overall efficiency of airport operations and enhance
security by engaging passengers in the shared responsibility
of watching out for suspicious activity at airports across the
nation.
TSA Travel Tips
· Pay attention to your health before traveling
o The best way to prevent the spread of the flu is to stay home
if youre sick or have flu-like symptoms.
o The CDC recommends you get both H1N1 and seasonal flu vaccines.
· Practice good hygiene while traveling
o Cover your mouth when coughing or sneezing.
o Wash your hands regularly to help prevent the spread of germs
and illness.
· Ensure your government-issued ID and boarding pass are
out and ready
o Getting all travel documents together and ready before you
get in line will help security officers quickly verify that you,
your identification, and your boarding pass match and are valid.
· Wear easily removable shoes and jackets
o Wearing footwear that can be easily removed helps speed the
process for X-ray screening. Be prepared to remove all shoes,
jackets and other outerwear for screening.
· Take out liquids and laptops
o Remember the 3-1-1 rule for liquids, gels and aerosols at the
checkpoint:
§ 3-ounce bottles or less for all liquids, gels and aerosols;
§ 1 quart-sized, clear, plastic zip-top bag; and
§ 1 bag per passenger placed separately in a security bin
for X-ray screening.
o The liquid restriction applies only to carry-on bags. Passengers
can pack larger quantities of liquids and gels in checked baggage.
o Be prepared to remove your laptop from its case and place it
in separate bin for X-ray screening.
· Use TSA Family Lanes if you or your family needs extra
time or assistance
o Last year, TSA expanded its popular Family Lanes to every security
checkpoint in the United States.
o Family Lanes allow infrequent travelers, those with small children
or passengers who need additional assistance to move through
security at their own pace. Officers in these lanes work with
passengers to screen medically necessary items like baby formula
and insulin.
· Keep an eye out for suspicious activity
o Transportation security is a shared responsibility. The traveling
public plays an important role in keeping holiday travel safe.
o Travelers should report all suspicious activities or items
to airport security personnel.
· Remember TSAs new Secure Flight program when booking
new airline tickets
o Fulfilling a key 9/11 Commission recommendation, TSA is working
with airlines to implement Secure Flight.
o Secure Flight prescreens passenger name, date of birth and
gender against government watch lists for domestic and international
flightsmaking travel safer and easier by keeping known
or suspected terrorists from obtaining a boarding pass.
o In addition, Secure Flight helps prevent the misidentification
of passengers who have names similar to individuals on government
watch lists.
o When booking airline tickets, use your name as it appears on
the government ID you plan to use when travelingalong with
your date of birth and gender. Providing this information will
clear 99 percent of travelers to print boarding passes at home.
o Airlines are phasing in this program; if you are not prompted
for this information when booking travel or if there are small
variations between your name and your reservation, dont
worryyou will still be able to travel.

Recognizing and Avoiding Spyware
Because of its popularity, the internet
has become an ideal target for
advertising. As a result, spyware, or adware, has become increasingly
prevalent. When troubleshooting problems with your computer,
you may
discover that the source of the problem is spyware software that
has been
installed on your machine without your knowledge.
What is spyware?
Despite its name, the term "spyware"
doesn't refer to something used by
undercover operatives, but rather by the advertising industry.
In fact,
spyware is also known as "adware." It refers to a category
of software that,
when installed on your computer, may send you pop-up ads, redirect
your
browser to certain web sites, or monitor the web sites that you
visit. Some
extreme, invasive versions of spyware may track exactly what
keys you type.
Attackers may also use spyware for malicious purposes.
Because of the extra processing, spyware
may cause your computer to become
slow or sluggish. There are also privacy implications:
* What information is being gathered?
* Who is receiving it?
* How is it being used?
How do you know if there is spyware on
your computer?
The following symptoms may indicate that
spyware is installed on your
computer:
* you are subjected to endless pop-up windows
* you are redirected to web sites other than the one you typed
into your
browser
* new, unexpected toolbars appear in your web browser
* new, unexpected icons appear in the task tray at the bottom
of your
screen
* your browser's home page suddenly changed
* the search engine your browser opens when you click "search"
has been
changed
* certain keys fail to work in your browser (e.g., the tab key
doesn't
work when you are moving to the next field within a form)
* random Windows error messages begin to appear
* your computer suddenly seems very slow when opening programs
or
processing tasks (saving files, etc.)
How can you prevent spyware from installing
on your computer?
To avoid unintentionally installing it
yourself, follow these good security
practices:
* Don't click on links within pop-up windows - Because pop-up
windows are
often a product of spyware, clicking on the window may install
spyware
software on your computer. To close the pop-up window, click
on the "X"
icon in the titlebar instead of a "close" link within
the window.
* Choose "no" when asked unexpected questions - Be
wary of unexpected
dialog boxes asking whether you want to run a particular program
or
perform another type of task. Always select "no" or
"cancel," or close
the dialog box by clicking the "X" icon in the titlebar.
* Be wary of free downloadable software - There are many sites
that offer
customized toolbars or other features that appeal to users. Don't
download programs from sites you don't trust, and realize that
you may
be exposing your computer to spyware by downloading some of these
programs.
* Don't follow email links claiming to offer anti-spyware software
- Like
email viruses, the links may serve the opposite purpose and actually
install the spyware it claims to be eliminating.
As an additional good security practice,
especially if you are concerned
that you might have spyware on your machine and want to minimize
the impact,
consider taking the following action:
* Adjust your browser preferences to limit pop-up windows and
cookies -
Pop-up windows are often generated by some kind of scripting
or active
content. Adjusting the settings within your browser to reduce
or prevent
scripting or active content may reduce the number of pop-up windows
that
appear. Some browsers offer a specific option to block or limit
pop-up
windows. Certain types of cookies are sometimes considered spyware
because they reveal what web pages you have visited. You can
adjust your
privacy settings to only allow cookies for the web site you are
visiting
(see Browsing Safely: Understanding Active Content and Cookies
and
Evaluating Your Web Browser's Security Settings for more information).
How do you remove spyware?
* Run a full scan on your computer with
your anti-virus software - Some
anti-virus software will find and remove spyware, but it may
not find
the spyware when it is monitoring your computer in real time.
Set your
anti-virus software to prompt you to run a full scan periodically
(see
Understanding Anti-Virus Software for more information).
* Run a legitimate product specifically designed to remove spyware
- Many
vendors offer products that will scan your computer for spyware
and
remove any spyware software. Popular products include Lavasoft's
Ad-Aware, Microsoft's Windows Defender, Webroot's SpySweeper,
and Spybot
Search and Destroy.
* Make sure that your anti-virus and anti-spyware software are
compatible
- Take a phased approach to installing the software to ensure
that you
don't unintentionally introduce problems (see Coordinating Virus
and
Spyware Defense for more information).

Big news from the Senate: last night, Harry
Reid released the Patient Protection and Affordable Health Care
Act. This begins perhaps the most important phase in the health
care fight, where the full Senate will debate what stays in this
bill, what goes, and what gets added.
I am proud to have had a hand in creating
this bill, and I strongly support its passage. It includes a
strong public option that will make the insurance market more
competitive and more fair to consumers. The bill has effective
reforms that will help cover nearly all Americans. Here are a
few of the many good reasons to support this bill:
The bill creates an "opt-out"
public option that will bring prices down and make insurance
companies compete for your business.
It ends discrimination against Americans with pre-existing conditions,
so insurance companies can no longer deny them coverage.
It expands Medicaid for low-income Americans, strengthens Medicare,
and reduces the prescription drug benefit "donut hole"
for seniors.
It improves health care quality, promotes preventative care,
and lowers prices.
It will cover 31 million Americans who are currently without
insurance.
This bill will reduce the federal deficit by $127 billion over
the next 10 years, and $650 billion in the 10 years after that.
I'm going to do everything I can to make sure this bill passes
the Senate without any changes that make it weaker or less effective.
And I will fight to make sure that the public option stays in.
The first thing I need in this fight? Your
support.
I need as many people as possible to state
their public support for the Patient Protection and Affordable
Health Care Act. The more people we have supporting strong reform,
the easier it will be to pass. It's that simple.

in his transformed home thanks to the efforts of Iowa?s hard-working
volunteer agencies.

Hoyer Statement on the Medicare Physician
Payment Reform Act
WASHINGTON, DC - House Majority Leader
Steny H. Hoyer (MD) spoke on the House Floor today in support
of the Medicare Physician Payment Reform Act of 2009, which will
have Statutory Pay-As-You-Go (PAYGO) attached when
it is sent to the Senate. Below are his remarks as prepared for
delivery:

Today, we have the chance to vote for health care our seniors
can count on, and a fiscal future all Americans can have faith
in. We can do it by stopping a massive Medicare payment cut,
and by committing future policies to the tested principle of
pay-as-you-go.
First, the Medicare payment rate
cut: if we do nothing, payments to doctors treating Medicare
patients will drop by 21% in the new year, with more cuts in
the years to come. If we allow that to take place, many seniors
will find that their doctor is no longer available to treat them.
That means less access to health
care, longer waiting lists, and serious conditions going untreatedin
sum, it means sicker seniors. Thats why its essential
that we stop these cuts before theyre allowed to take effect.
Its important to remember that
this bill would simply prevent cutsnot increase payments
to doctors. But it is true that ensuring our seniors access to
their doctors will add to our deficit, just as extending any
of the Bush tax cuts that are set to expire next year would do.
Because seniors health is at stake in this bill, I believe
stopping the payment cuts is worth the cost.
And its also worth pointing
out that this bill represents a new honesty in budgeting. As
far as Democrats are concerned, the days of pretending that the
costs of the doctor fix will be made up by even deeper
cuts next year are over. Indeed, most of the costs associated
with this bill are the result of stopping the gimmicks Republicans
used for years and cleaning up the mess created by those gimmicks.
The first step to getting out of debt is being honest about the
debt we are in.
So lets be honest: our country
is in a deep fiscal hole, for reasons that go far, far beyond
Medicare payments. In fact, theres no one reason for our
record national debt. The causes include President Bushs
debt-financed tax cuts for Americas wealthier citizens,
the cost of two wars, our escalating entitlement programs, the
recession President Bush left us with, and the deficit spending
we need to clean up that economic messspending that economists
tell us is necessary to stimulate demand in a recession. A recent
New York Times analysis tells us that 90% of our deficit has
been brought about by the policies of the Bush administration,
the extensions of its policies, and the economic crisis that
it left behind.
No one step will get us out of our
fiscal hole. But the most important immediate step we can take
is to commit ourselves to the principle that, in new policies,
our country will pay for what it buys. That is the principle
of pay-as-you-go, or paygoand it is a proven tool for fighting
debt.
In the 1990s, President Clinton used
it to turn huge Republican deficits into a record surplus; and
when President Bush abandoned paygo, record deficits returned.
When Democrats took back the House majority in 2006, we demonstrated
our commitment to fiscal responsibility by making paygo part
of the House rules. And now, with support from President Obama
and both chambers of Congress, we have a real chance to give
paygo the force of law by passing this bill.
Under paygo, Congress will be forced
to offset all new policies reducing revenues or expanding entitlements,
so that they add nothing to our deficit. In essence, we will
be forced to make the hard budgeting choices that are so tempting
to avoidto stop politically painless giveaways financed
with borrowed money. If we want to cut taxes, well have
to explain which programs will suffer cuts. If we want to expand
entitlements, well have to spell out how to pay for it.
And no matter which party is in power, well be forced to
distinguish wasteful spending and subsidies from the long-term
priorities that really matter to our country.
Some have complained that statutory
paygo would not apply to extensions of some existing policies
that have bipartisan support: policies on the Alternative Minimum
Tax, Medicare doctor payments, and the estate and middle-income
tax cuts passed in 2001 and 2003. I sympathize with their concerns,
and I have said repeatedly that I would fight to pay for all
of those policies. That stands in contrast to President Bush
and Congressional Republicans, who have repeatedly stated that
they do not believe that extensions of tax cuts need to be paid
for. Unfortunately, its a political reality that the votes
to pay for extensions of the bush policies are most likely not
there. A paygo law that ignored that fact would be waived for
those polices, and then again and again. I prefer a law that
we can enforce consistently.
Mr. Speaker, in our countrys
economic meltdown last year, we all saw the damage that deep
debt can do. Its time for our federal government to learn
that lesson, and act on it. If we fail to act, liberal and conservative,
Democratic and Republican, priorities will suffer alike.
We can still prevent that outcome.
We cannot get back to fiscal health in one afternoons votebut
we can start here. I urge all of my colleagues to join me in
voting for this bill.

APPROVES REVISED TRAVEL RULES AND NPRM ON CANDIDATES' ROLE IN
NON-FEDERAL FUNDRAISING EVENTS, WIDENS DISCLOSURE PRACTICE

WASHINGTON - At its open meeting today, the Federal Election
Commission (FEC) approved revised rules regulating campaign travel
on non-commercial aircraft. It also approved a Notice of Proposed
Rulemaking (NPRM) implementing the D.C. Circuit Court of Appeals
Opinion in Shays v. FEC (Shays III) that found invalid aspects
of some of the rules the Commission promulgated to implement
the Bipartisan Campaign Reform Act of 2002 (BCRA). The Commission
seeks comment on proposed changes to the rules to implement the
Shays III decision in connection with participation by federal
candidates and officeholders at non-federal fundraising events.
The Commission also amended an agency policy concerning public
disclosure of First General Counsel's Reports.
